 h. Each team is to carry a First Aid Kit. This should include water and ice.
 i. THA encourages all teams to have their own safety masks for PCs. No mask sharing is allowed amongst

COMPETITION
  SECTION

15.     Fair Play
   All schools should ensure that their teams and spectators exhibit a good standard of sportsmanship.
   Bad language, dangerous play and the abuse of umpires will not be tolerated.
   Any complaints should be made in writing through the school to the Chairperson within 72 hours of
   the game being played. See Code of Conduct Section

16. Rules of Hockey and 2020 Adjustments
            The current FIH rules of hockey apply to all Intermediate games. There are also updated
            Hockey NZ Rules and Protocols for 2020 as listed on the THA website.

The following local rules also apply to our Kwik Sticks competition games:

Penalty Corners:
  • For the 2 grading rounds there will be no penalty corners. instead a free hit will be awarded outside
      the circle to the attacking team.
  • In 2020 there will be penalty corners in Divisions 1 and 2 only. The defending team may use 2
      defending players plus their goalkeeper to defend a penalty corner, with the remaining players
      needing to be in the opposition’s defensive circle. The 3 players can be made up of 2 field players and
      a goalie or 3 field players. Where a team is fielding a goalie, they must be included in the defensive
      penalty corner. Designated face mask wearers can be subbed on for Penalty Corners.
  • In 2020 for Divisions 3 and 4 there will be no penalty corners instead a free hit will be awarded outside
      the circle to the attacking team from the long corner point.
  • There is no restriction on the number of players the attacking team can use for attacking PC’s.

Goalies:
  • Teams playing in a section one (top 16) game must field a goalie.
  • In section one games, in the 3rd 15-minute period only, teams can take their goalie off and substitute
      an extra field player on. Where this is done, the goalie is to remain near the goal so they can be
      substituted back on to defend opposition penalty corners or strokes. The team coach or manager are
      responsible for ensuring that the team has only 6 players on at any one time.
  • NB: teams are cautioned that having more than 6 players on the field at any time during play is an
      offence, and that should a goal be scored or a PC/ Stroke earned during the time that the extra player
      is on the field, this would likely be overturned.
  • In sections two, three and four; the fielding of goalies is optional. Team can field a goalie or not. Teams
      fielding a goalie can do so for one or more games, but not for others. Teams can field a goalie for part
      of game and not for the remainder. Or teams can change the goalkeeper part way though, though time
      will not stop for the gear to be changed. The only provision is that when a team is playing with a padded
      goalie, this player must be subbed on for PC’s and Strokes.
  • NB: If a team doesn’t field a goalie and the opposition is awarded a stroke, then the stroke is to be
      taken at an “empty” goal. Un-protected field players are not allowed to try and defend the stroke in
      these instances.
  • Goalies must be fully protected.
  • Stationing field players near the goal mouth solely with the intention of stopping the opposition scoring
      is not allowed. If a team is warned against the playing of these “pseudo” goalies and does not adhere
      when asked, the umpires are empowered to use their penalty cards to enforce this rule.
                                                    - 10 -
• In 2020, if a goalkeeper is injured and cannot continue to play, they may not be replaced by another
       goalkeeper using the same gear. The goalkeeper can be replaced wearing their own gear, or replaced
       by a field player who will not have kicking privileges.

Lifted ball:
 • “Lifted ball” is an area that has been identified as being of concern to participants and stakeholders.
       Whilst we are keen for our youngsters to learn and explore the 3D skills evident in the modern game,
       we are also concerned to ensure that the game is safe and enjoyable, and are mindful that the
       hand/eye coordination of our participants is still developing. With this in mind, we ask that umpires
       allow clearly safe instances of lifted ball, but quickly whistle in “danger” situations where the ball is
       lifted close to or lands near other participants or where they are forced to take evasive action. And that
       if they observe players repeatedly lifting or attempting to lift the ball in an uncontrolled manner; that
       they act immediately to mitigate a danger situation from occurring,
 • In this vein, the performance of specific skills such as “tomahawk” shots or hits and “undercut” shots
       is not specifically ruled out, however coaches and managers are cautioned that the application of these
       skills must be “controlled” and “safe” for other participants and it is their responsibility to ensure that
       they are not performed in a dangerous manner.

 Subbing:
 • Field players must be subbed from halfway. (The bib system will not operate in 2020 due to Hockey NZ
       modified rules regarding sharing of equipment in the Covid-19 year).
 • The subbing of goalies is best carried out on the baseline close to the goal.

17. Points & Deciding Competition places
Win – 3 points                         Draw – 1 point                         Loss – 0 points

A team winning by default – 3 points and will have 3 goals awarded (i.e. a 3-0 score will be recorded).
Game not completed – if stopped prior to 10 minutes into the second period then a 0-0 draw will be the result,
if stopped after this time then the score at the time will be the result.
Competition Points accumulate through to the conclusion of that round or competition. Points do not carry
into the next competition round as it is usually for a different trophy.
Max goal difference to be recorded in any game is 9.

Placings in Round Robin play to be decided by:
  1              Points
  2              Goal difference
  3              Goals scored
  4 The result of the game played between the equal teams
  5 If still equal then a shoot-out competition will be held (of possible)
  6 Toss of a coin (if a shoot-out competition is unable to be held)

18.      Teams and grades
Kwik Sticks Boys and Girls, Mixed teams – all in one 6 a side competition

                                                     - 11 -
The season will commence with 2 grading rounds (2 games per night) and then based on the results, teams
 will be sorted into four divisions.

 Divisions 1 to 3 will have 2 pools of 8 teams per division and will play a round robin series of games. At the
 conclusion of the round robin the top 4 teams from each pool will come together to play quarters, semi-finals
 and finals. The bottom 4 teams from each pool in each division will do the same. There will be one date
 available as a rain-date but if this is not required then possibly there will be a mini tournament.

 Quarter finals will work as follows:
 A1 v B4, A2 v B3, A3 v B2, A4 v B1 (This will become Pool A)
 A5 v B8, A6 v B7, A7 v B6, A8 v B5 (This will become Pool B)
 This is the formula that will be used for divisions 1-3.

 For division 4 there will be one pool of 11 teams which will follow round robin games. The results for this
 division will be based on the points table at the end of the round robin play. There will be no rain-date so if
 one night can not be played due to rain then all results will be recorded as a 0-0 draw and everyone will
 receive 1 point.

 19.      Length of Games
 a. All games are to start and finish on time
 b. All competition games are to have 3 x 15-minute periods with a 3-minute break between the periods, and
    9-minutes set aside for change overs, warm up etc.
 c. Grading games are played over 2 x 20-minute halves against 2 different teams with a 10 minute break, or
    modified as necessary to suit the competition. Any changes will be communicated in advance.
 d. Game time is not stopped for injuries or other stoppages

 20.      Umpires
Umpires are required for all games of hockey. All teams must supply an umpire for their games. For playoff
games and finals, the Kwik Sticks Convener or Umpire Co-coordinator may appoint umpires.

There are umpiring courses available at different times throughout the year. Please check the notice boards
and the Kwik Sticks page and/or the Umpires page on Tauranga Hockey website.

There are no representative tournaments in 2020 so no representative umpires

 21.      Defaults
 a. Teams are asked to make every endeavor to avoid defaulting a game, to the extent of still turning up to
       play following a default with those players that are available along with some loan players, so that the
       opposition have a game to play.
 b. A 6 a side match cannot commence unless each team has a minimum of 4 players able to be present on
       the field of play at any one time. A team unable to do this will default the match. For a Section 1 team
       the 4 players must include a goalie.
 c. If a team fails to take the turf within 10 minutes after the scheduled start time they are deemed to have
       defaulted the game.
 d. Notification: The school of the defaulting team must contact the THA Office and notify them of the default
       at the earliest possible time, and no later than midday on the day of play. Notification of defaults by
                                                      - 12 -
email alone is not sufficient. The manager/coach (and school) of the team being defaulted to must be
      contacted by the defaulting team and school (by telephone) to ensure the message is received. If the
      THA office is not available, then the defaulting team must contact the Kwiksticks Intermediate Chair
      (Jacob Plummer Ph: 021 254 8365) or Intermediate Draw Steward (Katy McCullough Ph: 021 707 671).
e. Aside from the opposition of the team defaulting being awarded a 3-0 win result, the team defaulting will
      be charged “both” teams turf fees for the game. If both teams default then the turf fees will be split as if
      they had played.
f. A default must be included in results returned for that week.
g. If a team is late due to circumstances beyond its control that are deemed appropriate by THA, the game
      may be rescheduled by THA.
h. Any team that records more than 2 defaults throughout the grading and competition rounds will be
      subject to a review as to their suitability to continue playing

22.      Match Cards
a. Match cards will be found in the control room or on the shelf outside the control room. Game cards for
   TBC – can be printed off the Kwik sticks website – at the foot of the draws & results page.
b. The Manager or Coach must sign the match card at the end of the match to confirm score, player details
   or any other circumstances observed or agreed to by both teams.

     It shall be the responsibility of the team coaches/managers to make sure that these results are recorded
     in the control tower at THA. If schools are playing at TGA Boys turf they take a photo of the score card and
     messaged to Katie on 021 707 671 or Jacob on 021 254 8365
c. Results from match cards shall be compiled and posted on the THA website. Scores need to be handed in
   no later than 4 days after the game has been played otherwise it will be recorded as a 0-0 draw.

23.      Player Registration
a. Every player entering the field of play MUST be registered prior to the commencement of the match, once
   the registration deadline has passed. The players will be considered registered by being recorded on the
   team list.
b. Any instance where a team plays an unregistered player may result in the forfeiting of match points.
c. Additional registrations (one-off) may be entered; by emailing THA advising the new player and including
   player’s gender and school year. They must be completed prior to the player taking the field of play. These
   players then need to be entered online by the school.
d. Players can be registered in one team only.
e. A school can ask the Committee for consideration of a re-registration of a player to a new team due to a
   change in circumstances (academic, work, injury etc.) The request must be emailed to the THA Office.

24.      Player Eligibility
All players must be in years 7 or 8 at school to participate in the Kwiksticks competitions.

Home schooled players may be included in school teams playing in our local Kwiksticks competitions at the
relevant school’s discretion, however they must be year 7 or 8 equivalent, and under 13 years of age.

All players should play for their own school where they can field a team. Exceptions to this can be arranged
but these must be approved by the Kwik Sticks committee.
                                                      - 13 -
25.       Interchange Players
a. Players from schools with more than one team may not play for another team playing in the same
       competition or grade or a team playing in a lower grade competition unless dispensation has been
       granted by the Kwik Sticks Committee.
b. Players may play up, as necessary. The intention of the interchange rule is for teams to bring in
       replacements from a lower grade team when they are short on players. It is not intended that this would
       result in the team’s strength being bolstered. Teams need to be careful when choosing replacement
       players as if there is a complaint after a game and this is upheld, then the result of the game may be
       overturned.
c. Players who have played three or more games in a higher grade can only be permanently moved to a
       lower grade after having been giving dispensation by the Kwik Sticks Committee.
d. Interchange players can only be from the same school (s).

Due to their special nature of the goalie position and them being compulsory in Section One (top 16),
dispensation to bring in a goalie from another team within the grade (or another school team if the affected
school doesn’t have another goalie) will be considered to cover the occasional and genuine absence of the
usual team goalie. If a dispensation is required, then the school must make this in writing by 3pm Wednesday
to the THA office for the upcoming game on Friday. The Dispensation Committee will then discuss the request
and inform the team of the outcome.

26.       Mercy Rule
To avoid excessive scores, the following “mercy” rule is to be applied:

Once a goal difference of 9 (i.e. 9-0, 10-1, 11-2, 12-3, 13-4 etc) is reached, then the game is considered to be
over from a competitive perspective, and the score at that time will be the official result.

At this point, the coaches and managers of both teams are encouraged to come together and to consider
opportunities to make the remaining game time more competitive and enjoyable for both teams. Suggestions
include the weaker team adding players, the stronger team needing to complete a set number of passes before
they can score etc.

27. Rules for a Penalty Shootout Competition in Quarter, Semi-finals
          and Finals if games are drawn at full time when both teams have a
          goalie:
Penalty Shoot Out Competition 9: As in HNZSS Tournament Rules and FIH Rules)
Respective team managers nominate five players to take and one player to defend the shoot-outs from those
on the team registration form except as excluded below. A player nominated to defend the shoot-outs can also
be nominated to take a shoot-out. No substitutions/replacements are permitted during the shoot-out
competition, other than as specified below.
 a. A player who is still suspended by the Umpire at the time the shoot-out competition takes place or has
      been excluded permanently (red card) during the match that leads to the shoot-out competition, cannot
      take part in that shoot-out competition. A player who has been warned (green card) or temporarily
      suspended (yellow card) may take part in the shout-out competition even if the period of their suspension
      has not been completed at the end of the match.

                                                     - 14 -
b. The Umpires will specify in advance the goal to be used.
c. The Umpires will specify in advance of any possible shoot-out competition the method of timing shoot-
     outs taking account of the facilities available and the need to control time accurately.
d. A coin is tossed with the Captains; the team which wins the toss has the choice to take or defend the first
     shoot-out.
e. All players on the team card other than any player who has been excluded permanently (red card) during
     the match which leads to the shoot-out competition are permitted to enter the field of play outside the
     23m area used for the shoot-out but must be at least 10 meters from the spot where the ball is placed at
     the start of the shoot-out.
f. The goalkeeper/defending player of the team taking a shoot-out may be on the back-line outside the
     circle.
g. A player taking or defending a shoot-out may enter the 23m area for that purpose.
h. If a player taking a shoot-out is also defending the shoot-outs taken by opponents, (s)he is allowed
     reasonable time to take off his/her protective equipment to take his/her shoot-out and subsequently to
     put his/her protective equipment on again.
i. Five players from each team take a shoot-out alternately against the goalkeeper/defending player of the
     other team making a total of 10 shoot-outs.
j.   Taking a shoot-out:
     (i)     the goalkeeper/defending player starts on or behind the goal-line between the goal posts;
     (ii)    the ball is placed on the nearest 23m line opposite the center of the goal;
     (iii)   an attacker stands outside the 23m area near the ball;
     (iv) the umpire blows the whistle to signal the start of the shoot-out; the attacker and the
             goalkeeper/defending player may then move in any direction;
     (v) the shoot-out is completed when:
                        -   8 seconds has elapsed since the starting signal;
                        -   a goal is scored;
                        -   the attacker commits an offence;
                        - the goalkeeper/defending player commits an unintentional offence inside or
                            outside the circle in which case the shoot-out is re-taken by the same player against
                            the same goalkeeper/defending player;
                        - the goalkeeper/defending player commits an intentional offence inside or outside
                            the circle, in which case a penalty stroke is awarded and taken;
                        - the ball goes out of play over the back-line or side-line; this includes the
                            goalkeeper/defending player intentionally playing the ball over the back-line.
k. If a penalty stroke is awarded as specified above, it is taken by the two players involved in the shootout
     concerned unless either of them is incapacitated or suspended.
l. The team scoring the most goals is the winner and the competition ceases once an outright winner is
     determined.
m. A player may be suspended by a yellow or red card but not by a green card during the shoot-out
   competition.
n. If during a shoot-out competition (including during any penalty stroke which is awarded) a player (either
     an attacker or a goalkeeper/defending player) is suspended:
     (i) that player takes no further part in that shoot-out competition and, unless a
                                              - 15 -
goalkeeper/defending player, cannot be replaced;
          (ii) the replacement for a suspended goalkeeper/defending player can only come from the five
                      players of that team nominated to take part in the shoot-out competition:
 o. the replacement goalkeeper/defending player is allowed reasonable time to put on protective equipment
          similar to that which the goalkeeper/defending player (s)he is replacing was wearing; If during a shoot-
          out competition, a defending goalkeeper/defending player is incapacitated;
            (i) that goalkeeper/defending player may be replaced by another player from among the players
                      listed on the team entry form for that particular match, except as excluded in clause
                      4.3 of this Appendix or unless suspended by an umpire during the shoot-out competition;
            (ii)      the replacement goalkeeper;
                      i. is allowed reasonable time to put on protective equipment similar to that which the
                         incapacitated goalkeeper / defending player was wearing;
                     ii. if this replacement is also nominated to take a shoot-out, this player is allowed reasonable
                         time to take off his protective equipment to take his shoot-out and subsequently to put it
                         on again.
 p. If during a shoot-out competition, an attacker is incapacitated, that attacker may be replaced by another
          player from among the players listed on the team entry form for that particular match, except as excluded
          above in clause 2 or unless suspended by an umpire during the shoot-out competition.
          If an equal number of goals are scored after each team has taken five shoot-outs;
             (iii) second series of five shoot-outs is taken with the same players, subject to the conditions
                    specified in this Appendix;
            (iv) the sequence in which the attackers take the shoot-outs need not be the same as in the first
                      series;
            (v) the team whose player took the first penalty shoot-out in a series defends the first penalty
                      shoot-out of the next series;
            (vi) when one team has scored or been awarded one more goal than the opposing team after each
                      team has taken the same number of shoot-outs, not necessarily being all five shoot- outs, that
                      team is the winner.
 q. If an equal number of goals are scored or awarded after a second series of five shoot-outs, additional
          series of shoot-outs are taken with the same players subject to the conditions specified in this Appendix:
            (vii) the sequence in which the attackers take the shoot-outs need not be the same in any
                      subsequent series;
            (viii) the team which starts each shoot-out series alternates for each series.
                      - for taking his/her own shoot-out, this player is allowed reasonable time to take off his/her
                        protective equipment to take his/her shoot-out and subsequently to put it on again;
          (ii) any shoot-out (or penalty stroke) due to be taken by a suspended player counts as no goal; the
                      shoot-outs taken by this player and scored before being suspended count as a goal.

30.        Head Injury Rules
 Hockey NZ has a Head Injury Rule and THA abides with that rule which is as below:
 At all Hockey New Zealand competitions and tournaments, Hockey New Zealand insists that a player that has
 received a head injury with suspected concussion may only commence playing again when a medical
 certificate clearing the player of concussion has been supplied to the Tournament Director. Hockey New
 Zealand strongly recommends that Associations and schools follow the same procedure for their own
 competitions. Hockey New Zealand endorse the Sports Medicine New Zealand Inc “Head Injury in Sport”
 Policy Statement and strongly recommend that all hockey Associations and schools in New Zealand adopt this
 document for
 Please see the Tauranga Hockey website (under the Health & safety tab) for an updated copy of the Tauranga
 Hockey concussion awareness policy.

       playing (the game timer continues regardless). If the diminished team does not have 4 players at the
       10 minute mark, that team defaults the game
  • If both teams cannot field sufficient players by the 10-minute mark, the result will be recorded as 0 –
       0 with no competition points allocated
