PSYCHOLOGY 101 - WHAT STUDENTS / PARENTS WANT
• Hope, opportunity (work / residency), honesty, certainty, face to face, immersion,
interaction with locals + other nationalities, safety
• Australia’s reputation has been damaged by repeatedly raising then dashing hopes
• NZ never extended hope. More upfront / honest.
• Canada offered hope, then set about creating ways to deliver
• Agents, students & parents are becoming more & more pragmatic
• Despite ongoing COVID, students still want to go abroad to study / work / experience
• Demand for in-person learning is high. > 50% of international students will consider
switching destinations for chance to begin face-to-face learning asap
• Students will go wherever & whenever opportunities open & agents will help them
• International students increasingly willing to switch destinations for in-person learning

• Coronavirus: Australia scraps plans to
allow foreign students back
• Australia needs to know students won’t
wait forever. We will go elsewhere.
• Drastic decline in 2020 visa lodgements
(all sectors) down 144,000 = 3 times the
(last biggest) decline experienced in 2010
• Jan 2021 independent ELICOS visa
lodgements down 97% on Jan 2020
ICEF 4NEW ZEALAND
• Borders closed. Immigration NZ suspended temporary (inc. student) visa applications
from outside NZ on 10 Aug 2020. Still in effect. Down from 86K to 39K students.
• Immigration NZ permanently closed offices in Mumbai, Manila & Pretoria in March 2021
• 250 PhD students entered in 2020 + 1,000 tertiary-level students due from April 2021
• Rebuilding foreign student numbers will take 10 years, MPs told by Ed NZ.
• Foreign students in country fewer than half normal number – inc. stats by sector & origin
• New Zealand takes next step in recovery plan with major pathways initiative
• The Global NZ Education Pathways Initiative is a partnership between Ed NZ, all 8 NZ
uni's + the UK's University Consortium (NCUK). Now also open to other partners.
• From Dec 2020 NCUK’s 81 Study Centres offer pathway qualifications to students in 30
countries = take foundation studies @ home then progress to NZ bachelor’s or master’s

• Re-opened borders to international students on 20 October 2020
• Students can enter to attend designated learning institutions (DLI’s), which must
have approved COVID readiness plan. 558 institutions on the DLI list at 27 Oct 2020.
• Most study is online. Planning for Sept 2021 resumption of on campus study.
• Students can enter and study online
• Canada’s foreign enrolment fell 17% in 2020 - 10 Mar 2021
• Canada opens new immigration pathway for international graduates - 15 Apr 2021
• From 6 May 40,000 int'l graduates in Canada eligible for immigration stream to PR

• 63% “highly” optimistic for coming 12 months
• Widespread acknowledgement various factors could make recruitment difficult
• Webinars hosted by institutions essential to help promote institutions & countries
• 2/3 agents used online + in-person counselling in 2020, while 35% worked only online
• 36.5% said a major challenge was limited or no online marketing materials provided
by institutions + 35.5% were frustrated by “limited university partnerships”
• Agents & students need more communication & support from educators now: regular
updates on what's happening in destination country & institutions

ICEF 11AGENTS SAY: GOVERNMENT POLICIES ARE KEY
• 62% sent students to Canadian HEIs, 22% to UK, 8% to Aust., 2% to US & 6% other
• Canada: adjusted study permits to allow 100% online study, increased flexibility for
post-grad work permits, allowed students to enter Canada as of Oct 2020
• UK strong in 2020, with record numbers of non-EU students enrolling in UK HEIs.
Strong post-study work & immigration routes were key.
• US poor in 2020 due to Trump policies + anti-immigrant rhetoric + rampant COVID
• MSM predicts US rebound in 2021 due to Biden policies + strong vaccination roll-out
+ borders remaining open

• Demand for online learning and alternative credentials surges during COVID-19
• En masse move to online learning a “Netflix moment” for Higher Ed
• Legitimate alternatives to College degrees are emerging. Eg. Google’s six month
certificates which, for Google hiring purposes, are equated to full degrees
• EdTech companies in rapid growth, with many increasing user base via FOC offers
• China’s online tutors Koolearn, GSX & Youdao enrolled 10 mill students in FOC courses
• Coursera recorded 520% increase in enrolments from mid-March to June 2020

STUDY ABROAD VS ONLINE VS HYBRID
• Group of 8 unis question value of more online ed in driving recovery 1 April 2021
• Go8 uni’s have played down calls to ramp up presence in crowded field of online ed,
saying studying IN Australia is main drawcard
• Indonesia targeting extra 57 million skilled workers by 2030 & India aiming to train
over 400 million by 2022.
• Due to internet access & speed issues + low acceptance of online learning in many
Asian markets, hybrid training models often more attractive than purely online
• What about the 20 million students that didn’t study abroad last year?

• Agent aggregators – single unified platforms that communicate with, monitor and pay
agents – are flexing muscles as HEIs try to accelerate out of the pandemic
• Institution brands are being leveraged to secure traffic for aggregators, both in terms
of student engagement + growing networks of sub-agents
• Meteoric rise backed by $ millions in investment, esp. from Edtech venture capitalists
• ApplyBoard CAD 242 million, Adventus.io AUD 12 million, Global Study Partners,
Accelerate (by EduCo), MSM Unify (by M Square Media), StudyMe, StudentApply

ICEF 16RISE OF TRANSNATIONAL EDUCATION
• Increased emphasis on delivering training to students in home countries, whether in-
person or online
• Uni of Nottingham (UK) foresees a new age for transnational education (TNE),
predicting a "new lease of life" for TNE. 2 campuses in China + 1 in Malaysia.
• US uni campuses in South Korea reporting strong enrolments, as is RMIT‘s campus
in Vietnam
• Monash has campuses in Malaysia, China, India & Italy + one planned for Indonesia
• Five years to recover global mobility, says IHE expert 26 Mar 2020
• Education NZ invites proposals to establish New Zealand Education Centres globally
- to be open for initial student intakes by 2022
ICEF 17IN CONCLUSION
• Australia has navigated major downturns in the past, often taking 5 to 6 years to recover
• This recovery more complex due to global nature of impact + many unpredictable factors
• Recovery for Australia is not solely dependent upon Australia's actions
• Agents, students & parents becoming more & more pragmatic
• Despite ongoing COVID, students still want to study abroad
• Demand for in-person learning is high. > 50% of international students will consider
switching destinations for chance to begin face-to-face learning asap
• Students will go wherever & whenever opportunities open & agents will help them
• Open borders + attractive visa & immigration policies will be key to recovery
