91st Annual State Fair Of West Virginia Horse Show August 14-23, 2015 Entries Close July 10, 2015 Post penalty after July 10 2 IMPORTANT NOTICE ALL HORSES ON THE GROUNDS MUST HAVE A CURRENT NEGATIVE COGGINS WITHIN 12 MONTHS. IN ADDITION, ALL OUT OF STATE HORSES MUST HAVE A HEALTH CERTIFICATE. THIS CERTIFICATE WILL BE INSPE CTED BY THE STATE VETERINARIAN. THERE WILL BE NO EX‐ CEPTIONS. HORSES NOT IN COMPLIANCE MAY BE ASKED TO LEAVE THE PREMISES. PET POLICY Seeing eye dogs and/or service dogs needed by the disabled will be permi ed. Pets are allowed in off‐grounds parking/camping areas, but they must be either on a leash or confined at all mes. Dogs are NOT allowed around the show ring area while the show is in session. HORSES HAVE THE RIGHT OF WAY AT ALL TIMES. DO NOT PARK GOLF CARTS OR OTHER VEHICLES ON THE STRAIGHTAWAY TO THE SHOW RING. THE HORSES, ESPECIALLY THE DRIVING HORSES, HAVE A DIFFICULT TIME TRYING TO GET TO THE RING. VIOLATORS MAY BE REQUIRED TO DISCONTINUE USING THEIR CARTS.

1. Entries ‐ Entries must be postmarked by July 10, 2015. Any entry received a er this date will be con‐ sidered a post entry and be subject to post fees. Any entry received without payment will be con‐ sidered a post entry. Stall reserva ons will not be honored without payment in full for entries. Entry blanks MUST be signed by an adult. Parent, guardian, agent, or trainer must sign for minors. Every class offered herein which is covered by the rules and specifica ons of the current of the US Equestrian Federa on Incorpora on, Kentucky HIO , AWRHA, NCWHA, KWHA, EKWRHA, East Tennessee Walking Horse Associa on, and American Quarter Horse Associa on rules will be conducted and judge in accordance therewith. However, the Horse Show Manager’s decision is final and is not protestable. It is the exhibitor’s responsibility to submit entries that do not cons tute a viola on of these provisions. 2. LATE ENTRY PENALTY RULES: ENTRIES CLOSED JULY 10, 2015. All entries postmarked later than this date will be accepted at the regular fee plus $10.00 per horse post entry penalty. The date is according to the U.S. Postal post‐mark, not a metered postmark. To receive credit for totally scratched horses, you must present a veterinarian cer ficate on official le erhead. This cer ficate must be received prior to the end of the horse show. All monies, EXCEPT STALL FEES, will be refunded if the horse show office is no fied before August,14, 2015 for the first session; August 21, 2015, for the second session. For any can‐ celled horses, parking passes and gate admission ckets MUST be returned. Late penalty will not be charged for added classes for horses already entered in the show up to two hours before the scheduled start of each session

19 Classes scratched within two hours of the start of session will not be refunded. All scratches must be made two hours before the start of session. 3. TRANSFER OF ENTRY FEES: Exhibitor may transfer entry fees from one class to another when complet‐ ed with show secretary two (2) hours prior to session involved. Show Management will permit an exhibitor to enter another horse; however, the new entry must be given another number. Legal proof of sale, designa ng the name and address of the purchaser will be required. Post Penalty Fees on a subs tute horse will be waived provided entries are made with‐ in the established me limits. Stall fees will not be refunded. Refunds will NOT be paid during the show. Refunds/premium money will be mailed within thirty (30) days a er the close of the State Fair of West Virginia.

4. STALLS: ENTRIES WISHING TO BE STALLED TO‐ GETHER SHOULD BE MAILED IN THE SAME ENVE‐ LOPE. TACK STALLS ARE NOT GUARANTEED.TACK STALLS ARE BASED ON AVAILABILITY. We will make every a empt to fulfill stall requests. However, stall assignments are based on the number of stalls and availability. Specific stall requests cannot always be fulfilled. Exhibitors are encouraged to only reserve stalls for their animals showing in the current ses‐ sion. Should stall availability become a problem, those entries with animals not entered in that ses‐ sion may be required to move the animals to a differ‐ ent loca on or not be allowed in a stall un l their showing session. ALL FEES MUST ACCOMPANY EN‐ TRIES TO BE ASSURED OF STABLING. The Fair will charge $100.00 if stall doors (tops or bo oms) have been removed or altered and are not put back in their original condi on. All horses with stalls must show or will be assessed a fee of $80.00 in addi on to the price of the stall. Stalls are covered box stalls with two sec on doors in most.

Tack Stall Fee ‐ $55.00. Stall Fee ‐ $ 55.00 Shavings are available for purchase $5.00 per bag. Shavings can be bought when entries are made. ALL HORSES MUST VACATE BY MONDAY MORNING, 7:30 A.M. FOR THE FIRST SESSION TO ALLOW CLEANING OF STALLS. THOSE WHO DO NOT LEAVE, WILL BE CHARGED AN ADDITIONAL FEE OF $55.00 FOR EACH STALL. 20 5. PREMIUMS: Classes with less than three (3) entries may receive one half of premium money. PREMIUMS WILL BE PAID BY CHECK TO THE PERSON DESIGNATED ON THE ENTRY BLANK AS AGENT. A empts will not be made by Show Management to obtain addresses which are not complete, legible, or correct on the en‐ try blank. Premiums may not be mailed if agent fails to provide proper social security number.

6. PARKING PERMITS: ONE (1) Parking Permit for cars and trucks may be purchased when making entries for each Horse Owner (and Trainer if different from Own‐ er). Parking permits are $20.00 each and will be lim‐ ited to the three days of each session and are valid for the period indicated thereon. These permits are non‐ returnable and non‐refundable. Such permit must be firmly affixed to the rear view mirror. Vehicles that do not have a permit affixed to the rear view mirror will be towed at the owner’s expense. The fair will not a empt to locate the owner before towing. SHIP‐INS MAY NOT ORDER PARKING PASSES as there is limited space in the infield. A parking pass is for the vehicle only. It does not gain admi ance for the driver nor for the passengers. You must purchase extra gate passes when needed. Parking will also be limited to the amount of parking spaces available at each area. (Refer to map on inside back cover for des‐ ignated area near your stable.) Neither horse trailers, vans nor campers will be allowed to park in the areas designated as car parking areas. Tents are not allowed in parking areas. When passes are exhausted, no more will be issued. FREE auxiliary parking will be available in the general fair parking lot. Vehicles with‐ out valid parking permits or le in an area not desig‐ nated as Horse Show Parking area will be towed away at owner’s expense. Exhibitors with horses enter through Gate 5 ‐ Livestock Gate on Route 219 North. 7. CAMPERS: Forty (40) camper spaces will be availa‐ ble on a first come, first served basis at a cost of $30.00 per day. Campers will not be allowed to park in any area other than that designated as camping area. Camping is not allowed around Barn 12. NO EXCEP‐ TIONS. The grounds surrounding the camper spaces are not to be used as a toilet area under any circum‐ stances. The fair has sufficient and clean restrooms for all to use. Each camper parked on the grounds must display a fair permit. Campers entering the fair‐ grounds must have a permit in their possession and MUST VACATE the grounds by

21 7:30 A.M. on Monday. DUE TO SPACE LIMITATION, AWNINGS WILL NOT BE ALLOWED. All tents must pay a camping fee and are only allowed in the camping area. Horse trailers with living quarters must also pay a camping fee. CAMPING AND FREE PARKING are located across the street from the Fairgrounds. NOVICE HORSE OR NOVICE RIDER may not have won three blue ribbons in the division they are show‐ ing in at the State Fair of West Virginia. Wins in driv‐ ing do not affect status in under saddle and vice versa. Wins are only counted for State Fair of West Virginia, not other shows.

9. RESERVATIONS: Management reserves the right to: a.) add to or vary the list of invited officials. b.) cancel or combine any class with fewer than four (4) entries. c.) refuse and return any or all entries without explana on or recourse to the State Fair of West Virginia. d.) bar from the ring any rider, driver or a endant not properly a red or if it is in the best interest to the Horse Show. e.) bar from the grounds any exhibitor or his employees who refuse to follow any of the rules of this Horse Show or the rules the State Fair of West Virginia.

10. SHIP‐IN PARKING & PASSES: ALL ENTRIES INCLUD‐ ING SHIP‐INS MUST BE PRE‐REGISTERED. NO ONE WILL BE ALLOWED ON THE FAIRGROUNDS WITHOUT A STABLE OR SHIP‐IN PASS. A one‐day ship‐in parking pass ($10.00 per horse/per day) will be issued to en‐ tries not obtaining stalls. This pass will be good only on the day the horse is showing. Ship‐ins must be vacat‐ ed within 1/2 (one‐ half) hour following the comple‐ on of their last class. Ship‐ins will not be allowed to stay overnight on the fairgrounds. Only 2 (two) gate passes per horse per day will be allowed with each horse shipped‐in. All others must pay admission. 11. CONDUCT: Any exhibitor, his agent or employee ac ng in a manner deemed improper or unsportsman‐ like or using language deemed unfit or improper will be eliminated from further compe on, removed from the fairgrounds and will forfeit all fees paid and premiums won.

22 Upon the discovery of an aberrant act or unseemly behavior (including the consump on of alcoholic spir‐ its) on the part of any exhibitor, owner, trainer, groomer or agent in the barn and in public view, the Board of Directors, if such act is proven to their sa s‐ fac on, reserves the right to withhold the payment of any prizes awarded, to prohibit any such party or par‐ es from exhibi ng for one or more years, to publish the names of any such person or persons as may be deemed expedient, and to award a prize or prizes so withheld as though such exhibitor or exhibitors had not exhibited.

12. HEALTH REGULATIONS: It is required by manage‐ ment that each horse possess a current Nega ve Cog‐ gins Test. A copy must be a ached to the entry blank. If the show office has to make a copy for our file, there will be a $1.00 per page fee charged. WEST VIRGINIA ‐ Nega ve Coggins Test within the last 12 months. OTHER STATES ‐ Approved official health cer ficate from the state of origin and Nega ve Coggins Test within the last 12 months. These will be inspected by the State Veterinarian. It is recommended by the State Veterinarian that all horses have the following vaccines prior to the horse show: 1.) Tetanus Toxoid, 2.) Eastern/Western Equine En‐ cephali s, 3.) West Nile Virus, 4.) Influenza, and 5.) Rabies.

NOTE: Animals from any herd or herds under re‐ stric ons will not be permi ed to show. Animal Health Officials of the West Virginia Department of Agriculture reserve the right to examine any animal consigned, and exclude animals from the show that exhibit signs of disease. 13. OFF‐ROAD VEHICLES: Golf carts and scooters will be allowed in the horse show and stable area. There will be strict rules regard‐ ing these vehicles. They may only be driven by a li‐ censed driver, and a fair issued permit must be dis‐ played at all me. Golf carts are ONLY allowed in the horse show and horse show stable area. The show office will give you a map showing designated areas. Anyone not following these rules will be subject to expulsion from the show grounds and will relinquish all claims for reimbursement of fees paid and will be issued a fine. ATV’s, bicycles, skateboards, etc. are not

23 allowed on either the main fairgrounds, the public parking/camping areas, or the horse show grounds. State Fair management reserves the privilege of hav‐ ing its own personnel use a limited number of service type vehicles. 14. LUNGEING: Lungeing of horses will not be al‐ lowed in the show arena. Lungeing shall be limited to the prac ce ring. 15. VETERINARIANS: Names and phone numbers of veterinarians on duty can be obtained at the Horse Show Office. 16. GATE RULE: The PA system is provided as a cour‐ tesy to exhibitors; however, should the system be malfunc oning, it is the exhibitors’ responsibility to have their entries ready for showing at least 10 minutes before the scheduled me for showing. When it is found that a class is being delayed by horses not ready to perform, the compe on may be closed at the order of show management. Exhibitors are given three (3) minutes in which to appear at the in‐gate ready to par cipate. In classes in which horses compete collec vely, a er warning is issued, the in‐gate must be closed two (2) minutes a er the first horse enters the ring. Judging will not com‐ mence un l the gate is closed or at the end of the two minute call.

17. ALL HORSES that have been properly entered, shown and judged in their qualifying classes may show back in the championship class. 18. HORSE SHOW NUMBERS: A number will be as‐ signed to each horse at the me the entry is re‐ ceived, which number will stand for the en re State Fair Horse Show and must be displayed whenever the horse is in the ring. 19. PRACTICE RING: The prac ce ring will be availa‐ ble to warm up horses. All horses will cross the race track at the designated passage way. STATE FAIR POLICY DOES NOT PERMIT SHOW HORSES TO WARM‐UP ON THE RACE TRACK. 20. NON‐NEGOTIABLE CHECKS: All non‐nego able checks will incur a $30 return check fee. 21. Admission Policy: Dra horse exhibitors will be issued TWO (2) one‐day complimentary passes, per horse, per day. Parking: Dra Horse Shows ‐ Ship‐Ins will ONLY BE ALLOWED ON AUGUST 14 AND 15. All entries, including ship‐ins, must be pre‐ registered. No one will be allowed on the fair‐ grounds without a stable or ship‐in pass. A one‐ day ship‐in parking pass $10.00 per vehicle, limit (2) will be issued to entries not obtaining stalls. This pass will be good only on the day that the horse is showing. Ship‐ins will not be allowed to stay overnight on the fairgrounds. Ship‐ins must vacate within one (1) hour following the comple‐ on of their last class. Only two persons will be allowed entrance to the fairgrounds with each horse shipped‐in. All others must pay admission. Miniature Horse Exhibitors who need passed may purchase a ship‐in pass and will be subject to ship‐in rules. Miniature donkeys and mules are eligible for miniature horse classes.

53 RULES AND REGULATIONS 1. All Dra Horses must arrives within the check‐in mes stated above, unless shipped‐ in. SHIP‐INS WILL BE ALLOWED ON AUGUST 14 AND AUGUST 15 ONLY. 2. All Dra Horse entries should be made on the special Dra Horse entry form, do not use the General Livestock OR Open Horse Show entry forms. 3. Horses will be exercised at a me and in a place to be specified by the State Fair; wag‐ ons and other equipment will be parked at a place designated by State Fair Officials. 4. Please refer to health regula ons. 5. All colts MUST be broken to lead and MUST be shown under halter.

6. All livestock must be exhibited by owner as entered on entry blank. No subs tu ons. 7. Miniature Horses will be provided stalls only if space permits. 8. A small dra is defined as a horse of a dra breed in which the breed’s standard height is 15.2 hands or under or dra horse crosses that are 15.2 hands and show characteris c dra breeding. 9. In hitch classes where more than two (2) horses are shown, they may be owned by one (1) or more exhibitors, but must be en‐ tered under one (1) name. 10.All entries should be ready well in advance of the class to avoid delays. If you see more me will be needed, please no fy the ring steward so considera on may be addressed. The maximum me limit shall be five (5) minutes a er the class is called by the ring steward.

11.Registra on papers may be checked for all horses shown under halter, including geld‐ ings, for the registered Percheron, Clydes‐ dales and Belgian shows, expect stallions and mares under one (1) year of age. Stallions and mares under one (1) year of age must be eligible to register with the Belgian Dra Horse Corpora on of American, the Perche‐ ron Horse Associa on of America or the 54 Clydesdale Breeders of the USA, and must car‐ ry the name of the animal, date of foaling and name of sire and dam. 12. Mares and geldings of any dra breed, regis‐ tered or non‐registered, are eligible for all hitch classes unless limited by the class de‐ scrip on.

13. Entries will be accepted on a first‐come, first serve basis if stalling horses. Every a empt will be made to accommodate all requests, but space is limited. 14. Management reserves the right to re‐divide or combine classes based on the number of par cipants in each class. 15. Teams may not be shown in both the Best Hitch and Best Farm Team classes. 16. The SFWV Officials shall reserve the right to reject or refuse and to order the removal of any exhibit which, in the opinion of its board of directors/officials, is not eligible or worthy of showing or has not met the health require‐ ments.

17. For junior division classes, the exhibitor shall be no younger than nine (9) years of age and no older than 18 years of age, as of January 1, of the current year. All juniors must be ac‐ companied by an adult. The superintendent and/or assistant superintendent will have the final discre on regarding the age of the jun‐ ior driver. 18. West Virginia Equine Liability Act (Ar cle 20‐4‐4) states the following: It is rec‐ ognized that equestrian ac vi es are hazard‐ ous to par cipants, regardless of feasible safety measures which can be taken. 63 DIVISION 6 - DRAFT HORSE PULL Friday, August 21, Grandstand, 9 a.m. Class # 222 A—Light Weights Class # 222 B—Heavy Weights Rules and Regula ons 1. Entry Fee ‐ $10 per team. Teams which are entered in the Dra Horse Compe on may also be entered in the pulling contest by paying the entry fee of $10.00 per team. All horses must be checked‐in by the superin‐ tendents by 8:00 a.m., on Friday, August 21. Teams traveling the greatest distance and en‐ tered only in the pulling contest MAY be fur‐ nished stalls on Thursday night, August 20, if stalls are available. If stalls are not available, teams will be allowed on to the grounds Friday morning, August 21 in me for the contest. 1. All teams will be expected to leave the grounds immediately following the contest. 2. ADMISSION POLICY: Each pulling team entry will receive four‐single day gate passes prior to the fair.

3. Teams will be divided into Light Weight and Heavy Weight classes. 4. A stone boat or sled will be used. 5. Specific rules under which the contest will be conducted are available by request. 6.
