Banco Central do Brasil revised the prudential requirements applicable to financial institutions under the Emergency
Employment Support Program in which the portion paid by the Union in credit operations contracted under the
Emergency Employment Support Program (PESE) will not be counted as an exposure of the participating financial
institution, for the purposes of calculating the capital requirement through a standardized approach (RWACPAD)
and Leverage Ratio (RA).

UNITED STATES (FEDERAL)

Yesterday, the House voted2 to pass the $484 billion coronavirus relief package for small businesses, hospitals and
expanded medical testing, capping weeks of contentious negotiations that had stalled Washington’s latest round
of emergency aid. President Trump is expected to sign the Paycheck Protection Program and Health Care
Enhancement Act3 later today.

U.S. Senator Marco Rubio, Charmian of the Senate Committee on Small Business and Entrepreneurship sent letters4
to various large banks that took part in the Paycheck Protection Program, inquiring for information on their
application process. The letters were sent to the Chief Executive Officers of Bank of America Corporation, JPMorgan
Chase & Co., Wells Fargo & Company, PNC Financial Services Group, Inc., KeyBank, NA, M&T Bank, Huntington
Bancshares, Inc., TD Bank, Trust Bank, Zions Bank, Regions Bank, and US Bancorp.

As of April 23, 2020, at least 22 legislatures (Alabama, Alaska, Arizona, California, Colorado, Delaware, Georgia,
Guam, Hawaii, Illinois, Iowa, Kansas, Louisiana, Minnesota, Mississippi, Nebraska, New Hampshire, New
York, Rhode Island, South Carolina, Tennessee and Virgin Islands) have postponed their legislative session.

FINLAND

2020/04/23 Extension to the maximum duration of start-up funding and more flexibility to jobseeker
interviews (Finnish language only)5

The Ministry of Economic Affairs and Employment has increased the state financing available to Finnvera, a state-
owned financing company, by EUR 10 billion. The Ministry is attempting to facilitate corporate borrowing from
banks. The law is scheduled to enter into force by the end of June 2020, and will last until the end of December
2025. The government also committed to increase its coverage of Finnvera's losses on loan guarantees from a level
of 50% to 80%. Also, the funding limit of EUR 420 million was lifted. The commitment will retroactively apply to
guarantees made after January 1, 2020. The commitment would enter into force on May 1, 2020, and will last until
December 31, 2022 at the latest.

GERMANY

2020/04/23 Liquiditätshilfe für Handel, Kultur und kleine Unternehmen (German language only)6

The Ministry of Finance has permitted companies to apply for refunds on taxes paid for 2019, based on a flat-rate
loss for the current year. This measure complements the advance payments already made for 2020.

HUNGARY

2020/04/23 Ministry of Finance issues government bonds (Hungarian language only)7

The Ministry of Finance has issued a total of EUR 2 billion worth of 6- and 12-year government bonds. The interest
on the 6-year eurobonds is worth 1.125%. The additional financing came after the state budget was strained by the
government's response to the coronavirus.

UK

2020/04/23 PRA clarification for insurers8

The Prudential Regulation Authority (PRA) has published a follow-up statement addressed to PRA-regulated
insurers which clarifies the PRA’s position on IFRS 9, capital requirements and loan covenants. This statement has
been issued in response to requests from insurance firms for clarification on how the PRA’s Dear CEO letter on IFRS

2020/04/23 COVID-19: Adoption of employment contracts by administrators where the company furloughs
employees before the start of the administration (High Court) (Practical Law)9

The High Court (Trower J) has given guidance on how the Coronavirus Job Retention Scheme (CJRS) may be
implemented by administrators where the company had placed employees into furlough before the start of the
administration. It also considered the meaning of adoption of an employment contract under paragraph 99 of
Schedule B1 to the Insolvency Act 1986.

2020/04/23 HM Treasury announces revision to the UK Debt Management Office’s financing remit 2020-2110

The Treasury has announced upward revisions to the United Kingdom Debt Management Office's (DMO) financing
remit for the 2020-21 financial year. Planned gilt sales total GBP 180 billion from May to July 2020. The government
expected a significant proportion of total 2020-21 gilt sales to take place in the first four months of the financial
year, in order to meet the immediate financing needs resulting from COVID-19.

2020/04/23 COVID-19: questions for an accountant (Practical Law)11

A new practice note which sets out five new questions for an accountant relating to the impact of the COVID-19
pandemic on various financial and accounting issues. The questions have been written by Kathryn Cearns OBE, an
independent consultant specializing in financial reporting, audit and governance, and discuss:
 The situation where auditors cannot physically attend a company's stocktake and, consequently, wish to qualify
    their audit report.
 Going concern and viability statements.
 Disclosures and accounting in the annual report and accounts.
 Delaying publication of the annual report and accounts.
 Dividends and capital maintenance.

2020/04/23 RBI Announces Special Open Market Operations (OMO) of Simultaneous Purchase and Sale of
Government of India Securities12

The Reserve Bank of India has decided to conduct simultaneous purchase and sale of government securities under
Open Market Operations (OMO) for ₹ 10,000 crores each on April 27, 2020.

PHILIPPINES

2020/04/23 BSP Eases Rules on Asset Cover Requirements of EFCDU/FCDU13

The Monetary Board (MB) has eased the asset cover requirement of banks with expanded/foreign currency deposit
units (E/FCDUs) to provide the covered institutions with greater flexibility to manage their foreign currency
exposures. Under the new rules, banks shall be allowed to offset any deficiency in the asset cover incurred on one
or more days of the week with the excess cover that they may hold on other days of the same week and the
immediately succeeding week.

TAIWAN

2020/04/23 Central Bank of the Republic of China (Taiwan) adjust lending facility (Taiwanese Mandarin
language only)14

The Central bank has adjusted the SME lending facility to decrease the interest rate, increase eligibility and adjust
the loan quota.

2020/04/23 ICGN governance priorities during the COVID-19 pandemic16

The ICGN has published an open letter setting out its perspective on governance priorities during the COVID-19
pandemic and beyond. The ICGN's governance priorities for companies include:
