   The rail transport system of Maharashtra is very well developed. The state is well-connected to other parts of the country with a railway network
    spanning 6,209.98 kms (including 378 kms of Konkan Railway). The Government has passed resolution to form Maharashtra Railway

    Chinchwad to Nigdi Corridor 1 project at an estimated cost of Rs. 946.73 crore (US$ 128.95 million).

    There are seven domestic and four international airports functioning in Maharashtra. Domestic flights operate from Mumbai, Pune, Nagpur,
     Aurangabad, Kolhapur, Juhu and Nanded, whereas international flights operate from Mumbai, Nagpur, Pune and Aurangabad. Mumbai airport is
     one of the busiest airports in India.
    In April 2018, the Government of Maharashtra announced plans to formulate a comprehensive civil aviation policy for the next 10 years which will
     boost regional connectivity by allowing public-private partnership for construction of airports and helipads.
    Airport Authority of India and Maharashtra Industrial Development Corporation signed an MoU in 2019 to start the operations at Ratnagiri airport
     under the UDAN scheme.
    An additional international airport has been proposed at Navi Mumbai through public-private partnership in four phases with an estimated cost of
     Rs. 14,179 crore (US$ 1.95 billion) for Phase I to reduce air-traffic congestion at Chhatrapati Shivaji Maharaj International Airport, Mumbai. It is
     one of the largest greenfield airports planned to handle a minimum of 6 crore passengers and 15 lakh MT of freight per annum.
    Under the State Budget 2021-22, the government has given administrative and financial approval for construction of a new International Airport in
     Pune.

   In 2020-21, Maharashtra had a total of 9.700 AICTE-approved institutes.
   In 2021-22, Maharashtra allocated 17.2% of its education budget, which is higher than the average budget (15.8%) allocated by states to
    education (using 2020-21 BE). Rs. 74,830 crore (US$ 10.18 billion) has been allocated to the education, sports, arts and culture sectors.
      •     Of this, Rs. 24,159 crore (US$ 3.28) has been allocated for assistance to non-government secondary schools and junior colleges and Rs.
            1,425 crore (US$ 194.02 million) to the Samagra Shiksha Abhiyan.
   The National Education Policy 2020 (NEP 2020) was declared in July 2020 for transformational reforms in school and higher education systems in
    the country.
   In December 2020, Union Minister for Skill Development and Entrepreneurship, Mr. Mahendra Nath Pandey inaugurated the first batch of Indian
    Institute of Skills in Mumbai, a joint initiative between Ministry of Skill Development & Entrepreneurship (MSDE), Government of India and Tata
    Indian Institute of Skills.
      •     The programme aims at skill development and job creation under Skill India Mission and plans to provide an impetus to ‘Skill India’ programme
            through private sector participation.

   As of December 2020, there were 76 ayurvedic hospitals, 469 ayurvedic dispensaries, 7 unani hospitals, 25 unani dispensaries and 55
    homeopathic hospitals in the state.
   As per the State Budget 2021-22, an outlay of Rs. 15,919 crore (US$ 2.31 billion) has been proposed for the health and family welfare sector. Out
    of this, Rs. 1,875 crore (US$ 255.29 million) and Rs. 168 crore (US$ 22.87 million) have been allocated to the National Rural Health Mission and
    the National Urban Health Mission, respectively.
   In 2018, Government of India has proposed Rs. 767 crore (US$ 111.33 million) to increase availability of good health services in urban and rural
    areas of Maharashtra by implementing National Health Mission.
   In December 2020, Bhabha Atomic Research Centre (BARC), in Mumbai, developed the indigenous ‘Ruthenium 106 Plaque’, a therapy for eye
    cancer, to treat ocular tumour.
   Ministry of AYUSH is taking proactive measures to promote cultivation of herbs in line with its goal of ‘Atmanirbhar Bharat’ (self-reliant India).
      o In December 2020, Ministry of AYUSH announced plans to establish a 'Nisarg Gram' campus in the upcoming campus of the upcoming new
        campus of National Institute of Naturopathy (NIN) at Pune.

          The company has a significant presence in India, with centres in Pune.

          Capgemini is a global IT major headquartered in Paris, France, and operates in more than 40
          countries. The company generated revenues of US$ 7.38 billion in H1 2017. The company
          provides solutions across all verticals in the industry. It has software centres in Mumbai, Navi
          Mumbai and Pune. In February 2014, the company opened a new facility at Pune with a seating
          capacity of 2,800 persons, adding to the 4,000 people it employs at its Pune campus. It is also
          looking to increase its workforce in the state.

          Infosys is a well-known IT giant, with development centres across India. The company has a
          development centre at Wakad, Pune, and also a BPO centre in the city.
          Infosys had been allotted land in Mihan-SEZ, Nagpur, and was expected to start construction
          work in July 2014. In the first phase the company will invest US$ 78.8 million to accommodate

Single–window clearance mechanism … (1/3)

   The Government of Maharashtra provides single-window clearance to all units to reduce the average time required for establishment of such units
    and issue various clearances required for setting up of industries at a single point. The Government has taken following steps for setting up
    committees at various levels:

      •   District-level committee under the chairmanship of the District Collector for proposals from SSI units.

      •   State-level committee under the chairmanship of Development Commissioner (Industries) for MSI/LSI units.

      •   Mega projects committee under the chairmanship of Secretary (Industries) for mega projects and FDI proposals.

   A Common Application Form (CAF) to be evolved for every applicant seeking to set up an industry and/or expansion unit and development of
    information system/software to process such applications online.

   Representatives of the concerned departments from whom the clearances are required to be the members of or invitees on the district, state and
    mega projects committees. The final decision will be given as far as possible within 30 days of receipt of dully filled CAFs.

   In order to provide the people of state with one stop portal for information, services and consents electronically under Industrial Policy 2013, the
    Government is focussing on provisions for SWC system.
