OPEN PUBLIC MEETING STATEMENT

       “The New Jersey Open Public Meetings Law was enacted to ensure the right of the
       public to have advance notice of and to attend any meetings of public bodies at
       which their interest may be discussed or acted upon. In accordance with the
       provisions of this Act, the Stratford Board of Education has caused notice of this
       meeting to be published by having the date, time, purpose and place thereof
       published in the Courier Post on January 10, 2020 and posted on authorized
       premises.” Due to Covid-19 regulations, all are invited to attend this meeting
       remotely by accessing the link provided on the Stratford Board of Education
       website, posted with the agenda. Thank you for attending our Board meeting.

COMMUNICATIONS
PUBLIC COMMENT

The Board welcomes participation of interested organizations and individuals. The Board
reminds those individuals who take this opportunity to identify themselves by name and
address and to limit their comments to agenda items. Public participation will be limited to
thirty (30) minutes in length unless designated otherwise by the Board President. Each
speaker will have five (5) minutes to address the Board in order to allow other individuals
to speak.


BUSINESS ADMINISTRATOR ITEMS

1.     Motion to approve the minutes of the following meeting(s):
          March 16, 2020 –Regular/Executive Session*


2.     Motion to approve the following for the month ending December 2019:
         a. that pursuant to N.J.A.C. 6A:23A-16.10 (c) 3, the Board Secretary certifies
             that as of February 29, 2020, no budgetary line item account has
             obligations and payments (contractual orders) which in total exceed the
             amount appropriated by the Stratford Board of Education pursuant to
             N.J.S.A. 18A:22-8.1 and N.J.S.A. 18A:22-8.2 and with one budgetary line
             item account over-expended in violation of N.J.A.C. 6:23-2.12 (a) 1.*

           b. that pursuant to N.J.A.C. 6A:23A-16.10 (c) 4, the Stratford Board of
              Education certifies that as February 29, 2020 and after review of the
              Secretary’s Monthly Financial Report and the Bank Reconciliation Monthly
              Financial Report and upon consultation with the appropriate district
              officials, to the best of the Boards’ knowledge, no major account or fund
              has been over-expended in violation of N.J.A.C. 6A:23A-16.10 (a) 1 and
              that sufficient funds are available to meet the district’s financial obligations
              for the remainder of the fiscal year.*

           c. the February 2020 transfer report*

3.     Motion to approve the following for the month ending January 2020
         a. that pursuant to N.J.A.C. 6A:23A-16.10 (c) 3, the Board Secretary certifies

4.   Motion to approve the following:
       a. the April 2020 Bills List in the amount of $256,731.41 with funds
           available as documented in the Board Office, pending final review by the
           Finance Committee Chairperson.*

        b. the payroll of March 2020 totaling $769,312.67 with funds available as
           documented in the Board Office.*

5.   Motion to approve the 2020-2021 School District Budget as follows:

     BE IT FURTHER RESOLVED that the Stratford Board of Education has reviewed
     and discussed the 2020/2021 school district budget and that budget for the
     2020/2021 school year is hereby presented to the legal residents of Stratford
     Borough.

           General Fund $16,443,226
           Special Revenue Fund $354,447
           Debt Service $425,425
           Total Budget $17,223,098

     BE IT FURTHER RESOLVED to raise a General Fund Tax Levy of $7,401,387;

     And to advertise said budget in the Courier Post in accordance with the form
     suggested by the State Department of Education and according to law;

     BE IT FURTHER RESOLVED, the Board of Education, pursuant to the
     provisions of N.J.A.C. 6A:23A-7.3(b), authorizes an annual maximum amount per
     employee not to exceed $1,500 in a given school year (July 1 through June 30) for
     regular business travel and shall be subject to the approval requirements in N.J.S.A.
     18A:19-1.

     WHEREAS, that Policy #6471, School District Travel, and N.J.A.C. 6A:23A-7
     provides that the board of education shall establish a maximum expenditure that
     may be allotted for such travel and expense reimbursement including registration
     fees for professional development workshops and conferences and that for the
     2020-2021 school year the maximum expenditure is $25,294 and that the School
     Business Administrator shall track and record travel costs to insure that the
     maximum amount is not exceeded; and the 2019-2020 school year maximum
     expenditure is $25,000. Total spent to date is $10,200.

1. Motion to approve rescinding the retirement approval of Cynthia Long,
     Certificated Teacher, effective June 30, 2019.

  2. Motion to approve the submission of the 2020-2021 Stratford Business
     Administrator’s contract to the Executive County Superintendent for review.

  3. Motion to approve the submission of the Superintendent’s contract to the Executive
     County Superintendent for review.

  4. Motion to approve union staff for the 2020-2021 school year attached as Exhibit A.

  5. Motion to approve administration and non-union support staff for the 2020-2021
     school year attached as Exhibit B. *

  6. Motion to approve FMLA/NJFLA for Danielle Carrozza with a start date of
     September 1, 2020 and return date of January 1, 2021.

  7. Motion to approve absence without pay for Denise Costa-Mudrey, Lunchroom,
     Playground, Security Assistant, on March 9, 2020.

  8. Motion to approve absence without pay for Heather Ruden, Certificated Teacher,
     on March 4, 2020 and March 12, 2020.

  9. Motion to approve the Superintendent’s HIB Recommendation as discussed at the
     prior meeting.

OPEN MEETING TO PUBLIC

  The Board reminds those individuals who take this opportunity to identify themselves
  by name and address and to limit their comments to items directly related to the
  operation of the School District. Attempts to resolve problems and/or complaints
  should be addressed with the appropriate administrator(s) or staff member(s). Such
  matters should only be brought to the Board after all avenues within the chain of
  command have been exhausted. Issues raised by members of the public may or may
  not be responded to by the Board. All comments will be considered and a response
  forthcoming if and when appropriate. Comments regarding individual students and
  employees of the Board are discouraged and will not be responded to by the Board.
  Students and employees have specific legal rights afforded to them by the laws of New
Jersey. Please remember that the Board is limited in its ability to respond to the public
  on the following matters: personnel, anticipated and pending litigation, negotiations,
  attorney-client privilege, unwarranted invasion of individual privacy, tactics and
  techniques in protecting the safety and property of the public.
