Please note that there are different deadlines for the offers. Please observe that many in the tenders occurring requirements are specified through clarifications and examples in the so called Tenders quick guide which is published on the Suppliers’ portal. Please make sure that the most recently updated version of the Tenders quick guide is used during completion/submission of offer. In connection with this publication, the Tenders quick guide has been updated to clarify that the specific demand requirements in the tender request must be verified in the corresponding fields in the tender request, i.e.

when a specific shape of the bottle is requested under Packaging or when there is a requirement for specific type of capsule in the field Closure.

Special information about the purchase process for A-classed tenders The purchase procedure for A-Classified pilot requests in the last year, has as announced earlier on the Portal, become permanent. By significantly shortening the time between the submitted offer and the notice of purchase, the risk of discrepancies between the submitted offer and the actual facts decreases. Briefly described, the tender sample is submitted together with the offer in order to be tasted shortly after, after which a quality audit can be carried out on site. Below is a more detailed description of the new purchasing process: Sunday week 0 The tender request closes in the portal at 23:59:59 Monday week 1 Offer examination and request of samples, alternatively rejection of offer.

Tuesday week 1 Tender samples are submitted. Please note that labels for tender samples now can be printed as soon as the offer has been sent, before the actual request for samples.

Wednesday week 1 Deadline tender samples at 16:00 Thursday/Friday week 1 Tender tasting, booking of quality audit with number one and two in the tasting. Information to number three. Week 2 Quality audits on site followed by a possible purchase order. Guaranteed contract period is 9 months, i.e. until 2019-05-31 The evaluation period and following ranking is from 2018-12-01 until 2019-02-28. All articles in the Fixed range and the Order range will be evaluated and ranked during the same period together with the new articles launched on 2018-09-01.

All new articles have the possibility to, after evaluation and ranking, remain in the Fixed range.

If this is the case, the contract period is prolonged by 3 months and can continue to be prolonged by 3 months at a time, depending on the result of the coming evaluation periods. See below the scheme for news launches, evaluation periods (i.e. the periods that in the scheme are named “evaluation period”) and the range shifts. Please note that for products that on launch day are organic and/or ethical, the guaranteed contract period is 12 months, i.e. the first evaluation period starts 6 months after launch.

TENDER REQUEST SEPTEMBER 2018 Clarification of headers in the tender request and guidelines regarding how to fill in offers are published on the portal in the Tenders quick guide. We ask you in particular to note the following: Distribution: Each launch receives a distribution according to one or two range requirements, where the range requirement “Standard” includes store groups 1, 2 and 3, and the range requirement “Premium” corresponds to store groups 4 and 5. Within each range requirement, the store size (A=smallest store, E=biggest store) that will have the article in its assortment, is specified.

This means that, as an example, an article with distribution “Standard ABCD, Premium CD” will be put in the range of all stores within store groups 1, 2 and 3, and the stores of the sizes C and D within store groups 4 and 5. The distribution is also given as market coverage (MT) and number of stores (AB) within brackets, as they were given in the launch plan where the launch was first announced. Market coverage is an indication of how big a part of the total sales of the segment a certain shop distribution represents (the market coverage varies from segment to segment since all segments don’t have the same sales in all stores).

We ask you to note that the given figures for market coverage and number of stores must not be understood as a guarantee or similar, when it comes to how big distribution the requested product will have, since the conditions (sales patterns and/or the exact number of stores) can be different when the products that are now requested are launched. Available volume (liters): The minimum volume that you as a supplier must have available to answer the request. If nothing else is stated, the required volume concerns the offered vintage. Available volume is not a sales forecast, or the amount that is required to keep distribution or similar.

Price to consumer: The prices in the tenders are shelf prices to consumers, i.e. sales prices. For products with cash refund for recycled product, the PTC is stated excluding refund. In the offer however, the price to Systembolaget must be stated. Sub-contractors: For wine, it must be specified where the volumes come from if the whole volume offered is not vinified by the stated producer. Please state all sub-contractors. For sub-contracted beer and spirits production for example, it must be specified where the product receives its final character. Guarantee of Supply: In the case a Guarantee of Supply is requested, this must be completely filled out.

Ignored or wrongly filled out fields lead to rejection of offer. The stated producer in the document Guarantee of Supply must be the same as the producer stated in the offer. Furthermore, the stated “Supplier” must be the supplier that offers to Systembolaget. Please ensure Submitted Guarantee of Supply is based on the current version as specified in the applicable version of Purchase terms and conditions that can be find on the Supplier Portal. The current version can also be found under the link “all forms” on the Supplier Portal. Usage of old, not actual versions will be declined.

Other information: Offers: The suppliers who wish to reply to tenders do so through the Suppliers’ portal. Offers and attached documents must be submitted through the portal up until midnight (23:59) on offer deadline day. Attached documents: All documents and certificates that Systembolaget asks for (as for example Fairtrade and Fair for life certification) must be current and valid. Certificates that have been suspended or in any other way temporarily or permanently revoked, are not to be considered valid.

Tender samples: The products are purchased based on their sensorial quality.

Tender samples, launch samples and products delivered to the stores must therefore agree sensory. See the paragraph on quality assurance. The tender samples must: ·be physically, chemically and biologically stable. ·have gone through the same treatments as will the final product. For example, if the final product will be filtered, the tender sample must be filtered. ·be blended in the same proportions and of the same components/ingredients as the final product.NDE Page 2 of 84

Tender samples  The winning sample is chosen through a sensorial blind tasting.

 The winning sample for the fixed range goes through a chemical analysis from which the results are used as a reference for any possible discrepancies later in the process.  The tender sample is archived.

Extra tender samples As a supplier of a winning tender sample to an A-classified launch, you must be prepared to send in extra tender samples within 4 working days from notification of the results, in order to be considered for a purchase. This means that already at the submission of the tender samples, you must have access to extra samples according to the below:  Wine 3 pcs  Beer, cider, mixed beverages 4 pcs  Spirits 1 pcs Launch samples This is how it works:  Sensorial comparison to the tender sample.  Chemical analysis - secures that the sample fulfills the prevailing legal requirements.

 Packaging/presentation control: the packaging is controlled against the prevailing legal requirements, laws, rules and specific demands in the tender request.

 The launch sample is achieved. Sales sample This is how it works:  The shop sample is compared to the tender sample, all products are tested sensorially after delivery to the shop before day of launch.  If a discrepancy is established, a more sophisticated sensorial analysis is carried out, a so called triangle test.  If the discrepancy is confirmed through the triangle test, a comparative quality tasting is carried out.  A chemical analysis is made to secure that the shop sample agrees with the tender sample.  The sales sample is archived.
