      strategie aerienne, abordees dans l'ouvrage, sont pourtant nombreuses.
      Les lecons de son engagement egalement. Aussi, au travers des
      experiences de plusieurs conflits mais egalement en regard d'une
      revolution dans les affaires militaires dont la puissance aerienne est
      autant un des principaux acteurs qu'un de ses principaux
      beneficiaires, cet ouvrage explore le champ des possibles de
      l'utilisation militaire de l'aviation. Il montre aussi que la poussee
      conceptuelle qu'a connue le champ ces dernieres annees pourrait etre a
      l'origine d'un depassement des antagonismes paradigmatique de la
      strategie aerienne - l'opposition entre ses visions tactiques et
      strategiques - mais egalement d'une maturation. Au final se dessinera,
      si les etats-majors le comprennent, une veritable vision synergistique
      de l'utilisation de la puissance aerienne. Interagissant pleinement
      avec les autres formes strategiques, elle serait alors en mesure de
      pleinement exploiter ses capacites et de former le terreau d'une
      evolution plus radicale de la strategie, unifiant entre eux les
      systemes militaires au-dela de la jointness; depassant les

      are seriously challenging national and international stability.
      Inevitably, the United States will become involved, directly or
      indirectly, in some of these conflicts. The author explores
      insurgencies ranging across five continents and spanning more than two
      centuries. Analyzing examples from North and South America, Europe,
      Africa, and the Middle East, he identifies recurrent patterns and
      offers useful lessons for future policymakers. His twofold approach to
      counterinsurgency is easily applied to a democratic polity such as the
      US. The first element, developing the strategic basis for victory,
      emphasizes creating a peaceful path to the redress of legitimate
      grievances, committing sufficient troops to the counterinsurgent
      operation, and isolating the conflict area from outside aid. The
      second element aims at marginalizing the insurgents and includes fair

      'This paper is divided into four parts. The paper starts with an
      overview of ENP and highlights a number of gaps in the conflict
      resolution dimension of the policy. Basically, the ENP requires more
      ESDP and the EU should consider 'exporting' some of its foreign policy
      instruments from the Balkans into the neighbourhood. The second part
      is dedicated to the conflict in Transnistria. The aim here is to
      explain how the separatist region has survived for so long, and to
      review the roles of Russia, Ukraine and Moldova in the conflict. The
      regional context around the conflict, particularly after the Orange
      Revolution in Ukraine, has been changing dramatically, which opens a
      window of opportunity to push for settlement. The third section
      examines the evolution of EU approaches to the conflict. The paper
      concludes with proposals on the use of EU foreign and security policy
      instruments to secure a viable solution to the conflict. In short,
      this paper argues that EU actions should seek to shatter the deadlock
      in this conflict by contributing to tighter border controls around
      Transnistria, by supporting democratisation in the separatist region
      and by employing sanctions and incentives for the achievement of these
      aims. Subsequently, the challenge will be to ensure the sustainability
      of conflict settlement. This will also require measures from the EU.'

      'Despite the size of EU member states' armed forces of more than 1,5
      million troops and total national defence budgets of approximately 170
      billion euros, the European Union has proved unable to launch a
      credible military force to back its own policy goals. Moreover, a
      large gap exists between the military capabilities that European
      states can offer and the capabilities required by the EU and NATO.
      This study addresses these longstanding problems. The author argues
      that the present political mechanisms used by international
      organizations to manage their political-military decision-making
      processes are outdated. He suggests that the statistics currently used
      to assess states' military power should be replaced by a new set of
      input and output indicators. Implementation of these new parameters by
      the member states would enhance the usability of European armed
      forces. The author also designs a set of convergence criteria that
      should prevent divergence in capabilities of national European armed
      forces and that may serve as 'entry criteria' to qualify for closer
      military and political cooperation. Furthermore, these convergence
      criteria could also be used to encourage harmonization and possible
      future integration of the European armed forces.'

      compter du 1er novembre 1998, ce Moratoire marque une etape importante
      dans l'engagement de la Cedeao a consolider la paix, la securite et la
      stabilite au sein des Etats membres, meme si, du fait de son caractere
      non contraignant, de nombreux obstacles ont entrave sa mise en oeuvre
      effective. Ce probleme est en passe de trouver aujourd'hui une
      solution avec l'engagement du secretariat executif de la Cedeao, de la
      societe civile et des partenaires de la Cedeao, de transformer le
      Moratoire en une convention juridiquement contraignante. Le present

      d'une enquete menee par une equipe de chercheurs et un consultant au

      deplaces, de commercantes, de veuves, de prostituees et de jeunes. Au
      cours de leurs entretiens, toutes ces femmes expliquent que trois
      nouvelles formes de violence armee les affectent particulierement : la
      vengeance (ou 'justice privee'), la predation sexuelle et le vol.
      L'urgente necessite de delivrer la societe burundaise du flot d'armes
      legeres qui l'inonde ne fait plus de doute. En livrant leurs
      experiences et leurs points de vue, les femmes interviewees demontrent
      clairement l'effroyable cercle vicieux de violence que forment
      l'extreme pauvrete et la presence massive d'armes. En effet, les armes
      automatiques, les fusils artisanaux, les pistolets et autres grenades
      a mains abondent sur le marche, en vente ou en pret. Pour survivre,
      certains Burundais commettent des vols a main armee, souvent doubles
      de viols, allant jusqu'a tuer. Le climat de peur generalisee affecte a
      son tour la production agricole et les activites commerciales. La
      violence armee est aussi synonyme de veuvage, de deplacements forces,
      d'orphelins et d'enfants abandonnes ... En un mot, les armes sont a la
      fois l'instrument de survie et le fleau meme qui empeche le Burundi de
      se relever de ses cendres. Le rapport conclut sur deux series de
      recommendations dont les maitres-mots sont desarmement, developpement
      et implication des femmes dans les solutions a apporter.'

      'The events of 11 September 2001 triggered a global debate on public
      diplomacy. Managing the public perception of their State has become an
      important issue for countries ranging from Canada to New Zealand and
      from Argentina to Mongolia. Many ministries of foreign affairs now
      have a public diplomacy of their own, and few would like to be caught
      without at least paying lip-service to the latest fashion in the
      conduct of international relations. Their association with public
      diplomacy can be seen as a symptom of the rise of soft power in
      international relations or, at another level, as the effect of broader
      processes of change in diplomatic practice, calling for transparency

and transnational collaboration. The new public diplomacy is thus much
     more than a technical instrument of foreign policy : it has become
     part of the changing fabric of international relations. Both small and

     in public diplomacy. Foreign opinion now concerns practitioners in a
