This booklet briefly describes the various departments within Kane
County government, outlines the services provided, and lists the
names of the administrators of those departments. It also includes
a comprehensive listing of the national and state officials who
represent the citizens of Kane County, as well as the elected and
appointed officials of the units of local government. Due to multiple
elections in Illinois each year that affect leaders in state and
local government, it is inevitable that some names of elected
officials will be outdated within a few months of publication.
However, the descriptive information should remain constant.
This booklet is intended to enable citizens to become more familiar
with Kane County government, thus encouraging each person to
take an active part in its decision making process.

History of Kane County
The development of Kane County from virgin prairie land to the fifth most
populous county in the state demonstrates the evolution of modern
government.
The Kane County region was discovered in 1673 by the French explorers,
Father Jacques Marquette and Louis Joliet, as the explorers returned north
along the Illinois River after their travels south along the Mississippi River. The
explorer Robert de La Salle and his lieutenant, Tonti, later claimed the land for
France. In 1717, the region was placed under the rule of Louisiana, remaining
a French possession until the close of the French-Indian War. Following the
signing of the Treaty of Paris in 1763, the land was ceded to the British. British
control of the region ended in 1778 when George Rogers Clark captured
“Illinois Country” for the Americans during the Revolutionary War. Portions of
Illinois were claimed by Virginia, Massachusetts, and Connecticut. All claims
to the territory in present-day Kane County were ceded to the federal
government by the mid-1780s.
Many plans were advanced for dealing with the newly acquired federal
territories. Thomas Jefferson proposed to divide what now is known as Illinois
into three different states with present-day Kane County as part of the state of
Assensipia. However, it was decided to give Illinois large boundaries at the
advice of James Monroe, who had made several trips to the area and deemed
the entire Midwest “worthless and uninhabitable.”
In 1787, the Northwest Territory was established by Congress to provide the
government of all lands northwest of the Ohio River. Illinois initially became a
part of the Indiana Territory in 1800, and the Illinois Territory was established
by an act of Congress in 1809. In 1818, Illinois was admitted as the 21st state
with Kaskaskia as its capital.
At the time of statehood in 1818, only Native Americans were known to be
residing in the Kane County area. Resentment grew among the Native
American community as the settlers took over their land and forced the
indigenous people west to Iowa. In 1832, the Sauk leader and warrior, Black
Hawk, gathered together members of the Sauk and Fox tribes in an effort to
regain their homelands. In response to this action, United States Army troops
under the command of Gen. Winfield Scott were sent from the east to Chicago,
where they had been delayed by a cholera epidemic. While no battles
occurred in Kane County, Scott’s men marched through the area that is now
marked by Army Trail Road, fording the Fox River north of the present city of
St. Charles, near the Blackhawk Forest Preserve. With the defeat of Black
Hawk’s band at the Bad Axe River in Wisconsin, the Native American initiative
in northern Illinois was suppressed by the United States Army. Within two
years, permanent settlers followed the trail from Chicago created by the Army

wagons, and the way was paved for new development in the Kane County
area. The trail was also an important part of an early mail route between
Galena and Chicago.
The first known non-Native settler in Kane County was Christopher Payne, a
New Yorker, who settled near Batavia in 1833. Toward the end of 1834, nearly
40 more families settled along Fox River, including the Aldrich, Churchill,
Herrington, McCarty, McKee, Miles, Minard, Vandeventer, and Van Nortwick
families. The first child was born in Kane County in 1834. The first store and
mill appeared in the same year. The first school was soon organized near
Batavia, and the first church was also established in 1835.
New residents and visitors alike discovered the resources found in Kane
County. In a letter published in a contemporary newspaper, a visitor to Kane
County described the area, stating, “If any preference can be given among so
many counties, all of which are so beautiful and so fertile, that preference must
be given to Kane. I think, after taking all things into consideration, that I may
safely pronounce it the best county in the State. Although the prairie land
predominates, it is interspersed with valuable groves, containing timber
sufficient for fuel, fencing and building for years to come….[I]ts magnificent
river, which supplies so much water power and propels so much machinery,
adds materially to the wealth and business of the county.”
On January 16, 1836, the Illinois legislature formed a new County named for
the recently-deceased Elias Kent Kane, a highly respected attorney who
helped draft the Illinois Constitution. Kane became the first Secretary of State
and was later elected to Congress, representing Illinois in the U.S. Senate until
his death in 1835. The original boundaries of the newly-created Kane County
included present-day DeKalb County and the northern portions of Kendall
County. DeKalb subsequently separated from Kane County in 1837 and
Kendall did the same in 1841. The current boundaries of Kane County,
approximately 540 square miles, were set in 1841.
A committee of three members of the legislature selected LaFox, which later
was renamed Geneva, as the Kane County seat. This selection was made
because James Herrington’s Tavern and Inn, located on North State Street
near the Fox River, had the only post office in the County. Herrington’s Tavern
also served as the first County Courthouse. In June 1836, 180 men gathered
at Herrington’s Tavern to elect officials for the new County, and they
conducted voting for three commissioners, a Sheriff, a Recorder of Deeds, a
Coroner, a Clerk, and a Surveyor.
In 1837, the County offices were moved out of Herrington’s Tavern into a new
courthouse on the corner of 4th and State Streets in Geneva. Construction
costs for this courthouse totaled $3,000. By 1844, Kane County had outgrown
these quarters and a new quarry stone courthouse was constructed on the site
of the present Geneva City Hall on Route 31.
The Illinois Constitution of 1848 empowered counties to change their form of
government. The residents of Kane County, mostly settlers who had traveled
from New England, chose the county-township model. 16 townships were
created: Hampshire, Jackson (currently Rutland), Dundee, Burlington,
Washington (currently Plato), Elgin, Franklin (currently Virgil), Fairfield
(currently Campton), St Charles, Royalton (currently Kaneville), Blackberry,
Geneva, Batavia, Little and Big Rock (currently, Big Rock), Sugar Grove, and
Fox River (currently Aurora) Townships. The following year the responsibilities
of the County Commissioners were divided. The administration of the County
was transferred to a Board of Supervisors, consisting of one supervisor from
each of the 16 townships. The County Clerk was added as another elected
official. A chief judge and two associate judges assumed the judicial
responsibilities formerly held by Commissioners.
Overcrowding in the jail and Courthouse soon created a need for a new, larger
building. Bids were let for construction in 1854 at the site of the present day
Courthouse on 3rd Street in Geneva. Disputes with the contractor prevented
the building from opening until 1857. The new Courthouse, designed by a
leading Chicago architect, John M. Van Osdel, was considered the most
important architectural monument in Kane County. The ornate three-story
limestone building was capped with a large cupola and became a favorite
vantage point in the area.
Financing construction of the new Courthouse proved an additional economic
burden to the County Board when it already faced budgetary problems in the
wake of the Civil War. In July 1861, the Board appointed a War Committee
which appropriated money for horses, bounties, equipment for the troops, and
family benefits. Hundreds of men from Kane County volunteered to serve in
the Civil War, attesting to Kane County’s involvement in the war operations.
The names of these men are preserved in a plaque on the monument in front
of the present day Courthouse in Geneva.
The years following the Civil War were marked by a sudden increase in
population as people came to the area looking for jobs in the mills and factories
along the Fox River. Railroads also played a significant part in the growth of
Kane County, as the first line in northern Illinois crossed Elgin and continued
south to Geneva. The Galena and Chicago Union Railroad linked the lead
mines on the Mississippi River with the Chicago industrial area. This line
eventually became the BNSF Railway, which has continued to run through
Kane County since 1853. Aurora served as a major railroad center operating
with the Aurora Branch Railroad beginning in 1850 and later the Chicago,
Burlington, and Quincy Railroad (now BNSF). The old roundhouse that served
the railway on North Broadway has been renovated into a restaurant and
brewery. Other railroad lines connected the river towns with each other, as
well as the Chicago metropolitan area.
The railroad was also instrumental in establishing Kane County as a prominent
dairy region at the time. Chicago’s hotels were a major consumer of milk,
butter, and cheese from northern Kane County. Railroads provided rapid

transportation for the fresh dairy products shipped daily into the city as the
county’s involvement in the dairy industry proved influential nationally. The
Elgin Board of Trade established butter prices throughout the country.
On March 13, 1890, Kane County lost one of its most prized buildings when a
fire destroyed the Courthouse. Fortunately, the records of the recorder, County
Clerk, and Circuit Clerk were locked in fireproof vaults and not damaged. For
the next two years, the county rented a house at 2nd and Campbell Streets in
Geneva for $30 a month in order to conduct county business. The clerks
crowded into the various rooms while the judges held court in the dining room.
The Kane County Board commissioned Chicago architects, W.J. Edbrooke
and Franklin P. Burnham, to design the new Courthouse and jail. The massive
four-story Courthouse, which still stands today, is still regarded as one of the
finest in Illinois. The original construction cost totaled $195,000. A square
dome rises high above the rotunda and decorative ironwork railings encircle
each floor. Within the fourth floor, eleven murals are painted on the arches
depicting various scenes from the County.
Kane County continued its rapid growth throughout the 20th Century. The
population doubled from 65,000 to 130,000 during the 50-year period from
1890 to 1940. The population doubled again to 260,000 in the next 30-year
period through 1970, along with the increasing number of industries, medical
centers, and educational institutions. In 1967, the United States government
built Fermilab, a center for energy research and development, on a 6,800 acre
site outside Batavia. This research center provides educational and cultural
opportunities for residents of Kane and surrounding counties.
The form of government for Kane County changed again in 1972 when the
Illinois legislature abolished the Board of Supervisors and established the
independently-elected County Board. Kane County was divided into 26
districts, with one board member elected from each district. The new 26-
member County Board came into power in May 1972.
The Board immediately faced problems regarding the County jail. The 1892
facility had come under attack for being “totally inadequate” and having
“deplorable conditions.” Construction was authorized for a new jail in June
1972. Called the Kane County Corrections Complex, the jail was located on
Fabyan Parkway in Geneva. The $3.5 million institution opened in 1975 and
was considered one of the most modern in the nation. However, that facility
became outdated, and the current jail, which opened in 2008, is located next
to the Kane County Judicial Center on Route 38 in St. Charles.
With the continued growth of Kane County and crowding of the Courthouse,
the county was forced to rent several downtown homes for additional office
space. In November 1972, the County purchased the Sacred Heart Seminary
on Route 31 in Geneva. Remodeling began quickly, and by early 1975, all
county administrative offices had moved to the current site of the Kane County
Government Center.
In September 1975, the County Board empowered the Public Building
Commission to refurbish the Courthouse and convert the vacated
administrative offices into space for the Circuit Court and Clerk. Subsequent
growth of the county in the 1980s required the acquisition of more property.
The former Sixth Street School was acquired to provide additional space for
Family Court, the Health Department, and the Regional Office of Education for
several decades until it was sold in 2016. An addition to the County Clerk’s
office at the Government Center in 2001 provided additional office space.
With the rapidly continuing growth of the county, the 1892 Courthouse became
extremely overcrowded. In 1991, the County Board approved the construction
of the Kane County Judicial Center, on Route 38 in St. Charles. In October
1993, the Judicial Center was opened and presently houses the criminal
courts and some offices for court services. A time capsule, inserted in the
cornerstone of the 1892 Courthouse, was opened at a ceremony held at the
Courthouse in September 1994. Contents of the time capsule are now on
display at the Geneva Historical Society Museum.
Additional space was needed for the Circuit Court Clerk’s office which
maintains Court records. In the 1980s, space was rented in the former
Campana building located at Route 31 and Fabyan Parkway for the Circuit
Clerk, but a long-term solution was necessary. In 2002, the Circuit Clerk’s
office moved to the old Montgomery Ward property on Randall Road in St.
Charles. The Kane County Branch Court joined the Circuit Clerk’s office on
Randall Road in 2011.
Additional changes have affected the County Board as well. After decades of
debate, members took action to change the size of the board. On May 23,
2011, following the 2010 Census, the County Board adopted Ordinance #11-
136, to reapportion the County Board and determine the number of Board
members. In that ordinance, the Board voted to reduce the Board by 2
members to the Board’s current composition of 24 members.
The census bureau most recently estimated Kane County’s population at
534,216 as of 2019. The population is steadily increasing, due largely to
expansion from the Chicago area. As a result, the County Board continues to
struggle with attempting to balance the interests of both maintaining the
traditional beauty, rich farmland, and open spaces of Kane County while
responding to the pressures for rapid commercial and residential development
of the agricultural areas. The decisions made by the County Board and other
elected officials will influence the growth of Kane County and impact the future
for Kane County residents.

The County Auditor audits all claims against the County and recommends
to the County Board the payment or rejection of those claims. The Auditor
collects, analyzes, and preserves statistical and financial information
                         regarding the cost of operation of the facilities
                         maintained, operated, or owned by the County.
                         The Auditor maintains a file of all contracts
                         entered into by the County Board and authorized
                         by County Officers. The Auditor maintains a
                         continuous internal audit of the operations and
                         financial records of the Officers and departments

Circuit Court Clerk

                   The Circuit Court Clerk directs the activities of all
                   divisions of the office in accepting, filing, preserving,
                   and providing access to all records of the State courts
                   in the County. The Circuit Court Clerk works in
                   conjunction with and at the direction of the Circuit Court,
                   Appellate Court and the Supreme Court of Illinois. In
                   addition the Circuit Court Clerk is responsible for the
                   collection of fines and fees as well as disbursing monies
                   collected to the various State, County, or Local
                   agencies and the public as required by law or court
order. The Circuit Court Clerk prepares records on appeal to the Appellate

Coroner
Rob Russell (2016-2020)
The Coroner’s office is responsible for investigating the cause of death
                  when the death has been sudden or violent; apparently
                  suicidal, homicidal or accidental; and deaths that were
                  apparently caused or contributed to by temperature,
                  trauma, chemicals, electricity, radiation, drowning,
                  suffocation, or domestic violence. The Coroner’s
                  Office also investigates deaths due to sex crimes or
                  instances where the circumstances are suspicious,
                  obscure, mysterious, or otherwise unexplained; where
                  the cause of death is not determined as well as
                  instances where addiction might have been a
                  contributory cause of death; or a death where the
decedent was not attended by a licensed physician. The Coroner also
conducts inquests, consultations, and investigations as required by State
statute and submits reports to the State agencies as required by statute.

Regional Office of Education Superintendent

The Superintendent of the Regional Office of Education assists school
                    districts in Kane County so they operate as required
                    by the Illinois School Code and provides opinions and
                    advice about all controversies arising under the
                    Illinois School Code. The Superintendent receives
                    certain funds due to local school districts and
                    distributes the funds to the appropriate local school
                    districts as directed. The Superintendent examines
                    the bonds of school treasurers, approved by local
                    school boards, and approves them if they are legally
sufficient. The Superintendent also prepares financial reports that are
received by the County and State.

Sheriff
Ron Hain (2018-2022)
                    The Sheriff is the only elected County law
                    enforcement official provided for by State
                    Constitution. The Sheriff has three primary public
                    safety functions:
                    Police - Provides full law enforcement services to
                    residents of unincorporated Kane County. Ninety-five
                    sworn officers plus civilian personnel work out of the
                    main office in Geneva. The Sheriff’s Office also
                    assists and provides specialized police services to
                    other police agencies.
Corrections - Keeper of the County jail. Ninety corrections officers plus
civilian personnel man the facility. The average daily number of prisoners
in the Sheriff’s custody exceeds 500.
Courts - Custodian of the County Courthouse and is responsible for the
Court Security. The Sheriff assists the Courts with the service of the civil
process, evictions, foreclosure sales and other court-mandated actions.
