Terms of Participation "BANC D’ESSAI - ARCHES"
Call for projects n ° 2 designers, urban designers...
This call for projects offers urban designers, designers, architects, urban planners, artists, landscape
architects, individually or collectively to identify uses and to design and produce installations to activate the
public spaces of the arches of Carnot train station viaduct.
The City of Saint-Etienne, Saint-Étienne Metropolitan Government and The Public Establishment of Urban
Planning of Saint-Etienne propose to invest recently released spaces under the arches of the railway viaduct
at Carnot train station in order to identify and to experiment with the possible uses of these arches and to
make the viaduct a living space for adjacent neighborhoods.
The call for projects of the edition BANC D’ESSAI 2019 seeks to think a contextualized form of the
intervention of design.
- How to activate these "semi-closed" public spaces?
- How to develop the sites by taking advantage of the spatial qualities of the arches (covered spaces, crossing
space, protected from the wind, presence of large vertical wall)?
- How to associate the neighborhood stakeholders to the design and animation of this space?
1. Specifications
Elements of context
The viaduct forms a structural boundary in this part of Saint-Etienne. The vast infrastructure delineates the
end of the city center and cuts the hyper-center of the Jacquard district. For a long time, small vernacular
developments and illegal parking have amplified this border by occupying or blocking these arches. As a
continuation of the work of Carton Plein and The Public Establishment of Urban Planning Saint-Etienne
setting up the Place de la Cartonnerie, The City of Saint-Etienne has begun to liberate the arches and
remodel the grounds to create new public spaces accessible to all. Ongoing studies continue to identify the
accessification of from certain arches and their surroundings. This call for projects is therefore intended to
initiate a long-term dynamic and serves as a catalyst for action that could make the viaduct a quality public
space.

The following needs have been identified but the proposals may address other topics.
● improve ambiances: conviviality, minerality, soothe the relationship with traffic areas ...
● offer new attitudes for individual or collective use ... to play, make sports, work, read, play.
● use the walls / arches to surprise, suspend, improve the global atmosphere during the evenings and night,
make something special for the dusk time in winter, and make the space a sign to the city entrance.
The
site
Projects may use one or more arches depending on the desired activation, an independent experiment per
arch, or a linear experiment animating a series of Arches. Special attention is paid to arches with high
potential (dark red arches on the map); because they are accessible on two sides, they benefit from a
greater sunshine, are set farer from the road or because they are adjacent to places of existing uses (media
library, the Cartonnerie square/public place).
Management / animation
It is proposed to the participants to form partnerships with neighborhood stakeholders to think about the
activation, animation or management of their facilities. Partnerships can be made with residents'
associations, sports clubs, shopkeepers, surrounding public facilities, businesses, etc. If the participants
decide to propose animations on their sites, they must think about the life of the arches when there are no
events.
The maintenance
The call for projects aims to create "semi-permanent" activations that activate the neighborhood in the long
term. Real attention will be paid to the durability of the proposal in terms of mechanical strength and
aesthetic aspects.
Projects must integrate maintenance logic and structures must withstand at least 5 years.
Proposals must incorporate a management logic, in consultation with the technical staff of the City who

clean and maintain these spaces.
The budget
An envelope of approximately 50 000 € TTC will be allocated to the realization of the selected concept.
This budget includes the remuneration for the design, manufacture and monitoring of the on-site
installation, as well as all travel expenses.
One or more projects may be selected by the jury, insofar as the proposals of the laureates appear to be
complementary.
In case of events or animations, an economic model covering their implementation costs must be proposed.
The constraints
The arches are 4m wide, 6m deep. A point of electricity is accessible under each arch.
The facilities must maintain pedestrian traffic along the arches and allow access to public facilities therein.
Installations must be water resistant (arches are not covering when windy). The viaduct is a railway
equipment in operation, so there is noise generated by each train passage.
2. Terms of participation
Are hereinafter referred to as "the limited partners", Saint-Etienne Métropole, La Ville de Saint-Etienne and
l’Etablissement Public d’Aménagement de Saint-Etienne; "The project leader or the exhibitor", the designer,
the agency, the company or the companies or legal entities having submitted the project selected on the
occasion of the jury of BANC D’ESSAI 2019.
Application:
The call is open to any major individual, an independent designer, company, or collective exercising an
activity recorded by an official resignation number on national register of enterprises or activities. Applicants
will be required to take out insurance covering damage to their facilities and their civil liability.

The students participation is accepted, provided that they join a certificate of accompaniment from their
reference school, as well as a certificate of insurance.
1. General framework
The project leader authorizes La Ville de Saint-Etienne and the sponsors of the call for projects to present its
project as part of the Biennale Internationale de Design Saint-Etienne 2019, which will take place from
March 21st, 2019 to April 22nd, 2019.
Delivery and implementation of projects must be completed by March 18th, 2019.
Proposed projects will be novel concepts, prototypes or products (single or serial object). The prototypes
and projects exhibited must be usable and made available to the public without danger. The successful
applicant will be required to purchase insurance for their object / product installation. Exhibits remain the
property of the project owner or the exhibitor.
The organizers of the Biennale 2019 and the sponsors will not be responsible for any travel expenses.
The City of Saint-Etienne and the sponsors will assume the following obligations:
- The responsibility for the implementation, maintenance and upkeep that will be set in the contract
between the sponsor and the project leader.
- The sponsors reserve the right to refuse the assembly and the installation by their teams of a project,
prototype or a work, if it seems impossible for technical reasons, logistic, financial or not being in conformity
with the safety standards for the "Banc d’Essai 2019" exhibition.
2. Temporary occupation of the public domain
For each selected project, a contract detailing the obligations of the sponsor and the exhibitor will be
established. This contract will specify in particular the conditions of provision of public space, transport,
insurance, installation, anchoring to the ground or sealing, connection, maintenance and upkeep, removal
and of responsibility.
3. Study of uses
At the initiative of the sponsors, a scientific study (usage report) will be carried out by a group of experts and
designers in collaboration with the project leaders.
4. Calendar
- Launch of calls for projects: mid-July 2018
- Closure of applications: Monday, September 24th, 2018 at midnight
- Selection of candidates and choice of location: October / November 2018
- Awarding agreement: December 2019 at midnight.

5. Assignment of copyrights / authorization to use visuals
The project leader or the exhibitor undertakes to transmit, if requested by the organizers of the Biennale
2019, the Cité du design as well as La Ville de Saint-Etienne and Saint-Etienne Métropole and l’Etablissement
Public d’Aménagement (the sponsors), royalty-free photos of his projects, hereinafter referred to as the
work, for the publication of all media published by La Ville de Saint-Etienne and the sponsors. These photos
will have to be in the technical standards of: 300 DPI format 10x15 (CMYK) with captions and copyrights.
Authorization to transfer rights
The signatory project holder of this document, owner of the rights of the designer and photographer,
expressly guarantees the organizers of the Biennale 2019, the Cité du design as well La Ville de Saint-Etienne
and Saint-Etienne Métropole and L’Etablissement Public d’Aménagement (the limited partners) of the free
enjoyment of the rights thus ceded against all disturbances, claims, or evictions whatsoever emanating from
any third party as regards the exploitation of the work and its adaptations.
In accordance with the laws and regulations relating to the right to the image and the name, the project
holder expressly authorizes the Cité du design and the sponsors to use and communicate to the public, his
name and his work for non-commercial purposes (except for the publication and sale of the catalog of the
Biennale) and for any objective related to the activity of La Ville de Saint-Etienne and the sponsors and their
communication to the public.
The project leader guarantees that he is not bound by an exclusive contract concerning the use of his name
and guarantees La Ville de Saint-Etienne against any recourse on the basis of the right to the image and the
right to the name.
If the project holder has special rights in a visual or a work, if he wishes to have a confidentiality on one of
them, or if he is a member of an approved authors' society, he must inform previously La Ville de Saint-
Etienne.
The project holder authorizes, for exclusive exhibition, promotion, information and publicity purposes
related to the activity of La Ville de Saint-Etienne and the limited partners, the representation, the
reproduction and the communication of all or part of the work by any process and in any medium as
described hereafter: periodicals, postcards of the biennale, posters, digital and silver photographs, partner
file of the exhibition, catalog, film, video clip, they are on the website of La Ville de Saint-Etienne or
sponsors, or supports digital, paper, CD-ROM video, etc., and also broadcasting, cable, satellite, TNT, by way
of display, leaflets , Internet, social networks, etc., and on any paper, video (such as CD-ROM), DVD, digital,
visual, etc.

These authorizations are valid for the whole world (eg. Internet) and for the legal duration of copyright and
royalties in France.
The project leader also authorizes visitors to photograph and / or film his or her work (s) exhibited. Any
other use will be the subject of an agreement of the signatory.
The Biennale Internationale de Design of Saint-Étienne 2019 authorizes project holders, for the sole
purpose of promotion, information and advertising related to their activity, the use of the mentions
"selected by the call for project Banc d’Essai 2019 "and" realized as part of the Biennale Internationale de
Design de Saint-Etienne 2019 ".
