                                      VACANCIES
The Machakos County Public Service Board wishes to recruit competent and qualified
persons to fill the following vacant positions as per the Constitution of Kenya 2010 Chapter
(11) Section (235) and the County Government Act 2012 Sections (66) and (62).

       MINISTRIES OF TRANSPORT, ROADS, PUBLIC WORKS AND HOUSING,
                                 WATER AND IRRIGATION
1. COUNTY CHIEF ENGINEER – WATER, IRRIGATION AND SANITATION (1)
   POST REF: MKS/CPSB/2015/44
Duties & Responsibilities:
    Co-ordinate activities in the Department of Water, Irrigation and Sanitation.
    Supervise projects planning, implementation, monitoring and evaluation.
    Advise the Chief Officer on matters requiring attention, and implement management
      decisions.
    Prepare regular and periodic reports.
    Consultation with donors, GOK officials, private sector, Civil Society groups and other
      associations.
    Ensure effective integration of activities, timely and effective implementation of all
      projects.
    Ensure timely and appropriate utilization of the budgeted project resources.
    Oversee preparation and approval of work plans.
    Prepare, execute and enforce compliance with service agreements.
    Any other duties as assigned.
Requirements for Appointment
    Bachelor of Science in Civil Engineering or related studies from a recognized
      University.
    Minimum six (6) years experience.
    Registered member of a Professional Body in Kenya i.e EBK/ERB/IEK
    Experience in designing, planning, implementation and reporting of integrated
      development programs.
    Must be a results oriented leader who is able to handle a heavy work load.
    Excellent oral written and communication skills.
    Proficiency in computer applications.
Salary and Remuneration
      Salary Scale:               Ksh. 89,748 – 120,270 pm
      House Allowance:            Ksh. 40,000 pm
      Other Allowances:           Ksh. 14,000 pm
      Terms of Service:           Contract.
2. SENIOR ENGINEER (6) POSTS REF: MKS/CPSB/2015/45
Duties and Responsibilities
    Supervise and review design and drawings for various projects.
    Provide technical solution, including preparing of bills of quantities.
    Supervise construction and maintenance activities.
    Prepare various strategies for all planning activities for projects.
    Maintain all asset investment plans and ensure compliance to capital expenditure.
    Ensure accuracy for all operational requirements for projects and achieve all
      investment objectives
    Evaluate all system capacity and analyze all production requirement and system
      deficiencies
    Supervise the Materials Resource Planning of various projects.
    Prepare regular and periodic reports.
    Interpret and Manage contract design documents.
    Oversee the selection and requisition of materials and plants.
    Any other duties as assigned.

Requirements for appointment
    Bachelor of Science in Civil / Mechanical Engineering or related discipline.
    Minimum four (4) years experience.
    Registered member of a Professional Body in Kenya i.e EBK/ERB/IEK
    Proficiency in computer applications.
    Good Communication and Interpersonal skills.
Salary and Remuneration
      Salary scale:                     Kshs 77,527 – 103,893 p.m.
      House Allowance:                  Kshs 40,000 p.m.
      Commuter Allowance:               Kshs 12,000 p.m.

3. ENGINEER (28) POSTS REF: MKS/CPSB/2015/46
Duties and Responsibilities
    Supervise and review design and drawings for various project.
    Interpret survey results into technical drawings.
    Inspect and provide technical solution, including preparing of bills of quantities.
    Supervise construction and maintenance activities.
    Prepare regular and periodic reports.
    Interpret and Manage contract design documents.
    Oversee the selection and requisition of materials and plants.
    Any other duties as assigned.

4. ENGINEER (DESIGN) (2) POSTS REF: MKS/CPSB/2015/47
Duties and Responsibilities:
 Research new developments and innovations using mathematical modelling and to work
   out whether work will be cost effective among other features.
 Design and turning research ideas into technical plans for prototypes using computer-
   aided design (CAD) and computer-assisted engineering (CAE) software
 Testing -Collecting and analyzing data from tests on prototypes.
 Modifying designs and re-testing.
 Reporting – writing or presenting regular progress reports for project managers and
   clients.
 Any other duties as may be assigned.

Requirements for appointment
    Bachelor of Science in Civil Engineering.
    Diploma in Project Management is an added advantage.
    Minimum two (2) years’ experience in design, research and planning.
    Proficiency in computer applications.
    Good Communication and Interpersonal skills.
Salary and Remuneration
   Salary Scale:                  Ksh 35,910 – 45,880 pm
   House Allowance:               Ksh 20,000 pm
   Other Allowances:              Ksh 6,000 pm

5. ENGINEER (PLANNING) (2) POSTS REF: MKS/CPSB/2015/48
Duties and Responsibilities
 Prepare various strategies for all planning activities for projects.
 Maintain all asset investment plans and ensure compliance to capital expenditure.
 Ensure accuracy for all operational requirements for projects and achieve all investment
   objectives
 Evaluate all system capacity and analyze all production requirement and system
   deficiencies
 Analyze all engineering activities for all internal and external departments.
 Prepare plans and schedule for all project delivery.
 Manage the Materials Resource Planning requirements daily.
 Review reorder suggestions checking reorder levels, quantities and stock holding to
   ensure compliance to the maintenance strategy.
 Manage stock items including the creation of new materials and the identification and
   replacement of obsolete items.
 Update the BOM (Bill of Materials) system.
 Manage the purchase to pay (P2P) process including good receipt notes (GRN) and
   service entry sheets (SES).
 Monitor, manage and review defined KPI at business review meetings.
 Any other duties as may be assigned.
Requirements for appointment
 Bachelor of Science degree in Process, Technical or Engineering discipline.
 Diploma in Project Management is an added advantage.
 Excellent understanding of maintenance planning and scheduling theories, systems and
   tools such as Microsoft Project.
 Minimum two (2) years experience in design, research and planning.
 Proficiency in computer applications.
 Good Communication and Interpersonal skills.

House Allowance:           Ksh 20,000 pm

6. ENGINEER (RESEARCH) (2) POSTS REF: MKS/CPSB/2015/49

Duties and Responsibilities
   Analyzing, implementing, and testing the materials developed in a research lab
   Creating designs for instruments or devices based on innovative concepts so that they
    are functional
   Writing research and grant proposals and maintaining contact with research sponsors.
   Coordinating a team of researchers and staff working on a project.
   Develop products and technologies.
   Initiate approaches and low-cost innovations to maintain technical leadership.
   Prepare cost estimates and continually analyze design variables.
   Build prototypes, products, and systems for testing.
   Ensure final product meets needs as defined by project.
   Design testing procedures and coordinate testing to identify problems and solutions.
   Conduct tests, document test results, and develop client presentation.
   Provide user training and technical support.
   Coordinate and communicate work effort within organization.
   Identify and keep abreast of novel technical concepts and markets.
   Assist in publication of papers and applications for patents.
   Any other duties as may be assigned.

Requirements for appointment
 Bachelor’s Science degree in Engineering.
 Master’s degree in sciences or engineering or equivalent experience.
 Proficiency in Computer applications.
 Diploma in Project Management is an added advantage.
 Minimum two (2) years experience in design, research and planning.
 Proficiency in computer applications.
 Good Communication and Interpersonal skills.

7. ROAD INSPECTORS (16) POSTS REF: MKS/CPSB/2015/50
Duties and responsibilities
 Conducts site inspections as directed on road infrastructure to ensure contracted works
   are compliant to the standards set.
 Prepare, maintain and organize inspection report for all completed inspections sufficient
   to the requirements of the department.
 Provide assistance and information to the public, designers and contractors concerning
   requirement of road construction standards and other applicable laws and statutes.
Requirements for Appointment
 Diploma in building and civil engineering
 Minimum two (2) years experience.
 Proficiency in computer applications.
 Good Communication and Interpersonal skills.
Salary and Remuneration
   Salary Scale:                  Ksh 31,020 – 41,590 pm
   House Allowance:               Ksh 20,000 pm
   Other Allowances:              Ksh 6,000 pm
   Terms of Service:              Contract.

8. ROAD FOREMAN (32) POSTS REF: MKS/CPSB/2015/51
Duties and responsibilities
 Plan, supervise and coordinate daily highway department operations and projects.
 Monitor department operations and respond to problems on a daily basis, including
   complaints by the public.
 Relate to Town citizens in a professional, courteous and respectful manner,
   appropriately responding to their complaints. Where unsure how to handle a complaint,
   communicate with the Supervisor;
 Reviews and approves administrative requirements of Road Crew, including daily
   timesheets, daily work logs, vehicle logs, etc.;
 Supervise highway personnel to obtain top quality workmanship, efficiency, employee
   satisfaction and morale.
 Ensure proper safety procedures are followed; bring unusual personnel problems to the
   attention of the Select board. Oversee employee training requirements;
 Maintain accurate records of all purchases and submit relevant documentation to the
   supervisor weekly;
 Carry out a regular maintenance schedule for routine and preventative maintenance of
   equipment and keep records on all major pieces of equipment;
 Recognize and communicate to management any priority projects or problems;
 Assist with review of plans, cost estimates and specifications for highway projects;
 Follow weather conditions affecting highways and make provisions for any extra
   maintenance required.
   Ensure 24 hour coverage for emergency situations.           High priority to winter
    maintenance: plowing sanding and salting operations. Requires night and weekend
    work;
   Maintain a working knowledge of federal, state and local statutes and regulations
    affecting department operations. Ensure that all employees maintain all required
    licenses and certifications required to perform their jobs;
   Comply with crew drug testing requirements;
   Perform any such other work as deemed necessary by management;
   Any other duties as may be assigned.

Requirements for Appointment
 Possess at least a high school diploma.
 Certificate in Road maintenance is an added advantage.
 Commercial Driver's License, with proper endorsements and medical card;
 Significant construction or public works experience;
 Considerable knowledge of road construction and maintenance, culvert installation, etc.;
 Experience driving trucks, and operating heavy equipment;
 Knowledge of highway maintenance practices and road repair techniques in all weather
  conditions;
 Experience or working knowledge of paving and paving materials and practices,
  drainage and culvert construction;
 Knowledge of safe gravel pit practices;
 Good Communication and interpersonal skills.

Salary and Remuneration
   Salary Scale:                 Ksh 19,323 – 24,662 pm
   House Allowance:              Ksh 5,000 pm
   Other Allowances:             Ksh 6,000 pm
   Terms of Service:             Contract.

9. ROAD SURVEYOR (4) POSTS REF: MKS/CPSB/2015/52
Duties and Responsibilities:
 Use of surveying instruments and tools to produce road layouts.
 Performs construction surveys to establish lines and grades within the construction site.
 Keep good daily written records of work performed written records to Office Projects
   Department.
 Provides topographic surveys of construction site areas.
 Reviews construction design to ensure proper quantities, dimensions, and overall
   completeness.
 Provides calculations and records in support of all survey activities.
 Lead others in the survey work and make computations for surveys.
 Inspects to ensure that proper compliance with construction specifications is adhered to
Requirements for Appointment
   Bachelor of Science in Civil Engineering with/or Diploma in Road Surveying in any
    Professionally Certified Institute.
   Minimum five (5) years experience in the Roads & Infrastructure field.
   A driving License is a must
   Fluent in English (writing & speaking).
   Computer Knowledge.
   Has strong communication skills and professional appearance.
   Excellent leadership, motivational and presentation skills.
   Works well under pressure and able to be up to the deadlines.

10. ENGINEERING TECHNICIAN (PLANT)-(8)POSTS REF: MKS/CPSB/2015/ 53
Reporting to the County Mechanical Engineer
Duties and responsibilities
 Diagnosis, overhaul, repair, maintenance and testing of petrol / diesel powered vehicle
   and plant equipment.
 Managing and maintenance of plant equipment to significantly improve plant
   performance and reliability.
 Advising management about plant capabilities and, when needed machinery
   procurement & design, and providing updates on issues relating to plant machinery.
 Preparing and implementing maintenance schedules & keeping management up-to-date
   on the nature of equipment.
 Implementing plant equipment maintenance standards.
 Ensuring effective integration of activities and timely delivery of services.
 Implement departmental strategies for continuous operational efficiency.
 Preparation and forwarding work plans for approval.
 Preparing regular and periodic reports.
 Any other duties as assigned.
Requirements for Appointment
 Higher National Diploma in Plant Mechanics.
 Minimum three (3) years’ experience in a relevant field.
 Skilled in safe and correct use of all workshop equipment involved in carrying out plant
   equipment maintenance.
 Ability to co-ordinate activities and deliver as per given schedules.
 Proficiency in Computer and other Engineering related Applications.
 Team player with strong interpersonal and communication skills.

    House Allowance:           Ksh 20,000 pm
    Other Allowances:          Ksh 6,000 pm
