when it is able to demonstrate its ability to consistently provide services that meet applicable statutory
and regulatory requirements. Also, the organization should be one that has an aim to enhance customer
satisfaction and has inbuilt processes for continual improvement of the system.

About Central Industrial Security Force (CISF)

The CISF came into existence in 1969 with a modest beginning, having three battalions, to provide
integrated security cover to the Public Sector Undertakings (PSUs) which, in those years, occupied the
“commanding heights” of the economy. In a span of four decades, the Force has grown several folds to
reach one lakh twelve thousand personnel today. With globalization and liberalization of the economy,
CISF is no longer a PSU-centric organization. Instead, it has become a premier multi-skilled security
agency of the country, mandated to provide security to major critical infrastructure installations of the
country in diverse areas. CISF is currently providing security cover to nuclear installations, space
establishments, airports, seaports, power plants, sensitive Government buildings and even heritage
monuments. Among the important responsibilities recently entrusted to the CISF are the Delhi Metro Rail
Corporation, VIP Security, Disaster Management and establishment of a Formed Police Unit (FPU) of the
UN at Haiti.

MIAL completes reconstruction of the
                                  runway intersection at CSIA

MUMBAI - March 23, 2010 – As a part of the overall effort to upgrade the cross runway system, Mumbai
International Airport Pvt Ltd (MIAL) has completed the reconstruction of the runway intersection at
Chhatrapati Shivaji International Airport, Mumbai. This complex project which required careful planning
and clockwork execution, was completed in a period of 22 weeks starting on October 27, 2009 and
ending today on March 23, 2010.

The 54,000 sq meters area which constitutes the intersection of the two cross runways 09-27 and 14-32
was completely re-laid using around 24,207 metric tonnes of asphalt that included material such as
concrete, bitumen, aggregate etc. A workforce comprising 61 engineers and officials and more than 500
field workers was deployed through the duration of this project. More than 100 light and heavy machines
comprising excavators, millers, rollers, trench cutters etc were moved on to the runway intersection every
Tuesday to carry out the designated task.

Apart from the runway intersection area, reconstruction work was also carried out at the junction of
taxiway E and runway 09-27, in an area measuring around 15,000 sq meters. In addition a duct bank
measuring 2860 running meters in length and a conduit running measuring 9390 meters in length were
laid at the intersection. The duct bank and conduit will carry the cables for airfield ground lighting. Grading
work was also carried out on an area of 32,500 sq meters along the sides of the intersection.

This project necessitated the closure of the full length main runway (09-27) for a period of six hours from
1200 to 1800 hrs. During this period, a shortened runway designated as 27A was put to use to facilitate
limited flight operations from 1300 hrs to 1700 hrs every Tuesday. A total of 1353 aircraft movements
were carried out on the shortened runway over the 22 Tuesdays.

Commenting on the completion of this project, GV Sanjay Reddy, Managing Director, MIAL:
“Upgradation of the runway infrastructure at CSIA is an integral part of the overall transformation of the
airport that MIAL is currently undertaking. Reconstruction of the runway intersection was a complex
project that required detailed planning and co-ordination amongst various agencies. I would like to thank
the DGCA, Airports Authority of India, officials of the Air Traffic Control and the airlines for their fullest co-
operation during this period.”

MIAL signs MoU with Oil PSUs for creation of
                          Integrated Fuel Facility at CSIA
Mumbai, September 29, 2010: Mumbai International Airport Pvt. Ltd. (MIAL), the GVK-led consortium
operating Mumbai‟s Chhatrapati Shivaji International Airport (CSIA) today signed a memorandum of
understanding with the three public sector Oil companies (IOCL, HPCL and BPCL) to set up a joint
venture company for the purpose of setting up an integrated aviation fuelling facility at CSIA.

The MOU envisages the formation of joint venture company (JVC) “Mumbai Aviation Fuel Farm Facility
Private Limited”, with MIAL, IOCL, HPCL and BPCL, being equal partners with a shareholding of 25%
each. The JVC will commence developing the integrated facility at the site of the existing IOCL and HPCL
facilities near terminal 1A, by upgrading the facilities, increasing tankage and linking it to the hydrant
systems that supply fuel at the hydrant pits of the aircraft parking stands.

Speaking on the occasion, Mr. Sanjay Reddy, Managing Director, MIAL said: “This is an important
milestone in the transformation of CSIA. We look forward to partnering with IOCL, HPCL and BPCL to
create a modern and efficient aviation fuel facility to cater to the needs to the airlines operating from
CSIA.”

Since CSIA is a land constrained airport, it was desirable that the aviation fuelling facilities be integrated
into a single location which would serve as a common-user fuel facility for all fuel suppliers. At present
each Oil PSU has its own aviation fuelling facilities which are scattered across CSIA. The JVC will also
take over the work of modifying the hydrant systems (currently being done by MIAL) to align them with
phased terminal development process at CSIA. It is proposed that the integrated fuelling facility will
function on the principle of „open access‟ i.e., all eligible suppliers will have equitable access to the
facilities on the common-user principle. Decision to integrate fueling facilities was taken in a meeting held
on 15th April, 2009, chaired by then Secretary MoPNG with representation from MoCA, AAI, Oil PSUs
and MIAL.

“MIAL undertakes reconstruction project of Primary Runway at CSIA”

As a part of the overall effort to upgrade the cross runway system and create an efficient
airside infrastructure at CSIA, Mumbai International Airport Pvt Ltd (MIAL) will undertake the
reconstruction of Primary Runway 09/27 at the Chhatrapati Shivaji International Airport
(CSIA) which is an integral part of the overall modernization process of CSIA. The work will
commence from November 1, 2010 and end on June 1, 2011 during which the Primary Runway
will remain closed for operations from 9 am to 5 pm from Monday to Saturday and Secondary
Runway will continue flight operations.

Along with work on the Primary Runway, other associated infrastructure works will also be
carried out. Hence, the entire project will be undertaken in three phases.

1st Phase of Rwy 09/27 work to be carried out from 23rd September 2010-1st February
2011.

1. Reconstruction of Runway 27 End (Requiring shortening of Rwy 09/27 on the Rwy 27 end by
463 meters) – Reconstruction of this end requires the change of runway gradient to make it
compliant to regulation and to match elevation of the newly constructed Taxiway-N. Runway
end will be raised by about 1 mtrs and further includes:
    a. Major BMC drain work between runway end and RWY 27 Localizer
    b. Connecting TWY N at the extremity of RWY 27
    c. Removal of RWY 09 turn pad as it’s no longer required
    d. All airside drainage work
    e. RESA of Rwy 27

2nd Phase of Rwy 09/27 work to be carried out from 01 November 2010 to 01 June 2011.

1. Runway 09/27 will be closed for resurfacing works daily, Monday to Saturday between
   0900-1700 hrs.
   a. Reconstruction of Rwy 09/27
   b. Widening of the Rwy from 45 mtrs–60 mtrs
   c. Make the Rwy Code-F compliant

3rd Phase of Rwy 09/27 work to be carried out from 1st February 2011-1st July 2011.

1. Reconstruction of the Runway 09 End (requiring the shortening of Rwy 09/27 on the Rwy 09
end side of the rwy by 258 meters for:

a.Reconstruction works in continuation of the runway resurfacing, but primarily for:
   b. Construction of a 24 mtrs wide channel as part of the project of widening the Mithi
      River

Other works to go along with:

a. Parallel drainage along the length of the primary runway
 b. Reconstruction of the total Airfield Lighting which includes shifting of Rwy Edge Lights
from its current location and installation of new Central Line Lights
c. Upgrading of all taxiways connecting into RWY 09/27 and two new connectivity added to
the network.

About 18 different types of machineries are estimated to be used for the Asphalt laying
works, 22 types of machineries for Airside Ground Lighting works and 6 types for grading
works. This mammoth and crucial project will also involve around 750 manpower strength to
complete all the three phases of Rwy 09/27 Reconstruction Project.

Runway resurfacing is a standard practice followed by all airports globally to maintain a
consistent pavement surface which gets impacted over a period of time due to continuous
aircraft movements. The last resurfacing of the primary runway was undertaken in 2003.
Earlier this year, MIAL completed reconstruction of the secondary runway 14/32 and
resurfacing of the runway intersection area. Both these projects were significant milestones
in MIAL’s plans of overhauling the airside infrastructure, with an objective to provide both
airlines and passengers with an enhanced experience.

A detailed proposal of this project submitted earlier by MIAL to the Directorate General of
Civil Aviation (DGCA) has been approved. The scope of work for the project was shared with
all the concerned stakeholders at CSIA including airlines and their feedback was incorporated
in the final proposal.
MIAL to undertake reconstruction of Primary Runway at CSIA

                                      from November 2010

As a part of the overall effort to upgrade the cross runway system and create an efficient airside
infrastructure at CSIA, Mumbai International Airport Pvt Ltd (MIAL) will undertake the reconstruction of
Primary Runway 09/27 at the Chhatrapati Shivaji International Airport (CSIA). This project, an integral
part of the overall modernization process of CSIA will commence from November 1, 2010 and end on
June 1, 2011.
The reconstruction that will include upgradation and resurfacing of the Primary Runway will be carried
out every week from Monday to Saturday between 0900 hrs to 1700 hrs, during which the Primary
Runway will remain closed for operations.

Along with the reconstruction of the Primary Runway 09/27, the other related work that will be
undertaken includes the following
Primary Runway 09/27 will be made Code-F compliant. The existing width of the runway will
be increased from 45 mtrs to 60 mtrs with a compliant runway shoulder width of 7.5 mtrs on
        each side

Reconstruction of lighting on the airfield including the Runway Edge Lights to be shifted from
its current location and installation of new Central Line Lights to be undertaken

The elevation of the Runway will be raised at its western end, at RWY 09 turn pad area

Two new taxiways for connectivity will be added to Primary Runway 09/27 to make it more
        efficient

In addition to the runway reconstruction, some of the other significant projects that will be
undertaken are:

Construction of a new BMC drain which will pass on the west of RWY 09 threshold. This project
that began on September 23, 2010 will end on January 31, 2011. It requires shortening of the
western end of the runway by 340 mtrs

Widening of the Mithi river bridge which is on the east of the beginning of RWY 27. This
project that will be carried out between February 1, 2011 - June 30, 2011 will require
shortening of the eastern end of the runway by 258 mtrs

The overall work will be carried out in three phases as below

Phase 1 – This phase that has already started from September 23, 2010 will end on February 1,
2011 and primarily includes reconstruction of end of Runway 27 and TWY N3
Phase 2 – This phase will be carried out from November 1, 2010 – June 1, 2011 and will
primarily include resurfacing and widening of the primary runway 09/27
Phase 3 – This phase will be carried out from February 1, 2011 – July 1, 2011 and will primarily
include reconstruction of the end of runway 09
Runway resurfacing is a standard practice followed by all airports globally to maintain a consistent
pavement surface which gets impacted over a period of time due to continuous aircraft movements.
The last resurfacing of the primary runway was undertaken in 2003, almost seven years back, before
MIAL took over operations of CSIA in 2006. Earlier this year, MIAL completed reconstruction of the
secondary runway 14/32 and resurfacing of the runway intersection area. Both these projects were
significant milestones in MIAL’s plans of overhauling the airside infrastructure, with an objective to
