Kia Ora
It is with pride that we look forward to welcoming you to Mount Maunganui and the 2021 Te Ika
A Maui North Island Secondary Schools Sevens Tournament, 21st and 22nd March 2021. The
organising team know that you will enjoy your time in Mount Maunganui and strive to meet the
challenge that lies ahead of you.
This Tournament is under the jurisdiction of NZSSSC and therefore subject to NZSSSC Rules and
Regulations. Please ensure you and your management team are familiar with the Rules and
Regulations pursuant to this Tournament and in particular are aware of the player eligibility
criteria.
The information contained in this manual is important and pertains to the above-mentioned
Tournament Rules – a copy of which is included in this manual.
IT IS IMPERATIVE THAT ALL TEAM MANAGERS are completely up to date with the contents of
this manual PRIOR TO YOUR ARRIVAL and most definitely, prior to the first Team Managers
Meeting on Sunday 21st March 2021.
Should you, your players or other management staff have any questions regarding the
tournament, please direct them to the appropriate tournament staff members which are
detailed under Personal Contacts within this document.
What to Expect from Mount Maunganui
Blue skies, warm climate, sparkling harbour, kilometres long golden sandy beach, family fun and
relaxed lifestyle.
Mount Maunganui is a great place to visit and delighted once again to be the host city for the
2021 Te Ika A Maui North Island Secondary Schools Sevens Tournament. Tauranga has recently
passed Dunedin in population to now be New Zealand’s fifth largest (and fastest growing) city.
Bay of Plenty Rugby is the third largest rugby province in New Zealand sitting behind Auckland
and Canterbury and we have the largest number of players that identify as Maori in New
Zealand.
Bay of Plenty is the ‘spiritual home’ of Sevens rugby with both the All Blacks Sevens and Black
Ferns Sevens programmes based at the Adams Centre for High Performance.
It is an honour to have you in our region. We wish you a spirited and skilful competition, great
sportsmanship and camaraderie along with a most enjoyable time.

Site Plan
Tournament HQ
• Tournament HQ will be based in the white Paramount Hire 6m x 6 m white tent located at
the southern end of field 2.
• This is where results will be coordinated.
• All operational and match day enquiries should be directed there in the first instance.
• Any tournament queries or disputes should be directed to the Tournament Director at
Tournament HQ.
Teams Gazeboes
Team Gazebos are welcomed to be located in the three places as indicated on the site plan:
• At the south western end of field 1.
• At the northern end of field 2
• On the eastern side of field 3Please don’t set up between fields 1-2 or fields 2-3.
Health & Safety Plan and Evacuation Plan
• The Arataki Park Evacuation Plan is included in the appendix. In the unlikely event of an
incident requiring an evacuation of the venue, Team Managers must familiarise themselves
with this site document to ensure you are aware of your responsibilities in regards to health &
safety for this event.
Parking
• There are three places for teams and spectators to park their vehicles as follows:
• In the carpark located at the northern end of field 1 – access via Zambuk Way.
• In the carpark located at the southern ends of fields 2 and 3 – access via Monowai Street.
• Street car parking along Grenada Street adjacent to the skate park.
• There is no access to any of the fields for any vehicles other than emergency services
(Ambulance and Physiotherapy) and Tournament organisers.
Public Entry to Ground
There is no charge for entry to the venue. The public can access the fields by foot from any one
of the many carparks and pedestrian access ways.
Food, Beverage Outlets and Market Stalls
• Several food and beverage outlets along with market stalls will operate at the match venue on
the south eastern side of field 1 and are open to the public.

Fields
• Tournament matches will be played on the three fields at Arataki Park.
• Boys and Girls matches have been allocated games on all three fields. Please ensure you take
note of your field number for each game.
Official Team Sheets
• Official Team Sheets (Appendix 1) are to be provided as per the key dates.
• An official team sheet with your coach /s, manager and 14 player names and jersey numbers
is to be presented at the Managers Meeting.
• Tournament HQ will receive and record all official match statistics. These will be released to
the media/social media throughout both days of the tournament.
Team Changing Rooms
• Arataki Park two change rooms for teams to get changed but these are open and accessible to
the public so it is strongly recommended that teams only use these at the commencement of
their day and keep all of their gear with them in their own team gazebo.
• All teams are asked to remove any of their own gear and rubbish after their final match of
each day.
• There is NO security in place during the two days of play. Therefore, the security of any
personal belongings in team gazeboes is not guaranteed. Teams are therefore responsible for
the security of any personal belongings at the match venue.
Coin Toss
• There will be NO coin toss.
• The team listed first will kick off.
• The team listed second will choose which way to play.
Team Run on Times
Teams to assemble between the technical zones and meet
Kick-off minus 4 mins the referee for the match. Captain of team 2 to decide
which way they will play.
Teams take the field TOGETHER as directed by the
Kick-off minus 1 mins
referee.
Official Hooter to indicate to the referee that the games
Kick Off Time
can commence
A half time hooter will sound AS AN INDICATION only. The
Half Time Hooter on-field referee is sole judge of fact and time and is
permitted to play until he or she adjudges.
A second half hooter will sound AS AN INDICATION only.
Second Half Hooter Again the referee will commence the 2nd half at the
appropriate time.
A full time hooter will sound AS AN INDICATION ONLY. The
Full time hooter on-field referee is sole judge of fact and time and is
permitted to play until he or she adjudges.
- Where the match schedule is delayed due to a serious injury or other unforeseen
circumstances, Lisa will be the ONLY point of contact for team managers to check any
revised timings prior to their next game to find out if kick off times differ from the
published draw. No other tournament personnel are to be consulted on this matter.

• One bag of ice will be available for collection from Tournament HQ at the beginning of each
day by team managers upon the teams arrival at the venue.
Water
• Teams can access drinking water from various locations at the grounds.
• Teams will need to supply their own water bottles/water barrels and fill/refill as required.
Strapping and Physiotherapy
• Teams are advised to do any strapping before arriving at the match venue.
• Body In Motion Physiotherapy will provide physiotherapy services throughout the tournament,
based in the same recovery area.
Medical
• An ambulance will be on site for the duration of both days of play.

It is recommended that:
• Personal and medical details of each player in the squad are kept with the Team Manager at
all times so that in the case of serious medical incidents, "in case of emergency" contact details
can be easily obtained and medical history can be provided to the appropriate attending
medical staff.
• An Emergency Action Plan has been developed for the tournament and is included as an
Appendix. Please ensure this information is provided to your team’s medical staff.

Team Naming
• The following Team Naming deadlines apply;
- Monday 15th March 2021 (by 5.00pm)
INITIAL 14-player team list on official Tournament Team List form emailed to
lisa@boprugby.co.nz
- Sunday 21st March 2021 (at managers meeting)
FINAL 14-player team list with any changes highlighted provided to BOPRU staff at the
Team Managers meeting in Mount Maunganui. No further changes to teams are accepted
after this time.
Warm Up Areas
- Warm up areas are limited to:
- Southern end of field 1 AND
- Eastern end of field 3
Playing Kit
• Players must be in numbered jerseys and players must wear the same numbered playing jersey
throughout the tournament and as recorded on the 14 player Match Team Sheet.
• Team water carriers and medics are required to wear bibs to clearly identify themselves.
Law 4 – Players Clothing (Mouthguards)
The wearing of a mouthguard is compulsory at all levels of New Zealand Domestic rugby, yet many
players are not adhering to this rule. The safety of players is paramount, requiring that this rule
be observed more strictly.
The wearing of a mouthguard is a player/manager/coach responsibility and BOPRU fully supports
all Match Officials in strictly enforcing the above. BOPRU would also request that Team Managers
and coaches enforce the wearing of mouthguards at team trainings. Adopting this practice will
ensure it becomes common practice for players to wear a mouthguard at all times when involved
in playing or training.
• The first player observed not wearing a mouth guard is to be penalised under Law 9.7.a (A
player must not intentionally infringe any law of the game) and will be issued a Yellow Card.
At this time the referee is to speak to the captain and advise that any further players not
wearing a mouthguard will be issued with a red card. The player yellow carded can return to
the field of play upon expiry of the 2 minute (playing time) Temporary Suspension period, but
only if the player is wearing a mouth guard.
• If the offending player is unable to return wearing a mouth guard, then that player can be
replaced. This will be deemed to be a permanent replacement and the offending player will
not be permitted to return to the field of play under any circumstances.
• If subsequent players from the same team are observed not wearing a mouth guard these
players will be issued a Red Card in accordance with Law 9.8 (A team must not repeatedly
commit the same offence).
• Any player issued with a Red Card for failing to wear a mouthguard will receive an additional
automatic one match suspension.
Note: If a player produces a medical certificate stating they should not wear a mouthguard that
player will be exempt from the requirement.

Pursuant to law 14 which states, “A match organiser may stipulate the conditions under which a
game may start with uncontested scrums” the BOPRU in conjunction with the teams
participating in “DEVELOPMENT” grades (U15 and U19 girls’ development) will both have
uncontested scrums for all matches.
For U19 Girls development grades, teams can, by mutual agreement, have contested scrums. If
this occurs, please ensure both teams advise the referee in the marshalling area prior to kick
off.
All Open grades will be played with “contested scrums”.
Match Balls
• All Tournament matches will be played with specifically marked Gilbert BOPRU match balls
and these will be supplied at the match venue on match days.
• At no time during the match should a ball, other than those specifically marked as match balls,
be used in the match.
• At the conclusion of the match all match balls must be returned to the Tournament HQ.
• Teams are to supply their own balls for warm-ups/training.
• All teams will be provided with one Tournament Match Ball for warm ups/training.
Judicial
• A briefing on the judicial process will be given at the Team Management Briefing.
• World Rugby Regulations 17 modified procedures for Sevens will apply.
• A judicial hearing will be held when a player receives a Red Card or receives a third Yellow
Card of the Tournament.
• Hearings will be held with the Tournament Director, Tournament Match Officials Manager
and Referee Manager on-site where possible. All hearings will, where practicable, be held
prior to that player’s next match.
• Refer also to the Tournament Regulations in Appendix 3 for further detail.
Match Officials
• BOPRFU have selected a pool of Match Officials to officiate the Tournament matches.

Each of the three fields have their own Technical Zones located on one side of each of the fields
(NOT AT THE END OF THE FIELDS). Refer to Site Plan.
Field 1: South-eastern side of field 1
Field 2: Eastern side of field 2
Field 3: Western side of field 3
Field of Play - Permitted Personnel
• Only players, the referee, assistant referees, in-goal judges, water carriers and medically
trained persons in order to tend to an injured player may enter the playing area. During the
interval, coaches, water carriers and camera crews may enter the playing area but they must
leave it before resumption of play and must not do anything to delay the punctual resumption
of play.
Team Seating
• Allocated seating for 7 reserve players and each Teams management will be provided on the
sideline. The following team members are permitted to sit in this seating during the match:
- Seven reserve players; and
- All official team management as advised to BOPRU (including coaches)
• Any additional personnel are not permitted to sit in the allocated sideline seating and under
no circumstances may they enter the playing enclosure during the match.
Water carriers
• All water carriers must remain inside the technical zone while the game is being played. They
are only permitted outside of the technical to enter the field of play when there is an injury,
when there is a stoppage in play and when a try has been scored.
• The water carriers are not permitted in the playing area during penalty kicks at goal.
• Water bottles must not be thrown on to the field of play.
• Water carriers must not obstruct, interfere or direct comments at Match Officials.
Number of players, replacements and substitutes
A match shall be played by no more than seven players in each team on the playing area.
International Law assumes the use of the HIA Protocol, which is used during the International 7s
tournaments. This HIA protocol does not exist for the NZR & PU tournaments, however the Blue
Card Concussion Initiative is in place. To this end we have a “hybrid” player movement protocol
as follows.
- Each team may nominate up to 7 replacements
- Each team may make up to 7 replacements during the match
In addition to the 7 replacements, each team may replace a player who:
- Has an open or bleeding wound
- Has been injured due to foul play

Players Temporarily Suspended
• When a player has been temporarily suspended (sin binned) that player is to be situated in the

• and must remain there for the duration of the Temporary Suspension.
• The player may be given water and the provision of warm clothing. If halftime occurs during
the sin bin period the player may go to his/her team but must return directly to the sin bin for
the remaining time of suspension when the second half resumes.
Management of Replacements and Substitutions
• The management of the replacement and substitution process is the responsibility of the team
managers and the referee. Replacements and substitutes are only permitted to enter the field
of play at a stoppage in play; when an injury occurs or when a try is scored.
• When a replacement or substitution of a player is going to take place, the team manager or
person administering replacements and substitutions on behalf of a team, hands the
replacement player a numbered card (1-7).
• At the appropriate time, the replacement player runs onto the field with the numbered card
and hands it to the player they are replacing.
• The replaced player leaves the field with the numbered card and hands it to the touch judge
on the way to the technical zone.
• Once a manager runs out of numbers, they cannot make any more substitutions.
• They can of course make injury replacements for any player who:
o Has an open or bleeding wound
o Has been injured due to foul play
o Has been removed from the field of play due to the issuing of a Blue Card
• If for any reason there are more than seven players on the field of play during play, either
team manager or the assistant referee will make contact with the Referee and inform him/her
of the situation. The Referee will apply Law 3.2 and order that the Captain of the offending
team removes the extra player(s) from the field of play, and will award a penalty kick to the
non-offending team
• The management of this Protocol will be the responsibility of the two team managers, the
referee and assistant referees.

Team Management and Coach Briefings
• It is compulsory for all Team Managers and Head Coaches to attend the Team Management
Briefing at 9.00am on Sunday 21st March 2021 at Tournament HQ, Arataki Park Mount
Maunganui. Other team management members are also welcome to attend.
• A Team Managers pack will be distributed at this time to each Team Manager containing all
relevant information.
• Each team must provide a hard copy of their final 14-player team lists to NZR at or before this
meeting. No further changes to teams are accepted after this time.

Team Conduct and Management Issues
• Team Managers are asked to ensure all members of the team including management are aware
of and adhere to the World Rugby Code of Conduct (refer Appendix 4).
• Teams should take the usual precautions relating to activities and protecting property. In
general, the team management group, coupled with team protocols and support from TLO Co-
ordinator, should be able to address most issues.
• Where issues arise that require further support and/or advice then:
- In the case of a serious emergency the Team Manager should dial 111 and request the
appropriate service. A call should then be made to the Tournament Director to advise.
- In the case of a serious but non-emergency incident, the Team Manager should contact
the NZR Tournament Director to advise.

Tournament Rules
1. The 2021 Te Ika A Maui North Island Secondary School Sevens Tournament (the
“Tournament”) will be played over two days according to the World Rugby Laws of the Game
and Regulations with Seven-a-Side variations as framed by World Rugby.

The below player movement protocol has been adopted
International Law assumes the use of the HIA Protocol, which is used during the International 7s
tournaments. This HIA protocol does not exist for the NZR tournaments, however the Blue Card

Law 4 - Players Clothing:
The wearing of a mouthguard is compulsory at all levels of New Zealand Domestic rugby, yet many
players are not adhering to this rule. The safety of players is paramount, requiring that this rule
be observed more strictly.
The wearing of a mouthguard is a player/manager/coach responsibility and BOPRU Rugby fully
supports all Match Officials in strictly enforcing the above. BOPRU would also request that Team
Managers and coaches enforce the wearing of mouthguards at team trainings. Adopting this
practice will ensure it becomes common practice for players to wear a mouthguard at all times
when involved in playing or training.
- The first player observed not wearing a mouth guard is to be penalised under Law 9.7.a (A
player must not intentionally infringe any law of the game) and will be issued a Yellow
Card. At this time the referee is to speak to the captain and advise that any further players
not wearing a mouthguard will be issued with a red card. The player yellow carded can
return to the field of play upon expiry of the 2 minute (playing time) Temporary Suspension
period, but only if the player is wearing a mouth guard.
- If the offending player is unable to return wearing a mouth guard, then that player can be
replaced. This will be deemed to be a permanent replacement and the offending player
will not be permitted to return to the field of play under any circumstances.
- If subsequent players from the same team are observed not wearing a mouth guard these
players will be issued a Red Card in accordance with Law 9.8 (A team must not repeatedly
commit the same offence)
- Any player issued with a Red Card for failing to wear a mouthguard will receive an
additional automatic one match suspension.
Note: If a player produces a medical certificate stating they should not wear a mouthguard that
player will be exempt from the requirement.

2. If a team refuses to play, or wilfully abandons a match in progress, without the prior consent
of the Host Union Match Manager in consultation with NZR, then, subject to confirmation by
the NZR Tournament Director, that team will be expelled from the Tournament. If a team is
expelled from the Tournament, for whatever reason, then all matches against that team will
be deemed null and void. This means that any competition points awarded in matches
against the expelled team, or points or tries scored or conceded against the expelled team,
will not be taken into account in determining standings in the pool.
Determining Standings at Conclusion of Pool Matches
3. Positions in the pool competition table shall be determined by competition points as set out
above.
4. In the event that two or more teams in a pool are tied on points at the conclusion of pool
play the finishing positions will be determined in accordance with the following criteria,
which will be applied in the order in which they appear until the tie is broken:

i. The team that won the match between the two teams shall be deemed to have
finished higher;
ii. The team with the highest points difference for and against in pool play shall be
ranked higher;
iii. The team with the highest positive margin of tries scored for and against in pool
play shall be ranked higher;
iv. The team that has scored the highest number of points in pool play shall be ranked
higher;
v. The team that has scored the highest number of tries in pool play shall be ranked
higher;
vi. In the event the tie cannot be broken as set out above then the tie will be resolved
by the toss of a coin between the Team Managers concerned.
b. Where three or more teams are tied on points:
a. The team with the highest points difference for and against in pool play shall be
ranked higher;
b. The team with the highest positive margin of tries scored for and against in pool
play shall be ranked higher;
c. The team that has scored the highest number of points in pool play shall be ranked
higher;
d. The team that has scored the highest number of tries in pool play shall be ranked
higher;
e. In the event the tie cannot be broken as set out above then the tie will be resolved
by the toss of a coin between the Team Managers concerned.
Play-offs
5. Following the completion of the pool matches all teams will go forward to the play-offs as
outlined in the Tournament Draw.
6. During the play-offs, in the event of a match being drawn at the end of normal time, extra
time will be played until a winner is determined. Following the end of normal time, a two
minute break will be observed. Extra time will be in periods of five minutes. A representative
from each team will gather with the referee on halfway to toss a coin to determine who
kicks off first the first period of extra time. Subsequent kick-offs will alternate between the
two sides. After each period the teams will change ends without interval. In extra time the
team which scores first will immediately be declared the winner without further play.
7. The winner of the FINALS (Men’s and Women’s) will be recognised as the Tournament
Champions for that year.
8. At the completion of the Tournament all teams will be given a final ranking based on their
results in that Tournament. This regional ranking will carry forward to the December 2020
National Sevens Tournament.
Duration of the Matches
9. The duration of all pool play and play off matches (including the Women’s and Men’s Cup
Finals) will be seven minutes each way, with a one minute interval. No extra time will be
played in pool play matches.
Abandonment of Matches
10. Apart from the wilful abandonment of a Match and subsequent expulsion, in the event of
a Match having to be stopped after its commencement under the provisions of the Laws of
2021 Te Ika A Maui North Island Secondary Schools Sevens Tournament Manual 26the Game, then subject to confirmation by the Tournament Director, the following
procedure shall apply:
a. Pool Play Matches
i. Where a Pool Play Match has been abandoned either at half-time or at any time in
the second half the result and any points and tries scored by each Team in the
Match shall stand.
ii. Where a Pool Play Match has been abandoned during the first half the result shall
be declared a draw.
iii. Where a Pool Play Match has been declared a draw then for that Match each Team
will be awarded two Match points and any points and tries scored will count
towards the total points and tries scored by each Team in all their pool.
b. Play Off Matches
i. Where a Match has been abandoned either at half time or at any time in the second
half the result shall stand.
ii. If a Match has been abandoned during the first half the result shall be declared a
draw.
iv. In b (i) & (ii) above, where the match is drawn, then the team having been awarded
the most competition points in pool play shall be declared the winner.
v. If this does not produce a winner, then the provisions of Clause 10 shall be used
to ascertain the winner with points scored in all Matches in the Tournament taken
into consideration. However, if one of the Teams participated in a Pool where a
Team was expelled, for whatever reason, then the matter will be referred to the
NZR Tournament Director which shall decide the most appropriate method for
determining the winner of the tied knock out Match.
