The next Senate pro forma session is scheduled for Monday morning. Despite efforts by Democrats and Republicans to
pass respective emergency COVID-19 bills that did not pass, bipartisan discussions are ongoing.1
Senate Majority Leader Mitch McConnell and Speaker Nancy Pelosi are working on creating a list of candidates2 to chair
the Congressional Oversight Commission tasked with overseeing the CARES Act.

As of 8am EST on April 10, 2020, there are 207 pending COVID-19
Legislations throughout 25 states. A total of 601 COVID-19 related
bills have been enacted and proposed in the U.S. The high level
summaries are included below.

As of April 9, 2020, at least 25 legislatures (Alabama, Alaska, Arizona, California, Colorado, Connecticut, Delaware,
Georgia, Guam, Hawaii, Illinois, Iowa, Kansas, Kentucky, Louisiana, Minnesota, Mississippi, Missouri, Nebraska, New
Hampshire, New York, Rhode Island, South Carolina, Tennessee and Virgin Islands) have postponed their legislative
session.

2020/04/09 Bank of England Financial Policy Committee statement4
The Financial Policy Committee (FPC) met on Thursday 9 April to review developments in the financial system related to
the outbreak and spread of COVID-19 (Coronavirus).
The Committee noted that, given the severity of the disruption associated with COVID-19, economic activity was reducing
very sharply. Consistent with the sharp deterioration in the economic outlook, there have been very significant falls in a
range of financial asset prices.
The Committee usually assesses risks to UK financial stability and the resilience of the UK financial system, and publishes
that assessment in biannual Financial Stability Reports. Given the material developments in recent weeks, the FPC decided
to supplement its normal practice with an additional interim Financial Stability Report. That interim Report will be
published on Thursday 7 May, alongside the May Monetary Policy Report issued by the Monetary Policy Committee.
The interim Report will contain the Committee’s assessment of the risks to UK financial stability and the resilience of the
UK financial system to ongoing economic and market shocks.
2020/04/09 HM Treasury and Bank of England announce temporary extension to Ways and Means facility5
HM Treasury and the Bank of England (the Bank) have agreed to extend temporarily the use of the government’s long-
established Ways and Means (W&M) facility providing short term liquidity to the Government

2020/04/09 MAS Extends Digital Bank Assessment Period in view of COVID-19 Pandemic6
The Monetary Authority of Singapore (MAS) announced today that it will extend the assessment period for the award of
digital bank licenses. Successful applicants will be informed in 2H 2020 instead of June 2020 as originally intended. In
January 2020, MAS released an update that it had received 21 applications for digital bank licenses and planned to
announce the successful applicants in June 2020. The global escalation of the COVID-19 pandemic since then has prompted
the implementation of enhanced safe distancing measures in Singapore, and many companies are allowing staff to work
from home to the extent possible. In view of these developments, MAS will extend the assessment period for the award
of digital bank licenses. This will allow the digital bank license applicants to dedicate their resources and attention towards
managing the immediate impact of the COVID-19 pandemic on their businesses. It will also enable MAS to focus resources
on ensuring monetary and financial stability, and ensuring that financial institutions remain resilient, and able to perform
their role in supporting businesses and individuals through this challenging time.

2020/04/09 The Government and the Central Bank of Sri Lanka Introduce Further Measures to Preserve the Foreign
Currency Reserve Position of Sri Lanka7
The Ministry of Finance has imposed measures to limit outward remittances on Capital Transactions for a period of 3
months.
