1. Background
Santa Clarita Valley Water Agency (SCV Water) is preparing the 2020 Urban Water Management
Plan Update. The update is a requirement of the California Urban Water Management Planning
Act and other applicable laws. Urban water suppliers like SCV Water prepare an Urban Water
Management Plan Update every 5 years. These plans direct water suppliers’ long-term resource
planning to ensure adequate water supplies are available to meet existing and future water
needs. SCV Water’s 2020 Urban Water Management Plan Update will address several key issues
that contribute to clean, reliable water for today and tomorrow.
To provide information and receive input from stakeholders and the public during the planning
and development of the 2020 Urban Water Management Plan Update, SCV Water is holding
three public workshops and offering online input opportunities. The first public workshop,
conducted on November 18, 2020, focused on providing an overview of the 2020 Urban Water
Management Plan Update, water supply characteristics in the Santa Clarita Valley, and an
introduction to climate change. The second public workshop, conducted on February 17, 2021,
focused on providing an overview of Urban Water Management Plan compliance with water use
reduction targets, demand and conservation analysis, and drought risk assessment.
This summary documents the objectives of the second public workshop, time and location,
outreach methods and attendance, and major topics presented and discussed. The presentation
slides may be viewed in Appendix A and all workshop outreach methods are provided in Appendix
B.

2. Objectives
The objectives for the second public workshop were to:
   •   Inform stakeholders and the public about technical studies for the Urban Water
       Management Plan Update, including water use reduction targets, demand and
       conservation analysis, and drought risk assessment
   •   Gather input from participants on general questions and issues to consider in the Urban
       Water Management Plan Update
   •   Provide stakeholders and the public opportunities to ask questions and receive answers

3. When and Where
Due to Covid-19 social distancing protocols, the public workshop was held virtually on the Zoom
platform on February 17, 2021 from 6:30 to 8:00 p.m. A recording of the workshop can be viewed

4. Notifications and Outreach
SCV Water used a variety of methods to inform stakeholders and community members about the
second public workshop and encourage participation, as shown in Table 1 and documented in
Appendix B.

5. Public Workshop
The following sections outline the format of the second public workshop and present input
received from community members. Approximately 34 people attended the Zoom virtual
meeting, including 11 members of the public.

Workshop Format
The 90-minute virtual public workshop format included three presentation modules intermixed
with input opportunities using the chat box. The workshop opened with the facilitator welcoming
participants before playing a short introduction video about the Urban Water Management Plan
Update. The facilitator then introduced the project team, described the multiple planning efforts
and projects that SCV Water has underway, and presented the online comment and question
form available on the Urban Water Management Plan project webpage for anyone to provide
additional input. Lastly, a short recap of the first public workshop and background information
on the UMWP Update were provided (see pages 1 through 8 in Appendix A).
The first presentation module described how the Urban Water Management Plan Update
complies with water use reduction targets (see pages 9 through 11 in Appendix A). The remaining

two presentation modules focused on the demand and conservation analysis and the drought
risk assessment included in the Urban Water Management Plan Update (see pages 12 through
28 in Appendix A). The demand and conservation analysis module described population growth
in the Santa Clarita Valley and how to plan for appropriate water needs. The drought risk
assessment module detailed the reliability of SCV Water’s water supply during drought
conditions. Following each presentation module, time was allotted for members of the public to
provide questions and comments. Lastly, the facilitator thanked participants, encouraged people
to stay involved, and reminded of the next public workshop on March 22, 2021.

Community Input
Community members offered the following questions and comments following the Urban Water
Management Plan compliance with water use reduction targets presentation module.
   •   Can you review the chart again that shows the different populations and water targets?
       The daily water usage listed for the Valencia Water Company looked really high and it
       would be easy to hit the 20% reduction if the numbers are inflated.
   •   What unit is the 2020 total water use value of 64,266 measured in?
Community members provided the following questions and comments following the demand
and conservation analysis presentation module.
   •   I am glad to see that you included accessory dwelling units into the considerations.
   •   Where is all the additional water going to come from that was shown on the Valleywide
       Potable and Recycled Water Demand Forecast slide?
   •   Two different numbers for demand were presented in the first two modules (64,266 acre-
       feet per year and 64,800 acre-feet per year). This is a substantial difference that should
       be reconciled since an acre-foot of water is equivalent to 325,000 gallons of water.
   •   Where can we find the numbers for recycled water charted on the Valleywide Potable
       and Recycled Water Demand Forecast slide? I am interested in how you are calculating
       those recycled water amounts and where we can find the variables you use in your
       mathematical equation.
The presentation module on drought risk assessment generated the following input.
   •   Has there ever been a time when SCV Water was denied access to banked water in a dry
       period?
   •   Will there be additional water supplies as new developments are brought online, and if
       so, what are the new water sources?
   •   How aggressive will SCV Water be in implementing additional recycled water usage?
   •   It was mentioned that new developments like Newhall Ranch and Vista Canyon generate
       their own water or offset their water use through recycling. Besides these developments,

what amount of water is considered too high a reduction of the excess water inventory
       to not grant a letter of acceptance for a new project?
   •   Would SCV Water be able to supply enough water even if the population doubled?
   •   Can you explain if a developer dictates water demand or if SCV Water dictates water
       availability?
   •   Can you clarify if SCV Water would never say there was not enough water?
   •   The Newhall Ranch project was provided a service letter predating annexation into the
       service area. How much of the water demand is converted from agricultural water supply?

6. Comment and Question Form
A comment and question form was made available on the Urban Water Management Plan
project webpage to provide an additional public input opportunity. Participants were invited to
provide any questions or comments regarding the Urban Water Management Plan Update. No
responses were received from the comment and question form after the second public
workshop. Input received via email prior to the second public workshop is documented in
Appendix C.

Join SCV Water on Wednesday, February 17, 6:30–8:00 p.m., to learn about
and provide input on our Urban Water Management Plan (UWMP) Update. This
is the second virtual public workshop on the UWMP, which is one of the
required plans our agency must complete as part of our long-term resource
planning to ensure that adequate water supplies are available to meet existing
and future needs.

Workshop participants will learn the outcomes of SB X7-7, the State’s water
conservation law, and how our area performed in terms of water use
efficiency. We will also touch on population projections for the Santa Clarita
Valley, how much water we need to plan for that population, and our drought
risk assessment.

Urban Water Management Plan Update
                                      Water for Today & Tomorrow | February 2021

The Santa Clarita Valley Water Agency (SCV Water) is
preparing the 2020 Urban Water Management Plan (UWMP)
Update. The update is a requirement of the California Urban
Water Management Planning Act and other applicable laws.
Urban water suppliers like SCV Water prepare an UWMP every
five years.
These plans direct water suppliers’ long-term resource
planning to ensure adequate water supplies are available to
meet existing and future water needs. The SCV Water UWMP
Update will address several key issues that contribute to
clean, reliable water for today and tomorrow.
Look for SCV Water to:

           FORECAST how much water we need to serve current                       PLAN for expanding recycled water and
           customers as well as plan for growth                                   conservation programs

           ASSESS our water supply from local sources —                           EXPLORE the potential effects of climate

SCV Water Invites Public To Virtual Water Workshop

Officials with the Santa Clarita Valley Water Agency (SCV Water) have scheduled a virtual water works
for the public to provide input for its upcoming Urban Water Management Plan (UWMP).
The public is invited to attend a virtual public meeting, scheduled for Feb. 17 from 6:30 p.m. to 8 p.m., by SCV Water to learn about and provide input for its UWMP.

“Workshop participants will learn the outcomes of SB X7-7, the State’s water conservation law, and how our area performed in terms of water use efficiency,” reads a statement from SCV W

The UWMP is one of the main required plans SCV Water has to complete as part of their long-term resource planning designed to ensure that proper water supplies are available for public

This marks the second virtual public workshop on the UWMP, and more information is available on the SCV Water website.
