      WHAT IS E-GOVERNANCE ?
According to the World Bank report:

“E-Government refers to the use by government agencies of information technologies (such as Wide
Area Networks, the Internet, and mobile computing) that have the ability to transform relations with
citizens, businesses, and other arms of government. These technologies can serve a variety of
different ends: better delivery of government services to citizens, improved interactions with business
and industry, citizen empowerment through access to information, or more efficient government
management. The resulting benefits can be less corruption, increased transparency, greater
convenience, revenue growth, and/ or cost reductions.”

In short, it is the use of electronic means, to promote “Good Governance” in the country. It
connotes the implementation of information technology in the government processes and functions so
as to give a Simple, Moral, Accountable, Responsible and Transparent governance
to the citizen.

    Volunteers will help citizens using and accessing the
     portals and other software and applications by District
     Authorities.
    This will also provide various information

 Information portal:
    This portal will be available for citizen to provide
    information to government authorities Lapses in the city
    like garbage, damage roads, unauthorized signages, poor
    traffic, Etc. – This is different from complains as citizens
    are afraid and have fear to complain.
    This will help government offices to get correct and
    detailed information about the happenings in Kanpur City.

             Secondary Education sector
Online registration of students on upmsp.edu.in to curb
fraud entries of students for Board examination of class 9
and 11..Total 56186 of class 9 and 46256 students of class
11 have been registered online till date. At the beginning
of new year students will be transferred to new classes
automatically .

To achieve complete transparency in board exams of
class 10th and 12th registration of students is open on
portal upmsp.edu.in . Aadhaar enabled data base will
ensure that only existing students are enrolled . Previously
schools used to take advantage of these lacunas and fraud
number of students used to send to govt to get selected for
board exams.

 Online school centres:
All schools will upload physical status of schools on
upmsp.edu.in . Based on facilities schools will be selected
for making board exam centre. Since all schools are geo-
tagged so distance between schools can be measured
through online app. Similarly other facilities can be
checked

Grievance Redressal System:
IGRS Portal launched by UP Govt.

Through this portal, complaints are received from common public regarding any public service.
 “IGRS for Officers” App has been designed to give facility to officers to check level of
pendency at their end.
A real time monitoring of compliance and pendency is done from DM level to Hon’ble CM
office level.
This has increased faith of public in government services because of time bound and qualitative
compliance reports.

2- Home delivery only for BPL client up to 2 children @ Rs.500/-

The payment to the beneficiary in made by P.F.M.S portal with
ADHAR linked account.

Family Planning Programme
Sterilization Incentive at govt. hospitals:
A- Beneficiary of Male Sterilization @ Rs.2000/-
B- Beneficiary of Female Sterilization @ Rs.1400/-

The payment to the beneficiary in made by P.F.M.S portal with
ADHAR linked account.

Rashtriya Bal Swasthya Karyakram
In this programme at block level all the Primary Schools, junior high
schools, high schools, Intermediate colleges and Anganwari Kendra run
by state govt. are covered (students 03 to 19 years age). Two medical
teams for each block visits every school according to fixed programme.

The teams have been provided laptop, internet modem and software
to feed online data of diseased children on portal and refer them to
CHC/District Hospital.

Family Planning Programme (PPIUCD)
Copper T inserted to women after delivery to prevent further
child bearing for three 3 year.
Beneficiary Payment @ Rs.300/-

The payment to the beneficiary in made by P.F.M.S portal
with AADHAR Linked account.

Family Planning Indemnity
Male and Female Sterilization Failure done by Govt. Hospital
in covered under insurance scheme
 Rs. 30000/- to beneficiary.

After approval of state govt. amount transferred by
P.F.M.S. in Aadhar linked account

Mother and child Tracking System
Every Pregnant women is registered during vaccination with
a unique ID number. Which is entered on her immunization
card. After Delivery her child is also entered on this number.

The system is very useful in tracking high risk pregnancy
and informing mother about ANC checkup and
Immunization date.

HMIS Protal
   All the monthly report of programme being conducted are all filled in this portal by every CHC and Distt.
   Hospitals.
   This is very use full to compare various health parameters of the distt.
   Any officer from State or central govt. can visualize or compare any data directly.

Pradhantmantri Matra Vandan Yojana
    In this scheme all pregnant women after 01 Jan-2017 will be given incentive of Rs. 5000/- .
    This is restricted to first pregnancy and will be given in three part after complete immunization, ANC check up
    and Institutional delivery.

      Application form of this scheme has been provided to all CHCs and complete format will have to be
uploaded on portal for online account based payment.

Salary Structure
     All the contractual staff employed in National Health Mission are paid Salary Monthly by P.F.M.S. Portal at
     District level.
     The salary is paid in their Aadhar link account directly.

Disability Certification
     Any Person who needs Disability Certificate can apply online on portal . The Applicant is informed about date
     and timing to contact doctor.

ICDS
    Supervision of VHND days is done online through portal www.nutritionmissionup.in
    Tracking of SUW children and monthly report of Aganwadi centers is done through suposhan website.

       Gram Panchayat Development Plan:
 National Asset Directory-
    NAD aims to keep stock of all the assets
    created, controlled and maintained by the
    RLB/ULB/Line Department in the state and
    assign a code to each asset for its unique
    identification leading to effective utilization of
    the Assets.

   It is a mobile based application for geo-tagging
   of all immovable assets in gram panchayat.
    Mobile app works on online and offline mode.
    Capture assets as Point, Line and Polygon.

 Gram panchayat secretary is registrar for issuing Birth and Death certificates in gram
panchayat
Using e-district software any citizen can apply for birth and death certificate through

 Pardarshi Kisan Sewa Yojna:
  To get benefits of Agriculture department
  schemes farmers have to regiser
  themselves on Pardarshi Kisan Sewa
  Yojna portal. Once registered all benefits
  like subsidy on fertilizers, seed ,
  agriculture equipments are given to them
  through DBT method.

 Guaranteed Employment of 100 days.
Provide Work of adult member of a family.
 Control migration from Villages.

Under MGNREGA we can generate different type of Work ID.
Like water Conservation and Renovation , Land Development ,
Drought Profiling and Rural Sanitation.
Under Staff Registration we can manage database of
Employees.
 In this we are making attendance of laborers via Muster Roll
Process.

 Under MGNREGA we are also working on GEO MGNREGA
.
 In this we are maintaining Work Before, MID session and after
work Completion photo. Due to this we can get location of any
work throughout India.
 Via longitude and latitude coordinates we can catch the real
location of Work.

Govt. of India is now more focusing on timely payment of
laborer.
For this they maintain Timely Payment Monitoring System and
Dashboard for Delay Monitoring system.
With the help of this option we can find out where we are
making delays in Payment.

 Pension schemes :
   Any applicant can apply from anywhere on portal. All
  application are forwarded to SDM/ BDOs for verification.
  After verification digitally signed applications are
  forwarded to DSWO login for approval. This is sent
  electronically to state deptt for payment and then disbursal
  of funds is done directly into the accounts of beneficiaries.

               Computerized Scrutiny by NIC

 Checked the application for duplicate Roll Number of High School and Intermediate

 Automated scrutiny will be done by NIC for checking the enrollment number, Name, Father’s Name,
   Mother’s name & Date of birth along with result for an application with the Examination Result data
   provided by university.
 Verify Bank details with PFMS and mark suspect status

 Verify Income, Caste, and Domicile Certificates & mark suspect data (matched with Database of
   Revenue Department)
 Number of ‘fresh’ application in any course should not exceed number of seats in one year - this check
   will be introduced this year
 SC/ST applications should not be 40% or more of total in one educational institution

   Udog Aadhar Memorandum (UAM):
     Ministry      of     Micro,    Small     and    Medium
     Enterprises(MSME) has notified the Udyog Aadhaar
     Memorandum(UAM) under the MSMED Act, 2006 .
     A one-page simple registration form for online filing of
     UAM has been introduced
     Udyog Aadhaar (UA) is for running units.
