Of the 3rd July 2009 n. 90, with which under the art.3d of the D.L 10.11.2008, n.180, converted with amendments, by Law 9 January 2009, n.1, have been defined the Musical Conservatorys' artistic and disciplinary areas, with related declaratory and disciplinary areas of expertise; Having regard to 11 D.M. of the 30th September 2009 n. 124, with which have been redefined the education systems of the study courses for the achievement of the Diploma Accademico di primo livello of the Musical Conservatories and comparing between the current concourses classes and the Musical Conservatories' artistic and disciplinary areas; Having regard to the Statuto del Conservatorio, approved by the Minister for Schools, Universities, and Research, Management Decree n. 247 of the 02/05/2005; Having regard to the art. 9 of the Regolamento di amministrazione, finanza e contabilità of the Conservatory, in accordance with the Management Decree M.I.U.R./Afam n. 134 of the 20/04/2009; Having regard to the Conservatory's educational system, in accordance with the Management Decree M.I.U.R./Afam n. 295 of the 28/12/2010; Having regard to the D.P.R. 223/1989 art. 5 Having regard to the D.P.C.M. 09.04.2001, Uniformity of treatment about the right to university studies; Having regard to Law of the 2nd December 1991 n. 390, rules about the right to university studies;

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 3 register n. 257) concerning the suspension of the double attendance to the first and second-level academic courses; Having regard to the decision of the management board n. 32 of the 03/07/2013; Having regard to decision of the management board n. 13 of the 26/02/2014; Having regard to the decision of the management board n.14 of the 26/02/2014; Having regard to the Academic Board's minutes no. 42 of the 14/04/2014; Having regard to the Director's Circular Prot. no. 14726/C/A2 of the 01/10/2014 in public register n. 638; Having regard to the Ministry of Labour and Social Policy Decree 7/11/2014; Having regard to the decision of the management board no. 11.of the 13/03/2015; Having regard to the Academic Board's minutes no. 7 of the 27/04/2015; Having regard to the Academic Board's minutes no. 8 of the 15/05/2015; Having regard to the decision of the management board no. 16 of the 25/05/2015; Having regard to the Academic Board's minutes no. 20 of the 08/03/2016; Having regard to the decision of the management board no. 10 and no. 11 of the 09/03/2016; Having regard to the provisions 252-267 of the Law 232/2016 that provide a redefinition of the enrolment fee management; Having regard to the C.d.A. approval no. 39 of the 14/12/2016; Having regard to the Academic Board’s minutes no. 40 of the 20/04/2017; Having regard to the decision of the management board no. 20 of the 10/05/2017; Having regard to the Academic Board’s minutes no. 11 of the 07/05/2018; Having regard to the decision of the management board no. of the 10/05/2018; GENERAL STANDARDS This document regulates the formal and administrative fulfillment of students to the academic first level courses (standard and experimental three-year period), academic second level courses (two- year period), courses of the previous degree closed to new candidates, basic continuing education courses and qualifying courses.

Student title is restricted to students who are in compliance with enrollment procedures and provided payment of taxes and fees. All-inclusive annual fee is established in compliance with the regulations set provided by the article 4 of the law no. 390/91, art. 3 of D.P.R. 306/97, art. 5 of D.C.P.M. of the 09/04/2001 and art. 9 of the Legislative Decree of the 29th march 2012 no. 68 and having regard to the provisions 252 – 267 of the Law 232/2016 its amount is annually approved by the board of directors. It may be paid in one-off payment or by two monthly installments (of equal amount), to be paid down within the due dates. In case of all-inclusive annual fee payment by two monthly installments, any other different kind of delay is allowed from the ones specified. Fee is for insurance costs, issue of certificates, instructional equipment, artistic activities, teaching and study tours, cultural exchanges, participation in national and international exhibitions, educational exhibits and school recitals, illustrative publications and educational establishments.

Students who get total or partial exemption, must provide the appropriate documentation.

Students who have not fulfilled the taxes and enrollment fees, may not pursue the school career, may not take exams, may not take the final exam, may not obtain the authorization for transfer to another conservatory, may not obtain issue of certificates, graduate certificates, may not lodge a request for exemption, may not receive scholarships, and may not benefit from any services. All the exams taken with an irregular administrative status may be canceled by the office. FIRST LEVEL ACADEMIC COURSES AND SECOND LEVEL ACADEMIC COURSES 1. ADMISSION ADMISSION REQUIREMENTS To be admitted to the academic first and second level courses they need to have these following titles: First level academic courses: school-leaving certificate (5 year-period or supplementary year) or any other educational qualification obtained abroad and approved as suitable. Students with strong skills and aptitudes, who have not obtained the title yet, on the proviso that the access title is earned before the end of the academic first level course.

Second level academic courses: (one of the following educational qualifications) diploma issued by a Conservatory or I.M.P. belonging to the previous reform, together with a school- leaving certificate (5 year-period or supplementary year); Undergraduate degree (3-year period) earned in a Conservatory; Degree or equivalent certificate. Foreigner students (EU or EXTRA EU), to be admitted to the academic first and second level courses need to have educational and musical certificates to get to Advanced courses. Students who are in possess of a foreign title of study issued abroad, are supposed to present the "Validation declaration" issued by the Italian Diplomatic Authority in the country where the title has been achieved.

INCOMPATIBILITY For students of first and second level courses, under the law in force, simultaneous enrolment is forbidden: - to different higher learning institutions; - to different advanced courses belonging to the same Conservatory (two first level courses, one first level course and a second level one or two second level courses); Is it possible to do at the same time the admission exam to different one first level and second level courses (requirements established are needed) to the same Conservatory, which means basic training courses, by following the procedures below provided. If they are admitted to both courses (see above), at the moment of enrolment the student has to choose which course is meant to attend.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 5 Simultaneous enrolment to an academic Course (academic first level course and academic second level or an Old System course) is instead compatible with a basic training course. SIMULTANEOUS UNIVERSITY ENROLMENT The advanced training musical courses enrollment is compatible with the university courses under the law 240/2010 art. 29 «Modalità organizzative per consentire agli studenti la contemporanea iscrizione a corsi di studi presso le Università e presso gli Istituti Superiori di Studi Musicali e Coreutica ». At the moment of the enrolment or registration, students have to specify this simultaneous enrolment and for which institution are they meant to choose the part-time one. The right of study tax (ERSU) of EUR 140,00 must be paid to the University belonging to the territorial scope of Regione Siciliana, and its copy must be delivered to the Conservatory's Student Service Office.

PROCEDURES AND TIME LIMITS FOR THE ADMISSION The deadlines for the submission of the admission applications, unless stated otherwise provided by the Ministry and/or possible derogation following any measures provided by the executive director or the Academic Board, are the following: Admission applications - from the 14th May to the 22nd June 2018; Admission exams (PRACTICE TEST) - from the 9th July to the 21st July 2018 according to a timetable which will subsequently published. Admission exams (VERIFICATION OF SKILLS) - Tuesday, the 24th July and Wednesday, the 25th July 2018.

The test admission is the only way to get the access to academic first and second level courses / Access to academic first and second level courses takes place through test admission. Entrance tests programs to get the access to the academic courses are agreed by the teaching structures involved, together with the necessary participation requirements. Student can take the access test to one or more academic course subject to the payment of every course: - Admission test contribution of EUR 50,00 payable to the postal current account n. 283903 made out to Conservatorio di Musica Vincenzo Bellini or by bank credit transfer: IBAN IT42X0760104600000000283903 (reason: contributo esame di ammissione Biennio o Triennio – admission test contribution two-years period or three years period course) - Admission fee of 6,04 EUR payable to the current account 1016 made out to “Agenzia delle entrate – Centro Operativo di Pescara”, reason: “Tasse scolastiche”.

In any case admission test contribution shall not be redeemable. Should the selected study course be abolished, refund will be provided. Admission to courses is subject to the test pass and to the available seats. With following measure will

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 6 subsequently published the list of candidates admitted among the students tested positive, according to the merit ranking and to the available seats. Enrollment will not be possible without prior publication of the admitted students list. 2. “EDUCATIONAL DEFICIT PERIOD” If the student admitted to the first and second level courses at the time of the entrance test will be assigned one or more educational deficits concerning: main subjects of the study plan theory, rhythm and musical perception piano practice and reading score reading historical keyboards such student has to attend for the required period of time the “Educational deficit period” as soon as he will pass the educational deficit, by doing some tests.

It is meant that this period cannot last more than 3 years for the 3-year period and 2 years for the 2-years period, exclusively for the not passed educational deficit relating to the main subject. If the student should not pass the educational deficit within the periods of time seen above, will be able to be enrolled at the Conservatory following the same administrative conditions as described below, and will be able to do tests up to the student will pass the educational deficit, but he can not attend other lessons provided by the educational deficit assigned.

Student, as regards educational deficit of the main subjects, could be meant to do more than test to pass them. THREE-YEARS PERIOD Students who will be assigned the educational deficit in main subjects will be enrolled to the “Educational deficit period” for a maximum period of three years and will be able to pass it by an exam, not before the end of the first year of educational deficit period. During the academic year, passages to the three-years academic course cannot take place. To students who will be assigned one or more educational deficits (except for the instrument educational deficit, which restricts for the whole academic year), the skills’ follow-up committee will be the one to establish, according to the educational deficit importance, if the student will be enrolled to the “educational deficit period” or to the first year of “three-years period with educational deficit”. In case of enrolment to the “educational deficit period”, the student will not able to pass the educational deficit/s before the end of the academic year and will be able to enroll to the first year of the three-years period during the next academic year.

Students enrolled to the “educational deficit period” will be able to attend also the preparatory main subject to “performance practice and repertoire I”. Attendance time will not be recognized for the “performance practice and repertoire” subject, which can be attended only after the educational deficit is passed. In case of enrolment to the “three-years period with educational deficit”, the student will be enrolled to the first year of the three-years period and will be able to attend all the subjects but he will not be able to take

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 7 the exams of such subjects until all the educational deficits assigned will be passed. Students of “Choral conducting and choral composition” will be able to enter to the “effective three-years period” after passing the first year and the possible composition educational deficit. Students who will fail to attend the theoretical subjects’ skills test and/or pianistic/historical keyboards practice reading/scoring will be compulsory enrolled to the “educational deficit period”. “Rhythmic reading II” educational deficit, if not passed within the “educational deficit period”, must be passed in any case within the extraordinary session (February/march) of the first year of the effective three- years period. In case this educational deficit will not be passed within the abovementioned session, the student will not take the planned exams.

TWO-YEARS PERIOD a) student enrolled to the 2 year-period, to who has been assigned educational deficit at the time of the entrance test, has the possibility to enroll to the “two-year period with educational deficit” by way of exception, he has also the possibility to attend his plan of study subjects' lessons, he may not but do exams as long as he does not pass the educational deficit. b) Student may register to the educational deficit (up to a maximum of two years) as “three-year educational deficit” regulated.

ENROLLMENT The academic year enrollment takes place by payment of the All-inclusive annual fee (or by providing all the documentation needed for the exemptions), state taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee), Tassa regionale di Diritto allo Studio, and exclusively by on-line enrollment from the 1st September within the 1st October 2018 through registration on the ISIDATA portal (www.isidata.it – Servizi studenti - Conservatori). After the date of the 1st October 2018 is not possible to enroll, and the student who is not up to date with payment of the contributions and/or who has not made and completed all the online registration for the enrollment to the academic year 2018-2019 will be compulsory suspended from the educational career and his administrative position is governed according to the paragraph “SUSPENSION AND CAREER REUNIFICATION” of this statement.

ALL-INCLUSIVE ANNUAL FEE General standards Provisions 252-267 of the Law 232/2016 provide a redefinition of the enrolment fee management paid by the students enrolled to the bachelor degree and postgraduate courses, by establishing an all-inclusive annual fee for the covering of costs related to didactical, scientific and administrative services and of the so called “no-tax area”. Students who jointly fulfill the following requisites are exempt from the All-inclusive annual fee payments (provision 255): a) Belong to a family unit which equivalent economic status and indicators (ISEEU) is less or equal to 13.000 EUR; b) Are enrolled to the belonging University from a number of academic years less or equal to the normal study course duration, rose by one; c) In case of enrollment to the second academic year, have obtained minimum 10 ECTs within the 10th August of the first year; in case of enrollment to following academic years, have obtained minimum 25 ECTs within the twelve months before the 10th August of the academic year preceding the related enrollment.

In order to benefit of the exemption, students enrolled to the first academic year shall fulfill only the requisite related to the ISEE less or equal to 13.000 EUR (provision 256). Further regulations provide the criteria to the individuation of the maximum amount of the All-inclusive annual fee for determinate students’ categories, up to an ISEE of 30.000 EUR. In particular: - Students belonging to a family unit whose ISEE is included between 13.001 EUR and 30.000 EUR, and who fulfill the requisites of letters b) and c), the contribution fee cannot exceed the 7% of the exceed ISEE amount of 13.000 EUR; - Students belonging to a family unit whose ISEE is less or equal to 13.000 EUR, and who fulfill the requisites of letter c), the contribution fee is of 200 EUR; - Students belonging to a family unit whose ISEE is included between 13.001 EUR and 30.000 EUR,

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 9 and who fulfill only the requisites of letter c), the contribution fee cannot exceed the one determined according to the first point, rose by 50%, with a minimum amount of 200 EUR. Relevant legislation The ISEE certificate for the right to study shall be governed by the following rules: Prime Ministers’ decree 5th December 2013 no. 159 “Regolamento concernente la revisione delle modalità di determinazione ed i campi di applicazione dell’Indicatore della situazione economica equivalente (ISEE)” Ministry of Labour and Social Policy 7th November 2014 “Approvazione del modello tipo della Dichiarazione Sostitutiva Unica ai fini ISEE, dell’attestazione, nonché delle relative istruzioni per la compilazione” Legislative decree no. 68 of the 29th March 2012 art. 9 paragraph 1 “Revisione della normativa di principio in materia di diritto allo studio” The due All-inclusive annual fee is determined according to the evaluation of the economic situation, considering the income and assets’ amount, as well as the scope of the family unit, by using the Equivalent Economic Status Indicator (ISEE).

To benefit of the incentive services for the right to university education and in order to calculate the All- inclusive annual fee, or possible exemption from university taxes and to enroll to the academic year 2018/2019, is necessary to require the ISEE-U. Students of the first and second level academic years shall present at the moment of enrolment/registration the ATTESTAZIONE ISEE-U PER PRESTAZIONI PER IL DIRITTO ALLO STUDIO UNIVERSITARIO (ISEE-U certificate for incentive services for the right to university education) related to year 2018 (available from the 16/01/2018) and valid until the 15/01/2019 in original copy, and in order to individuate the belonging income bracket shall the INDICATORE DELLA SITUAZIONE ECONOMICA EQUIVALENTE (ISEE-U CHE “SI APPLICA ALLE PRESTAZIONI AGEVOLATE PER IL DIRITTO ALLO STUDIO UNIVERSITARIO “IN FAVORE DELLO STUDENTE ISCRITTO AL CORSO (ISEE-U certificate for incentive services for the right to university education, in favor of student enrolled to the course) – STUDENT’S FISCAL CODE - be taken as reference. Above-mentioned ISEE-U does not necessarily correspond to the ordinary ISEE.

Submission of ISEE-U is not compulsory, but the missing submission of it, at the provided deadlines, will involve the entering from office in the highest income bracket, according to the other requisites which determine the belonging to the Tables I-II-III for the first and second level academic courses. Students belonging to the last income bracket are exempt from the submission of ISEE-U. Before proceeding with the enrolment/registration, every student must thus require the ISEEU certificate to CAF tax consultancy centers, other authorized bodies or to INPS (directly at official INPS website through own citizen PIN), by filling out and signing the “DSU INTEGRALE” (Dichiarazione Sostitutiva Unica Integrale – Unique Integral Declaration in place) and not Dichiarazione Sostitutiva Unica MINI.

To benefit of the incentive services for the right to university education, they need to fill out the “DICHIARAZIONE SOSTITUTIVA UNICA INTEGRALE (DSU INTEGRALE)” which provided the compiling of the MB.1 module (regarding nuclear family and house), of the Quadro C of MB.2 module (university services) and eventually Quadro D of MB.2 model must be filled out (existence in the unit family of sons whose parents

The “independent student” benefit has been abolished as from the year 2015/2016 since already included in the ISEE-U assessment. Near-graduate students, as successively provided, can be exonerated from the payment of taxes and All- inclusive annual fee by submitting the so called “domanda student laureando” wihin the 31st October 2018 together with the ISEEU certificate, since in case they should not graduate on time, they still can have right to the reduction of the All-inclusive annual fee.

Foreigner students with citizenship of countries belonging to the European Union, must be in possess of the specific documentation issued by the competent authorities of the Country in which where incomes are generated with certified translation into Italian language. It is recommended to prepare this documentation with plenty of time, before arriving in Italy. All declarations submitted by the student will undertake standard spot checks from the relevant authorities. NB: At the time of submission DSU contains only self-reported information. Once DSU is submitted, the declarer receive a receipt of services provided from the acquirer body (INPS, Municipality, CAF or service provider) but not the calculated ISEEU. To calculate ISEEU are required data acquisition of further data from INPS and Agenzia delle entrate. In order to have the necessary time to solve potential issues (e.g. omissions/credibility gaps, wrong data, etc.) it is advisable to aim to the accountable assistance institutions with adequate notice than the on-line enrolment deadlines.

The declaration is valid from the submitting date to the 15th January of the following year. Therefore, after this deadline, the expired DSU cannot be used to the requirement of new services, without prejudice to the validity of it for the already required services.

FOREIGNER STUDENTS (EU AND NOT EU CITIZENS) EU foreigner students' economic and assets conditions is certified with specific documentation issued by the competent authorities of the Country in which where incomes are generated, with certified translation into Italian language. The establishing indicators of the equivalent economic status and indicators of equivalent assets status are performed with the same procedures laid down for Italian students.

The parameter used to determine the belonging income bracket is the Equivalent Economic Status Indicator (ISEEU). For the purpose of calculating the ISEEU, the student should use the provided form for the dichiarazione dei redditi e patrimoni ai fini ISEEU (declaration of incomes and assets for the ISEE purposes), to be filled by the diplomatic mission or consular post in Italy (Modulo DS). Failure to present the certificates concerning the ISEEU implies the inclusion by the office into the highest income bracket. Students belonging to the last income bracket should not provide any income certificates. The all-inclusive annual fee amount is given into tables Tables 1-2-3 for first and second level academic courses and should be determined on the basis of the ISEEU value, calculated by the CAF (Centres for Fiscal Assistance) or another authorized body. To benefit of the total or partial exemptions, is needed all the documentation in support, translated into Italian language under current legislation. In case of students with non-EU countries citizenship and resident abroad, whose cannot be applied the ISEE calculation in accordance with the Article 8, pr. 5, of the DPCM 159/2013, is the amount of the all-inclusive annual fee established as follows into the table: Foreigner students admitted should fill out within the 1st October 2018 the enrollment application online by registration on ISIDATA portal (www.isidata.it – Servizi Studenti – Conservatorio). On-line enrollment application should be printed and delivered at the Segreteria Studenti with the required attachments, and the following documentation: - copy of the application for residence permit receipt; - copy of the passport with the specific entry visa or copy of the valid residence permit; To access to the first and second level academic courses, foreigner students shall be in possess of attestations or certificates proving the Italian language skills of the B2 level Common European Framework of Reference for Languages issued by accredited certification authorities.

The standards required to access to the university courses AFAM for foreign students, the calendar for the procedures and the registration for the academic year 2018-2019, and related forms can be found by clicking on the following link http://www.studiare-in-italia.it/studentistranieri and/or on the Conservatory's website. The admission calendar will be later published on the Conservatory's website. TAXES AND CONTRIBUTIONS THREE-YEARS AND TWO-YEARS PERIOD Students of the first level academic courses (three-year period) and second-level academic courses (two-year period) in order to determine the belonging Table (Table 1- Table 2 – Table 3) should consider three parameters: - ISEEU - ECTs - Enrollment academic years 1) Should refer to Table 1: a) Students who during the year 2018/2019 shall matriculate (enrollment to the first academic year), should consider only the requisite related to the ISEEU.

b) Students who during the year 2018/2019 shall enroll to the second, third or outside prescribed time academic years, in possess of the following requisites; - Are enrolled to the belonging University from a number of academic years less or equal to the normal study course duration, rose by one; - In case of enrollment to the second academic year, have obtained minimum 10 ECTs within the 10th August of the first year; in case of enrollment to following academic years, have obtained minimum 25 ECTs within the twelve months before the 10th August of the academic year preceding the related enrollment.

PART-TIME ENROLLMENT Is available the enrollment to part-time courses for students who are at the same time registered to University or students who are not full-time in studying occupied; student may require to obtain an academic degree in a longer period than the lawful term of the course (three-year period up to 6 years and two-year period up to 4 years). Student shall expressly communicate the simultaneous enrollment at the moment of the application/enrollment.

Student who opt for the part-time course can obtain only 30 ECTs during every academic year. That means that student enrolled to a part-time year in this Conservatory, will acquire the related 60 ECTs in two years' time. The course's main subject, Prassi esecutiva e repertorio, will be attended during the two years time for a total number of hours equal to three-quarters per year of the total hours, as provided in the study plan (e.g. in case of a subject of 32 hours, student shall attend 24 hours per part-time year and will take the related exam at the end of the second part-time year).

Option for part-time course can be canceled with effective date from the following academic year. In that case the student will proceed his academic career, respectively, from the same year of course if he has attended only one year in part-time, from the following year If has attended two years in part-time. D.M. 28/09/2011, pursuant to Art. 29, comma 21 of the law n.240/2010, disciplines the contemporary enrollment to academic courses and music Conservatories, State-recognized musical institutes and Dance National Academy.

Student shall expressly communicate the simultaneous enrollment at the moment of the application/enrollment. Taught-learning activities carried out by the student out for every academic year in the two Institutes and the acquisition of the related course credits (ECTs) cannot exceed the limit of 90 for every year, except for those acquired for subjects considered by both orders. Concerning the part-time years' time will the All-inclusive annual fee be decreased by 50% for every part- time year's-period, as provided by Table 2 for first and second level academic courses, except for the payment of the other taxes due within the time allowed.

In case of simultaneous enrollment to another university course, the Tassa Regionale di Diritto allo Studio (ERSU) shall be paid to the University belonging the territorial scope of the Regione Siciliana and the copy of the payment receipt shall be delivered to the Segreteria Studenti of the Conservatory together with the enrollment file. No part-time enrollment is provided for the educational deficit period years-time. No part-time enrollment is provided for the outside prescribed time students. 7. ENROLLMENT AND REGISTRATION TO SUBSEQUENT YEARS - THREE- AND TWO-YEARS PERIOD Enrollment (for new enrolled students) of admitted students among the eligible ones, and/or the registration renewal to following years shall be realized from the 1st to the 1st October 2018 exclusively through registration on the ISIDATA portal (www.isidata.it – Servizi studenti – Conservatorio): After the date of the 1st October 2018 is not possible to enroll, and the student who is not up to date with

ALL-INCLUSIVE ANNUAL FEE INTEREST ON ARREARS FOR LATE PAYMENTS As provided by the article 3 ENROLLMENT “after the date of the 1st October 2018 is not possible to enroll, and the student who is not up to date with payment of the contributions and/or who has not made and completed all the online registration for the enrollment to the academic year 2018-2019 will be compulsory suspended from the educational career and his administrative position is governed according to the paragraph “SUSPENSION AND CAREER REUNIFICATION” of this statement”. In case the properly enrolled student paid the first All-inclusive annual fee installment within the deadline of the 1st October 2018, should settle the payment of the second installment of the All-inclusive annual fee later than the provided deadline of the 30th November 2018, the installment will attract the interest on arrears which shall be simultaneously paid with the All-inclusive annual fee. Payments of the All-inclusive annual fee’s second installment made later than the provided deadline will attract the interest on arrears which shall be simultaneously paid with the All-inclusive annual fee. Payments shall be made on the postal current account n. 283903 registered to Conservatorio di Musica Vincenzo Bellini (reason: Contribuzione d'iscrizione e diritto di mora), or by bank transfer (same registration): IT42X0760104600000000283903 (reason: contribuzione onnicomprensivo annuale e diritto di mora). The amount of the interest on arrears is established as follows: - from the 1st to the 15th December 2018 EUR 50,00 - from the 16th to the 31st December 2018 EUR 100,00 9. ADMINISTRATIVE SUSPENSION After the date of the 1st October 2018 is not possible to enroll, and the student who is not up to date with payment of the contributions and/or who has not made and completed all the online registration for the enrollment to the academic year 2018-2019 will be compulsory suspended from the educational career and his administrative position is governed according to the paragraph “SUSPENSION AND CAREER REUNIFICATION” of this statement.

After the date of the 31st December 2018 student who is not up to date with the payment of the second installment of the All-inclusive annual fee and of the academic year 2018/2019 fee will be compulsory suspended from the educational career and his administrative position is governed according to the paragraph “SUSPENSION AND CAREER REUNIFICATION” of this statement. During the suspended year, student cannot take exams or perform acts concerning the academic career, cannot obtain the issuing of the permission certificate for transfer to other Conservatories; exams taken in contravention to this point will be canceled.

Admitted students, who did not registered within the 1st October 2018 will be considered as dropout.

CONTRIBUTORY IRREGULARITY In case of contributory irregularity, students cannot: obtain the issuing of any certificate; obtain the exams record; obtain the issuing of the permission certificate for transfer to other Conservatories; take exams or perform acts concerning the academic career; enroll to the following academic year. Exams taken in case of irregular administrative status may be canceled.

EXEMPTION TYPES In order to benefit for the exemptions of the All-inclusive annual fee and/or revenue taxes (Tassa di immatricolazione (enrollment fee), Tassa di frequenza (attendance fee), student shall fill out the specific exemption form (available on the Conservatory's website and at the Segreteria didattica), attach suitable documentation and deliver it together with the entry application. Exemption requests lacking of the specified attachments, late submitted or lacking of the exemption form filled out, will be not approved. Exemptions are not combined.

In order to benefit for the exemptions, related properly documented requests shall be delivered within this academic year (2018/2019). Exemptions requests relating to previous academic years are not approved. Exemption of interest on arrears due to late payment of the All-inclusive annual fee (regulated by this Statement of Study) is not admitted. Total exemptions Are total exempted from payment of the All-inclusive annual fee, revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee), and Tassa di Diritto allo Studio in accordance with the Comma 1 and 2 of the Art.8 of the D.C.P.M. of the 9th April 2001: recipient students of E.R.S.U. scholarship; adequate students who could not benefit of the E.R.S.U. scholarship because of insufficient resources; recipient students of student loans; students with recognized disabilities at or more than 66%; foreigner students, recipients of the Italian Government's scholarship within the framework of development cooperation programs and cultural and scientific intergovernmental agreements and related periodic international executive programs; Recipient students of exemptions of points 1 and 2, in any case at the moment of the enrollment, shall pay the first installment provided for the All-inclusive annual fee and the Tassa Regionale Diritto allo Studio. The refund for students enrolled to the first year, is subject to the ECTs achievement provided by the E.R.S.U. announcement, and in the absence of the requirements provided by the E.R.S.U. announcement cannot benefit from the refund. The Conservatory will provide for the All-inclusive annual fee refund following the E.R.S.U. verification and communication of the provided merit requirements, required for the benefits’ confirm.

The Tassa Regionale Diritto allo Studio amount of EUR 140,00 is excluded from the refund, as it is directly refunded by E.R.S.U. The annual Tassa di frequenza (attendance fee) and the enrollment fee, if wrongly paid, are not refundable. Student who is not adequate or winner of E.R.S.U. scholarship shall regulate the enrollment by paying the second installment of the All-inclusive annual fee, within the 31st December 2018. After this

For recipient students of exemptions in point 5, in the academic years after the first one, is the exemption is contingent to the scholarship renewal. Are furthermore total exempted - upon production of the related supporting documentation - from the payment of the All-inclusive annual fee and taxes (pursuant to the art. 30 of the law 118/1971): 1. students orphans of the war, legally blinds, war wounded or war invalids, died on the job, died in service; 2. students sons of orphans of the war, legally blinds, disabled or war invalids, died on the job, died in service; 3. students sons of Italian Civil War dead, declared missing soldiers, humanitarian peacekeeping missions; 4. students orphans of victims of the Mafia, (so declared in accordance with the law); 5. civil wounded and disabled belonging to straitened economic condition families and subjected to a reduction higher than two thirds of the capacity to work, and to sons of disability pension beneficiaries.

Partial exemptions for multiple enrollments In case of students belonging to the same nuclear family enrolled to the first level academic courses, second level academic courses, old system courses closed to new candidates and basic training courses, the All- inclusive annual fee due provided according to Tables 1-2-3 for first and second level academic courses will be reduced according to the following percentages: - FIRST ENROLLED MEMBER, pays the due All-inclusive annual fee in full; - SECOND ENROLLED MEMBER, 25% reduction of the All-inclusive annual fee due; - THIRD ENROLLED MEMBER AND MORE THAN THE THIRD MEMBERS, 50% reduction of the All- inclusive annual fee due.

For identification of the recipients, the first member shall pay in full at the Conservatory. The following members shall pay by following the reductions specified above. Recipient students of these exemptions shall in any case pay the revenue taxes (Tassa di immatricolazione (enrollment fee), Tassa di frequenza (attendance fee) and the Tassa Regionale di Diritto allo Studio. The payment of the All-inclusive annual fee and of the revenue and regional taxes shall be made by following the procedures and the deadlines provided above.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 21 Partial exemptions for enrollments to two or more courses Subject to the provided incompatibilities, in case of students enrolled into two schools/courses (first or second level academic year course, and a course of the old system closed to new candidates or a basic training course) the first or second level academic year course will be the one considered as first course. The All-inclusive annual fee due for the first course will be paid in full, while the All-inclusive annual fee of the second course or possible further courses will be paid with a reduction equal to the 50% of the due amount: 1) In case of simultaneous enrollment to first and second level academic courses and a course of the previous degree closed to new candidates, will be considered as first course the first and second level academic courses; 2) In case of simultaneous enrollment to first and second level academic courses and basic training course, will be considered as first course the first and second level academic courses; 3) In case of simultaneous enrollment to a course of the previous degree closed to new candidates and a basic training course, will be considered as first course the course of the previous degree closed to new candidates and its related contribution shall be paid in full.

Recipient students of these exemptions shall pay in any case the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee) and the Tassa Regionale di Diritto allo Studio. The payment of the All-inclusive annual fee, revenue and regional taxes shall be made in accordance with the procedures and deadlines specified above. Other exemptions Are partial exempted from the All-inclusive annual fee payment: - Students who are sons of disabled people, with a disability of 100% for reasons not connected to allowed exemptions under the art. 30 of the Law 118/1971. Student requiring for benefits and the related parent with a disability of 100% shall be in the same nuclear family. The amount for the the All-inclusive annual fee’s partial exemption is established with a reduction of 50% of the determined fee, according to Table 1-2-3 of the first and second level academic courses. Recipient students of these exemptions shall pay in any case the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee)) and the Tassa Regionale di Diritto allo Studio. The payment of the All-inclusive annual fee, revenue and regional taxes shall be made in sum-lump, in accordance with the procedures and deadlines specified above.

Exemption limits Exemptions may not be combined. In case of students attending more schools/courses and belonging to the same nuclear family, students may require for the All-inclusive annual fee partial exemption more convenient. Are excluded from exemptions: Students who have been liable to disciplinary sanctions, for the very academic year in which the sanction was provided; Students who not provide self-certification or supporting documents for the purpose of the benefit.

NEAR-GRADUATE STUDENTS Are considered near-graduate students, in order to the next year-time enrollment, first and second level academic courses’ students who are under these conditions: - have completed all courses attendance within the 31st October 2018; - will give all the exams provided by the study plan within the extraordinary session 2019. Near graduate students shall give the final exam not later than the extraordinary session 2019, as last suitable session for the previous academic year, so no renew the enrollment is needed.

Student shall deliver the specific form “Iscrizione studente laureando” at the Segreteria within the 31st October 2018 together with ISEE-U certificate. Students who will not give all the academic year exams and/or final exam within the extraordinary session 2019, shall proceed to an additional enrollment for the academic year 2018/2019, by paying the due All- inclusive annual fee, the Tassa di frequenza annuale (annual attendance fee) and the Tassa Regionale di Diritto allo Studio according to Tables 1-2-3 for first and second level academic courses, in sum-lump not later than the 30th April 2019 without interest on arrears. Payments made later than the provided deadline of the 30th April 2019 will attract the interest on arrears which shall be simultaneously paid with the All-inclusive annual fee on the postal current account n. 283903 registered to Conservatorio di Musica Vincenzo Bellini (reason: Contribuzione d'iscrizione e diritto di mora), or by bank transfer (same registration): IT42X0760104600000000283903 (reason: contribuzione onnicomprensivo annuale e diritto di mora).

The amount of the interest on arrears is established as follows: - from the 1st to the 15th May 2019 EUR 50,00 - from the 16th to the 31st May 2019 EUR 100,00 After the date of the 30th May 2019 student who is not up to date with the payment of fees and contribution of the academic year 2018/2019 will be compulsory suspended from the educational career and his administrative position is governed according to the paragraph “SUSPENSION AND CAREER REUNIFICATION” of this statement. The student even though his condition of near-graduate, shall necessarily renew the enrollment to the academic year 2018/2019. In case the student attends international mobility programs during the current academic year will not attract interest on arrears.

Final exam request shall be submitted using the provided form available on the Conservatory’s website and at the Segreteria student, together with a tax stamp of EUR 16,00 and the receipt of the payment of EUR 30,00 to the postal current account n. 283903 made out to Conservatorio di Musica Vincenzo Bellini, reason: Contributo domanda di Laurea. The Academic Board determines graduation sessions. Request for the final exam shall be submitted within 45 days before the beginning of every session. Degree thesis shall be consigned to the Segreteria didattica within 20 days before the final exam’s date. In case of theoretical exam, degree thesis shall be drew up in 2 bound copies and 7 in CD format.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 23 FINAL EXAM EXTENSION Near-graduate student may obtain, after submission of specific application to the Academic Board, an extension of the final exam not later than the summer session 2019, on condition that the student has given and passed all the exams of the academic course within the summer session 2019. In this case near-graduate student shall submit the specific module “Istanza proroga prova finale” at the Segreteria within the deadline of the 30th April 2019, together with the payment with reason “Contributo di proroga Prova finale” of: - EUR 100,00 first level academic courses - EUR 150,00 second level academic courses Students who will not give the final exam within the summer session 2019, shall proceed to an additional enrollment for the academic year 2018/2019, by paying the due All-inclusive annual fee, the Tassa di frequenza annuale (annual attendance fee) and the Tassa Regionale di Diritto allo Studio according to Tables 1-2-3 for first and second level academic courses, in sum-lump not later than the 30th September 2019 without interest on arrears. Payments made later than the provided deadline of the 30th September 2019 will attract the interest on arrears which shall be simultaneously paid with the All-inclusive annual fee on the postal current account n. 283903 registered to Conservatorio di Musica Vincenzo Bellini (reason: Contribuzione d'iscrizione e diritto di mora), or by bank transfer (same registration): IT42X0760104600000000283903 (reason: contribuzione onnicomprensivo annuale e diritto di mora).

TRANSFERS Transfers to other Conservatories Student may require the transfer to another Conservatory with a request submitted to the Director within the 31st July 2019 (form available on the Conservatory’s website and at the Segreteria didattica), together with the amount payment of EUR 50,00 as Contributo nulla osta trasferimento verso altri conservatori on the postal account n. 289303. This fee shall be paid exclusively after authorization by the Director. In order to obtain the permission, student shall have fulfilled the All-inclusive annual fee and revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee)) and the Tassa Regionale di Diritto allo Studio relating the current year and with enrollments relating previous years. Transfers from other Conservatories Student may obtain the transfer to this Conservatory with a request submitted to the Director within the 31st July 2019 (form available on the Conservatory’s website and at the Segreteria didattica), together with the amount payment of EUR 50,00 as Contributo nulla osta trasferimento da altri conservatori on the postal account n. 289303 made out to Conservatorio di Musica Vincenzo Bellini.

If the student should require the transfer from another Conservatory after the academic year had started, the potential transfer acceptance will be subject to availability of positions and Director’s authorization. Students coming from other branches are subject to taxes and contributions system provided for students of this Conservatory, independently from potential fees and taxes amounts already paid to the Conservatory of origin. For this reason student shall have fulfilled the administrative position by paying the enrollment fee and the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee)) and the Tassa Regionale di Diritto allo Studio due according to Tables 1-2-3 for first and second level academic courses, in sum-lump within the 31st October 2018.

Transfer applications of students who shall give only the final exam to obtain the academic title, or who have passed only the admission test, are not accepted. In any case, the transfer is subjected to passing an eligibility test to the transfer that will take place during September. In case of positive result, the students shall request the subjects’ validation in order to recognize the spent career. The didactical structure responsible of the academic course to which the student is meant to transfer, approves the acknowledgement of the credits achieved, valid for the new curriculum.

SUSPENSION AND CAREER REUNIFICATION - Student who does not renew the enrollment to the academic year 2018/2019 has the possibility to access again to the same study course, for the following the last year attended, within the three following academic years (in case of first level academic course) or the two following academic years (in case of second level academic course). For that purpose student shall submit a specific application available on the Conservatory’s website during the suspension academic year, within the 30th September 2018 and his administrative position shall have fulfilled. It is not possible to require the suspension later than the provided date. In this case, student who suspended is totally exempted from the All-inclusive annual fee and from the other taxes for the periods of time in which he was not registered; this provision is valid for students for the community service year-time and for students for the year of birth of every son. Recipient students cannot do any career act during the academic interruption of studies. The benefit request is not revocable during the academic year.

At the moment of the career reunification, within the deadlines provided by the Statement, students should pay in addition to the provided taxes for the current year, a fixed fee of EUR 200,00 for every suspended year, to be paid on the postal account n. 283903 made out to Conservatorio di Musica Vincenzo Bellini (reason: ricongiungimento carriera). Students who have not submitted the specific suspension application within the provided deadline, and later are meant to reunify their career, should pay the All-inclusive annual fee , the Tassa di immatricolazione (registration fee), the Tassa di frequenza (attendance fee) and the Tassa Regionale di Diritto allo Studio for every single academic year in which the students are not registered, by following the provided criteria. Students forced to interrupt their studies because of serious and prolonged infirmity certified by a public structure, are total exempted from the payment of taxes and fees during that period. Student who benefits of this provision cannot do any career act during the academic interruption of studies, and is not subjected to the payment of any academic career reunification fee. The benefit request is not revocable during the academic year, and the interruption period of time is not considered for the purpose of the merit appraisal. Studies suspension is allowed from the second year attendance.

It is not possible to require the career suspension for the educational deficit period. 15. ABANDONEMENT OF STUDIES Student who intends to abandon the studies permanently, may submit the abandonment application by written proof, adding a tax stamp of EUR 16,00 and paying the taxes and fees relating to the previous registration years of the abandonment year. Abandonment is permanent. In case of abandonment, taxes and fees already paid will not be refund. Consequently to the abandonment by the student, the Conservatory will release the certification concerning the career spent and the ECTs obtained up that moment; in case of new registration the exams done will be considered valid for the purpose of the continuation of the academic career, after the recognition by the specific board.

UNDER CONDITION ENROLLMENT Students who intend obtain the final title of a study course within the following extraordinary session 2019 may at the same time register under condition also to another course of study, provided that they satisfy all the requirements provided by the didactic regulation. Application form should be submitted within the provided deadlines, by paying the related amounts. In order to register to the new course of study, students admitted shall pay: - Tassa di immatricolazione (registration fee); - Tassa di frequenza (attendance fee); - Tassa regionale di Diritto agli Studi; - All-inclusive annual fee reduced by the 30% of the provided one, by way of first installment. Within the 30th April 2019, once obtained the final title, students have to fulfill the registration for the academic year 2018/2019, by paying the balance of the All-inclusive annual fee. (e.g. due All-inclusive annual fee equal to EUR 1.000,00 shall be paid the 70% of the amount equal to EUR 700,00 within the enrollment deadline of the 1st October 2018 and the 30% amount equal to EUR 300,00 within the 30th April 2019.

In case of non-achievement of the final title, students lose to all intents and purposes the under condition registration, included the right to attendance, without refund of the payments made. Students enrolled under condition cannot require additional final exam extension during the summer session as provided for near-graduate students in the Statement of study. 17. ATTENDANCE AND OUT-OF-COURSE STUDENTS Student is considered as out-of course after the third attendance year for the three-year period courses. Student is considered as out-of course after the second attendance year for the two-year period courses. Out-of-course student has the right to attend the subjects of his plan of study from the first to the third year for the three-year period courses, from the first to the second year for the two-year period courses. Students are considered as auditors from the forth out-of-course year for the three-year period courses. Students are considered as auditors from the third out-of-course year for the two-year period courses. Auditor students can take exams to complete their study cycle, but have no right to the attendance of the subjects.

Year of attendance will be established according to the enrollment year for the already inner students. In case of part-time students, inner student requiring to cancel the part-time option with effective date from the following academic year, will proceed his educational career, respectively, from the same year of course if he has attended only one year in part-time, from the following year if has attended two years in part-time. During out-of-course period, enrollment to part-time is not allowed.

COURSE PASSAGES Students enrolled to the first and second level academic courses, after disposition, may require a passage to another course of study, after passing of the admission test. In case of passing of this exam, they should proceed to a new enrollment paying the Tassa di immatricolazione (registration fee) and the tax stamp in according to the current amount. For the purposes of the new enrollment, students need to submit at the Segreteria the enrollment form and two photographs.

Submission of the course passages requests for the academic year 2018/2019 may take place from the 1st to the 30th June 2019. Such passage will anyway have effect date starting from the following academic year. 19. ADDITIONAL EDUCATIONAL ACTIVITIES The student (enrolled at the three-year period or two-year period), to expand his curriculum studiorum may request to attend additional educational activities relative to the selected plan of study, on the condition that this does not constitute a cost burden for the Conservatory. Passing of these subjects by exam or test, gives the chance to obtain ECTs in any case not exceeding the 30% of those provided by the course in which the student is enrolled.

For individual lessons, the Conservatory checks the availability and the potential fees to be paid by the student. The specific application must be submitted within the 31st October 2018. Student’s request could be accepted only if there will be availability in the total course hour of subjects’ teachers.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 28 OLD SYSTEM COURSE (CLOSED TO NEW CANDITATES) SUBMISSION TERMS FOR ADMISSION APPLICATIONS/EXAMS Unless otherwise ministerial regulations and/or any exceptions as a result of action of the Director or the Academic Board, the deadlines for submitting admission applications, are as follows: Terms for submitting applications for the exams: Main and complementary subjects summer and autumn session From the 1st to the 30th April.

Main and complementary subjects extraordinary session: From the 1st to the 30th December. Simultaneous enrollment and attendance of advanced courses of the old system with first and second level academic courses is allowed. 20. ENROLLMENT Enrollment for the academic year upon payment of All-inclusive annual fee (or submission of adequate documentation to benefit of the exemption) and revenue taxes. The All-inclusive annual fee is of EUR 800,00 per year to be paid in addition to the revenue taxes. This contribution aims to insurance costs, issuing certificates, teaching equipment, typography, artistic activities, teaching and study travels, cultural exchanges, participation to national and international events, teaching exercises and school of Conducting, educational exhibits and school recitals, illustrative publications and educational manifests, purchase of instruments. The contribution should be made out to the Conservatorio di Musica Vincenzo Bellini and paid on postal current account n. 283903 or by bank transfer: IBAN IT42X0760104600000000283903.

This contribution may be paid in a lump sum or in two equal installments. Students who have applied for admission to the first or second level Academic Diploma Courses, shall only make the payment of the first installment for the old system course; the balance should be paid in case of non-admission to the first or second level Academic Diploma Courses. In case of enrollment to the three-year and two-year courses, the first installment paid for the old system course will be considered as a down payment for enrollment to the advanced courses, except for the payment of other taxes.

The payments made over the deadline of the second installment, will attract an interest to arrears of EUR 50,00 to be paid not later than the 31st December of the current year.

Students who must take instrument exams in the fall session shall make the payment of the All- inclusive annual fee and of the Tassa di frequenza annuale (annual attendance fee) within n. 5 days by the publication of the exams session result at the Institute’s notice board. The payments made after this date will attract an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year. Students who have not taken the diploma exams and/or compimento inferiore e medio in the summer and/or fall session, may provisional enroll to the extraordinary session of the following year, by paying the enrollment and Tassa di frequenza annuale (annual attendance fee) within n. 5 days by the publication of the exams session result at the Institute’s notice board. Payments made after this date, will be attract a by an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year. In case of enrollment to two or more schools/courses, the All-inclusive annual fee is determined at EUR 1350,00 (which EUR 800,00 for first course attendance and EUR 550,00 for second course attendance) to be paid according to the criteria and deadlines specified above (lump-sum, two installments).

EXEMPTIONS PARTIAL EXEMPTIONS FOR INCOME In order to benefit of the partial exemption for income reasons they must produce original documentation (ISEE certificate required in year 2018 available from the 16/01/2018) and valid until the 15/01/2019) adequate of demonstrating the income of student’s family in the year preceding the year of enrollment. The reference value to be considered is the Equivalent Economic Status Indicator.

The conventional household is, pursuant to art. 5 of D.P.C.M. 09.04.2001 made of: - benefits applicant; - all those who are into the student's registered family status certificate at the moment of the application even if non-related; - the parent collecting the student's child supports, in case of divorce or legal separation; - both student's parents, if they are not legally divorced or separated, and dependent sons, even if they should not be in the registered documentation provided; - other potential persons in foster care to student's parents at the date of the submission of the admission.

For the purposes of the ISEE-UNIVERSITY evaluation pursuant to Art. 8 of D.C.P.M. 5th December 2013 n. 159, student requesting the certification is part of parents' nuclear family even if they are not cohabitants with the student, unless there are both of the following requirements: a) residence outside from family of origin's residential detached house since at least two years in relation to the date of the enrollment application for the first time to every single academic course, and should not stay in an accommodation owned by a member of him; b) presence of an adequate income capacity: compensation of employees, not employed by a relative, fiscally declared at least from two years, not less than EUR 7.766,00. Student who is in registered cohabitation, because permanent lodged in religious institutions, health or social care institutions, in bases or in penal institutions, is not subject to this provision and results as a separated nuclear family in accordance with Art. 5 D.P.R. 223/1989.

This rule shall not be applied if the student is conjugated or fiscally dependent on other persons.

EXEMPTIONS FOR OTHER REASONS May benefit of the 100% exemption from the All-inclusive annual fee, Tassa di immatricolazione (registration fee), Tassa di frequenza annual (annual attendance fee) due: - students with recognized disabilities at or more than 66%; - foreigner students, recipients of the Italian Government's scholarship within the framework of development cooperation programs and cultural and scientific intergovernmental agreements and related periodic international executive programs; (Art. 30 of the Law 118/1971) - students sons of victims of the Mafia, (so declared in accordance with the law; - students orphans of the war, sons of Italian Civil War dead, died on the job, died in service, humanitarian peacekeeping missions; - students sons of war or of Italian Civil War wounded or invalids, declared missing soldiers, war wounded or invalids, wounded or invalids because of service or work; - legally blind students.

Are partial exempted from payment of the All-inclusive annual fee: - Students who are sons of disabled people, with a disability of 100% for reasons not connected to allowed exemptions under the art. 30 of the Law 118/1971. Student requiring for benefits and the related parent with a disability of 100% shall be in the same nuclear family.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 32 The amount for the the All-inclusive annual fee ’s partial exemption is established with a reduction of 50% of the determined All-inclusive annual fee. Recipient students of these exemptions shall pay in any case the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee) in sum-lump, in accordance with the procedures and deadlines specified above. EXEMPTIONS FOR MULTIPLE ENROLLMENTS In case of students belonging to the same nuclear family enrolled to the first level academic courses, second level academic courses, old system courses closed to new candidates and basic training courses, the All- inclusive annual fee due of EUR 800,00 will be reduced according to the following percentages: - FIRST ENROLLED MEMBER, pays the due All-inclusive annual fee contribution in full; - SECOND ENROLLED MEMBER, 25% reduction of the All-inclusive annual fee contribution due; - THIRD ENROLLED MEMBER AND MEMBERS MORE THAN THE THIRD, 50% reduction of the All- inclusive annual fee contribution due.

For identification of the recipients, the first member shall pay in full at the Conservatory. The following members shall pay by following the reductions specified above. Recipient students of these exemptions shall in any case pay the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee) and the Tassa Regionale di Diritto allo Studio. The payment of the All-inclusive annual fee and of the revenue and regional taxes shall be made by following the procedures and the deadlines provided above.

EXEMPTIONS FOR ENROLLMENTS TO TWO OR MORE SCHOOLS/COURSES Subject to the provided incompatibilities, in case of students enrolled to two or more schools/courses (first level academic courses, second level academic courses, old system courses closed to new candidates and basic training courses) shall pay the All-inclusive annual fee due provided in full for the first course, in addition to the second course All-inclusive annual fee determined in EUR 550,00 if the student attends as second course on of the old degree courses closed to new candidates with a reduction of 50% of the due amount if the student attends basic training course.

It is intended that in case of simultaneous enrollment to a first or second level academic year course, and a course of the old system closed to new candidates or a basic training course will be considered as first course, the first or second level academic year course. Recipient students of these exemptions shall pay in any case the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee)) and the Tassa Regionale di Diritto allo Studio. The payment of the All-inclusive annual fee and of the revenue taxes shall be made in accordance with the procedures and deadlines specified above.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 33 EXEMPTION LIMITS Exemptions may not be combined. In case of students attending more schools/courses and belonging to the same nuclear family, students may require for the All-inclusive annual fee partial exemption more convenient. Are excluded from exemptions: Students who have been liable to disciplinary sanctions, for the very academic year in which the sanction was provided; Students who not provide self-certification or supporting documents for the purpose of the benefit. Is not allowed exemption from interest on arrears and the penalty of administrative sanction for late payment of the All-inclusive annual fee specified in this Statement of Study.

22. CONTRIBUTORY IRREGULARITIY In case of late payment beyond the 31st December 2018, there is an administrative penalty of EUR 150,00 together with the interest on arrears of EUR 50,00 to be paid on the bank current account n. 283903 made out to Conservatorio di Musica Vincenzo Bellini. In case of contributory irregularity, students cannot: - obtain the issuing of any certificate; - obtain the exams record; - obtain the issuing of the permission certificate for transfer to other Conservatories; - take exams or perform acts concerning the academic career.

23. STUDENTS OF CURRENT YEAR'S RETIREMENT - ORDINARY COURSE Students who intend to retreat for the current year, shall submit the request to the Segreteria Studenti from the 1st to the 15th March of every year. It is recalled that in accordance with the provisions of Article 122 of the L.D. Lgt. of the 5th May 1918 n. 1852, students who without lawful justification are absent from lessons for a total of fifteen days during the first school year, shall be removed from the enrollment records. There will be no refund of taxes and contributions paid.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 34 24. PASSAGES FROM THE OLD SYSTEM CLOSED TO NEW CANDIDATES TO THE FIRST LEVEL Students enrolled to the Old system closed to new candidates may opt, by request, for a passage to the first level academic courses, as regulated by the Art. 43 and 44 of the Learning regulation provided that exist the following conditions: 1. 10-years courses: move up to the 8th year; 2. 9-years courses: move up to the 7th year; 3. 8-years courses: move up to the 6th year; 4. 7-years courses: move up to the 5th year; 5. 6-years courses: move up to the 4th year; 6. 5-years courses: compimento inferiore; 7. Composition, choral music, conducting courses: composition compimento inferiore. In order to achieve the passage to the first level without any test or exam, student in any case shall have obtained certificates of theory and solfeggio and complementary piano. Student who has no above- mentioned qualifications, upon request may opt for the passage to the first year of the first level if by taking the following passage exams, obtains a grade equal or more than 8/10: 10-years courses: move up from the 6th to 7th year; 9-years courses: move up from the 5th to the 6th year; 8-years courses: move up from the 4th to the 5th year; 4. 7-years courses: move up from the 3rd to the 4th year; 6-years courses: move up from the 2nd to the 3rd year; 5-years courses: compimento inferiore; Students who intend to opt for the new system courses, before they take the related passage exam, shall complete the specified request and have fulfilled with the payments of the All-inclusive annual fee and revenue taxes of the current academic year and of the previous ones.

Successfully passed the passage exam to the new system course, students shall improve his position by subscribing to the first level academic course, paying the All-inclusive annual fee determined in accordance with Tables 1-2-3 for first and second level academic courses, and completing the amount already paid as All-inclusive annual fee for the Old system Course closed to new candidates (or by submitting proper documentation to benefit for the exemption), the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee) and Tassa Regionale di Diritto allo Studio according to the procedures specified above.

Students who have not taken the diploma exams and/or compimento inferiore and medio in the summer and/or fall session, may provisional enroll to the extraordinary session of the following year, by paying the enrollment and Tassa di frequenza annuale (annual attendance fee) within n. 5 days by the publication of the exams session result at the Institute’s notice board. Payments made after this date, will be attract a by an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year.

PASSAGE TO THE PERIODO DI EDUCATIONAL DEFICIT (THREE-YEARS PERIOD) Students enrolled respectively to the 4th year for courses lasting 9 or 10 years (e.g. harp, piano, etc.) or to the 3rd year for courses of different lasting (flute, singing, etc.) may submit the passage request to the educational deficit period within the extraordinary exams session 2017. 26. TRANSFERS FROM OR TO OTHER CONSERVATORIES Student may obtain the transfer to this Conservatory with a request submitted to the Director within the 31st July (form available on the Conservatory’s website and at the Segreteria didattica), together with the amount payment of EUR 50,00 as Contributo nulla osta trasferimento da altri conservatori on the postal account n. 289303 made out to Conservatorio di Musica Vincenzo Bellini.

Students coming from other branches are subject to taxes and contributions system provided for students of this Conservatory, independently from potential fees and taxes amounts already paid to the Conservatory of origin. For this reason student shall have fulfilled the administrative position by paying the All-inclusive annual fee in sum-lump, following the Director's authorization. Transfer applications of students who shall give only the final exam to obtain the academic title, or who have passed only the admission test, are not accepted.

If the student should require the transfer from another Conservatory after the academic year had started, the potential transfer acceptance will be subject to availability of positions and Director’s authorization. Student who intend to transfer to other Conservatory should have fulfilled with the All-inclusive annual fee.

EXTERNAL CANDIDATE STUDENTS External candidate students, who at the time of entry into force of the new didactical systems, have already taken at least one exam of the previously in force system can conclude their study course under the same conditions of the other inner students of the Old Degree course. Upon student’s request payment in instalments can be allowed, provided that the payment will be made previous to the achievement of the title.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 37 BASIC TRAINING COURSES TERMS OF ADMISSION APPLICATIONS/EXAMS SUBMISSION May enter to the Conservatory upon passing of an admission exam and following enrollment on the basis of vacant positions. It is possible to attend two or more basic training courses upon passing of the specific admission exam. It is not allowed simultaneous enrollment to the Conservatory of Palermo and to another Music Conservatory and/or Institute recognized as equivalent.

Unless otherwise ministerial regulations and/or any exceptions as a result of action of the Director or the Academic Board, the deadlines for submitting admission applications, are as follows: Terms to submitting applications for the exams: Admission: From the 1st to the 30th April. Confirmation exam, passage and compimento di ciclo of main and complementary subjects summer and autumn session: From the 1st to the 30th April. Compimento di ciclo exams of main and complementary subjects, extraordinary session: From the 1st to the 30th December. 28. REGISTRATION/ENROLLMENT TO FOLLOWING YEARS Enrollment for the academic year is finalized upon payment of All-inclusive annual fee (or submission of adequate documentation to benefit of the exemption) and revenue taxes.

The All-inclusive annual fee is of EUR 600,00 per year to be paid in addition to the revenue taxes. This contribution aims to insurance costs, issuing certificates, teaching equipment, typography, artistic activities, teaching and study travels, cultural exchanges, participation to national and international events, teaching exercises and school of Conducting, educational exhibits and school recitals, illustrative publications and educational manifests, purchase of instruments. The contribution should be made out to the Conservatorio di Musica Vincenzo Bellini and paid on postal current account n. 283903 or by bank transfer: IBAN IT42X0760104600000000283903.

This contribution may be paid in a lump sum or in two equal installments. Access requirements: Access to basic training courses is provided upon an exam, which will be subject to the admission programs to the Institution course. Access to the first course may be required by students aged between 6 and 14 years old. Access to courses relating to wind instruments is allowed to students aged between 11 and 20 years old. For voice courses students aged between 16 to 26 years old. For courses of Composition, Conducting and double bass students aged between 11 to 26 years old.

Every course lasts one year, after which students may access to the following one. Access to suitable students is subject to the number of vacant positions and upon priority criteria provided into the annual programming

The payments made over the deadline of the second installment, will attract an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year. The payments made after this date will attract an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year.

In case of enrollment to two or more schools/courses, the All-inclusive annual fee is determined at EUR 950,00 (of which EUR 600,00 for first course attendance and EUR 350,00 for the second course attendance), to be paid according to the criteria and deadlines specified above (lump-sum, two installments). Payments made after the second installment deadline, will attract an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year. Student who does not renew the enrollment within 6 months of terms deadline is considered as dropout. Students who should take exams in the summer and/or autumn session, shall make the payment of the All- inclusive annual fee and of the Tassa di frequenza annuale (annual attendance fee) within n. 5 days by the publication of the exams session result at the Institute’s notice board. The payments made after this date will attract an interest to arrears of EUR 50,00 to be paid no later than the 31st December of the current year.

PASSAGE TO THE EDUCATIONAL DEFICIT PERIOD (THREE-YEARS PERIOD) Students enrolled respectively to the second level for courses lasting 9 or 10 years (e.g. harp, piano, etc.) or to the first level for courses of different lasting (flute, singing, etc.) may submit the passage request to the educational deficit period within the extraordinary session 2017. 29. EXEMPTIONS PARTIAL EXEMPTIONS DUE TO INCOME In order to benefit of the partial exemption for income reasons they must produce original documentation (ISEE certificate required in year 2018 available from the 16/01/2018) and valid until the 15/01/2019) adequate of demonstrating the income of student’s family in the year preceding the year of enrollment. The reference value to be considered is the Equivalent Economic Status Indicator.

The conventional household is, pursuant to art. 5 of D.P.C.M. 09.04.2001 made of: - benefits applicant; - all those who are into the student’s registered family status certificate at the moment of the application even if non-related; - the parent collecting the student’s child supports, in case of divorce or legal separation; - both student's parents, if they are not legally divorced or separated, and dependent sons, even if they should not be in the registered documentation provided; - other potential persons in foster care to student’s parents at the date of the submission of the admission.

For the purposes of the ISEE-UNIVERSITY evaluation pursuant to Art. 8 of D.C.P.M. 5th December 2013 no. 159, student requesting the certification is part of parents’ nuclear family even if they are not cohabitants with the student, unless there are both of the following requirements:

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 40 a) residence outside from family of origin's residential detached house since at least two years in relation to the date of the enrollment application for the first time to every single academic course, and should not stay in an accommodation owned by a member of him; b) presence of an adequate income capacity: compensation of employees, not employed by a relative, fiscally declared at least from two years, not less than EUR 7.766,00. Student who is in registered cohabitation, because permanent lodged in religious institutions, health or social care institutions, in bases or in penal institutions, is not subject to this provision and results as a separated nuclear family in accordance with Art. 5 D.P.R. 223/1989.

This rule shall not be applied if the student is conjugated or fiscally dependent on other persons. EXEMPTIONS FOR OTHER REASONS May benefit of the 100% exemption from the due All-inclusive annual fee , Tassa di immatricolazione (registration fee), Tassa di frequenza annuale (annual attendance fee): - students with recognized disabilities at or more than 66%; - foreigner students, recipients of the Italian Government's scholarship within the framework of development cooperation programs and cultural and scientific intergovernmental agreements and related periodic international executive programs. Students who are not recipients of the above mentioned benefits, will benefit of the total exemption from the All-inclusive annual fee ; - students sons of victims of the Mafia, so declared in accordance with the law; - students orphans of the war, sons of Italian Civil War dead, died on the job, died in service, humanitarian peacekeeping missions;

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 41 - students sons of war or of Italian Civil War wounded or invalids, declared missing soldiers, war wounded or invalids, wounded or invalids because of service or work; - legally blind students. Are partial exempted from payment of the All-inclusive annual fee : Students who are sons of disabled people, with a disability of 100% for reasons not connected to allowed exemptions under the art. 30 of the Law 118/1971. Student requiring for benefits and the related parent with a disability of 100% shall be in the same nuclear family.

The amount for the the All-inclusive annual fee’s partial exemption is established with a reduction of 50% of the determined All-inclusive annual fee . Recipient students of these exemptions shall pay in any case the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee)) in sum-lump, in accordance with the procedures and deadlines specified above.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 42 EXEMPTIONS FOR MULTIPLE ENROLLMENTS In case of students belonging to the same nuclear family enrolled to the first level academic courses, second level academic courses, old system courses closed to new candidates and basic training courses, the All- inclusive annual fee due of EUR 600,00 will be reduced according to the following percentages: - FIRST ENROLLED MEMBER, pays the due entry contribution in full; - SECOND ENROLLED MEMBER, 25% reduction of the entry contribution due; - THIRD ENROLLED MEMBER AND MEMBERS MORE THAN THE THIRD, 50% reduction of the All- inclusive annual fee due.

For identification of the recipients, the first member shall pay in full at the Conservatory. The following members shall pay by following the reductions specified above. Recipient students of these exemptions shall in any case pay the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee)) and the Tassa Regionale di Diritto allo Studio. The payment of the All-inclusive annual fee and of the revenue and regional taxes shall be made by following the procedures and the deadlines provided above.

EXEMPTIONS FOR ENROLLMENTS TO TWO OR MORE SCHOOLS/COURSES Subject to the provided incompatibilities, in case of students enrolled to two or more schools/courses among first level academic courses, second level academic courses, old system courses closed to new candidates and basic training courses shall pay the All-inclusive annual fee due provided in full for the first course, in addition to the second course All-inclusive annual fee with a reduction of 50% of the due amount. It is intended that in case of simultaneous enrollment to a first or second level academic year course, and a course of the old system closed to new candidates or a basic training course will be considered as first course, the first or second level academic year course.

Recipient students of these exemptions shall pay in any case the revenue taxes (Tassa di immatricolazione (registration fee), Tassa di frequenza (attendance fee) if due). The payment of the All-inclusive annual fee , revenue and regional taxes shall be made in accordance with the procedures and deadlines specified above. Recipient students of above mentioned exemptions, shall submit together with the application form, the specific exemption form complete with the related attachments. EXEMPTION LIMITS Exemptions may not be combined. In case of students attending more schools/courses and belonging to the same nuclear family, students may require for the All-inclusive annual fee partial exemption more convenient.

Are excluded from exemptions: Students who have been liable to disciplinary sanctions, for the very academic year in which the sanction was provided; Students who not provide self-certification or supporting documents for the purpose of the benefit. It is not allowed exemption from the interest on arrears and from administrative sanction due to late payment of the All-inclusive annual fee regulated by this Statement of Study.

LATE ENROLLMENT ADMINISTRATIVE SANCTION In case of late payment after the 31st December 2018, is provided an administrative sanction of EUR 150,00 together with an interest on arrears of EUR 150,00 to be paid on the current account n. 283903 made out to Conservatorio di Musica Vincenzo Bellini. In case of contributory irregularity, students cannot: 5 obtain the issuing of any certificate; 6 obtain the exams record; 7 obtain the issuing of the permission certificate for transfer to other Conservatories; 8 take exams or perform acts concerning the academic career; 31. STUDENTS OF CURRENT YEAR'S RETIREMENT - ORDINARY COURSE Students who intend to retreat for the current year, shall submit the request to the Segreteria Studenti within the 15th March of every year. It is recalled that in accordance with the provisions of Article 122 of the L.D. Lgt. of the 5th May 1918 n. 1852, students who without lawful justification are absent from lessons for a total of fifteen days during the first school year, shall be removed from the enrollment records. There will be no refund of taxes and contributions paid.

32. TESTING SKILLS EXAMINATIONS Candidates may submit from the 1st to the 30th April 2018 the application to take the testing skills examinations, in relation to every teaching contributing to the training plan of a Course and levels' Compimento. For the old seven-years courses (wind instruments, double bass, mandolin) and five-years courses (voice).

This contribution shall be paid exclusively after communication by the Segreteria studenti, as subject to Director's favorable opinion. If the student should require the transfer from another Conservatory after the academic year had started, the potential transfer acceptance will be subject to availability of positions and Director’s authorization. For this reason the student shall have fulfilled the administrative position by paying the entry contribution in sum-lump, following the Director's authorization. SUSPENSION AND ABANDONMENT OF STUDIES Student may require to the Director the suspension of the studies for one academic year because of documented reasons. Readmission is subject to the availability of positions. In case of positive result, student shall produce payment receipt of EUR 150,00 for every academic year absence on the current account n. 283903 made out to Conservatorio di Musica Vincenzo Bellini - reason Contributo sospensione studi. Student may abandon the pursuit of his career at any time, upon written request. This circumstance does not prevent the possibility of a new admission.

SECOND LEVEL ANNUAL MASTER IN CONTEMPORARY MUSIC FOR PERFORMES AND COMPOSITORS Norms and enrollment criteria for the academic year 2018/2019 will be disciplined with following public measure.

This contribute shall be paid exclusively after communication by the Segreteria studenti, as subject to Director's favorable opinion. New enrolled students may submit the request for changing teacher within 15 days from the beginning of the lessons, without paying any fee.

TAX STAMP Tax stamp of EUR 16,00 is due (Law Decree 43/2013) for applications and documents, under the provisions laid down in the Circular n.29 of the 01/06/2005 by the Agenzia dell'Entrate.

STATEMENT OF STUDY ACADEMIC YEAR 2018/2019 Conservatorio di Musica Vincenzo Bellini di Palermo Page 48 REFUNDS Refunds are allowed in the following cases: - winner/adequate students of the ERSU scholarship, upon verify of the ECTs obtained in accordance with the ERSU announcement in force; - students who have made excess payments compared to projections of the Statement of study, valid exclusively for the current academic year; - students who have wrongly made the payments of the revenue and regional taxes on the Conservatory's current account.

Refund for regional taxes (tassa regionale di Diritto allo Studio, Tassa di frequenza (attendance fee), and contribute to admission exams (with exception of non-activation of a course by the Conservatory) are excluded. COMPENSATIONS Compensations between amounts of the All-inclusive annual fee due by the student and amounts possibly due by the Administration may be done in reimbursement (eg. for ERSU's scholarships or Conservatory's scholarships). Compensations between amounts of the All-inclusive annual fee and the ones yet to be paid (eg. course passages, enrollment to two-year teacher's training) may be provided, exclusively between fees belonging to the same current year.

For this purpose student shall submit specific documented request in plain paper. From compensations are revenue taxes and Tassa di Diritto allo Studio excluded. TAX ASSESSMENTS AND SANCTIONS The Conservatory will proceed to control the accuracy of the declarations and will use by any and all available means all the surveys that that it deems to be necessary, also making use of the tax register, requesting information to the Government financial management and to the Guardia di Finanza. Should the misleading data concerning findings specified on the tax records be communicated, or after the necessary controls carried out by the Financial Bureau and by the Guardia di Finanza, student will be obliged to pay the due amounts together with the payment of a penalty equal to the amount by the All-inclusive annual fee , increased of EUR 500,00. False declarations will be reported to the competent judicial authority. With a following regulation, the criteria of the random checks about the students' self-declared veracity of data will be specified, in accordance with the provisions of the DPR 445/2000.

IRPEF DEDUCTIBILITY Costs incurred in attendance of the study courses at the Conservatory should be IRPEF deductibles (quadro E12 - Education expenditure of the form 730/2012), according to the circular of the Agenzia delle Entrate n.20/E of the 13th May 2011, where it is stated: - the costs paid for the enrollment to new courses set up in accordance to the D.P.R n. 212/2005 at the Music conservatories and State-recognized musical institutes deem deductible equal to the costs paid for the enrollment to university courses; - costs paid for the enrollment to the training courses relating to the previous system, on the other hand, may be considered equitable with costs paid for high school education. Indeed, Government pointed out that Conservatories are obliged by law to guarantee to all the basic training in musical field, waiting for the reform of the secondary school, which plans the establishment of the musical high school to be implemented.

In case of refund of the All-inclusive annual fee (total or partial), the amount for which one is requiring the refund should not be included into the IRPEF deductibility and concerning this amount should not be required or allowed any refunds, contributes or benefits from other Administrations, public or private authorities neither to the student nor to his relatives or cohabitants, including the non-related ones.
