Bay State Games ISI Figure Skating Competition

  The 2021 Bay State Games Figure Skating competition will be conducted in accordance with the rules and
                    regulations of ISI Figure Skating as set forth in the current rulebook.

 Before entering the 2021 Bay State Games Figure Skating competition, please read the enclosed policies and
protocols that have been implemented to ensure the health and safety of all participants, coaches, judges and
 volunteers. All of these polices will be strictly followed and there will be NO EXCEPTIONS to any policy put in
                                               place due to COVID-19.

The Bay State Games will comply with all federal, state, and local board of health regulations and protocols in
 place at the time of the competition. We will also adhere to the regulations of the host facility and ISI Figure
   Skating. Updated COVID-19 related protocols governing the competition will be posted on the Bay State
Games Figure Skating website and there will be a pre-competition zoom call with all participants, coaches, and
                                 chaperones to review all safety procedures.

BAY STATE GAMES FIGURE SKATING
                                      OPERATIONS & SAFETY PLAN FOR SKATERS & COACHES

Bay State Games is committed to protecting the health and safety of our participants, judges, staff, and volunteers. The following
guidelines are based on recommendations from the CDC, the Massachusetts Executive Office of Energy and Environmental Affairs
(MEOEEA), local health departments, Nashoba Valley Olympia, ISI , and the Bay State Games medical committee.

GENERAL HEALTH & SAFETY STATEMENT
The Bay State Games Figure Skating Competition will comply with all federal, state, and local regulations in effect at the time of the
competition. We will also follow ISI Figure Skating Guidelines and the safety regulations of the Nashoba Valley Olympia. The general
protocols listed below are in effect at the time the announcement was launched on April 1. These protocols are subject to change
per federal, state, and local guidelines. Updates will be posted on the Bay State Games Figure Skating website.

Overall Figure Skating Event Protocols
   ● Anyone that is not feeling well, suffers from chronic or immunocompromised conditions or has experienced any COVID-19
         symptoms (coughing, shortness of breath, fever, etc.) in the past ten days should not attend the event.
   ● Anyone who has tested positive for COVID-19 within the last fourteen days must produce written clearance to participate
         from a physician that confirms a COVID-19 negative status.
   ● All attendees (competitors, chaperones, parents, coaches, judges, volunteers, and staff) are always required to properly
         wear face coverings over their nose and mouth and secured under their chin while in the facility. Per Nashoba Valley
         Olympia regulations, this includes when skaters are competing on the ice. This is not only for your protection, but for the
         protection of others and applies to ALL attendees.
   ● Social distancing must be maintained at all times. The CDC recommends a distance of 6 feet and separate pathways will be
         established within the venue to minimize crossover and contamination.
   ● No Spectators will be allowed.
   ● One chaperone will be allowed for each participant under age 18.
   ● Once coach will be allowed per skater of any age.
   ● All participants, coaches, chaperones, judges, and staff entering the building will be required to complete a COVID-19 health
         questionnaire and sign a COVID-19 waiver. Everyone entering the building will be required to provide their email and phone
         number as required by Massachusetts contact tracing guidelines.
   ● All participants, coaches, chaperones, judges, and staff entering the building will be required to have their temperature taken.
         Anyone with a temperature above 100.3 will not be allowed into the building.
   ● Participants should bring their own water bottle(s), towels, tissues, etc. All personal items should be labeled with the name of
         the participant. Water refills WILL NOT be available.
   ● Prior to the competition, an informational zoom call will be held for all participants, coaches, and chaperones to cover all
         COVID protocols and safety procedures.

TRAVEL RESTRICTIONS
All participants from outside Massachusetts who meet the state eligibility requirements listed below, can register and compete in
the Bay State Games Figure Skating competition, provided they comply with the current Massachusetts COVID-19 Travel Order.

If changes to the travel order prevent out of state participants from taking part in the event, entry fees for out of state athletes
will be refunded, minus the nominal processing fee.

ELIGIBILITY
An athlete must meet at least ONE of the following guidelines:
    • A full-time resident of Massachusetts by January 4, 2020
    • A full-time student at an academic institution in Massachusetts.
    • A registered member of a figure skating club in Massachusetts. The club must be the athlete’s exclusive “contact” in the sport.

    • Any athlete that meets any of the above criteria would be classified in the competition as a participant from MASSACHUSETTS
        for the purpose of distribution of invitations for the 2022 State Games of America.
    • Any athlete that does not meet any of the above criteria can also participant in the Bay State Games if: They are a resident
        of Maine, New Hampshire, Rhode Island, or Vermont which do not have their own State Games organization or host a State
        Games Figure Skating competition. Any athlete that participates under eligibility rule 4 would be classified in the
         competition as a participant from their state of residence for the purpose of distribution of invitations for the
         2022 State Games of America

ENDORSEMENT & ISI MEMBERSHIP VALIDATION
This is an ISI Endorsed competition. The endorsement number is 38502129.
All ISI skaters’ current ISI memberships and test levels WILL BE CONFIRMED with the ISI national office and skaters can’t compete until
there ISI membership is verified. The competition will be governed by rules from the most recent ISI Handbook.

AGE RESTRICTIONS & REQUIREMENTS
   • All competitors must be a minimum of age 5 (Five) by June 12, 2021 to be eligible.

TEST LEVELS
Competition level is the highest test passed as of the entry deadline in the discipline the skater is entering. Athletes may skate up
one level above that for which they qualify. Athletes can only compete in one level per event.
REGISTRATION
Registration for all ISI events will be through the Entryeeze platform by credit card only. For athletes also competing in USFS events,
registration for those events is through the USFS EMS registration platform.
Registration opens: April 1, 2021
Registration closes: when all ice time has been filled OR no later than May 6, 2021 WHICHEVER COMES FIRST.
Late entries will not be accepted.

UPDATING TEST LEVELS
Bay State Games can change the level of a registered participant until May 6, 2021. Bay State Games cannot add additional entrants
once the competition is full. Athletes should register now at their current level. Once an athlete is registered, if they pass a test and
move up a level, the athlete must contact the Bay State Games office at 781-932-6555 or via email at info@baystategames.org so
we can update their registration and place them in the appropriate level. All levels will be determined as of May 6, 2021.

FREESTYLE, OPEN FREESTYLE & ARTISITC SOLO EVENTS
-All events are SINGLES ONLY. No pairs or team events.
-Elements and time requirements will follow the current ISI Rulebook
-Athletes can enter up to three events
     • Freestyle (Level 1-9 and Adult)
     • Artistic Solo (Level 1-9 and Adult)
     • Open Freestyle (Bronze, Silver, Gold, and Platinum)

ENTRY FEES FOR FREESYLE, OPEN FREESTYLE & ARTISTIC SOLO EVENTS
          • $115 for the 1st event if you register on line at www.baystategames.org on or before April 15, 2021
          • $125 for the 1st event if you mail in your entry form or register on-line on or after April 16, 2021.
          • $60 for each additional event
         **Due to the COVID-19 pandemic, it is essential that personal contact be minimized in order to keep everyone safe. This
         includes elements of the competition including athlete & coach check in, music submission and practice ice. To achieve this
         goal, Bay State Games sought to utilize a registration platform that could handle all of these functions electronically. While
         systems were identified, none was available that could integrate ISI ad USFS events and pricing into one platform. We will
         use the EMS system for USFS events and EntryEeze for ISI events. For athletes who wish to enter both IS and US events,
         they must register on two separate platforms and pay the full IS and US prices listed. While we hope this is not a permanent
         change, it is necessary this year due to the challenges caused by the Covid-19 pandemic

OPEN FREESTYLE REQUIREMENTS
   • There are no required maneuvers for the Open Freestyle events, but all skaters and coaches should carefully check the maneuver
   limitations for the Bronze, Silver, Gold and Platinum levels. The program should be well balanced including jumps, spins, connecting
   moves, gliding maneuvers, etc.
   • Skaters who have passed the traditional ISI Freestyle Level 1-10 tests are not required to take any additional test to compete at the
   equivalent level of Open Freestyle events.
   • Skaters who have passed tests from other skating organizations are only required to take the equivalent level test to compete in that
   level. In some cases, skaters will have to also test to move up to a higher Open Freestyle level-based on their current program content.
   • Open Freestyle event judging criteria includes: Correctness of Jumps, Correctness of Spins, Correctness of Turns & Edges, Variety of
   Moves, Music Interpretation, Posture, Choreography & Pattern, Presentation, Duration and General Overall (by all three judges).

    • Skaters cannot participate in both Delta and FS1/Bronze level events. If a skater has passed the FS1 or Bronze test, they can no
    longer compete in any Delta levels.

ISI SOLO COMPULSORY & PROGRAMS, PRE-ALPHA – DELTA EVENTS
-All events are SINGLES ONLY. No pairs or team events.
-Elements and time requirements will follow the current ISI Rulebook
-Athletes can enter up to three events
-Solo Compulsory and Solo Competition events will be offered
-Levels will be offered for Pre-Alpha through Delta
ENTRY FEES FOR SOLO COMPULSORY & PROGRAMS, PRE-ALPHA - DELTA
      $55 for the 1st event if you register on line at www.baystategames.org on or before April 15, 2021
          • $65 for the 1st event if you mail in your entry form or register on-line on or after April 16, 2021.
          • $25 for each additional USFS events

SOLO COMPULSORY
The following are the chosen maneuvers for the Solo Compulsory event. Maneuvers may be performed in any order in a
“mini-program” without music. Additional maneuvers such as jumps, spins or gliding maneuvers from a test level or any
un-captured moves, are not allowed. Half ice will be used for all levels. Judging will stop after 1 minute.
Required elements for each level are as follows:
         Pre Alpha Forward Swizzles / 2-Foot Glide / Backward Wiggles
         Alpha Forward Stroking / Left over Right Forward Crossovers / 1-Foot Snowplow Stop
         Beta Backward Stroking / Left over Right Backward Crossovers / Left T-Stop
         Gamma RFI Mohawk Combo / LFI Mohawk Combo, / Hockey Stop
         Delta RFI Three-turn / LFI Three turn / Bunny Hop

    SOLO PROGRAM
    • Pre-Alpha – Delta
    • Skater performs a one minute program routine to music that emphasizes the required test level
    • Maneuvers from Pre-Alpha through Delta. Depending on each test level requirement per most current ISI
       Rulebook.
    • Skating skills must be performed. All skaters must pass the Pre-Alpha through Delta test to compete in this
       event. Skaters must include one maneuver from Freestyle 1 in their program.
REFUNDS
Entry fees will not be refunded after May 6, 2021 unless there is no competition, or the event is cancelled. There will be no refunds for
medical withdrawals unless the skater tests positive for COVID-19 within 14 days of the competition and proper documentation is
provided in advance of the competition. If the Bay State Games Figure Skating competition is cancelled due to compliance with COVID-
19 related federal, state, and local guidelines, a full refund of competition fees will be issued to participants. Online processing fees are
non-refundable at any time.

SCHEDULE
Competitors may be scheduled at any time during the announced dates of the competition. The competition and practice ice
schedules will be available no earlier than 3 weeks prior to the competition. All participants will be notified by email when the
schedule is posted on the Bay State Games Figure Skating website.

MUSIC UPLOADS
Music for ISI events will only be accepted using the Entryeeze music upload system THE DEADLINE FOR MUSIC IS JUNE 4, 2021.
After the deadline, music will not be accepted. To minimize the risk of transmission of COVID-19 and promote social distancing,
skaters will not be able to turn in music on the day of the competition. Skaters that fail to turn in their music through EMS by
June 4, 2021 will NOT be able to compete and will forfeit their registration fees.

MUSIC REQUIREMENTS
Music must be in MPS Format. Silence before the start of the actual music may not exceed 2 seconds. Competitors must bring a
digital copy of their competition music as a backup in case there is an issue with their music. Additional information regarding
music requirements will be sent to all registered participants after the registration deadline.

COACHES NAME & EMAIL ADDRESS ON APPLICATION
Athletes must list their coaches name and email address on their application. YOU MUST LIST THE COACHES NAME AS HE OR SHE IS
REGISTERED WITH ISI or USFSA. Please check for maiden or married names and verify the correct name with your coach before
submitting your application.
PRACTICE ICE
Practice ice for ISI events will be available for separate purchase through the EntryEeze registration system. Efforts will be made to
provide practice ice immediately preceding the athlete’s competition to limit the necessity to enter an exit the building. Additional
details on practice ice will be posted on the Bay State Games figure skating website as soon as they are confirmed.

PHOTO, VIDEO, LIVE STREAM
These services are currently being investigated. Additional information will be posted on our website as soon as it is confirmed. There will
be no live vendors at the competition. Information on virtual vending opportunities will be forwarded to all registered competitors.
Photographing and/or recording of any participant other than their own skater is strictly prohibited.

COMPETITION CHECK IN
Competition check in on the day of the event will be outside in a tented area. Registration will be open one hour before the
first event of the day and will remain open until 30 minutes prior to the last scheduled event. Per COVID -19 safety protocols,
participants will remain outside until 15 minutes prior to the schedule time of their event. Announcements will be made outside
when specific flights can enter the rink.

OFFICIAL NOTICES
An official bulletin board will be posted at an outdoor registration tent set up near the main entrance to the facility. It is the
responsibility of each competitor, parent/chaperone, and coach to check the bulletin board frequently for any schedule changes
and/or additional information. Skaters are requested to arrive 45 minutes prior to the scheduled time of their event. Updates will
also be posted on the Bay State Games website and social media channels.
LOCKER ROOMS
Locker rooms and changing areas WILL NOT be available for this competition. All athletes are expected to arrive to the arena ready
(costumes, hair, make-up, etc.). Athletes will be provided with an area to put skates on but will not be permitted to change in
public restrooms.

AWARDS
Gold, Silver and Bronze medals will be awarded to the top three athletes in each division and event/flight, regardless of the state in
which the athlete resides. Any athlete that wins a gold, silver or bronze medal will receive a Bay State Games award gift. Athletes that
win more than one medal will receive only one gift.

2022 STATE GAMES OF AMERICA DES MOINES, IOWA
Top finishers in each division/event/flight will receive an invitation to the 2022 State Games of America (SGA) figure skating competition
in Iowa. All ice surfaces will be located in the Des Moines, Iowa area within 15 minutes of each other. Invitations will be distributed to
the top three finishers in each division/event/flight on a state-by-state basis.
