Note: All resources shown in red have been delayed because of the COVID-19 pandemic. It is
anticipated that work will resume to complete these resources when Peel Public Health teams
return to regular business operations.Purpose
The purpose of this guideline is to provide EarlyON service providers with key information regarding
the use of their annual budgeted nutrition allocation for EarlyON Child and Family Centres (EarlyON
Centres) in Peel.
Background and context
We have provided a nutrition allocation in your annual EarlyON budget. The nutrition budget stems
from two areas:
• Provincial mandate: Engaging parents and caregivers - Discussions and information sharing
about child development, parenting, nutrition, play and inquiry-based learning, and other
topics that support their role.
• Evidence about food and early experiences: Early childhood eating behaviours are heavily
influenced by parents and caregivers. They are learned through early experiences with food
and eating. Food and nutrition education, support, and resources provided in early learning
environments strengthen parent and caregiver knowledge and affect their choices for
themselves and their families. The evidence around nutrition and healthy eating environments
tells us that good nutrition is vital to our health, especially for active, growing children. Good
role modelling supports healthy eating habits.
Objectives of the nutrition allocation
1. Increase food and nutrition knowledge of parents, caregivers, children, and EarlyON staff in
EarlyON Settings.
2. Increase parent, caregiver, children, and EarlyON team access to credible food and nutrition
information and resources.
3. Merge a variety of nutrition platforms/vehicles/avenues across EarlyON programs.
4. Affect food choices and other nutrition-related behaviours of parents, caregivers, and their
children that are good for health and well-being.
Nutrition allocation
We offer an allocation for nutrition to provide mandatory and optional nutrition services. Funds for
nutrition were determined through a budget based on program capacity and months operating in the
year. Mandatory and optional nutrition services are expressed as:
• Mandatory Nutrition Services:
o Provide credible information for food and nutrition knowledge.

1. Provide Registered Dietitian food and nutrition support.
2. Provide education related to local food and nutrition resources.
3. Providing snacks in EarlyON programs is removed for 2021, due to
increased risks while the Coronavirus remains active in our communities.

Mandatory nutrition services
Provide credible information for food and nutrition knowledge
Parents and caregivers play a crucial role in shaping their children’s eating habits. They guide the
family environment where meals occur and the types of foods their children have access to. Positive
early experiences about food may help children develop healthy eating habits later in life.
You must provide information for enhancing food and nutrition knowledge through resources from
valid sources. Your programs are expected to use and have available in electronic and/or print form,
the following trusted resources provided by Peel Public Health for staff and to share with parents and
caregivers.

• Menu Ideas for my First Foods,
• Toddlers 1 to 2 years I’m a Healthy Eater,
• Preschoolers 2 to 5 years I’m a Healthy Eater,
• Healthy Food for a Happy Smile and
• Dates on pre-packaged foods
We have provided a list of trusted resources in Appendix B to help teams to deliver this mandatory
core service.

Along with providing the mandatory nutrition services, you can use your nutrition budget in the
following two ways:
Optional nutrition services 1: Registered Dietitian nutrition support
Parents and caregivers want to make healthy food choices for themselves and their families. Still, it
can be confusing to know what foods to eat when there is an overwhelming amount of nutrition
information. A Registered Dietitian (RD) can support healthy food choices and promote credible
information for children and families.
RDs are regulated health professionals trained to provide advice and
counselling about diet, food, and nutrition. RDs are determined by the Region as
the only approved health professionals to provide food and nutrition-related
workshops and food demonstrations in EarlyON Settings. Registered Holistic
Nutritionist, Certified Nutritional Practitioner, RONP, RNCP, ROHP, RHN, and
CNP are not the same as RD and are not approved to provide the services
above.
You can use a RD to provide services related to food and nutrition to program participants in the form
of virtual:
• Workshop sessions for parents, caregivers, and children, provided virtually; and
• Food demonstrations provided virtually in the EarlyON program.
You can find a RD through the College of Dietitians of Ontario, Dietitians of Canada, and Nutrition
Connections websites. It is your responsibility to select and contract the services of a RD.
Optional nutrition services 2: Provide education related to local food and nutrition resources
Many families who attend EarlyON programs are interested in activities based in local settings to
enhance their food and nutrition knowledge. Families may be interested in knowing about and
experiencing local farms to support their local agri-food sector and growing food in their indoor and
outdoor spaces. Providing educational opportunities for families to build their knowledge of accessing
local resources can serve these interests.
You can support participant knowledge through recipe sharing and education about accessing local
farms and planting indoor and outdoor gardens using trusted sources. Foodland Ontario provides
information about local food and can be accessed through the website and social media. Ecosource is
an environmental organization that you can contact to provide guidance for indoor and outdoor
gardening techniques.
EarlyON Child and Family Centres: Nutrition Guideline pg. 3COVID-19 restriction: RDs and professionals who provide education related to local food and
nutrition resources are not considered essential visitors. They, therefore, cannot offer in-person
services to your indoor and outdoor programs. You are restricted to operating indoor and outdoor
programs at determined locations; visits to other community locations for EarlyON activities are not
supported. These services can be provided virtually.
Eligible expenses
You can use your nutrition budget on the following:

books about food and nutrition, etc.
• We have determined that RDs are the only approved health professionals to
provide food and nutrition-related workshops and food demonstrations in EarlyON
Facilitator Settings

• RDs providing services to EarlyON Settings must adhere to the messages of Peel
Public Health, Dietitians of Canada, Ontario Dietitians in Public Health (ODPH),
and Canada’s Food Guide.

You may not use your nutrition allocation on the following:
INELIGIBLE EXPENSES

Nutrition allocation • Providing healthy snacks in EarlyON Centres and programs.
• Programs and services offered by regulated health professionals
working within their scope of practice, excluding a RD (e.g.
occupational therapy, audiology and speech language pathology,

funded by other ministries and/or levels of government.
• Retiring bonuses, gifts and honoraria paid to staff (except when
