INTRODUCTION

Springtown Independent School District values your role as a substitute teacher and recognizes that your
effort to provide continuity in the regular teacher’s absence is very important. As a substitute teacher, you
share with all educational professionals the task of strengthening our society by preparing children for
responsible citizenship.

This handbook has been prepared to explain our procedures and to answer some of the questions you may
have about substituting in the district. Hopefully, it will prepare you for the challenges you may encounter
as substitute teachers.

We trust that your substituting experience(s) will be professionally fulfilling to you and educationally
profitable to our students. We need strong substitutes who will take on the responsibility to ensure that the
educational process is not interrupted when the regular teacher is absent.

Sincerely,

Shane Strickland
Assistant Superintendent of Schools

FOREWORD
The purpose of this handbook is to help you to understand the requirements, policies and procedures for
substitute teachers in the Springtown Independent School District. Please become acquainted with this
handbook as soon as possible and familiarize yourself with school regulations.

The Springtown Independent School District, the Board of Trustees, and professional staff consider
substitute teaching an important aspect of its total school program and its operations. The substitute teacher
plays a very important role in maintaining the high standards of teaching that are encouraged and promoted
on each of our campuses and in each class meeting. We consider each instructional day to be important in
the lives of our students; therefore, the presence of the substitute teacher must ensure a continuous program
of quality instruction. The role of the substitute teacher is one of great challenge – one in which new and
different situations may need to be confronted several times during the day. The work is never easy.
Substitute teachers are expected to meet each challenge with personal dedication and sincere, conscientious
effort. Substitute teachers are welcome as members of the district’s professional team and are expected to be
treated with consideration, courtesy, and respect by all school personnel, parents, and students.

Your request and approval to serve the Springtown Independent School District as a substitute teacher is
recognized by the following commitment by you:

 You will accept the assignment when you are called.
 You will make every effort to continue the planned instructional program in this handbook.
 You will be familiar with the expectations as presented in this handbook.

Application Process

Individuals interested in employment as a substitute teacher should complete an application online at the
district website, www.springtownisd.net. All applicants must furnish the same information that is required
by members of the regular teaching staff. A substitute teacher’s file should contain an application, valid
teaching certificate where applicable, transcripts, and a completed W-4 Form. The substitute teacher file
must be completed before the substitute’s name is added by providing a high school diploma or equivalency,
I-9, copy of valid driver’s license and social security cards, fingerprinting, and signature page
acknowledgement of required policies notification.

An initial training session is required of all applicants. A substitute teacher will be eligible for work upon
approval of the Director of Personnel and completion of all necessary paperwork, orientation and items
necessary for payroll accounting.

Only substitute teachers named on the approved list are eligible to substitute teach within the Springtown
Independent School District.

Re-Employment

A new list of substitute teachers is made for each school year. Current substitutes will be notified through
Aesop prior to the start of the school year through a web alert of the training date. A meeting will be held in
July or August to update personnel files and discuss new district information for the coming year.

Change in Required Information

It is the responsibility of the substitute teacher to notify the Personnel Office of any changes in their name,
address, telephone number, or qualifications throughout the school year. (817-220-1700)

Availability

Please keep the Aesop Administrator informed if you need to make changes in your number of days
available or if you are going to be out of town for over a week.

Revised 7.28.2020 6
COMPENSATION
Rate of Pay

The daily rate is $70.00 per day for a non-degreed substitute teacher and $80.00 per day if a substitute holds
a bachelor's degree or above. If the teacher holds a bachelor degree or above and substitutes beyond the tenth
day for the same classroom teaching assignment, the daily rate will increase to $100 per day. A certified and
highly-qualified substitute teacher who commits to serve in the same classroom assignment for twenty days
or more will earn a daily rate of $200.00 upon completion of the assignment if the certification is in the
assigned subject area. Please call the payroll office if you have any questions concerning rate of pay.

Payroll Procedures

Pay is calculated from one payroll cut-off day of one month to the payroll cut-off day of the next month. Be
sure to keep a log or calendar of your days worked, teacher, and campus worked for, in case there is a
question about your pay amounts. Any errors in payroll must be reported to the business office at 817-220-
1700 within two weeks of receipt of check. All corrections will follow on the next payroll period.

Direct Deposit

Direct deposit is required for all substitute pay. Monies will be directly deposited into each substitute’s
account on the given pay day. Forms to establish the direct deposit process will be completed at substitute
orientation.

Retired Teachers

The district may employ any person receiving a service retirement benefit under the Teacher Retirement
System of Texas. A retired teacher may teach a maximum of 120 days or five consecutive months per
school year without affecting Texas Teacher Retirement. It is the responsibility of the substitute teacher who
is receiving retirement benefits to so notify the Business Office.

Participation in Retirement Savings Plan

Substitutes are eligible to participate in a 403(b) retirement savings plan of their choice while working for the
district. Information will be made available at orientation and by contacting the business office at 817-220-

EMPLOYEE STANDARDS
Workplace Conduct

The following are the minimum standards of conduct for substitutes. These standards are not intended to be
all-inclusive or cover every possible situation. Violations of these standards will result in corrective action,
ranging from a warning to dismissal. The severity of the corrective action will depend on the seriousness of
the violation, and the frequency of infractions committed. Minimum standards of conduct include, but are
not limited to:

 A substitute abides by all federal, state, and local laws and statutes.
 A substitute maintains a professional relationship with all students, both inside and outside the
          classroom.
 A substitute will not take pictures (digital, photographic, video or any electronic media) of students.
 A substitute refrains from the abuse or inappropriate use of alcohol or drugs during the course of
          substitute assignments.
 Cell phones need to be turned off during instruction when the students are in the classroom.

Proper Dress

Substitutes are expected to exhibit a neat, clean, well-groomed and professional appearance. At no time
should the substitute violate the district dress code. Classroom assignment will indicate the appropriate attire
for the day, such as shop classes, P.E., etc.

Inappropriate attire is any item that causes a distraction to other employees/students, or creates an unsafe
environment. This includes, but is not limited to, low-cut blouses, clothing that exposes the navel, short
dresses, unusual hair colorings, visible inappropriate tattoos, nose rings, and other pierced body parts (except
ears). See Policy DH.

Parking

Parking is available in the staff parking lot at each campus.

Maintain Safety and Security Standards

Observe and comply with safety regulations and procedures.

Immediately report all personal injuries as the result of work-related duties to the supervisor and on the
appropriate form, which is available on each campus.

Wear your substitute badge at all times on the campus.

Exercise proper care of district facilities and property. Failure to maintain this standard will result in the
employee being required to reimburse the district for necessary repairs and/or replacement through payroll
deduction.

Report damage to, or theft of, district property immediately upon discovery.

Revised 7.28.2020 8
Refrain from inappropriate behavior: Using work time, material, and/or district facilities and equipment for
personal work and activities.

Threatening, intimidating, using profanity, or interfering with other employees on district property, at any
time.

Distributing or posting literature on district property or posting/removing bulletin board notices without
proper authorization.

Unauthorized soliciting or selling on district premises during hours of duty.

Acting in a manner that interferes with or disrupts the work environment, morale, or teamwork.

Allowing any unauthorized individual into any district facility.

Duty Hours

Frontline/Aesop Sub Calling System will call you directly beginning at approximately 5:30 a.m. Please be
sure your recorder is off. The substitute teacher should answer the telephone personally and accept or reject
the assignment. Do not simply hang up your phone. If you wish to reject a job, you must do so or
Frontline/Aesop will continue to call. If you accept the assignment, Frontline/Aesop will provide the
following details of your assignment:

      Name of School
      Date(s) of assignment
 Room or location where you need to report
      Start time
 Any further special instructions left by the absentee.

It is important to familiarize yourself with the campus locations before accepting your first assignment.
Knowing the location of the school will help avoid confusion on your first day at a campus.

The normal teacher workday is as designated by the AESOP assignment. Substitute teachers report promptly
to the campus principal’s or secretary’s office upon entering the building for specific instructions and
directives. Please allow yourself enough time to check in, locate the room and review the teacher’s lesson
plans before the students arrive. Additional duties assigned to the regular teacher are also the responsibility
of the substitute teacher. These might include bus duty, lunch duty, hall monitor, etc.

When you arrive at the school, you will need to sign in at the front office and write down your arrival
time. The staff will:

o Give you the teacher’s substitute folder,
o Direct you to the classroom,
     o Provide necessary instructions,
     o Map of the school,
     o Schedules,
     o Procedures and/or keys
o Explain any unusual procedures for the day (fire drills, film, assembly, field trip, etc.)

Revised 7.28.2020 9
Entering the Classroom
Put your personal belongings in a secure place when you arrive. (Do not leave your belongings sitting out.
It is your responsibility to keep them secure. The district is not responsible for lost or stolen items.)
Write your name on the board.
Let a neighboring teacher know you are assigned to the classroom for the day.
Review the lesson plans, books, materials, and special procedures.
Only use instructional materials provided by the teacher or other school personnel.
Locate and review emergency plans and specific behavior intervention plans for students.
If there are missing materials or supplies that you need, immediately contact the team leader, department
head, or campus administrators.

CLASSROOM MANAGEMENT
The techniques and strategies which follow are conducive to successful student management and a positive
teaching experience:

 Introduce yourself to the classroom teachers whose classrooms are next door and/or across the hall.

 Review the classroom teacher’s lesson plans, seating charts, record books, textbooks, and other
needed material(s) for carrying out the assignment. Follow the program of the regular classroom
          teacher as much as possible.

 Avoid changing the seating plan or any furniture arrangement except for temporary groupings of
pupils for instruction or committee work as designated in the lesson plan.

 As a means of creating the appropriate classroom climate, the substitute teacher should introduce
himself/herself to each new group of students with whom he/she has contact throughout the day.
Remember to write your name on the board.

 Do not leave the classroom for any reason. If you suddenly feel ill, ask a neighboring teacher to
watch your class until you return.

 Maintain a professional attitude toward your work. Your attitude and professionalism will have a
great deal to do with your acceptance by the faculty and the students.

 It is important that the regular teacher be informed of the material covered during his/her absence.
As you prepare your daily summary, report only that which is necessary, and remember not to
          criticize the regular procedures.

 Supervision of halls and corridors is a responsibility of all teachers, especially when pupils are
coming into or leaving the building at bell time.

 Report serious accidents immediately to the principal and nurse.

 Report any serious situations or problems to the principal.

Revised 7.28.2020 10
 Proper discipline or classroom order is a prerequisite to good teaching. Be firm, business-like, and
command respect. Any unusual disciplinary problem should be referred to the principal or other
          designated administrator.

 At the end of the day, leave the room neat and orderly, closing windows and doors. Return all keys
to the front office and check to determine the need for further service. If money is collected, record
the amount and turn it in to the front office.

 Student assignments may be graded if requested by teacher. However, grades should not be entered
into the grade book unless prior arrangements have been made with the teacher.

 The teacher’s computer is not to be used by the students for any reason.

 Use positive reinforcement for good behavior.

 Be fair, firm and consistent as you follow the teacher’s classroom rules and consequences.

 Be positive and find different ways to pull students into the lesson. Your passion is contagious.

 Act at once if an accident occurs that is serious enough to need immediate attention and also report
the accident to the principal. If possible, refer first aid concerns to the school nurse.

 Allow a student to see the nurse even if you are not convinced that they are not feeling well, since
you do not know their medical history.

ETHICS AND RESPONSIBILITIES
Release of Children/Campus Visitors

Any outsider who comes to the classroom for information about a child or who comes to the classroom
asking that a child be released from school must be directed to the principal’s office. In any event, children
are not to be released from the classroom without official notice from the building principal. All visitors are
required to have checked in with the office when they arrive on campus.

Become familiar with the procedure for checking class rolls, lunch schedule, and rules for emergency
disaster and fire drills at all campuses where you substitute.

Attendance

It is important that accurate daily attendance records be kept. Classroom attendance should be recorded
according to each individual school policy. Ask the principal, or designee, for specific instructions regarding
the procedures for recording attendance. A list of absentees should be left for the classroom teacher. No
attendance is submitted by the substitute on the teacher’s computer.

Student Medications

All student medications must be kept in the nurse’s office. Substitute teachers MAY NOT administer
medications.

Revised 7.28.2020 11
Discipline

Document all discipline problems thoroughly for the teacher and/or vice-principals. If any serious incident
or misbehavior occurs, immediately request the assistance of a regular classroom teacher or administrator.
Most of the campus classrooms will have office intercom buttons.

Daily Summary/Log for Regular Teacher

All substitute teachers should complete a daily summary or detailed note and leave your phone number
should the teacher have any questions.

Consider the questions below when completing your report:
 Who was absent and tardy?
 What were you able to complete in the lesson plan?
 What were you unable to complete and why?
 Were any students a discipline problem? ( be specific and give details)

Make sure you:
 Leave completed student work well organized for the teacher.
 Return equipment and supplies to the proper storage areas. Leave the classroom in an orderly
manner. Ask students to help clean around their area before dismissal.
 Re-lock any cabinets that were locked when you arrived.
 Leave the teacher’s desk and room as you found them.
 Sign out at the front office and include departure time. Turn in any money, keys, folders, etc.

Professional Ethics

Substitute teachers are expected to keep confidential any information about the school (pupils, teacher,
parents, and principal), which might be gained while on duty. Divulging information to unauthorized
persons can result in termination from employment. The substitute teacher has an obligation to reflect the
standards of the profession and of the Springtown Independent School District through his/her personal and
professional behavior and dress.

Maintenance of School Property

It is expected that the substitute teacher will maintain good order wherever assigned and create such
conditions that are conducive to a good learning situation. The regular classroom teacher is legally and
morally charged with the school property as well as the welfare of the children and no less is expected of the
substitute teacher. This includes but is not limited to, audio/visual equipment, teacher assignments, tests and
answer keys and teacher textbooks.

Possession of Firearms and Weapons

Employees, visitors and students are prohibited from bringing firearms, illegal knives, or other weapons onto
school premises or any grounds or building where a school-sponsored activity takes place. To ensure the
safety of all persons, employees who observe or suspect a violation of the district’s weapons policy should
report it to their supervisors or call police immediately.

Revised 7.28.2020 12
Collection and Lending of Money

The substitute should not receive money from students unless instructed to do so. If money is collected, it
should never be left unattended, a receipt given and should be deposited with the school secretary as soon as
possible. Substitute teachers should not lend money for any purpose.

Computer Use and Data Management

The district’s electronic communication system, including its network access to the Internet, is to be used for
administrative and instructional purposes only. Electronic mail transmissions and other uses of the electronic
communications systems are not confidential and can be monitored at any time to ensure appropriate use.

Employees and students who are authorized to use the system are required to abide by the provisions of the
district’s communications system policy and administrative procedures. Failure to do so can result in
suspension or termination of privileges and may lead to disciplinary action. Employees with questions about
computer use and data management may contact the Director of Technology (817-220-2565).

Use of Copyrighted Materials

Employees are expected to comply with the provisions of copyright laws relating to the unauthorized use,
reproduction, distribution, performance, or display of copyrighted materials (e.g. printed materials, videos,
computer data and programs, etc.) All video materials must be approved by the principal and must be used
in the classroom for educational purposes only.

Use of Cellular Phones and Pagers

Substitutes are to refrain from using cellular phones during their active duty time in the classroom. For
safety purposes, the district permits students to possess personal mobile telephones; however, at our
elementary campuses these devices must remain turned off during the instructional day unless they are being
used for approved instructional purposes. At the secondary level, students are permitted to use their devices
during passing periods and during lunch.

Fingerprinting Information

Senate Bill 9 requires all certified employees and substitute teachers, both certified and non-certified to be
fingerprinted. Substitutes must go to an off-site location of L-1 Enrollment Services to be fingerprinted. All
applicants will be required to pay the fee for fingerprinting.

Criminal History Background Checks

Employees, including substitutes and student teachers, will be subject to a review of their criminal history
record information at any time during employment. National criminal history checks based on an
individual’s fingerprints, photo, and other identification will be conducted on certain employees and entered
into the Texas Department of Public Safety (DPS) Clearinghouse. This database provides the District and
State Board of Educator Certification (SBEC) with access to an employee’s current national criminal history
and updates to the employee’s subsequent criminal history.

district shall consider the following factors in determining what action, if any, should be taken against an
employee who receives deferred adjudication for or is convicted of a crime during employment with the
district:
    1. The nature of the offense.
    2. The date of the offense.
    3. The relationship between the offense and the position to which the employee is assigned.

EVALUATION
Principals will submit to the Aesop administrator a teacher’s evaluation of the substitute teachers who work
in their building. A substitute’s work is evaluated on, but is not limited to, the following:

      Professional ethics
 Willingness to teach when needed
 Promptness in arriving to the assigned campus
 Willingness to do more than “sit” with students
 Maintenance of good teaching atmosphere in the classroom
 Response of students to the substitute
      General teaching results

The principal also reports whether or not they would recommend a substitute teacher for a regular teaching
position if academic and certification qualifications and standards can be met. Many substitutes in the past
have become employed as regular teachers or instructional assistants as a result of their work performance.

EQUAL EMPLOYMENT OPPORTUNITY
The Springtown Independent School District does not discriminate against any employee or applicant for
employment because of race, religion, sex, age, national origin, disability, military status, or on any other
basis prohibited by law. Employment decisions will be made on the basis of each applicant’s job
qualification, experience, and abilities. Announcements of job vacancies by position and location are
distributed on a regular basis to campuses and posted on the district website, www.springtownisd.net, and are
updated weekly.

Employees with questions or concerns relating to discrimination on any of the bases listed above should
contact Mike Kelley, Superintendent. (817-220-1700)

ASBESTOS MANAGEMENT

The district is committed to providing a safe environment for employees. An accredited management
planner has developed an asbestos management plan for each piece of district property. A copy of the
district’s management plan is kept in the Administration Building and is available for inspection during
normal business hours.

PEST CONTROL TREATMENT
Notices of planned pest control treatment will be posted in the district building 48 hours before treatment
begins. Notices are generally located in the Administration Building. Pest control information sheets are
available from principals and facility managers on request.

Frontline/AESOP SUB CALLING SYSTEM
Phone or Web

Springtown ISD is pleased to introduce Aesop as the district’s substitute replacement system. Qualified and
approved substitutes can benefit from Aesop’s advanced technology to search for assignments 24/7 from
either your telephone or the website. Regardless of which assignment(s) you choose, Aesop will present you
with all available assignments. You may also be called by Aesop offering you available positions.

Review the Lesson Plan

If lesson plans are attached to the absence, Aesop allows you to print out those lesson plans. This will allow
you to review the lesson plans ahead of time and to be more prepared when you come to work.

Interactive Calendar

“Did I work this day?” Review all the days you’ve worked with the Aesop Interactive Calendar. The
calendar also displays those days you may wish to designate as non-work days. You can search back an
entire calendar year, or three months in the future.

JOB ASSIGNMENT PROCEDURES
  1. Job assignments and confirmation numbers can only be authorized through the Aesop Sub Calling
System. Staff members, such as teachers, may request you to sub, but are not authorized to assign
substitutes to a particular classroom/campus. Failure to follow this rule will result in being sent
home from the assignment without pay.

  2. Substitutes will be contacted between 5:30 am and 12:00 pm and 5:00 pm and 10:00 pm. Request for
specific call times will not be honored. If assignments are known the day before, or earlier, you can
view the available assignments or call Aesop. You can contact Aesop by phone at: 1-800-94-Aesop or
view posted assignments on the web at: http://aesoponline.com/.

  3. Substitutes not available for an extended period of time must contact the Aesop administrator with this
information at 817-220-1700. Continuous refusal of assignments will result in a substitute being
     removed from the substitute list.

  4. If you have been assigned, and for any reason cannot make the assignment, you must cancel your
assignment through Aesop and follow the instructions for declining a position after initial acceptance.

  5. Questions about the accepted teaching position(s) for the day can be answered at the campus once you
     arrive.

Cancellation of Assignments

When a substitute teacher accepts an assignment, he/she is making a commitment to the school.
Assignments should only be cancelled in case of an emergency. If an emergency arises, the substitute should
cancel the job as soon as possible.

You must know the specific confirmation number in order to notify Aesop that you will no longer be able to
fill an assignment.

Cancel the job as soon as you know that you cannot meet the commitment. If you need to cancel within 24
hours of the job start time, please call the school to let them know why you had to cancel your assignment.
If it is after hours, leave a voice message indicating that you are no longer available.

Please realize that if you attempt to cancel within one hour before the job starts, Aesop will prompt you to
notify the school so that they can remove you from the assignment and start the process to obtain another
substitute. If you cancel within 12 hours of an absence, the system will generate an automatic non-work day,
which cannot be removed. You will not be able to accept any other job for that same work day you
cancelled.

We monitor the activity of cancelled jobs. If we identify a pattern of “last minute” cancellations (within 24
hours of job start time) or see jobs cancelled so a different job can be accepted, the substitute will be notified
and may possibly be denied further employment.

                                        AIDS INFORMATION

                                        What Everyone Should Know

What is AIDS?
It is the Acquired Immune Deficiency Syndrome – a serious illness that harms the body’s ability to fight
infection.

A person with AIDS is more likely to get certain infections and cancers that are usually mild or rare in
healthy people.

What Causes AIDS?
A virus called HIV (Human Immunodeficiency Virus) causes AIDS.

If you think you have been exposed to HIV, consult your doctor or state or local health department. They
can arrange for a blood test. Do not donate blood in order to be tested.

Who can get AIDS?
So far, most AIDS cases have occurred among:
        - Homosexual and bisexual men who contacted AIDS through sexual activity
        - Heterosexuals who have been sexual partners of persons infected with the AIDS virus
        - Hemophiliacs and people who have had blood transfusions
        - Children who contracted AIDS from an infected mother
        - Intravenous drug abusers who contracted AIDS by sharing contaminated needles

How is HIV spread?
      - Through sexual intercourse with an infected person
      - By sharing an infected hypodermic needle or syringe
      - From an infected mother to baby before, during, or after birth (through breast feeding)
      - Through blood or blood products (but this is unlikely now because all blood and blood products
         are tested before being used)

How is HIV not spread?
      - Sitting next to someone at work, at school, on a bus, or elsewhere
      - Shaking hands, touching, hugging, or kissing
      - Eating in a restaurant or cafeteria
      - Sharing food, plates, or utensils
      - Using restrooms, water fountains
      - Swimming in a pool or using a hot tub
      - Donating blood
      - Being bitten by mosquitoes or other insects
