- JOINING INSTRUCTIONS
INTRODUCTION
1" Firstly, please allow me to congfatulate you on your selection for attendance at the 8th
Royal Brunei Armed Forces (RBAF) Command and Staff Course (CSC). The course is a
challenging joint and post-graduate course delivered in collaboration with New Zealand's Massey
University. It will require Course Participants to be attentive and diligent throughout if they are to
gain maximum benefit from it however I am sure that you will enjoy the experience. Our
endeavour here at the Defence Academy is to ensure that you will depart with a much broader
understanding of Defence and Security that will benefit you in your military career.
2. The course will take place from 08 January to 12 October 2018. Course Participants are
recommended to arrive from 02 Janvary 20i8 but no later than 06 January 2018 in order to allow
time to settle in and complete initial arival administration before course starts. In order that the
correct preparations are made and to avoid unnecessary confusion or ernbarrassment on arrival
please pay close attention to the requirements in this instruction and provide the necessary
information by the deadlines specified.
PRE.REOUISITES
3. General. In order to confirm your eligibility for the course and to ensure that preparations
can be made for your arrival, it is essential that the following pre-requisites are completed and
required information refurned to the CSC Administration Office as soon as possible and no later
than L5 December 2017. A checklist of activities is provided at Annex A.
4- Personal Particulars. Course Partieipants are to complete the Joining Proforrna
attached at Annex B to these instruetions. You should not delay the retum of the completed forms
either directly to the CSC Administration Office, Staff College, Defence Academy RBAF,
Kampung Tanah Jambu or to the Administrative Office ernail provided. The information is used
to produce a database for personal and academic records, syndicate composition, social directories
and other course related requirements. Course Participants are to provide 04x passport size
coloured photographs (i.e. 2x in Service Dress with headdress and 02x in Service Dress without
headdress with blue background) to be submitted directly to the Administration Offrce in person
or via email.

5. Proof of English Lansuase Proficiencv. The course is taught in English and Course
Participants will be required to read widely from academic and military literature and publications
as well as writing and presenting in English. A lack of proficiency in English is likely to impact
negatively on a Course Participant's ability to pass the course. All Course Participants must have
either completed an undergraduate degree taught in English or have the minimum lnternational
English Language Testing System (IELTS) of 6.5, Australian Defence Force English Langmge
Profiling System (ADFELPS) of 7, and "A" or minimum Cambridge GCE "O" levels score of
Grade C or above. The RBAF Defence Academyreserves the right to withhold or withdraw Course
Participants' enrolment in the Massey University post-graduate diploma if they are unable to meet
the required standard. In addition to the information provided in the course particulars form,
Course Participants are to provide a certificate of an lnternational English Language Test score of
6 or equivalent to the Administration Office by the date above.
6. Medical and Dental Fitness. Course Participants will be expected to participate in routine
sport, exercise and social activities in addition to the academic programme. These will focus on
fitness and general wellbeing. Local Course Participants will be expected to complete mandatory
fitness tests but intemational participants will not be mandated to complete any fitness testing.
Course Participants may be exempted from physical activities for verified medical reasons. It is
therefore important that Course Participants have adequate medical fitness if their course
performance is not to be affected. A11 Course Participants are therefore expected to undergo a
medical and dental check-up, in accordance with either the RBAF medical requirements or their
respective country's policy for attending overseas courses, before attending the course. A medical
fitness certificate authorised by the appropriate service medical authority confirming fitness to
attend is to be sent to the Administration Office by the date above.
7. Insurance and Medical Cover. For overseas Course Participants, the RBAF will provide
emergency medical and dental treatment free of charge where that treatment can be provided
through RBAF facilities. However, if overseas Course Participants decide to go to a private clinic
or require a govemment hospital they will have to pay. Course participants should confirm the
level of cover for themselves and their dependents provided by their sending organisation prior to
departure. Regardless of this cover, it is strongly advised that Course Participants and families take
up medical and any other appropriate insurance to cover the duration of their stay in Brunei
Darussalam.
8. Passport. Course Participants may undertake at least one official travel overseas and are
required to hold a valid travel document (passport) for at least 18 months from the date of the
course cofirmencement. The passport must be valid for not only Brunei Darussalam, but also for
entry to other ASEAN states, Australia, China, lndia, Japan, Jordan, New Zealand, Oman,
Pakistan, Republic of Korea, and the United States to allow for possible Overseas Study Tour
requirements (which vary each year). In the event of a visit to any of these countries, the
Administration Office will make arrangements for necessary visas.
9. Visas. Overseas Course Participants from participating countries that require entry visas
into Brunei Darussalam are advised to obtain the appropriate documents from the Brunei
Diplomatic Mission in their country of origin before reporting for the course in order to avoid any
inconvenience upon arrival in Brunei Darussalam. In the event that there is no Brunei Diplomatic

Mission in the overseas country concemed, and should overseas Course Participants be granted
only a temporary visa, the College will assist in arranging the necessary visas with the immigration
authority in Brunei Darussalam. A Letter of Acceptance willbe despatched/emailed by the College
to overseas Course Participants directly or via their diplomatic missions/Defence
Attaches/Defence Advisers upon receipt of confirmed nomination to help ease this process. It is
important to note that throughout the duration of the course, overseas Course Participants' spouses
and dependents will be issued with dependent visas which therefore make them ineligible for any
form of paid employrnent in Brunei Darussalam. (Note: The cost of multiple re-entry visas is
between B$30 to B$80). The Academy will only provide assistant to visa application for the
Course Participants and family upon arrival for Brunei entry. Any visa application to any other
country for vacation or other recreational purposes are to be arranged by the Course Participants'
10. Uniform. Brunei Darussalam is a tropical country where the temperature is routinely 25-
3Z'C with higfr humidity. Course Participants should therefore ensure that they are issued with
uniform appropriate for a hot, tropical climate.
11. Pay. Allowances and Finance. Course Participants should contact their respective
services to ensuie that they receive the correct allowances on arrival. Overseas Course Participants
are advised to make necessary arrangements with their Embassies/High Commissions for their pay
and entitled allowances. Arrangements should be in place before arrival in Brunei Darussalam'
Overseas Course Participants are likely to incur a number of expenses on arrival (car hire,
household items, schooling, etc.) and should ensure they have access to suitable funds on arrival;
staff at respective Embassies/Iligh Commissions will be able to advise.
ARRIVAL
12. Arrival. Overseas Course Participants should arrive at the Brunei lntemational Airport
(BIA), Bandar Seri Begawan. Overseas Course Participants are advised to aflive from 02
January but no later than Saturday 06 January 2018 to enable them to orientate andfamiliarise
themselves with Brunei Darussalam as well as conduct personal admin in the coun@, ptior to
the start of the course.
13. Accommodation. This is provided only to overseas Course Participants, either
single/unaccompanied or accompanied which is located in the Defence Academy, Kampong Tanah
Jambu at no rental cost. Course Participants, however, will have to bear the costs of electricity and
gas (Cooking) and other domestic expendables. Depending on usage, the average monthly
electrical expenses will be between B$30-B$80. The cost of topping up the gas cylinder will be
B$10. The quarters will have basic furnishing only. These basic furnishing entail items such as:
- Bed & Mattress (With Pillow)
- Wardrobe
- Dining table & Chairs
- Sofa set & Coffee tables
- Fridge
- Cooking stove
- Washing Machine

Other amenities provided are waste collection and landscaping. Items such as beddings, linen,
kitchen and dining equipment (cutlery, crockery) will not be provided. There are no restrictions if
overseas Course Participants decide to rent aceommodation, privately and at their own expense,
outside of the above mentioned premises that are provided by the Academy.
The cables for landline and internet connection are built-in. However, Course Participants are
responsible for their landline and internet subscriptions payment. Information for internet
subscription can be found on the local provider website, TelBru, at www.telbru.com.bn. Should
the Course Participants choose to opt for a broadband connection, the two local broadband
providers are DST Communication Sdn Bhd (www.dst.com.bn) or Progresif
@.ForAstroNJoITe1evisionCableSubscription,theinstal1ationwillcost
8$250 and Course Participants may inform the Administration Office early should they decide to
subscribe.
Any maintenance work (e.g. light bulb replacement) which costs below 8$100 are to be handled
and paid by the Course Participants (maintenance cost is not to be accumulated).
Before the Course Participants move in and move out, a proper hand-over and take-over will be
conducted to inspect the condition of the accommodation. Any damages caused during the stay, to
the property or the furnitures and equipment provided, are to be reported to the Administration
Office immediately. Course Participants are liable to pay for damages expenses should the
damages are caused by them.
14. Campus Securitv. For Course Partieipants who are staying at the provided
accommodation inside the campus, the access are only for them, families and friends. Certain areas
are restricted for the Course Participants and visitors which includes the Officer Cadet School
Accommodation Blocks.
15. Transport. On arrival, starting on 02 January 2018, transport will be provided to collect
Course Participant$ and their families from Brunei Intemational Airport and take thern to their
accommodation. Transport will also be provided on departure. Course Participants who are not
s living in private accomrnodation will be aceommodated within the Defence Academy site however
there are no amenities within watrking distance and a car is considered essential. Course
Participants will therefore need to make their own transport arrangements for the duration of the
course. Your Embassy or High Commission will be able to advise, however, average car rental
cost in Brunei is 8$300.00 to 8$600.00 per month.
16. Reportins and Registration. Course Participants are to report in the lobby of the
Staff College building at 0800 Monday 08 January 2018 for course registration and the
eourse introduction by the Directing Staff. Dress will be Bush Jacket or equivalent.
17. Defence Academv Location" Thc Staff College is located at the new RBAF Defence
Academy campus at Kampung Tanah Jambu adjacent to the Muara-Tutong Coastal Highway. It is
situated approximately 2O-minute drive from Brunei Intemational Airport.

COURSE PARTICULARS
18. Oufline. The aim of the CSC is to broaden selected mid-career officers' professional and
academic knowledge and to develop their command and communication skills in preparation for
higher command and staff appointrnents. The course will be conducted and administered by the
RBAF Defence Acaderny with academic components delivered by visiting lecturers from Massey
University, New Zealand. A range of international guest speakers are also utilised in order to
ensure the Course Participants are exposed to a range of expert perspectives. Further details of the
course are provided in the enclosed course handbook.
19. Attendance. The student body will be a mix of RBAF officers and international military
officers at the minimum rank of substantive Major or equivalent. It may also include Royal Brunei
Police Force officers and Brunei Government civil servants. It is a post-graduate level course with
the option of a Master Degree with further study. Successful completion of the course will result
in the award of the military qualification 'passed staff course fioint)' and a post-graduate diploma
in International Security from Massey University.

21. Course Removal and Return to Unit. The Defence Academy and its academic partner
Massey University take discipline and academic integrity seriously. Similarly, Course Participants
who are absent or unable to attend for medical or compassionate reasons may be unable to fulfiI
the requirements of the course. Therefore, the Defence Academy will require the removal and
return to unit ofCourse Participants whose conduct falls below the standards of discipline expected
or who are found to have breached standards of academic integrity through plagiarism or
malpractice. Overseas Course Participants will not be subject to RBAF military discipline
regulations but will be subject to penalties up to and including withdrawal from the course in
accordance with CSC processes. Likewise, a Course Participant who misses five consecutive days
of instruction, for medical or compassionate reasons, could be considered for removal from the
course. In addition, a Course Participant with an accumulated absence of more than llYo of the
course (21 days) instructional programme could be considered for withdrawal from the course.
ADMINISTRATION
22. Dress Policy. The range of dress requirements worn while on the course is as follows:

23- Normal working dress will be wom for most activities (short sleeve shirt with
accoutrements, trousers and shoes) with headdress. Hats need not be worn in the CSC building,
but are always to be worn outside the building in the wider Defence Academy areas. Normal
compliments are to be paid when headdress is worn. Name tags are to be worn at all times. Name
tags may also be required to be worn when in plain clothes at social and official events: further
guidance will be provided on an event-specific basis.
24. Information Technologv. The CSC operates Defence Unclassified Network (D[IN) for
use by Course Participants and support staff. Each Course Participant will be issued with a DUN
account at the start of the course. This will provide each Course Participant intemet access within
all RBAF and MINDEF facilities. The DUN account will expire at the end of the course. Course
Participants will also be issued with a laptop computer with MS windows and MS Office. Course
Participants will be able to access the Intemet in the CSC premises free of cost.

25. Unaccompanied Freight/Bassage. A1l arrangements will be at the Course Participant's
own expense and customs clearance will solely be the responsibility of the officer concerned.
There are no restrictions on the importation of unaccompanied freight by surface or air by overseas
Course Participants, including motor vehicles through any point of entry. However, normal
customs rules as prescribed by the customs authority of Brunei Darussalam will apply. Overseas
Course Participants are to seek further advice from their respective diplomatic missions in Brunei
Darussalam.
26. Banking. There are no banking facilities in the RBAF Defence Academy. International
banks such as Standard Chartered are available as well as other international banks such as
Malayan Banking, United Overseas Bank and RHB Bank. However, local banks such as BIBD
and Baiduri Bank offer ATMs that are accessible by cash or credit cards that bears the VISA,
PLUS and Cimrs signs.
27. MedicallDental Treatment. For RBAF Course Participants, the normal conditions of
service apply for medical and dental treatment while on the CSC. For overseas Course Participants,
the RBAF will provide emergency medical and dental treatment free of charge where that
treatment can be provided through RBAF facilities. However, if overseas Course Participants
decide to go to a private clinic or require a government hospital they will have to pay. It is strongly
advised that Course Participants and families take up medical and any other appropriate insurance
to cover the duration of their stay in Brunei Darussalam.
28. Leave. Two periods of recreation leave are included in the course programme and Course
Participants are expected to take leave during these periods to ensure adequate respite during a
busy year of studies and related activities. Only in very exceptional circumstances will leave be
granted during working hours. Requests for exceptional leave should be submiued through the
Syndicate Directing Staff to the Defence Academy HQ for consideration and decision. For
Overseas Course Participants, an endorsement or an approval from the Defence Attach6s/Advisers
and Embassies/High Commissions is to be submitted along with their leave application for leave
or travel overseas/outside of Brunei during the course.
29. Books and Stationerv. Course Participants will be supplied with the requisite course
reading material upon reporting. Course Participants will have to purchase their own stationery for
the course. However, some stationery items like flip-charts and marker pens will be issued for
specific exercises and presentations. A1l course material is provided electronically and Course
Participants may bring and use tablets as an alternative.
30. Smokine Policv. The RBAF Defence Academy, in line with the National and Ministry of
Defence's health policy, is a non-smoking establishment. Accordingly, smoking is not permitted
in any of the buildings.
31. Praver Room. There is a dedicated Muslim prayer room inside the RBAF Defence
Academy Auditorium and Librarybuilding next to the Command and Staff College premises.
32. Colleee Function Fund. There is a monthly collection of 8$30.00 (Thirty Brunei Dollars
Only) per student. The fund is used to organise the main student-led functions stated above.

33. Meals. No rneals will be provided throughout the course. Course Participants will have to
make their own meal arrangements. There is a cafeteria located next to the eollege which provides
meals at reasonable costs. During Ramadhan, there are strict fines for eating, drinking, smoking in
the camp including in their own cars during daylight hours. For non-Muslims, offices have
designated areas where non-Muslim can eat or drink. Course Participants are advised to prepare
their own meals as cafes are elosed during the day. It is considered common courtesy to not eat in
front of your fasting colleagues.
34. Weather. Brunei weather falls within the perimeters of humid and tropical conditions.
Between December and March, the country is covered in a northeast monsoon while from July
through to December monsoon winds blow in from the southeast. Frequent in appearance and
heavy in volume - though short in time span - these monsoon rainy spells bring significant levels
of precipitation, their input peaking in December and January, by far the wettest months in Brunei
Darussalam. Needless to say, temperatures remain high throughout the year. Although moderated
by the cool sea breezes espeeially in the coastal region where the Defence Acaderny is located,
average daily temperature in Brunei usually varies from 24"C to 30oC, often reaching highs
between 33! to 40[. Appropriate dress should be brought for these weather conditions. All the
facilities at the StaffCollege, including syndicate rooms, are air-conditioned.

CONCLUSION
36" These instructions are meant to help Course Participants understand what to expect on the
course. As already alluded to, the oours€ is challenging and demanding, and Course Participants
will need to apply thernselves diligently throughout if they are to be awarded with a pso(i) and a
post-graduate diploma on its eompletion. These instructions are also designed to help facilitate
Course Partieipants' pre-course preparations, so that they an'ive on the course fully prepared. It is
hoped that studying at the RBAF Defence Academy will be an enjoyable and unique experience,
which will not only help Course Participants to broaden their knowlodge and develop them
