Important Information for Voters

                           PRIMARY ELECTIONS:
                           TUESDAY June 22, 2021
                         Early Voting: June 12 - June 20
                         Deadlines for voting in primary elections:
                              Voter Registration: May 28, 2021
                              Change of Address: June 2, 2021
      Application for Absentee Ballot: June 15, 2021 (last day to postmark, email or fax
                  application or letter) June 21 (last day in person at BOE)
           Postmark for Absentee Ballot: June 22, 2021 and received by June 29.
                      Remember that New York State has a closed primary.
      Although only enrolled members of a party can vote in that party’s primary elections,
             registered voters may vote for any party’s candidate on Election Day.

                           GENERAL ELECTION:
                         TUESDAY November 2, 2021
                     Early Voting: October 23 - October 31
                          Deadlines for voting in the general election:
                               Voter Registration: October 8, 2021
                              Change of Address: October 13, 2021
    Application for Absentee Ballot: October 26, 2021 (last day to postmark application or
   letter of application for general election ballot) November 1 (last day in person at BOE)

                                         REMEMBER:
  You must be registered in order to vote. You may register if you will be 18 years of age by
 Election Day, a resident of the county for at least 30 days prior to the election, and a citizen
 of the United States. 16 and 17 year-olds can now pre-register to vote, but will not be able to
  vote until they are 18. If you have moved in the state since the last time you voted, you
             will be able to vote on affidavit ballot in your new election district.
      Since this is a change, we do recommend re-registering with your new address.

The only political parties whose candidates may appear on ballots in 2021 are the Democratic,
 Republican, Conservative and Working Families parties. This is a change from prior years.
Details of which parties will hold primaries in 2021 and for which offices are not yet announced.

Important Information for Voters
As a citizen (age 18 or older), you have the right and responsibility to vote in elections.
Educate yourself on the candidates and issues in each election, whether local or national.
Once the Suffolk County Board of Elections has processed your registration, you will be
mailed a card indicating your polling place. If you do not receive the card or have questions,
you may call them at (631) 852-4500.
You are able to vote early in all the primaries (if registered in a party before February 15, 2021)
and in the general election. Early Voting begins 10 days before the regular voting date and
goes through to the Sunday before Election Day.
Your polling place for Early Voting most often is different from your regular poll site and has
different hours. Check with the Suffolk County Board of Elections to find the sites and times.
Votes cast in Early Voting are counted on Election Day.
If you will be out of Suffolk County on Election Day, or are physically unable to get to the
polling place because of temporary illness or physical disability or duties related as primary
caretaker of a physically disabled or ill person, you may request an absentee ballot application
from the Board of Elections. In 2021 unless there is another emergency declared and an
executive order, there is no “no-excuse” absentee ballot or automatic mailing of an absentee
ballot application to all registered voters. To be sure your request is processed, ask for the
absentee ballot at least 4 weeks before Election Day. This is a two-step process.
ALWAYS check the New York State Board of Elections website www.elections.ny.gov.
It is updated frequently. They are also responsive via telephone at (518) 474-6220.
ID Needed for Voting in New York State
Federal law requires persons who register by mail for the first time to provide identification.
Identification means a current NYS driver’s license or the last four digits of your Social
Security number. If you do not have either of these, you may provide a copy of a valid photo
ID, or a current utility bill, bank statement, government check or some other government
documentation that shows your name and address. If you do not provide identification when
you register, you may be asked for it the first time you vote.
           NEVER LEAVE THE POLLING PLACE WITHOUT VOTING!
                If your name is not on the list, ask for an affidavit ballot!
     On Election Day all polling places in Suffolk County are open from 6am to 9pm.

Suffolk County 2021 Operating Budget
Budget Overview
The total Suffolk County 2021 Adopted Operating Budget is $3.20 billion, which represents
$2,141 for each adult and child in the county.
Suffolk County prepares two budgets each year: the operating budget and the capital budget
and program. The capital budget must be adopted by the Legislature by June 30 for approval
by the County Executive. The 2021 Adopted Capital Budget is $166,272,010. The Community
College budget is approved prior to the start of the academic year on September 1. The 2020-
2021 Adopted Suffolk County Community College Operating Budget is $216,853,147.The
following paragraphs address only the County’s 2021 operating budget. The fiscal year for the
operating budget starts January 1.
The information included here can only be considered an overview of a quite complex subject.
Operating Budget timeline
• The County Executive holds two hearings on his proposed budget in August.
• The County Executive submits his proposed budget to the Legislature on or before the third
Friday in September.
• The Legislature holds two hearings, completed by October 31.
• By November 10, the Legislature must act to amend the proposed budget, and submit it to
the County Executive.
• The County Executive may veto the whole budget, or individual line items, before November
21, or the budget is adopted as submitted.
Points to keep in mind:
Revenue comes from property taxes, sales tax, state aid, federal aid, and other sources.
The revenue stream included in the budget is only an estimate of the amounts that can be antici-
pated. If retail sales fall, the 8.625% sales tax yield will not be as great as anticipated. Similarly, if
homeowners and business owners do not promptly pay their property tax, there is a shortfall. The
county borrows money in anticipation of receiving this revenue; therefore, debt service is required
because of this borrowing. A general view of the 2021 anticipated revenue is shown in pie chart A.
Expenditures are for personnel, debt service, and a wide variety of services, such as police,
education and economic assistance. Some expenditures are mandated by the state and federal
government, which restricts the freedom of the county to apportion expenditures.
The proposed 2021 expenditures are shown in pie chart B. The largest functions are economic
assistance, employee benefits and public safety. Transfer to other funds represents inter-
departmental transfers for services, such as personnel benefits, vehicle maintenance, etc.
About 42% of the $3.20 billion budget is “mandated” by various state and federal programs,
such as Medicaid. The remainder is “discretionary.”
Townships - The budgets of the 10 towns in the county are separate from the county budget.
Comparison:
• The taxable full valuation of property in the county is $330.4 billion. According to the 2010
census there were 499,918 households in Suffolk County.
• According to the 2010 census, the county population – 1.5 million – is larger than Alaska,
Delaware, District of Columbia, Hawaii, Maine, Montana, New Hampshire, North Dakota,
Rhode Island, South Dakota, Vermont, and Wyoming.
