NETWORK COMMITMENT SELF-
REPORTING QUESTIONNAIRE 2019
EWEC Secretariat, PMNCH, FP2020 self-reporting questionnaire to assess progress on implementation of commitments
to the Global Strategy on Women’s, Children’s and Adolescents’ Health.

COMMITMENT SUMMARY NARRATIVE

 1. Education and Training:
Relying on the Trust’s nearly fifty years’ prior expertise in developing and providing the UK’s most up-to-date
sexual and reproductive health training update courses for qualified medical professionals, the Trust commits that,
between the beginning of 2016 and the end of 2019, it will provide such training to not fewer than 3,200 UK based
doctors and nurses. In addition, the Trust commits to expanding its training activities to benefit not fewer than
4,400 doctors, nurses and community health workers in FP2020 focus countries, with training in such FP2020
focus countries tailored to meet local capacity needs. The Trust’s training will aim to ensure that clinical service
professionals provide high quality, comprehensive, rights based voluntary family planning services based on the
most up-to-date medical best practice. Course topics will include changing methods, updates on both hormonal
and non-hormonal methods (including long acting and reversible contraceptives), safe abortion, emergency
contraception, HIV/STIs, female genital mutilation and other aspects of female reproductive health.

 2. Program and Service Delivery:
Relying on the Trust’s specialist experience gained over the last decade promoting the integration of sexual and
reproductive health and rights improvements within broader international development programs, the Trust commits to
use its vision and leadership to partner with members of the Trust’s international program, the Population &
Sustainability Network (“PSN”), to design and implement not fewer than 3 such integrated programs in FP2020 focus
countries between the autumn of 2016 and the end of 2019. This pledge is dependent on the Trust securing the
necessary financial support to implement the relevant programs.

3. Issue and Policy Advocacy:
Relying on both the Trust’s substantial advocacy experience and expertise through its international program, PSN,
as well as its collaborative working arrangements with PSN’s network members, the Trust commits to advocate for
the importance of universal access to comprehensive and voluntary family planning services, and rights to those
services, as a critical requirement to enable sustainable development. In the context of the 2030 Agenda for
Sustainable Development, the Trust will advocate for the imperative of including sexual and reproductive health and
rights to achieve not only the health and gender equality Sustainable Development Goals (SDGs), but also those
focused on ending poverty and hunger, promoting education, ensuring access to clean water and combating
climate change. The Trust commits its leadership and experience to undertake advocacy activities not only for health
and gender organizations, policy makers and funding partners, but also for other sectors, to help build a
broader coalition of organizations working to ensure universal access to comprehensive and voluntary family
planning services as essential rights in and of themselves and also critical to achieving the SDGs in their totality.

COMMITMENT PROGRESS SUMMARY NARRATIVE

1. Education and Training: The number of clinicians trained from beginning of 2016 to-date is 1642.
Additionally, we have a new initiative of training trainers, who will themselves have gone on to train other
clinicians. We estimate this number to be a minimum of 320 by the end of 2019, for a total of 1,962 clinicians
trained. This does fall short of our original commitment to train 3,200 UK based clinicians. However, the Trust
has provided training on the most crucial emerging issues including sexual abuse, obesity and sexual health,
sex robots, and perinatal mental health to reflect current emphasis on mental health issues to ensure that
clinical service professionals provide high quality, comprehensive, rights based voluntary family planning
services based on the most up-to-date medical best practice. Through the trust’s programmatic work (more on
programs and service delivery under Commitment 2) we have trained an estimated 990 doctors, nurses,
midwives and community health workers in FP 2020 focus countries (we include South Africa in our calculation
considering its prior status as a Focus Country).

2. Program and Service Delivery: We are pleased to report that we have achieved the original commitment on
Program and Service Delivery: to implement 3 integrated programs in FP2020 focus countries; in sites with
high levels of unmet need and inter-linked development challenges including Gender Based Violence, climate
change, and environmental conservation. Firstly, we developed and implemented the EU funded project
entitled Nndwakhulu (The big fight is on!) in Sinthumule- Kutama District, Limpopo Province South Africa
aimed at addressing the severe human rights violations in this remote rural area, including a lack of information
on SRHR and absence of quality SRHR service provision. Our second integrated project entitled A Re Itireleng
(Let’s do it ourselves) in the rural area of Groot Marico, Northwest province South Africa, addresses the cross
sectoral development challenges of SRHR, overall health and sustainable livelihoods in a remote,
disadvantaged community. Our third integrated project is USHAPE (Uganda Sexual Health and Public
Education) in South West Uganda. The project’s aim is to improve family planning services at a healthcare
facility, coupled with bespoke cascaded outreach into the surrounding community, to reduce unmet need
for family planning and improve awareness of local environmental conservation issues.

3. Issue and Policy Advocacy: The trust has undertaken advocacy activities to promote the importance of
SRHR and family planning as a multi-sectoral issue. The focus has been to audiences in the environmental
conservation sector at the national (DFID and DEFRA), regional (EU bodies), and global level (International
Union for the Conservation of Nature, environmental conservation organizations). Milestones include inputting
language on the importance of gender-responsive approaches such as Population, Health and Environment
Programmes into an EU Parliament Opinion of The Committee on Development (DEVE) Committee entitled
“Women, gender equality and climate justice”. At the global level, our membership of the IUCN means we are
the only member to have over 50 years of family planning expertise thereby ensuring family planning is at least
addressed in some policy discussions within the IUCN thanks to our presence in the largest global authority on
the environment.

the national health strategy of the country or countries in which activities take place in?

Yes

How commitment-related objectives and/or target were selected?
In the case of our project in Limpopo Province, South Africa, we ensured that our work at the community level and within
healthcare facilities was in line with the National Contraception and Fertility Planning Policy and Service Delivery
Guidelines. Consultations were held between our local project partner, the Thohoyandou Victim Empowerment
Program and relevant local authorities including the Department of Health (DoH), local DoH clinic staff. All training-
community level and healthcare facilities- content and design was overseen by a leading sexual and reproductive
health clinician with many years of experience of working in Southern Africa.

With regards to our second project, in Groot Marico, Southwest Province, South Africa, all SRHR and FP
related work in communities and healthcare facilities was informed by Pathfinder International, who were a partner
organization in the project. In particular, the project relied on well-established and comprehensive tool such as the
Pathfinder Facilities Assessment Tool that was modified to suit the local healthcare facility needs and capacities
based on consultations with local healthcare professionals.

For our third integrated project in Uganda, we have consulted with the Ministry of Health, the Ministry of Education, the
Uganda Continuing Professional Development Accreditation Agency and the DFID funded Tropical Health &
Education Trust’s Kampala office (in relation to the accreditation of the USHAPE Training methodology).

Describe the factors that contributed to commitment-related activities being delayed or to an
unsuccessful implementation. If delayed, what was needed or is needed, if the problem is current,
to restart the activities impacted?

In the UK, the structure and demand for face to face training of medical professionals is changing and on-line
training is increasingly favored in order to reduce costs. This has proven to be a challenge for us and has
determined a lower number of training courses delivered throughout the commitment period.

At the Groot Marico integrated project site we hoped to expand the project beyond the initial project site but the
funder changed strategic direction and did not wish to extend funding nor scale up.

Video Description: South African documentary film making company, Fireworx Media, has made a short video
of our Nndwakhulu project. Network member, the Thohoyandou Victim Empowerment Programme (TVEP),
and Network coordinator, the Margaret Pyke Trust, have been working together in Venda, South Africa, for two
years. For many years TVEP has been a leader in combatting sexual and gender based violence, HIV stigma
and child abuse, as part of their “Zero Tolerance Village Alliance” model. In 2017 TVEP and the Trust began
the process of developing the Zero Tolerance Village Alliance, to add a new topic: reproductive health. As a
result of this partnership, and the financial support of the European Union’s Instrument for Democracy and
Human Rights for South Africa, two marginalised rural communities have benefitted from a range of community
empowerment actions, as well as provision of training to clinical staff, police officers and others who provide
the communities with the services necessary to exercise their rights to sexual and reproductive health services.
The South African documentary film making company, Fireworx Media, has made this short video on the
project, focusing on the sexual and gender based violence component of the project, as requested by the
European Union. As a result of this project, thousands of people in rural Venda have both the agency to
demand the sexual and reproductive health services of the state service providers, which are their right, as well
as the state entities (clinics, police, and others) being better able to provide those services.
