AIR POWER
aerienne / by Joseph Henrotin. - Bruxelles : Bruylant, 2005.
583 p.; 24 cm.
ID number: 80020398
Type: M
Library Location: 358 /00040 ISBN: 2802720910
Author(s):
1. Henrotin, Joseph
Bibliography: p. 529-567. Includes index.

'The Transition Reports offer an in-depth analysis of economic
progress in 27 countries from central Europe to central Asia. This
year's Report draws on the findings of a survey of over 9,500
companies interviewed for the latest Business Environment and
Enterprise Performance Survey (BEEPS). The Report analyses what kinds
of firms are particularly affected by a difficult business environment
and compares the transition countries with mature market economies.
The high costs of business regulation, a poor institutional framework,
weak property rights and an unstable macroeconomic environment all
emerge from the survey as major obstacles to doing business in
transition countries. The Report also takes a close look at the
performance of enterprises in the region. It assesses what types of
firms have been the most successful in increasing their sales and
improving efficiency and highlights the main factors that influence a
firm's performance. The final section of the Report consists of a
country-by-country assessment of the latest progress in structural
reform and macroeconomic developments. Extensive tables and charts
provide the latest data on output, employment, inflation, the trade
balance, foreign direct investment and many other indicators.'

'This book examines the increasing influence of various domestic
factors such as bureaucracy, academics, media and public opinion over
China's foreign policy making. In particular, it focuses on China's
policy towards the United States and whether there has been an
emergence of societal factors, independent of the Communist Party,
that have begun to exert influence over the policy process. Questions
such as how will it affect the ability of the Chinese government to
frame and implement its policy towards the US and has it generated
institutional arrangements in China for cooperation on issues such as
trade, human rights and Taiwan are explored. This book provides a
better understanding of the role of societal forces in China's foreign
policy making process.'

'In a global climate of turmoil and upheaval, widespread insurgencies
are seriously challenging national and international stability.
Inevitably, the United States will become involved, directly or
indirectly, in some of these conflicts. The author explores
insurgencies ranging across five continents and spanning more than two
centuries. Analyzing examples from North and South America, Europe,
Africa, and the Middle East, he identifies recurrent patterns and
offers useful lessons for future policymakers. His twofold approach to
counterinsurgency is easily applied to a democratic polity such as the
US. The first element, developing the strategic basis for victory,
emphasizes creating a peaceful path to the redress of legitimate
grievances, committing sufficient troops to the counterinsurgent
operation, and isolating the conflict area from outside aid. The
second element aims at marginalizing the insurgents and includes fair
conduct toward civilians and prisoners, systematic intelligence
gathering, depriving insurgents of weapons and food, separating
insurgent leaders from their followers, and offering amnesty to all
but the most incorrigible.'

'This paper is divided into four parts. The paper starts with an
overview of ENP and highlights a number of gaps in the conflict
resolution dimension of the policy. Basically, the ENP requires more
ESDP and the EU should consider 'exporting' some of its foreign policy
instruments from the Balkans into the neighbourhood. The second part
is dedicated to the conflict in Transnistria. The aim here is to
explain how the separatist region has survived for so long, and to
review the roles of Russia, Ukraine and Moldova in the conflict. The
regional context around the conflict, particularly after the Orange
Revolution in Ukraine, has been changing dramatically, which opens a
window of opportunity to push for settlement. The third section
examines the evolution of EU approaches to the conflict. The paper
concludes with proposals on the use of EU foreign and security policy
instruments to secure a viable solution to the conflict. In short,
this paper argues that EU actions should seek to shatter the deadlock
in this conflict by contributing to tighter border controls around
Transnistria, by supporting democratisation in the separatist region
and by employing sanctions and incentives for the achievement of these
aims. Subsequently, the challenge will be to ensure the sustainability
of conflict settlement. This will also require measures from the EU.'

The Usability of the European Armed Forces : Measuring Input and

'Despite the size of EU member states' armed forces of more than 1,5
million troops and total national defence budgets of approximately 170
billion euros, the European Union has proved unable to launch a
credible military force to back its own policy goals. Moreover, a
large gap exists between the military capabilities that European
states can offer and the capabilities required by the EU and NATO.
This study addresses these longstanding problems. The author argues
that the present political mechanisms used by international
organizations to manage their political-military decision-making
processes are outdated. He suggests that the statistics currently used
to assess states' military power should be replaced by a new set of
input and output indicators. Implementation of these new parameters by
the member states would enhance the usability of European armed
forces. The author also designs a set of convergence criteria that
should prevent divergence in capabilities of national European armed
forces and that may serve as 'entry criteria' to qualify for closer
military and political cooperation. Furthermore, these convergence
criteria could also be used to encourage harmonization and possible
future integration of the European armed forces.'

Understanding the European Constitution : An Introduction to the EU
Constitutional Treaty / by Clive H. Church, David Phinnemore. -

Bibliography: p. 187-192. Includes index.
'The European Union's Constitutional Treaty has been much talked
about, usually critically, by those who see it either as a blueprint
for a centralized and protectionist superstate, or a triumph for
Anglo-Saxon economics which will undermine the European social model
and the institutions which support it. It has created great
controversy throughout Europe and failed to gain popular approval in
the French and Dutch referenda of 2005. Yet the actual text has been
little read, notably in the United Kingdom, partly because it has not
been widely circulated. This book seeks to redress this imbalance. An
invaluable tool to understanding the Treaty, the book includes a full
copy of its core Part I and a detailed and expert analysis of its main
themes together with a brief introduction to the rest of the Treaty.
The issues that are covered include : how and why the Treaty came
about; how its content compares to the EU's existing treaties; why it
has attracted so much controversy; the difficulties in trying to
understand it, notably its dual status as treaty and constitution; how
the Treaty is to be ratified and the issues which have figured in the
ratification debates.'
EUROPEAN INTEGRATION--HISTORY

'In northern Iraq, largely unnoticed, a conflict is brewing that, if
allowed to boil over, could precipitate civil war, break-up of the
country and in a worst-case scenario Turkish intervention. Tensions in
the oil-rich Kirkuk region, where the political ambitions, historical
claims and economic interests of the principal communities - Kurds,
Arabs, Turkomans and Chaldo-Assyrians - clash, have been escalating
since US forces toppled the Baathist regime in April 2003. Violence is
assuming a troubling pattern. Turkey, with its own large Kurdish
population, is watching with growing anxiety. The US and EU need to do
more to resolve the Kirkuk question and help Ankara protect its vital
interests without resort to increasingly hollow but destabilising
threats of military intervention.'

the social, cultural, political and economic aspects and consequences
of such conflict. By placing the familiar or known alongside the
largely unknown, it forces the reader to reassess the standard grand
narrative of military history that rests on assumptions of Western
cultural and technological superiority.'

'The events of 11 September 2001 triggered a global debate on public
diplomacy. Managing the public perception of their State has become an
important issue for countries ranging from Canada to New Zealand and
from Argentina to Mongolia. Many ministries of foreign affairs now
have a public diplomacy of their own, and few would like to be caught
without at least paying lip-service to the latest fashion in the
conduct of international relations. Their association with public
diplomacy can be seen as a symptom of the rise of soft power in
international relations or, at another level, as the effect of broader
processes of change in diplomatic practice, calling for transparency
Page 20and transnational collaboration. The new public diplomacy is thus much
more than a technical instrument of foreign policy : it has become
part of the changing fabric of international relations. Both small and
large countries, whether under democratic or authoritarian regimes,
and including the most affluent and those that can be counted among
the world's poorest, have in recent years displayed a great interest
in public diplomacy. Foreign opinion now concerns practitioners in a
way that would have been unthinkable 25 years ago.'

sequence of events to illustrate important patterns - for example,
Putin's tendency to make dramatic overtures to the East as preparation
for negotiations with the West. The book's second part focuses on
Russia's attention to specific regions of the world and types of
international activity. These include individual countries, such as
China and Ukraine; regions like Central Asia and the Caucasus;
integrative agencies, including the CIS; concepts and practices, among
them matters of security and military reform; and the ambivalent

If any Europeans observing the 9/11 atrocities in the United States
had comforted themselves with the belief that Europe was immune from
such attacks, this illusion was tragically shattered by the bombings
in Madrid (2004) and London (2005) which resulted in the slaughter of
many civilians. How should the EU respond to this new form of
terrorism which is closely related to religious fanaticism and whose
explicit aim is mass killing ? How serious is the Al Qaeda network's
threat to Europe and to Europe's interests abroad ? What kind of
strategy should the EU adopt in order to unravel the Al Qaeda network
? What are the emerging trends and the future prospects for terrorism
and counterterrorism ? These are some of the key issues discussed in
this paper. The author seeks to identify some general principles which
should underpin the anti-terrorism policies and measures of the EU
member states and of the EU itself. Stressing the transnational
dimension and the importance of enhanced cooperation between member
states, he suggests some key components of an effective strategy to
dismantle the Al Qaeda network, while also emphasising that
democracies must never fall into the trap of using the methods of
terror to defeat terror.'

Proceedings of the NATO Advanced Research Workshop on Social and
Psychological Consequences of Chemical and Biological Terrorism,
Brussels, Belgium, 25-27 March 2002.
'This book is not about the prevention of terrorism, but is primarily
concerned with the consequences of acts of terror, and their impact on
populations. It describes what citizens, professionals and governments
can do to mitigate these consequences. The focus is less on the
'timeless' or 'universal' trauma reactions captured by labels such as
post traumatic stress disorder, but more on culture and place specific
reactions. A comparison is made between the responses visible in
Russia (large scale adversity) and the western reaction (a cultural
shift towards an age of anxiety and risk aversion). 'New' terrorism
(chemical, biological and nuclear terrorism) is also discussed.'

'Le terrorisme va-t-il s'amplifier ? Verra-t-on l'effondrement de
l'hegemonie americaine ?

'Russia and the United States are the most important countries for
many vital security issues. They possess the world's largest nuclear
weapons arsenals, are involved in the principal regional conflicts,
and have lead roles in opposing international terrorism and weapons
proliferation. Despite persistent differences on many questions,
mutual interests consistently drive Russians and Americans to work
together to overcome these impediments. This paper argues that
opportunities for further improving security cooperation between
Russia and the United States exist but are limited. Near-term results
in the areas of formal arms control or ballistic missile defences are
unlikely. The two governments should focus on improving and expanding
their joint threat-reduction and nonproliferation programmes,
