MESSAGE FROM THE PRESIDENT
                               Papakura Netball Centre (PNC) has a long standing history of providing
                               netball competitions to the extended Papakura community. We are proud
                               of our facilities, competition and the fact that so many of our
                               community choose to play the game we all love.
                               We extend a warm welcome to all Counties Manukau Secondary School
                               (CMSS) teams who have chosen Papakura Netball Centre as their netball
                               provider. We wish you a successful, fun and rewarding competition.
                               We hope you make the most of the netball development opportunities,
                               facilities, resources and competitions on offer, and that you enjoy being part
                               of the Papakura Netball Centre.

IMPORTANT INFORMATION
Counties Manukau Secondary School (CMSS) teams should familiarise themselves with the following
documents and information, in preparation for the 2019 competition. All documents can be found on our
website, however if you are struggling to find them, please do not hesitate to contact the office and we can
send them to you by email.
   Team Entry Form & Umpire Registration Form (must be completed ‘on line’ by NO LATER THAN
    Sunday, 13th April 2019)
   Team Registration Form, Team Umpire Application Form & Fees (must be completed ‘on line’ and due
    with fee payment by NO LATER THAN Friday 3rd May)
   Team Signature Sheets (will be sent by email to School Key Contact person from PNC Office by 10th May.
    These must be printed out, signed and handed into the control room PRIOR TO taking the court for first
    game)

COMPETITION DATES:
The 11 week competition commences Wednesday, 15th May and concludes on Wednesday, 14th August 20189
(no play on 26th June or during school holidays 10th & 17th July).
TEAM ENTRY CRITERIA:
All teams must be registered with a suitably qualified umpire (refer CMSS Rule 12). PNC can provide
umpires for teams for an additional fee of $200 per team. Failure to provide a suitably qualified umpire will
result in the team not being given entry approval. Refer PNC Regulation 7.1.i.
Umpires shall be named for two (2) teams only, over all grades. Please refer to CMSS Rule 12. and PNC
Regulations 7.1.h.
Acceptance of all entries will be at the discretion of Papakura Netball Centre. To express interest to enter the
Papakura Netball Centre CMSS competition, you will need to complete the online team entry form and
umpire registration form.
PLAYER ELIGIBILITY:
  Senior & Premier team players must be Under 19 on 1 January of the current year
     Year 10 team players must be in Year 10 or Year 9
     Year 9 team players must be in Year 9
     Mixed teams, only 3 males on court at any one time and only one male in each third allowed
     Premier Team player eligibility is referenced in the Premier Team Sports College Sport By Laws
TEAM DUTY:
Each team will be rostered a maximum of four (4) times over the competition, to undertake Team Duty.
Teams Duty must be completed immediately after the round played, as rostered. Teams should report to the
Control Room after the team duty has been completed. The Team Duty roster is identified after each round
of games on the draw ie; “Team Name TD1 = Team Duty No. 1. The Team Duty task list is available on the
CMSS Competition webpage and in the Control Room window. Please refer to CMSS Regulations 15.

TEAM SIGNATURE SHEETS:
Team signature sheets must be completed correctly for every game a team plays, and shall be submitted to
the Control Room prior to the commencement of each game. Please refer to PNC Regulations 11.2.
REGISTRATION CHECK:
Regular checks on player registration forms and team signature sheets will be made by the PNC Office,
PNC Committee and other delegated personnel. In the event of a team playing a non-financial
player, that team shall lose by default. Please refer to PNC Regulation 11.2.b.

TEAM REGISTRATIONS
  This sport is identified as ‘Premier Team Sports’, there is a separate Premier Registration Form to be filled
   in for all teams who are entering the Premier Grade. Refer Rules 5, 6 & 7 of the College Sport Bylaws
       Teams shall submit online Team Entry form and online Umpire Registration Form by NO LATER THAN
        Sunday, 13th April.
       Teams may register up to a maximum of 12 players per team
       Teams shall submit the names of all registered players and other details requested on the Team
        Registration Form by NO LATER THAN Friday, 3rd May.
       It is vital that all the information on these registration forms are completed, as we need to verify all
        player, coach & umpire details to Netball NZ and the Netball Northern Zone.
       Teams must fill out a separate registration form for each team, including all information requested
       Teams must also complete a Team Signature Sheet and this completed form with all player signatures
        must be received by the Control Room on the first day of player, PRIOR TO the team taking the court for
        their first match.
       Schools are required to number or name their teams
       Where a school chooses to number their teams, players may not play down in a lower graded or seeded
        team (if there is more than 1 team from same school in the same grade).
       Where a school chooses to name some or all of their teams, players in those teams may not play for any
        other team in the same grade or play in a lower grade
       Teams will be required to complete and sign a ’TEAM SHEET” prior to each game weekly. Team sheets
        (with players names typed), will be provided and must be collected from the control room, signed and
        handed back to the control room, PRIOR TO the start of their game.

CANCELLATIONS:
  The Papakura Netball Centre netball competitions are played rain, hail or shine. The only reason games
    may be cancelled is if deemed unsafe by the Duty Umpire, due to extreme weather conditions.
  Cancelled games will not be rescheduled. The following weeks games will continue as per the draw
    schedule.

DEFAULTS:
  All defaults must be notified to the PNC Office within 48 hours of the next scheduled game.

POINTS SYSTEM
        Four for a win, three for a draw, one bonus point for loss within 3 goals or less, one for a loss of more than
         3, zero for a default, and minus two for a default with no notification. For default games, the winning
         team will be awarded a score based on the average score of all games played by that team, including
         for and against.
        Where Championship and Competition final rounds are necessary to be played, no points from the first
         round will be carried forward
        In the Grading rounds, draws count
        In a Round Robin:
            If at the end of the grading rounds, two teams have equal points, the points scored for will be divided
             by the points scored against and the team with the highest points differential will be placed ahead.
        In Section Play:
            If at the end of section play, two teams have equal points, the same rule above applies

RESULTS
     Each week, all scorecards are collected, and results uploaded weekly to the CMSS Competition webpage
      (Papakura Netball Centre website).
     It is the school’s responsibility to check weekly, the accuracy of results on the website (please allow 1 day
      after game day for processing to occur)
     Corrections to results will not be accepted within 2 days of a final

PNC COMMITTEE:
The PNC Committee is a group of volunteers who freely give up their valuable time, to assist the PNC
Office personnel to ensure the netball competitions run efficiently during the season. PNC Committee
members are identified by RED “PNC” Shirts and can be found in the Officials Lounge or Control room
during the competition.

FIRST AID PROCEDURE:
All teams should have their own first aid equipment available for their teams during the competition.
Active Physio is contracted to Papakura Netball Centre and are first aid trained personnel. Active Physio will
be onsite on Wednesday afternoons between the hours of 3.45pm - 5.45pm.
Should serious injury occur, or your team members require strapping (fee applies), Active Physio are located in
the Medic room (next to the Officials Lounge).
   due to the Vulnerable Children’s Act, any players under the age of 18 MUST BE accompanied by a parent
      or guardian for medical/physiotherapy treatment.
   In the event of a serious medical emergency, go immediately to the control room
   Give clear directions of what the injury is and where the injured person is located
   The Control Room Duty Supervisor will relay the information and direct Active Physio personnel to the
      injured person. If serious injury occurs after 5.45pm, the Duty Supervisor will either call an ambulance or
      coordinate delivery of the injured party to the Takanini A&E.

OVERARCHING REGULATIONS, BYLAWS & CODE OF CONDUCT
     All teams entered into the Counties Manukau Secondary School Netball Competition are governed by
      the College Sport Bylaws, the CMSS Rules & Regulations, and the Papakura Netball Centre Regulations
      and Code of Conduct.
     Where the Papakura Netball Centre Regulations are in direct contravention of the Counties Manukau
      Secondary School Netball Competition Rules & Regulations, the CMSS Competition Regulations will
      take precedence.
     Schools team supervisors and all Team Officials should familiarise themselves with these four
      documents to ensure compliance of all teams for the duration of the competition

COMPETITION FORMAT

COMPETITION GRADES (dependent on team entries):
 Year 9
 Year 10
 Senior B
 Senior A
 Mixed Open
 Premier

GRADING:
Prior to the commencement of the Championship Round, a Grading Round will be coordinated for each
competition grade. Team grade placement following grading, is at the discretion of the PNC Office.

FORMAT:
Week 1 – 5: Grading Rounds
Week 1 – 5:   Teams are placed into sections and play 5 week round robin
Week 6 – 11: Championship Rounds
Week 6 – 10: Teams are placed into sections based on grading results and play 5 week round robin
Week 11:      Finals week. Format will be as follows:
              All sections play off for final placings ie; 1 v 2; 3 v 4; 5 v 6
              If section has 5 teams, team 5 has bye

Papakura Netball Centre will prepare the 5 week draws a week in advance of the competition
commencement on 15th May.
The draw will be uploaded to the CMSS Competition Webpage (Papakura Netball Centre website). It is the
school’s responsibility to check the draw on the website accordingly.

COMPETITION DAYS:
All competition games are played on Wednesday afternoons.

GAME DURATION:
The following game times apply for all competition games:
       All games are to be played between 4:00pm – 6:45pm
       There will be 3 rounds 4:10pm, 5:00pm, 5:50pm
       All grades will be 40 minutes in duration
       4x10 minute quarters, with 1 minute, 2 minute, 1 minute between each quarter

NETBALL DEVELOPMENT OPPORTUNITIES
Papakura Netball Centre (PNC) wants to ensure that all those who participate in netball at our centre
have a positive netball experience. We believe that good coaching and umpiring are pivotal to achieving
this. It is our goal to assist all teams to have ‘qualified’ umpires and coaches.
To assist participating team coaches and umpires, PNC will be offering the following Netball Develop-
ment opportunities:

UMPIRE DEVELOPMENT PROGRAMME
The online (junior) theory exam is now available on the Papakura Netball Centre website. All aspiring
team umpires should complete this exam, and once successful we will automatically be sent your
certificate confirming that you have successfully completed the exam. We will then add your qualification
details to the PNC “Qualified Umpires” database.
Once an umpire has successfully completed the online junior theory exam, they should complete the PNC
Umpire Whistlers programme (two 1-1.5 hour workshops) held in blocks every month from February 2019
at PNC (refer to PNC Umpire Development Training Calendar 2019).              Cost to attend Whistlers
programme is $15 incl. GST (includes Rule Book).
Umpires who have successfully completed the Online Theory Exam and Whistlers programme, may then
progress to the “Junior Badge” umpire qualification, which is a ‘practical’ assessment. Achieving Junior
Badge qualification enables an umpire to officiate Year 9, Year 10 & Senior B grade games for the CMSS
competition.
Umpires who have achieved “Junior Badge” qualification may also progress to “Senior Badge/Local
Centre Award”. Achieving Senior Badge qualification enables an umpire to officiate up to Senior Premier
Grade games ie; Senior A, Open Mixed & Premier grade games for the CMSS competition.
In order to be assessed for either Junior or Senior Badge, umpires should complete the online “Umpire
Practical Assessment” form and make payment of the $10 application fee to the PNC Office, by no later
than 13th April.
Once your completed application form and fee have been received, PNC will:
    Schedule the umpire to the weekly CMSS or Saturday Club competition draw
    Provide qualified “Umpire Coach/Assessors” to observe and mentor the umpire
    When umpire is deemed ready for assessment, the PNC Umpire Coach/Assessor will ‘assess’ umpire
     and advise both the umpire and PNC of outcome of assessment
    If umpire is successful in passing the practical assessment, they will be issued certification at the CMSS
     prizegiving

COACH DEVELOPMENT WORKSHOPS
Coaching workshops have been planned by PNC to specifically assist coaches who wish to improve their
coaching ability. All workshops will be held at PNC and can be delivered to your specific school coaches
as one group. “Player Centred Coaching” workshop is aimed at Secondary School Coaches, and coaches
will come away from the workshop with a coaches handbook including skills & drills.
PNC has scheduled a six (6) Player Centred Coaching Workshops in season (April - July) in 2019, please
refer to the PNC Coach Development Training Calendar 2019 for more detail. The cost to attend this
workshop is $10 per person.
In order to attend one of the schedule PCC workshops, Coaches should complete the ‘online’ Community
Coach Award Workshop Registration Form and make payment of $10 to the PNC Office
within one week of the workshop date.

AWARDS & PRIZEGIVING
Papakura Netball Centre continues to place emphasis on ensuring that all netball participants have
positive netball experiences when participating at our Centre.

WEEKLY AWARDS:
Thanks to our wonderful team of sponsors, PNC is pleased to be able to continue to provide the following
initiatives for this competition:
FREE weekly “Player of the day” Lone Star vouchers,

Teams will be issued vouchers (11x Lone Star), ie; 1 per team per week of the 11 week competition. We
encourage teams to pick a player of the day recipient per team and issue these weekly. Or, you could
choose to issue 1 x player of the day voucher and 1 x ‘fair play’ award to a supporter for displaying
‘positive’ sideline behaviour during your game.

Voucher packs will be prepared for each school to distribute to their teams the first Wednesday of
competition. We would ask that each School Coordinator come to the Control Room to collect your
schools vouchers.

PRIZEGIVING:
  Will take place at the conclusion of the last round (Senior Premier Grade finals) on Wednesday,
    14th August 2018
  Winners of each Grade will receive a Trophy & medals.
  Winners of each Section will receive medals
  Runners up of each Section will receive certificates
  Team Fair Play Award
  Talent ID Award for each grade
  Trophies may not leave the premises. Trophies will be engraved and retained at PNC for future
    years.

REPRESENTATIVE TEAMS

Opportunities are available for Coaches, Managers and Umpires to be part of the Performance
Academy and/or Representative programmes.
Online Rep Team Officials applications are now open (closing date for applications 15th April) and
interviews will be conducted in late April. If you are interested there are ongoing opportunities which
may align with your Coaches (or Managers) aspirations.

Offers our players representation at zone level in the following teams:

PAPAKURA NETBALL CENTRE REPS
Online Rep Trialist Registrations are now open (closing date for all Rep trialist registrations is 28th April
2019).

We offer an opportunity for players to represent Papakura Netball Centre in the following teams:
     U19
     U17
     U15
     Year 9

Trials for age group rep teams will be held as follows:
     Wednesday, 1st May 6.30pm at Pulman Indoor Arena
     Wednesday, 8th May 6.30pm at Pulman Indoor Arena

NOTES:
     Due to changes in the Netball New Zealand Netball Delivery Structure, players can now play netball at more
      than 1 Netball Centre as long as those Centres fall within the Northern Zone boundary.
     Players must be affiliated either by playing for School or Club in order to be eligible for nomination to trial for a
      PNC Rep age group team.
     All players must indicate their ‘primary centre’ on the player registration form and this information will be used to
      check eligibility
     Those that trial for PNC and are not selected, can apply for a release to trial at another Centre for which they may
      also be affiliated.
