This guide has been presented to the industry in September 2020 as a draft for industry feedback. Copies of the draft can be obtained via the ETNZ website (www.etnz.org). Following consideration of the feedback, version one of this guide will be released in 2020. This document is to be reviewed again at a time *** and then reviewed every *** after that. Purpose This guideline is aimed to support the entertainment and event technology industry through operating at different Alert Levels under the COVID- 19 Alert System. This guide covers companies undertaking an event as well as suppliers of goods and services for the event and entertainment industry. This guide outlines the generic guidance given in the Alert Levels published by the Ministry of Health. From time to time there may be regional and/or national variation to the generic guidance. COVID19.GOVT.NZ should be reviewed during the development of any management plans and at regular intervals thereafter. Further information This guide is based on information available from the Ministries on Health; Business, Innovation, and Employment; and Culture and Heritage. Where there is no industry specific guidance existing in New Zealand we have included guidance from sources abroad and similar industries in New Zealand. Whilst every effort has been made in regard to the accuracy of the information contained herewith, we note that this is a very dynamic situation and where there is any doubt guidance from Government bodies should be sought Infectious diseases should be managed as a hazard, therefore should be covered by a risk assessment carried out by or for a Persons Conducting Business or Undertaking (PCBU). This guide does not remove or replace any obligations of a PCBU under the Health and Safety at Work Act 2015. This guide has not been endorsed by Worksafe. Be wary of media reporting other than official press conferences as quite often the report has a narrow scope and not reflective of the situation as a whole. Definitions Attendees Personnel that are onsite through the duration of an event which includes but is not limited to competitors, performers, ticket holders, spectators, operators, workers, suppliers, and volunteers. Event sector The collective group of professional organisations that deliver, or support the delivery of, planned events. Events Professionally organised gatherings or activities of limited duration that bring people together for the primary purpose of participating in a community, cultural, commemorative, recreational, sporting, art, educational entertainment, or business experience Record keeping An attendance record of those who have been present at an event, including the time, place, and contact details of individuals; or an individual diary of where a person has been, when they were there, and who they met (where possible). This record can be kept digitally or using paper and pen. Record retention The storage of records no longer active. Operating Safely – to be able to operate safely the worksite needs to:
• comply with the Alert Level settings that are applicable to the region the worksite is in
• meet appropriate public health requirements for their workplace (examples include: systems of contact tracing; meet hygiene
requirements, erect of physical barriers; provide means to ensure physical distancing is adhered to etc.) and
• fulfilling all other health and safety obligations.

The Alert System has been developed in response to the COVID-19 outbreak in New Zealand to help people understand the current level of risk
and the restrictions in place. The Alert System is continually updated as new scientific knowledge emerges and information on the effectiveness
of intervention measures is assessed.
The following is the range of measures that are mandated at each of the Alert Levels:
Alert Level 4 - Lockdown
• People instructed to stay at home in their bubble other than for essential personal movement.
• Safe recreational activity is allowed in local area.
• Travel is severely limited.
• All gatherings cancelled and all public venues closed.
• Businesses closed except for essential services (e.g. supermarkets, pharmacies, clinics, petrol stations) and lifeline utilities.
• Educational facilities closed.
• Rationing of supplies and requisitioning of facilities possible.
• Reprioritisation of healthcare services.
• Face coverings are mandatory on public transport and recommended where physical distancing can not be assured

• People instructed to stay home in their bubble other than for essential personal movement – including to shop, go to work or school if
they have to, local recreation, or to seek medical care.
• Physical distancing of two metres outside home or one metre in controlled environments like schools and workplaces.
• Wearing a face covering is strongly Encouraged for people seven years of age and older when outside the home.
• People must stay within their immediate household bubble but can expand this to connect with close family / whānau, or bring in
caregivers, or support isolated people. This extended bubble must remain exclusive.
• Early learning centres and schools are open for children whose parents have to go to work and have no care giver arrangements,
particularly essential workers.
• People must work from home unless that is not possible.
• Businesses can open premises but cannot physically interact with customers.
• Workers should be kept at least 1 metre apart where possible, and face coverings are strongly recommended.
• All businesses must display a government issued QR code for use with the NZ COVID Tracer App by 19 August.
• Low risk local recreation activities are allowed.
• Public venues are closed (e.g. libraries, museums, cinemas, food courts, gyms, pools, playgrounds, markets).
• Gatherings of up to 10 people are allowed but only for wedding services, funerals and tangihanga. Physical distancing and public health
measures must be maintained.
• Inter-regional travel is highly limited (e.g. for essential workers, people returning to their primary residence, with limited exemptions for
others).
• People at high risk of severe illness (older people and those with existing medical conditions) are encouraged to stay at home where
possible and take additional precautions when leaving home. They may choose to work.
• Face coverings are mandatory on public transport and recommended where physical distancing cannot be assured
Alert Level 2.5 Extra restrictions in the Auckland region September 2020
• Alert level 2.5 has been introduced in order to deal with an episode of community transmission in the Auckland region. The key difference
between level 2.5 and 2 is there is limitations to group sizes in a social context.
• Social groups are limited to a gathering size of ten (10) people.
• In a managed environment (such as a theatre) there can be up to one hundred patrons as long as physical distance of at least one metre
is maintained. Several groups of one hundred people can be present in one venue so long as they do not share facilities such as bathrooms
and are kept isolated from each other.
• Face coverings are recommended where physical distancing can not be guaranteed.

Alert Level 2 – Reduce
• People can connect with friends and family, and socialise in groups of up to 100, go shopping, or travel domestically, if following public
health guidance.
• Keep physical distancing of two metres from people you don’t know when out in public or in retail stores. Keep one metre physical
distancing in controlled environments like workplaces, where practicable.
• People 7 years old and older may consider wearing a face covering when physical distancing cannot be maintained.
• No more than 100 people at gatherings, including weddings, birthdays and funerals and tangihanga.
• Businesses can open to the public if following public health guidance including physical distancing and record keeping. Alternative ways
of working encouraged where possible.
• Hospitality businesses must keep groups of customers separated, seated, and served by a single person. Maximum of 100 people at a
time.
• All businesses must display a government issued QR code for use with the NZ COVID Tracer App by 19 August.
• Face coverings are encouraged if you are in close contact with others you don’t know.
• Sport and recreation activities are allowed, subject to conditions on gatherings, record keeping, and – where practical – physical
distancing.
• Public venues such as museums, libraries and pools can open if they comply with public health measures and ensure 1 metre physical
distancing and record keeping.
• Event facilities, including cinemas, stadiums, concert venues and casinos can have more than 100 people at a time, provided that there
are no more than 100 in a defined space, and the groups do not mix.
• It is safe to send your children to schools, early learning services and tertiary education. There will be appropriate measures in place.
• People at higher-risk of severe illness from COVID-19 (e.g. those with underlying medical conditions, especially if not well-controlled,
and seniors) are encouraged to take additional precautions when leaving home. They may work, if they agree with their employer that
they can do so safely.

If a worker experiences any or a combination of the following symptoms: • a cough • a high temperature • shortness of breath • a sore throat • sneezing and runny nose • temporary loss of smell Either stay at home or, if at work, remove yourself from the workplace ensuring that you do not come into close contact with any workmates. Ring Healthline (0800 358 5453) or consult your doctor immediately. Should a close member of a worker’s home unit become unwell with any of the above symptoms consider asking them to stay away from work until the cause of the illness be ascertained. Put in a system to monitor worker’s mental wellbeing during this time, often anxiety can be heightened during a pandemic so make sure there are means to identify deterioration of mental health and that there is support for the worker made available. Hygiene All PCBUs should have a written policy on hygiene and all workers are to be made aware of this policy and their obligations. All workplaces must have means to wash and dry hands. Regular handwashing is to be encouraged and the use of prompts such as posters should be used. Hand sanitiser (at least 60% alcohol) should always be made available. Cleaning products should always be made available and a regular cleaning regime documented and monitored. • wiping down tools before and after use (between user, operators)
There should be means to safely dispose of all used cleaning products and workers should be asked to dispose of their own rubbish and self
sanitise.
Cleaning
A cleaning schedule should be developed to ensure regular cleaning of frequently used surfaces and areas, these include high touch areas.
Contact Tracing
As of the 19th August all businesses must display a QR code for the NZ COVID Tracer App. This can be done by following the following link:

Once the QR code has been sent to you:
• Print at A4 (ideally in colour)
• Place at least one poster in a prominent position(s) about door handle (or waist) height
• Ideally place to the left-hand side and in a position not to cause congestion
• For large premises consider printing different QR codes for different areas/zones
Any means of collection and retention of personal data must be within the bounds of New Zealand’s Privacy Act 1993.
Special Cases
Singing
• There is concern that the process of singing risks the ejaculation of droplets and aerosol spray further than other activities. It is therefore
recommended that physical distancing spacing is increased to:
o Six (6) metres in front of the performer, and
o Three (3) metres to the sides of the performeri

• There is concern that the process of playing wind instruments risks the ejaculation of droplets and aerosol spray further than other
activities. It is therefore recommended that physical distancing spacing is increased to:
o Six (6) metres in front of the performer, and
o Three (3) metres to the sides of the performer
• Consideration of dealing with the waste from the clearing of spit valves for brass instruments so other members do not inadvertently come
in contact with the waste.
• Consideration of the instruments (or parts thereof) acting as a fomite. For wind instruments, reeds are of concern as wiping with a sterilizing
agent may not be sufficient. There is suggestion of placing reeds in hot water (77oC +) for over thirty minutes will significantly reduce the
risk of people picking up a disease from the reed.ii
Props
• Where practical minimise sharing of props, make up items, technical equipment (such as microphones, and headsets)
Make Up and Hair
• Where practical provide performers training to allow them to do their own hair and makeup.
• Should close contact be required between the hair, make up staff and the performer ensure suitable PPE is used when physical distancing
cannot be maintained.
• Allocate hair and make up items to performers to minimise sharing
• Sanitise hair and make up kits regularly
Wardrobe
• Conduct individusl costume fittings with minimal staff attendance
• Should close contact be required between the wardrobe staff and the performer ensure suitable PPE is used when physical distancing
cannot be maintained.
• Where practical minimise sharing of costumes
• Regularly clean costumes and milinary

• Where possible close contact should be avoided.
• Where not possible appropriate PPE should be worn (e.g. during rehearsals) and duration of close contact should be kept to a minimum
• Individual risk analysis should be undertaken (and agreed by all parties) for any close contact work
