    1. WONDERDOME SLF SAFETY INSTRUCTIONS

All Staff

     Ensure you check all items on safety checklists thoroughly.
     Do not perform any tasks that you are not trained or able to do safely.
     All Emergency Services out rank Wardens. Should they give any personnel a direct order; they should carry
      out the order.
     Contact the Site Managemer immediately for any situation you think may be potentially dangerous eg:
      overcrowding, riotous behaviour etc or any situation you are unsure of.
     Wardens are not to be actively involved in crowd control such as stopping altercations.
     It is not the responsibility of a warden to actively control emergencies such as putting out fires.
     The primary responsibility of Wardens is to ensure, as far as practicable, the safety of patrons and employees
      and when necessary arrange their orderly evacuation from danger.
     Wardens are to assist Emergency Services as required.
     Consume adequate liquids and take steps to avoid exposure
     The roles of First Aiders and Wardens are separate and distinct. Wardens who are also First Aiders shall not
      be required to carry out First Aid during an emergency

Security

     Engage in Warden duties and assist Wardens as required
     Security to ensure access to venues is limited to Staff, Performers and Patrons as directed.
     Security to engage in asset protection as directed.
     Security to engage in crowd control as directed.
     Security will manage licensed areas as directed.

Traffic Barrier Marshals

     Traffic Marshals are not to leave a road closure unattended for any period of time.
     Emergency vehicles will require access at road closures, usually following a direction from Event Management.
     Report any suspicious occurrences immediately to Site Manager.

Bump In & Out Rules

       Site manager must be supervising bump in and bump out at all times
       Site manager must be first and last on site
       Construction areas to be fenced, have warning signage and public prevented from entry
       All contractors and staff are to have been inducted to the site by the site manager
       High risk construction work to be carried out by holders of CI certificate
       All persons within construction area to be wearing fluorescent vests and closed footwear.
       PPE to be worn as required depending on work being undertaken.
       Venue weight limits to be observed at all times
       Vehicles may only enter or leave site during designated and scheduled times
       All vehicles to be under supervision with hazard lights on at 10km/hr.
       All loading and unloading to be supervised by Site Manager at all times.
       Pedestrians are to be given right of way at all times during vehicle access and loading and unloading.

    2. EVACUATION PROTOCOLS

    1. On hearing Alert Announcements (Beep Beep), Warnings or recognising an Emergency;
      Meet Staff at Venue Marshalling Point (Immediately Outside Wonderdome door)
      Contact Site Manager and report or ascertain situation
      Assign Staff to evacuation assistance roles
      Ensure all Wardens are positioned at the ready
      Alert adjacent Areas of an impending evacuation if necessary
      Assist Patrons to remain calm and orderly
      Stay at Marshalling Point until notified (if safe to do so)
      On evacuation signal or (Whoop Whoop) immediately make your way via Emergency Exits to the Assembly
       Area (If unable to communicate with Site Manager, Area Warden to commence evacuation if required).

    2. Assessment of Emergency
      Location and extent of emergency.
      Proximity of flammable liquids/gases and other materials or suspect items (in case of bomb threats).
      If toxic emission is present, evacuation must be away from direction of toxic emission.
      Whether it is safe to try and extinguish a fire or retard smoke penetration.
      The nature and extent of injured persons in the danger area and whether those present are capable of
       evacuating all personnel including mobility impaired persons in danger.
      The nearest safe exit route.

    3. Evacuation Phases
       Phase 1: Immediately move all people away from the danger

        Phase 2:         Move people laterally to a safe area

        Phase 3:         Evacuate effected parts of the premises

        Phase 4:         Total evacuation of the premises

     4. Protocols
NOTE: Entry and re-entry are forbidden until authorised by the Officer-In-Charge of the attending Emergency Services.
It is essential that all Staff make contact and introduce themselves to all Area Wardens and Wardens at the event.
Please familiarise yourself with evacuation procedures.

On hearing evacuation announcements or warning;

       In the event of an evacuation warning, all persons are to immediately evacuate away from the danger area by
        the nearest and safest route to a safe area
       Direct patrons to exit calmly via doors
       Monitor crowd behaviour and update Site Manager.
       Ensure Wardens have cleared all venues, toilets, storerooms and plant rooms in your Venue or Area.
       Secure areas if possible to prevent re-entry
       When it is all clear report to Site Manager and move to Evacuation Assembly Area.
       Wardens are to ensure there is absolutely no re-entry prior to the controlling Emergency Service giving clear
        instruction it is safe to do so.
Avoid the use of mobile phones and radios in situations involving explosives or bomb threats.

Police and Fire Brigade out rank all event management. Should either give any personnel a direct order, they
should carry out the order. Confirmation from event management is not required.

    3. FIRE RESPONSE GUIDE

FIRST STAFF ON SCENE

   Ensure Fire Service contacted
   Quickly assess and raise the alarm by sending runners to Site Warden
   Attack fire with appropriate fire fighting equipment if able and safe to do so
   Withdraw when instructed

SITE MANAGER/CHIEF WARDEN

   Determine situation
   Confirm Fire Service contacted
   Provide Fire Services with update on type of fire and access
   Establish Emergency Control Centre
   Establish a Control Point, if safe to do so
   Determine appropriate evacuation route (note wind direction)
   Instruct Area Wardens to evacuate if required
   Identify injured persons
   Arrange for staff to meet and assist Emergency Services on arrival

SPECIAL CONSIDERATIONS

Do not attempt to remove debris from electrical equipment.

If irritating or noxious vapours are present, withdraw immediately and stop all personnel from entering the area.

Municipal Safety Management Plans will override this plan if warranted.

        4.MEDICAL EMERGENCY RESPONSE GUIDE

FIRST STAFF AWARE

   Quickly assess the situation
   Call Ambulance on 000 if required
   Notify Medical Officer, First Aid and Site Manager/Warden
   Give nature of injury, are they conscious?, breathing?, their approximate age
   Give exact location of injured patient and your location and contact details
   Render assistance to patient if able until First Aid arrive then assist if required

SITE MANAGER/CHIEF WARDEN

   Determine situation
   Ensure alarm has been raised with Ambulance Victoria
   PHONE 000 – advise on type of injuries
   Establish Emergency Control Centre if necessary
   Advise Warden of Ambulance vehicle and staff routes
   Establish control point
   Identify injured persons
   Arrange for staff to meet and assist Emergency Services
   Indentify all staff involved

SPECIAL CONSIDERATIONS

Employees involved in treating injured should ensure they make use of personal protective equipment such as
rubber gloves, facemasks etc and should only treat if trained in such treatment.

    4. UNATTENDED BAGS & SUSPICIOUS PACKAGES

WARDEN & STAFF INSTRUCTION

If someone alerts you or you see an unattended bag or suspicious package:

If you do not believe it is suspicious

   Watch to see if it appears to be in someone’s care
   Ask if people around the immediate area if it is theirs
   If no one claims the bag/package, and you do not believe it is suspicious, call for Security or Warden to have it
    removed

If you believe it is suspicious

   If you are concerned about the object’s appearance alert MEOC by runner or landline
   Avoid radio and mobile phone use in the immediate vicinity
   Note the appearance, sound and exact location of the object
   Do not touch the object

MEOC

If a bag or package is reported as suspicious:

   Alert Site Manager/Chief Warden
   Alert Police

CHIEF WARDEN

   Send Security to check situation and await report
   Ensure Police are alerted
   Isolate the immediate area
   Establish a Control Point, if safe to do so
   Prepare to evacuate the area if instructed by Police (300 metres radius)
   Shut down gas
   If instructed call the National Security Hotline

    5. LOST CHILD / MISSING PERSON RESPONSE GUIDE
FIRST STAFF OR WARDEN CONTACT

   Immediately inform Site Manager/Chief Warden of situation
   Stay in the position child is found to allow possible early re-uniting
   Remain with child or informant at scene until Security or Warden arrives
   Follow instructions from Security or Warden
   Assist Police as requested

SITE MANAGER

   Gather name and age and log call
   Alert Customer Service
   Alert Security
   Alert Police

    6. EVACUATION ANNOUCMENTS

EVACUATION:
Ladies and Gentlemen. You are not in any immediate danger, for your safety we need to stop the event temporarily
and clear the area. Please assist us by following the directions of our wardens to the nearest safe exit

INCIDENT REPORTING PROCEDURE

       An incident does not have to hurt someone but may have the potential to hurt someone
       All incidents must be recorded on the daily incident log
       If no incidents are recorded the log must reflect that fact
       The log is to be returned to the Site Manager at the end of each day

    Every incident which involves injury or property damage:

       Must be reported to the Site Manager/Cheif Warden
       Must be recorded on the daily incident log
       Must have an incident investigation form completed
       Must have statements completed as soon as possible by all staff present
       Witnesses names and contact details must be obtained
       Try to obtain the information as unobtrusively as possible
       Be compassionate but do not admit liability

    9. FIRE EXTINGUISHERS

       3 x 4.5 kg AB(E) dry chemical powder extinguishers are supplied as per the 300msq floor space as
        shown on the Plan View Ballast/Fire/Sign drawing
       Every extinguisher must be positioned on a substantial hook or bracket not more than 1.2 m above the
        ground and its base must not be less than 100 mm above the ground with signage in accordance with
        AS 2444 (2001).
       All extinguishers must be maintained in accordance with AS 1851 (2005).

    10. EMERGENCY LIGHTING AND EXIT SIGNAGE

       As Wonderdome SLF is a daylight only event there is no emergency lighting required.
       One photo luminescent exit sign must be installed above every exit.
       All exits must be kept clear and open and policed regularly to ensure that they are open in case of
        an emergency.

    11. MARSHALLING POINTS

       The Wonderdome Marshalling point is designated to be directly outside the main entrance.
