  Alabama: Out of an abundance of caution for the health and wellbeing of the public, as well as our employees, we are asking taxpayers to limit in-person visits to our taxpayer service centers at this time. At this time, title applications from designated agents and
salvage inspection applications will not be received in-person at the Montgomery Taxpayer Service Center. These applications must be mailed to the Motor Vehicle Division. In addition, all other motor vehicle title, registration, IFTA and IRP transactions must be
submitted electronically. For additional questions please contact the Motor Vehicle Division at 334-242-9000. The Alabama Department of Revenue has announced that the March 2020 motor vehicle registration and vehicle property tax payment deadlines have
been extended through April 15, 2020 for registrants across the state unable to register or renew their motor vehicle registrations or pay property taxes on their motor vehicle because of the state of emergency resulting from the potential spread of the Coronavirus
named COVID-19. The extension includes the registration of vehicles purchased where the 20-day registration requirements falls during the period of March 17, 2020 through April 15, 2020. Penalty charges associated with motor vehicle property tax payments and
motor vehicle registrations and renewals extended through April 15, 2020 will not be charged until April 16, 2020. The extension also applies to motor vehicle registrations and renewals for vehicles registered pursuant to the International Registration Plan (IRP).

  Alaska: To comply with social distancing recommendations related to COVID-19, DMV will be augmenting lobby operations until 3/31 and will only serve customers in person if they have an appointment.

  Arizona: In order to safely and efficiently serve customers during the ongoing health situation, the Arizona Department of Transportation Motor Vehicle Division will limit office visits to only those customers who need essential services that must be done in person.
Beginning Monday, March 23, appointments will be required for any in-office services. Walk-in customers will be directed to access services online or by phone, or if necessary, to make an appointment to return. Authorized Third Party offices are not affected by this
change and may have services available.
Additionally, in compliance with Governor Doug Ducey’s executive order of March 19, expiration dates for customers whose license or permit expires between March 1 and Sept. 1 have been extended for six months. MVD will automatically update affected
customers’ motor vehicle records to reflect that change.

  California: Notwithstanding the Shelter In Place orders in effect in Alameda, Contra Costa, Marin, San Francisco, San Mateo and Santa Clara counties, California Department of Motor Vehicles offices in those counties remain open to the public but effective as of

  Colorado: To embrace social distancing as the best means of combating the spread of the COVID-19 virus, the Colorado Department of Revenue will close all facilities to the public but maintain internal and online operations to best serve Coloradans, effective
Wednesday, March 18, through April 18. All state driver license offices will be closed to the public but will continue to process online license and ID renewals and other DMV online services. Those that cannot complete renewals online are encouraged to use the
online service to request an expiration extension, or to call the DMV call center at 303-205-5600, which is open from 8 a.m. to 5 p.m., Monday through Friday. Coloradans specifically seeking CO-RCSA services or information should call 303-205-2335.

  Connecticut: Beginning Wednesday, March 18, 2020, all Connecticut Department of Motor Vehicle Branch Offices will be closed to the public for the transaction of business until further notice. DMV will continue to provide services online, through the mail, and by
phone. Governor authorizes DMV to extend renewal deadlines (license only) to reduce crowds at DMV branches; and is ordering a 90-day extension on all license renewals. These credentials include drivers’ licenses, learner’s permits and identity cards that expire

  Delaware: Effective Monday, March 23, 2020, all four Delaware Division of Motor Vehicles (DMV) locations will go to kiosk, drive-through and emergency appointment only. Dealer paperwork can be dropped off for processing and picked up when notified.
Inspection lanes will remain open as no personal interaction is required, and the drive through windows at each location will have additional staff working to process DMV-related transactions. At no time will there be more than 10 people permitted in DMV lobbies.

  District of Columbia: DC DMV remains operational with most necessary services provided online. Effective March 25, all DC DMV in-person Service Centers will be unavailable to the public. In-person services at Adjudication Services are set to resume on
Monday, April 27. All other in-person services at DC DMV locations (e.g., Inspection Station and Service Centers) are set to resume on Tuesday, April 28. DC DMV has extended the expiration date for all documents expiring March 1 through April 28, including

   Florida: To minimize exposure to COVID-19 and help protect visitors and our employees, Florida Department of Highway Safety and Motor Vehicles and Florida Highway Patrol offices will be closed to the public beginning Thursday, March 19 through Sunday,
April 19. At the direction of Governor Ron DeSantis, Florida Department of Highway Safety and Motor Vehicles (FLHSMV) Executive Director Terry L. Rhodes has issued an Emergency Order extending all Florida driver licenses and identification cards that will
expire in the next 30 days. All Florida driver licenses, commercial driver licenses and identification cards set to expire in the next 30 days will be granted a 30-day extension beyond their current expiration date.

   Hawaii: In Oahu County (Honolulu), driver license and state ID services will be by appointment only until further notice due to public health concerns. In Hawaii County, the Vehicle Registration & Licensing (VRL) offices at the West Hawaiʻi Civic Center (WHCC)

   Idaho: Effective immediately, the Idaho Transportation Department has also extended all Vehicle Registrations and Temporary Handicap Placards that are expired or will expire between March 1, 2020 and May 31, 2020, to be valid until June 30, 2020. This
extension applies to all registrations issued at a county office (includes passenger, commercial, non-commercial, and farm registered vehicles). At this time, the extension does not apply to registrations issued directly by the department or Ports of Entry (includes
Full Fee or IRP registered commercial vehicles). New issuances and renewals of these registration types can be done online.
Effective immediately the Idaho Transportation Department is allowing all Idaho licensed vehicle dealers to issue 60 day temporary registration permits for any vehicles sold between March 17, 2020 and May 31, 2020. This allowance is only for dealership customers
who have just purchased a vehicle from the same dealer issuing the temporary registration.

   Kansas: Due to the announced drawdown of state government offices, all Kansas Department of Revenue offices are closed March 23rd - April 6th. On Monday, March 23, 2020, Governor Laura Kelly signed two executive orders regarding the Kansas
Department of Revenue and the extensions of tax return filings, as well as driver's license and vehicle registrations. Kelly signed Executive Order #20-12, extending deadlines for driver’s licenses and vehicle registration renewals and regulations during the COVID-
19 pandemic. All driver’s license renewals and vehicle registrations extended by this Executive Order must be completed within 60 days of the expiration of Executive Order #20-12. Many Kansans may be unable to renew their driver’s license or vehicle registration
during this time, but delivery drivers and other critical employees must be able to continue critical operations and drive without fear of licensing or registration issues.

   Louisiana: Due to precautions related to the COVID-19 response, Louisiana Office of Motor Vehicles Commissioner Karen St. Germain has announced that all OMV locations across the state will be closed effective Friday, March 20, 2020. During the closure,
online OMV services will remain available to the public. Citizens may also take advantage of available Public Tag Agent locations.
Throughout the closure, licensing and registration requirements remain waived through Governor John Bel Edwards’ Emergency Proclamation:
          Late fees for driver’s license which expire between March 9, 2020 through May 10, 2020, are suspended until May 20, 2020.
          Penalties and interest due on state and local sales and use taxes collected by the Office of Motor Vehicles which began on or after March 9, 2020 are suspended and are waived until June 19, 2020.
          The three-day period mandated in LA R.S. 32:863.1 to appear at an Office of Motor Vehicle field office for a notice of violation served on or after March 9, 2020 but before May 10, 2020, is suspended until May 13, 2020.
          The expiration date of temporary registration plates issued pursuant to LA R.S. 47:519 and La. R.S. 47:519.2 which expired on or before March 9, 2020 is suspended until May 10, 2020.
          The expiration date of license plates issued pursuant to LA R.S. 47:462 which expired on or after March 9, 2020 but before May 10, 2020 is suspended until May 10, 2020.
          The notice of default issued pursuant to LA R.S. 32:429.4 that would be issued on or after March 9, 2020 and before May 15, 2020 is suspended, and the notices will not be issued until after May 15, 2020.
          The expiration date of an apportioned registration issued under the International Registration Plan which expires March 9, 2020 is suspended and the expiration date is extended to May 10, 2020.
          The period to request an administrative hearing submitted to the Department pursuant to LA R.S. 32:667, LA R.S. 32:863, LA R.S. 863.1 and LAC Title 55, Part III, Chapter 1, §159 which expired on or after March 9, 2020 but before May 10, 2020 are
           suspended and extended until June 10, 2020.
          The sixty-day delay for the Department to submit the administrative hearing record to the Division of Administrative Law pursuant to LA R.S. 32:667(D)(1) for an arrest which occurred on or after March 9, 2020 but before May 10, 2020 is extended until

          The expiration date of driver's licenses which expire on or after March 9, 2020, but on or before May 10, 2020, is suspended and the expiration date is extended to May 20, 2020.
          Extend the expiration of temporary driver’s license issued pursuant La R.S. 32:667A which were issued on or after March 9, 2020 through May 10th, 2020 until June 9th, 2020.
          All students who enroll in a driver’s education course after March 9, 2020 shall be allowed to begin the driver’s education course without the issuance of the temporary instructional permit until May 10, 2020.
          Any suspension with the official notice of withdrawal issued on or after Feb 17, 2020 but before May 10, 2020 shall remain in pending until June 9, 2020.

Registrations issued by a municipality, including temporary registrations, are deemed extended until 30 days following the termination of the state of emergency pursuant to P.L. 2019, ch. 617, F-1 , emergency laws approved by the Governor on March 18, 2020.
Other registrations, including temporary registrations, will be extended until 30 days following the termination of the state of emergency pursuant to the emergency provision of 29-A MRSA 405(4).

   Missouri: To alleviate public congestion in local license offices, DOR has implemented automatic extensions for expiring driver licenses and motor vehicle registrations. These extensions are effective as of March 21, 2020: Vehicle owners with registrations or
license plates expiring in March and April have been granted an automatic two-month extension. Owners will be able to continue operating their vehicles on Missouri roadways without penalty until they can apply for renewal. The time frame in which a vehicle safety
and emission inspection is valid for March and April license plate expirations has also been extended an additional 60 days. Applicants for title will not be assessed a late title penalty when visiting a license office, effective immediately; this waiver will continue
through April 30, 2020.

   Nevada: The Nevada Department of Motor Vehicles has closed its field offices statewide and many of the centralized services in Carson City, including the call center, effective 5 p.m. Tuesday, March 17. The Department has taken the action to help mitigate the
possible spread of COVID-19 among state employees, their families, and the general public. The Department does not anticipate reopening until April 16 at the earliest.
Nevada Governor Steve Sisolak and the Nevada Department of Motor Vehicles have issued an automatic 90-day extension for expiring driver’s licenses, vehicle registrations and other DMV documents. Governor Sisolak signed a Declaration of Emergency

   New Jersey: All New Jersey Motor Vehicle Commission agencies, road testing, and inspection facilities will be closed effective immediately. NJ re-opening in two weeks, on Monday, March 30, 2020. All driver licenses, non-driver IDs, vehicle registrations, and
inspection stickers expiring before May 31 have been extended by two months. The two-month expiration extensions put in place this week for driver licenses, learner permits, and registrations also apply to commercial driver licenses, commercial learner permits,
commercial registrations, and temporary tags.
          Online Processing of New Jersey Titles and Registrations. Dealership access to either on-line system (CVR and Cox/DealerTrack) will be temporarily discontinued during the government’s mandatory shutdown of non-essential business operations.
           Accordingly, dealerships will not be able to process New Jersey title and registration documents at their facilities.
          eTemp system. The NJMVC’s eTemp system is scheduled to remain operational during the shutdown of non-essential business operations. Previously, NJMVC Chief Administrator Sue Fulton announced that the duration of eTemps would be extended for
           an additional 60-day period. Accordingly, both in-State and non-resident eTemps are effectively valid for a 90-day period from date of issuance.

   South Carolina: In accordance with Executive Order No. 2020-11, all SCDMV branches remain open to “ensure the proper function and continuity of state government operations.” The agency has taken steps to make sure the health and safety of employees
remain a top priority, and customers are encouraged to complete their business with the agency online or by mail whenever possible. SCDMV employees will continue to staff agency headquarters in Blythewood to ensure transactions like the ones listed above
continue to be processed in a timely manner. Employees at the agency's headquarters will also support Motor Carrier Services, Member Services, dealerships, and other SCDMV partners.
Effective immediately we are limiting the number of customers to correspond with the number of counters staffed at each SCDMV branch. That will mean our offices’ waiting rooms and lobbies will be closed. Customers can wait in their cars or outside of the building
(no more than 50). So, if an office has 13 employees and 8 counters to serve the public, the maximum number of people in that office at once will be 21. Once a customer completely finishes his or her transaction and leaves, a new customer can come into the
office.

   South Dakota: Due to the Governor’s executive order, SD DOR offices will be closed until March 30th. For the safety of employees and the general public, Governor Kristi Noem signed an Executive Order directing all nonessential staff to work remotely. While
the Department of Revenue offices are closed, we are open for business online Monday through Friday, 8 a.m. to 6 p.m. CT. If you have temporary seller's permits that expire March 16, 2020 through April 1, 2020, you will be granted an additional 30 days from the
expiration date to get the title transfer documents and payment to the county treasurer and register the vehicle before any law enforcement action is taken. The motor vehicle division will waive any interest or penalties that accrue due to this extension.

   Tennessee: Effective March 20, 2020, the Tennessee Department of Revenue is not currently receiving walk-in customers at our regional and downtown offices March 20, 2020 through April 12, 2020. This includes the Motor Carrier office at 44 Vantage Way in
Nashville. With health and safety in mind in response to COVID-19, the Tennessee Department of Revenue is not currently receiving walk-in customers at our Jackson, Cookeville, and Shelbyville offices. Walk-in service remains available at our Memphis, Nashville,
Knoxville, Chattanooga and Johnson City locations. Through Executive Order No. 15, Governor Bill Lee extended the deadline for obtaining registration renewals that expire in March or April. The new deadline for obtaining these renewals is June 15, 2020. The
Department of Revenue hopes this extension of time will alleviate concerns of motor vehicle registrants so they can focus on their health and safety amid the ongoing COVID-19 situation.

   Texas: The Texas Department of Motor Vehicles (TxDMV) announced Tuesday, March 17, that its 16 Regional Service Centers would be closed to the public for in-person transactions as of the close of business on March 17. Services and support will continue to
be provided by mail, email, and phone while in-person services are unavailable. Additionally, these offices will remain available to provide support to all 254 county tax assessor-collector offices.
On March 13, 2020, Governor Greg Abbott issued a proclamation, declaring a state of disaster for all counties in Texas due to the threat of COVID-19. Governor Abbott also issued a statement on March 16, 2020, granting a temporary extension to obtain initial
registration, renewal of registration, vehicle titling, and renewal of a permanent disabled parking placard. Governor Abbott also granted a temporary extension for an individual with an expired 30-day temporary permit to obtain another permit or Texas registration.
The temporary waiver applies to vehicle owners in all Texas counties as set forth in the above-referenced proclamation and statement. This temporary waiver is in effect until 60 days after TxDMV notifies the public that normal vehicle registration, vehicle titling and
related services have resumed. The 60-day period will be the same for all counties.
The purpose of the waiver is to prevent customers from having to physically visit a county tax assessor-collector office to obtain initial registration, to obtain a 30-day temporary permit, to transfer title; or to renew registration or a permanent disabled parking placard.
Customers may continue to renew their registration online at www.TxDMV.gov. At this time, TxDMV continues to fill online registration sticker requests and process all other online services. TxDMV has informed law enforcement agencies and the offices of the
county tax assessor-collectors of the temporary waiver.
As of March 24, there are the following status updates for county tax assessor-collectors' offices: Anderson County - closed, drive thru is open; Angelina County - closed until March 31; Aransas County – closed; Archer County - closed to the public, employees are
still working and will answer phone calls; Armstrong County - office closed, accepting mail-in, internet renewals, email and phone calls. They have a drop box available for customer use; Atascosa County - closed until April 3; Austin County – closed; Bandera
County - closed, has a drop box; Bastrop County - closed, drive thru is open; Baylor County – closed Bell County – closed; Bexar County - Has a curbside drop off 8:00 to 9:00 AM and 11:00 AM till 1:00 PM, and a three-lane drive-thru at their Southside location;
Brewster County - office is open, but limited to two customers at a time; Blanco County - Southside Annex substation is closed; Cameron County - The Brownsville Southmost, Brownsville Westside, La Feria, and Rio Hondo Tax Branch Offices are closed. Offices
that will remain open. from 8 AM to 4 PM are the Brownsville Main, Harlingen, San Benito, Los Fresnos, and Port Isabel Branch Offices. These offices are limiting in-person transactions at these locations to 10 at a time.; Cass County - closed to the public. Only
allowing dealers or auto titles to be done by appointment.; Chambers County - closed until March 23. Effective March 23 the Anahuac office will offer drive thru service, 9 AM-4 PM Monday-Friday. Winnie and Mount Belvieu locations will remain closed until further
notice.; Cochran County – closed; Collingsworth County - accepting mail-in, internet renewals and phone calls. They are working a drive up window as well; Coryell County – closed; Cottle County - closed, available by phone, fax, mail, or email; Crane County –
closed; Crockett County – closed; Crosby County – closed; Dallam County - accepting mail-in, internet renewals, email and phone calls. They are working a drive up window as well.; Dallas County - closed, will assist via email/phone; Dawson County - closed, drop
box is available; Denton County – closed; Dickens County – closed; Dimmit County - closed, they are accepting phone calls; Donley County - accepting mail-in, internet renewals, email and phone calls; Ector County – closed; El Paso County - El Paso County is
closed to the public. They have no drop box. They will have only enough staff to handle mail, dealer transactions, title runner transactions, and internet renewals. However, all of their full service deputy offices are still open.; Erath County - closed, drop box is
available; Falls County – closed; Fannin County - closed, but will remain open to assist customers via mail, phone, and email. They will have a drop box; Foard County - closed to the public: Since this is the Sherriff’s office they will be answering calls.; Fort Bend
County - closed. Richmond substation open for drive thru; Franklin County - closed, will re-evaluate in seven days; Frio County - closed, has a curbside drop off; Gaines County – closed; Garza County – closed; Glasscock County – closed; Gonzales County - drive-
thru window is open, building is closed.; Gray County - closed to the public Tuesday, Wednesday & Friday; Monday & Friday from 8:00 AM – 1:00 PM. Open to the public Monday and Thursday 1:00 PM – 5:30 PM.; Grayson County - main office and all substations

renewals, email and phone calls.; Haskell County - closed to the public, employees are still working and will answer phone calls.; Hays County - closed, offering drive thru and mail service; Hemphill County - accepting mail-in, internet renewals, email & phone calls;
