UNITED STATES (FEDERAL)

Senator Cory Gardner is backing Senator Josh Hawley’s recently proposed bill1 which support businesses to rehire
Americans that have been laid off and support payrolls to protect American jobs.

As House Democrats prepare to vote on the $3 trillion stimulus package2 tomorrow, GOP Rep. Pete King announced3
his support of the legislation. GOP leadership remains opposed to the recent bill.

UNITED STATES (STATE SPECIFIC)

As of 8am EST on May 14, 2020, there are 849 pending
COVID-19 Legislations throughout 28 states. A total of
1,444 COVID-19 related bills have been enacted and
proposed in the U.S. The high level summaries are
included below.
 Over 300 executive actions have been issued in 50
    states, Puerto Rico, the District of Columbia, Guam,
    and the Virgin Islands. Over 1,120 executive actions
    have been issued in total
 Over 150 bills have been introduced in 42 state
    legislatures, Puerto Rico, the District of Columbia, the
    Virgin Islands and Guam related to paid sick leave and
    worker protections as well as appropriations requests
 Over 30 states and the District of Columbia have
    issued emergency regulations on a number of issues
    including but not limited to insurance carriers, labor and
    wage, and medical licensure

As of May 13, 2020, at least 14 legislatures (Alaska, Colorado, Delaware, Georgia, Illinois, Iowa, Kansas, Nebraska,
New Hampshire, New York, Northern Mariana Islands, Rhode Island, South Carolina and Tennessee) have
postponed their legislative session.

2020/05/13 ESMA highlights challenges for rating Collateralised Loan Obligations4

The European Securities and Markets Authority has published a thematic report about the credit ratings of
collateralized loan obligations (CLO) in the European Union (EU). The report discusses methodologies of CLO credit
ratings in the context of COVID-19.

HUNGARY

2020/05/13 Szijjártó: megduplázza a kormány a beruházás-támogató program keretösszegét (Hungarian

The Ministry of Foreign Affairs and Trade has announced that the government will double the budget of the HUF
50 billion support program launched for Hungarian companies. The program is intended to preserve jobs.

The Ministry of Finance has declared an increase in the 2020 budget for Large Enterprise Investment Support from
a level of HUF 25 billion to HUF 40 billion. The measures are intended to create new jobs, improve productivity, and
expand markets amidst the coronavirus pandemic.

UK

2020/05/12 Business Finance Update: Written statement7

The Government has published a Written Statement on the details of the new Bounce Back Loans Scheme which
was launched on 4 May and through which small businesses affected by the COVID-19 pandemic can apply for term
loans of between £2,000 and £50,000.

Due to coronavirus, the PRA and FCA suspended transition data reporting at the end of Q1 for dual regulated firms,
and cancelled some Q1 firm meetings. In light of recent developments since the PRA and FCA have decided to
resume full supervisory engagement with these firms on their LIBOR transition progress from 1 June 2020, including
data reporting at the end of Q2.

2020/05/14 FCA confirms measures to help insurance customers who may be suffering financial difficulties as a
result of coronavirus9

The FCA is today confirming a series of temporary measures to help customers who hold insurance and premium
finance products and who may be in financial difficulty because of coronavirus (COVID-19). Following a short
consultation, the targeted measures being implemented require firms to consider what options they can provide
to customers including:
 Reassessing the risk profile of customers. This may have changed because of coronavirus and there may be
    scope to offer customers materially lower premiums.
 Considering whether there are other products they can offer which would better meet the customer’s needs
    and revise the cover accordingly. For example, a motor insurance customer might no longer need associated
    add on cover such as key cover or could be moved from fully comprehensive cover to third party fire and theft.
 Waiving cancellation and other fees associated with adjusting customers’ policies.

UKRAINE

2020/05/13 Verkhovna Rada adopts bank resolution10

The National Bank of Ukraine has supported the parliamentary legislation that established clear institutional and
procedural mechanisms in the process of withdrawing banks from the market.

The National Bank of Ukraine has supported the parliamentary decision to lower the minimum capital requirement
for Ukrainian banks from UAH 500 million to a level of UAH 200 million.

2020/05/12 Modi unveils $266bn special economic package to revive economy12

Narendra Modi has announced plans for a $266bn stimulus package to help the country’s stalled economy recover
from the coronavirus lockdown. The prime minister said India had to seize the opportunity presented by the
pandemic to overhaul its economy, undertake “bold reforms” and ensure this would be “India’s century”.

NEW ZEALAND

2020/05/13 Large Scale Asset Purchases expanded13

The Reserve Bank of New Zealand has expanded the Large Scale Asset Purchase (LSAP) program potential to $60
billion, up from the previous $33 billion limit.

2020/05/13 COVID-19: Financial reporting – review findings and guidance for entities14

The Financial Markets Authority has published a document outlining what it has seen in recent reviews of financial
reporting, and setting out our expectations and areas that entities should consider when preparing financial
statements, particularly in light of the COVID-19 situation.

KOREA

2020/05/13 Reporting deadline extended for financial companies’ overseas branches15

Decided to grant an extension of reporting deadline until August 31 this year for financial companies’ overseas
branches that face compliance burdens due to COVID-19. As such, the financial companies’ overseas branches will
not face a fin e of KRW7 million for failure to submit their annual performance report by the deadline.

2002/05/13 New S$6 Million Grant Scheme to Support Singapore FinTech Firms16

The Monetary Authority of Singapore has announced the launch of a S$6 million MAS-SFA-AMTD FinTech Solidarity
Grant to support Singapore-based FinTech firms amid the challenging business climate caused by the COVID-19
pandemic. The Grant comprises two components a $1.5 million Business Sustenance Grant (BSG) and $4.5 million
Business Growth Grant (BGG).

2020/05/13 Central Bank of Sri Lanka Implements Extraordinary Regulatory Measures to Provide Liquidity to
Banks amidst COVID-19 Outbreak17

The Central Bank of Sri Lanka has announced that it has:
 provided additional funding under the refinance facility or other credit operations enabling the banking sector
    to provide working capital and other loans at concessionary rates of interest, to spur demand in the economy.
 permitted licensed banks to consider certain assets as liquid assets in the computation of the Statutory Liquid
    Assets Ratio (SLAR) subject to conditions up to June 30, 2021
 reduced the minimum requirement of Liquidity Coverage Ratio and Net Stable Funding Ratio to 90% with
    enhanced supervision and frequent reporting up to June 30, 2021
 enabled licensed banks to avail liquidity through the Sri Lanka Deposit Insurance and Liquidity Support Scheme
    or as loans and advances in Rupees under the Framework of Emergency Loans and Advances to Licensed Banks,
    based on acceptable collateral and liquidity forecasts
 decided to restrict certain discretionary payments of licensed banks, such as declaring cash dividends or
    repatriation of profits, engaging in share buy backs, increasing management allowances and payments to the
    Board of Directors for a limited period until 31 December 2020
 required licensed banks to exercise prudence and refrain to the extent possible when incurring non-essential
    and capital expenditure during the above-mentioned period
 decided to waive the annual assessment of Domestic Systemically Important Banks (D-SIBs) for the year 2020
    and maintain the already designated D-SIBs as published in December 2019, for year 2020 as well.
