      Program Guide – 2021

Dear Unit Leaders,
                                           Program Director’s Letter
Welcome to Camp Napowan! Company is coming and it’s time to get ready to welcome them
to our summer home. I am really looking forward to having the opportunity to work with all of
you.

Hello all! My name is Levi Keller and I have been appointed as the 2021 Camp Napowan’s
Program director. I am an Eagle Scout and a Vigil Honor member in the Order of the Arrow
from the Black Swamp Area Council located in Findlay, Ohio. I am a graduate of Bowling
Green State University, with a degree in Middle Childhood Education. I have previously
worked 10 summers at Camp Lakota, in Defiance, Ohio. I served as a counselor-in-training, a
member of the Nicoteh program (first year program)and the Nicoteh Director, CIT Director, Quartermaster, and Outdoor
Skills Director.

I have a great love for the Scouting program. It helped shape my life and made me into the man I am today. I want all
of our youth to have a great experience in Scouting as I did. I hope to meet many of you this summer and become a
member of the Napowan family.

Camp Napowan’s merit badge program has many opportunities with over thirty merit badge offerings to choose from.

In the spirit of Scouting, we say “THANKS” for choosing Camp Napowan as the “outdoor laboratory” for your troop’s
summer camp experience. We pledge to you and your unit that the camp staff at Camp Napowan will do their best to
provide an outdoor Scouting experience that will last a lifetime.

Once again “THANKS” for choosing to attend Camp Napowan in 2021. If there is anything that we can do to make
your stay even better please do not hesitate to say something to one of us. We’ll see what we can do the make your
stay with us better. Have a great camping experience in 2021.

Sincerely in the world of Scouting,
Levi Keller

    SENIOR OUTDOOR ADVENTURE PROGRAM
An exciting new program for Camp Napowan is being developed for the older scout
attending camp this summer. We are calling this new program the Senior Outdoor
Adventure Program (S.O.A.P.) It is open to the older scout 13 years or older and at least 1st Class
who want a new challenge, here are a few of the program highlights that a scout can do:

1 – create a survival village in which they will stay in for a few nights
2 – participate in the new BMX program
     3 – participate in C.O.P.E activities
4 – work on Search & Rescue Merit Badge

                                            MERIT BADGE SCHEDULE 2021
Camp Napowan works on the “blended” merit badge system where some of the badges are schedules and some are “open”. This is a
system that allows scouts to utilize time to their advantage and work on as many merit badges as they want! However, because of
safety issues and requirement factors, some of our badges are scheduled. We also want to cut down on wait time for scouts in certain
merit badges, so while some of the merit badges are “open,” we do ask that scouts arrive on the hour. The merit badges offered at
Camp Napowan ranges from handicrafts to outdoor skills to cutting edge STEM badges, as well as Eagle and non-Eagle required
badges. All of our counselors are trained in each badge as well as how to work with individual scouts.
Signing up for Merit Badges is done through your unit’s online camp registration. Once you’ve registered your troop and entered in all
of your camper information, you can start signing up your scouts for their merit badge sessions! You can even assign your
scouts their own login information, so that they can sign themselves up!

The staff at Camp Napowan believes that every Scout should be able to earn any badge we offer, though some will prove to more
challenging than others. To help you guide your Scouts to set realistic goals, we have carefully evaluated all our merit badge offerings
based on these criteria:
     • Does the badge require a Scout to acquire complicated skills or uncommon knowledge.
     • How much time would the average Scout need to study or practice outside of class.
     • Does the merit badge have time-consuming requirements to be completed outside of camp.
Based on our analysis, we have assigned each merit badge a difficulty rating. These difficulty rating are:
                                                1 – easy 2 – average 3 – challenging
We must stress that we offer these ratings purely for planning purposes. No Scout should ever be discouraged from attempting to
earn a “difficult” badge if it interests them, nor should any Scout regard a “partial” as equivalent to a “failure”.

Completions/Partials: At the end of the week, leaders will be given a print-out of their scouts completed and partial badges. Unit merit
badge records are also accessible after camp by your camp coordinator through the unit’s online registration. Your unit’s summer
camp registration includes a downloadable .csv file that can be uploaded to your unit’s scoutbook account for
recordkeeping. This report is accessible after your stay at camp ends.

All merit badges will be taught based on the latest requirements found in the most recent edition of the “BSA”s Requirements Book”.
Please check to make sure your merit badge books contain the most recent requirements. Scouts seeking to take a merit
badge must pre-register online through the council’s website.

It’s the responsibility of each Scout to choose and prepare for each merit badge that he/she wishes to take in advance of their week at
camp. Prerequisites exist for many of the merit badges and are outline in this guide. They exist to help Scouts achieve their desired
outcome. So, to prevent partials, please make sure your Scouts come to c amp prepared with those prerequisites completed and
appropriate proof of their completion (i.e. An example of their work or a signed statement or note from the unit leadership).

Remember just because a Scout attends a merit badge session does not mean that he/she passed all the requirements. Scouts are taught as a group,
but reviewed individually. If a Scout is going to miss a session, they need to let their instructor know so they can set a time for make-up.

C.O.P.E., you must be 13 years or older! C.O.P.E will run from 9:00 to 12-Noon each day.

experiences will give scouts not only a sense of working together, but the satisfaction of a
goal being accomplished!

When Lord Baden-Powell founded the Scouting movement, he felt that any scout who took the time and trouble to master certain
scoutcraft skills they should be rewarded. Today we utilize the outdoor element as the foundation for many scouting programs.
Chopping wood with an axe, navigating through the wilderness, building and lighting fires – this and more is offered at Camp
Napowan’s outdoor and scouting skills area, Sherwood! This forest-located area gives scouts more than plenty of opportunities to
earn Eagle-required merit badges and see what new skills they can develop! Sherwood is more than just that, though, as each merit

EAGLE OASIS – ALL NEW FOR 2021!
One of the biggest advantages of the “first year” program at Camp Napowan is not the rank advancement opportunities. It is that
your new Scouts will be with their buddies and other first year Scouts. They will be learning the basic outdoor skills with other who are
at the same level. This will help them to adjust to camp life and combat homesickness. In this all-day program the main goal, after all,
is for the Scouts to have an excellent experience at summer camp so they will want to stick with the Scouting program.
The ultimate goal of the Eagle Oasis program is to teach your new Scouts the skills to succeed in attaining the First-Class rank.
Scouts will spend time each day completing requirements for the Swimming and Scouting Heritage Merit Badges, while also working
on a variety of rank requirements from Tenderfoot to First Class. These skill areas are color coded shown in the schedule shown
below. Your Scouts will be divided into three patrols of 10 to 15 Scouts and the Scouts from your unit will be in patrols together unless
the unit leader suggests differently. Patrols will have the opportunity to participate in activities like Boating, Swimming, Handicrafts,
Climbing, Archery, and Rifle. Each activity has been designed specifically to enhance the experience of the first-year camper. It is our
goal to have every new Scout excited to return to summer camp at Napowan for years to come.
The Eagle Oasis program is created in the spirit of the Brownsea Island Camp established by Lord Baden-Powell. Scout will stay with
their own unit during the week, but have their own daily schedule. Led by experienced staff members, this is a comprehensive
program which teaches young Scouts the basic Scouting skills for camping, first aid, knots, lashing, swimming, map and compass,
and nature skills. Scout can be signed up for this program through the online registration system for the council. A sample of their
schedule is shown below, keeping in minds that we are still in the development stages of the program.
ALSO NEW FOR 2021 – Scouts in Eagle Oasis will all take Swimming merit badge as part of the Eagle Oasis program! Scouts who
have not passed the swim test will use this time for instructional swim with the goal of passing the BSA Swim Test by the end of the
week. In the unique circumstance where a new scout has already earned Swimming merit badge prior to summer camp, he/she can
use this hour to work on a merit badge of his/her choosing.

We ask that every troop with Eagle Oasis Scouts designate an adult to participate in the program with those Scouts throughout the
week. Detailed schedules for the week will be distributed to your Troop representative during the Eagle Oasis Leader Meeting
on the Sunday evening at 5:15 PM in the old dining hall.
Attached is a general overview of the requirements that participating Scouts may complete during their time. Troop leadership will
receive a completion record at the end of the week for all rank advancement work. Scouts should register for the Eagle Oasis
program through the online registration system for Camp Napowan.

camp. If it rains that the hike will be rescheduled for Thursday. This is the highlight experience for the Scouts. A schedule will be
provided during the unit’s check-in process. Also, as an addition to the first year experience each Scout will be given the opportunity
to work on a merit badge (which needs to be determined).
