This issue contains a number of archived policies, including a very important reminder about changes to how VFE block credit contributes to ATAR calculations. This is an update on the list that was published in the December 2014 edition of the Gazette. Any new or updated policies will be published in future editions of the Gazette. To be implemented December 2015. The rule regarding the use of VCAA granted VFE Block Credit, at unit 3-4 level, was first implemented in December 2011. It stated that: When calculating an ENTER for a student who has previously been awarded an ENTER, previously obtained VCE and VCE VET results will take precedence over later VFE Block Credit results.

The rule was reviewed in 2013 by the VTAC Scaling Committee because of perceived unfairness and unnecessary complexity. As an example, two students with the same results apart from the year of their VFE block credit could receive different ATARs. Similarly, two students with identical results but in a different order may also receive different ATARs. This situation was considered unfair. In 2013, the VTAC Scaling Committee simplified the rule so that it did not depend on the existence of a previous ATAR or the order in which studies results were achieved. It now states that: VCE and VCE VET results will take precedence over VFE Block Credit results. The amended rule will come into effect for the calculation of 2015 ATARs.

Under the new conditions, VFE block credit can still be used in the calculation of the ATAR. However, it can only be used in the calculation of an ATAR if there are fewer than 6 VCE or VCE VET studies available. If there are 6 or more VCE or VCE VET studies available, a VFE block credit result cannot be used. | The VTAC Gazette - February 2015 2 Policy definitions Legitimate one year VCE student All VCAA designated rules for the classification of a legitimate one year VCE student must be satisfied prior to any year 11 VCE block credit being granted. Check the VCAA, VCE and VCAL Administrative Handbook for the latest information. Unlike VCE students, legitimate one year students have had no opportunity to undertake a sixth study in a previous year, which would otherwise contribute to the calculation of the ATAR. To address this, VTAC provides them with an increment, in lieu of a 6th study so long as they have VCAA results of 5 scored sequences at 3/4 level.

Students with one or more of the following are ineligible for this increment: • A VET increment available • Units 1 and 2 results from the VCAA • A higher education increment • Block credit at Unit 3/4 level • Have transferred into a VCE program from an IB program (in Victoria) Tertiary education definition of an International Student To apply for international fee places through VTAC, a student must be holding or obtaining an Australian temporary resident/student visa and be: • a current student of a standard Australian Year 12 program (e.g. VCE) or International Baccalaureate in Australia or New Zealand; or, • an international student currently enrolled at The University of Melbourne applying to transfer to another course at The University of Melbourne; or, • a temporary resident or someone who is planning to obtain a student visa who is currently studying or has finished the NCEA in New Zealand with no tertiary studies applying to Monash University. International students not listed above must apply direct to the institution. Prerequisite clarification on two-year rule Published originally in July 2012 Implemented July 2012 The current rules associated with changes to prerequisites by institutions are: 1. Prerequisites must be satisfied at the stated level published in the VTAC Guide before an offer can be made except where: a a The required knowledge has otherwise been achieved through other qualifications.

b b Consideration under Special Entry Access Schemes (SEAS) or other special entry scheme has been applied. 2. Prerequisite study specifications and changes to them must be advised to schools two years in advance of the date of students making their applications, i.e. when students are in year 10 and about to make their choices for years 11 and 12. Exceptions to the above • The following changes can be made in the VTAC Guide for the current selection year: • Changes to minimum study scores for prerequisite studies • Addition of prerequisite subjects as alternatives to those already published. Example 1: Changes to minimum study scores for prerequisite studies • From: Course A (prerequisites published in VICTER 2016) A study score of at least 25 in each of English (any) and chemistry • To: Course A (prerequisites published in VTAC Guide 2016) A study score of at least 30 in English (ESL) and a study score of at least 25 in any other English and a study score of at least 20 in chemistry.

Example 2: Addition of prerequisite subjects as alternatives to those already published. • From Course B (prerequisites published in VICTER 2016) A study score of at least 30 in English (ESL) and a study score of at least 25 in any other English and a study score of at least 20 in chemistry and mathematical methods (CAS). • To Course B (prerequisites published in VTAC Guide 2016) A study score of at least 30 in English (ESL) and a study score of at least 25 in any other English and a study score of at least 20 in chemistry and mathematics (any). Relaxing the two year rule In June 2012 the VTAC Management Committee endorsed a proposal to relax the two year rule for prerequisites. As of 2013/14: • Prerequisites may be removed from the VTAC Guide for the current selection year.

• Subjects removed must be added to the course as subject bonuses and an explicitly stated aggregate bonus points awarded for the removed subjects. Example 3: • From Course C (prerequisites published in VICTER 2016) A study score of at least 30 in English (ESL) or a study score of at least 25 in any other English and a study score of at least 20 in two of physics, Information technology (any) and chemistry. • To Course C (prerequisites published in VTAC Guide 2016) There are no prerequisite studies. The subject bonuses will include a statement similar to: … a study score of at least ** in English (ESL) or ** in any other English = an aggregate of # points higher. A study score of at least ** in physics, information technology (any) or chemistry = an aggregate of # points higher per study Example 4: • From Course D (prerequisites published in VICTER 2016) A study score of at least 30 in English (any) and a study score of at least 20 in chemistry and mathematical methods (CAS).

• To Course D (prerequisites published in VTAC Guide 2016) A study score of at least 30 in English (any) and a study score of at least 20 in mathematical methods (CAS). The subject bonuses will include a statement similar to: … a study score of at least ** in Chemistry = an aggregate of # points higher. This means that as of 2013/14, a course may be published in VICTER as having prerequisites and appear in the Guide with none or with one of the previously stated prerequisites removed. Should this occur, then the institution must include the group of studies they have removed in their subject bonuses.

The VTAC Gazette - February 2015 | 3 Review of scaling Published originally in October 2011 Implemented December 2011 In April 2011 VTAC commissioned Professor Tim Brown, the original architect of the current scaling process for VCE studies, and Mr Bob Edwards, former Executive Officer, ACT Board of Senior Secondary Studies to undertake the technical review. The review found that since the current scaling method was introduced in 1994, the proportion of students completing one or more VCE studies while in Year 11 has grown from 16% to 53%. In 2010 approximately 4,000 Year 12 students receiving an ATAR had completed two or more studies in Year 11, almost 10% of the ATAR cohort. The current scaling methodology does not make use of this information.

The review also found that since 2007, when the VCAA removed the limit on the number of mathematics studies that can be counted towards the VCE, enrolment patterns in mathematics have changed. There has been a 21% increase in students completing Further Mathematics, but the number completing Specialist Mathematics has decreased by 16% and the number completing Mathematical Methods has decreased by 6%. Over the same period, the number of students completing all three VCE mathematics has increased incrementally from fewer than 50 to over 700. There have also been changes in the scaling outcomes for mathematics. The scaled mean for Specialist Mathematics has gradually decreased from 41 to 38 since 2006 and Further Mathematics has increased by 1, from 27 to 28. Mathematical Methods has remained relatively stable. In light of these changing enrolment patterns and scaling outcomes, the review recommended that: • The scaling population should continue to comprise students with at least four study scores including an English, but it should be expanded to include all studies completed in the previous year, rather than limiting it to one, as is currently the case. This will increase the number of students and study results contributing to the scaling outcomes.

• The scaling of mathematics should be simplified so that it scales all three mathematics concurrently against each other rather than the two-step pairwise scaling between Further Mathematics and Mathematical Methods and between Mathematical Methods and Specialist Mathematics. There are now sufficient numbers of students completing the three mathematics studies to use a modified form of the standard scaling method that is used for all other studies. Modelling undertaken as part of the review suggests that the scaled mean of Specialist Mathematics would increase by about three, but there would be no observable changes to other studies.

VTAC will implement these changes in December 2011 for the scaling of VCE studies for the calculation of the 2011 ATAR. There will be transition arrangements for current Year 12 students who completed studies in Year 11 in 2010 and which were scaled using the 2010 procedures. These students will have their 2010 scores re-scaled using the revised procedure and will receive the higher of the two scaled scores for the calculation of their 2011 ATAR. VCE Mathematics – Changes to Scaling for 2011 In 2011 VTAC commissioned a technical review of the scaling process used for VCE studies. The review examined changes in student VCE enrolment patterns over Years 11 and 12, particularly in mathematics. As a result of the review, the scaling population was modified for 2011 to include all Year 12 results achieved by students while in Year 11.

The scaling of the three mathematics studies was changed to accommodate the larger number of students now completing all three mathematics studies. Background

| The VTAC Gazette - February 2015 4 Changes to Music 2011-2015 Published originally in March 2011. Implemented December 2011 In March 2011, the Victorian Curriculum and Assessment Authority advised VTAC that VCE Music (accredited 2011–2015) was substantially re-structured. The revised study comprised of ten units: • Music Performance Units 1 to 4 • Music Investigation Units 3 and 4 and • Music Style and Composition Units 1 to 4. Note: For Music Performance Units 3 and 4 and Music Investigation Units 3 and 4 students select to perform as a member of a group OR as a soloist for the end-of-year performance examination. As a result of this restructure, the VCAA has advised VTAC of the following equivalence rules for VCE Music (2011-2015): Music Performance Units 3 and 4 i) Students who have satisfactorily completed Music Performance Units 1 and 2 in 2010 or earlier, cannot count the revised Music Performance Units1 and 2 towards satisfactory completion of their VCE ii) Students who have satisfactorily completed Music Performance Group Units 3 and 4 in 2010 or earlier, cannot count Music Performance Units 3 and 4 towards satisfactory completion where the performance context for the end-of-year performance examination is as a member of a group.

iii) Students who have satisfactorily completed Music Performance Solo Units 3 and 4 in 2010 or earlier, cannot count Music Performance Units 3 and 4 towards satisfactory completion where the performance context for the end-of-year performance examination is as a soloist Music Investigation Units 3 and 4 i) Students who have satisfactorily completed Music Performance Group Units 3 and 4 and/or Music Performance Solo Units 3 and 4 in 2010 or earlier are able to count Music Investigation Units 3 and 4 towards satisfactory completion where the performance context for the end of year performance examination is as a soloist or as a member of a group Music Style and Composition Units 1 to 4 Students who have satisfactorily completed any of Music Styles Units 1 to 4 in 2010 or earlier, will not be able to count the equivalent unit/s in Music Style and Composition towards satisfactory completion For VTAC and your ATAR this will mean that: Only one of the following combinations can be used in the best six (that is in the calculation of the ATAR): • Music Performance Group / Music Performance where the performance context for the exam performance is as a member of a group • Music Performance Solo / Music Performance where the performance context for the exam performance is as a soloist • Music Styles / Music Style and Composition Remember that in the study area of music: • At most two results can contribute to the primary four • At most three results can contribute to the ATAR, be they VCE results, Extension study results, or VET results.

Amendment to Higher Education Study scheme (HE) Published originally in March 2011 Implemented December 2012 The VCAA provides for very able students to have an opportunity to undertaken some approved Higher Education study as part of the VCE. Such studies are recognised as Higher Education studies contributing to the completion of the VCE. If a student is undertaking a study, it may count as an increment in the ATAR provided that the student has passed, that VCAA corequisite or prerequisite conditions were met, and subject to the restricted combinations outlined in VICTER. An increment will be awarded for the Higher Education study. The higher education ATAR increment is calculated as follows: • Where a student completes a Higher Education VCE study and the average mark over all the HE units awarded is at least 90, the Higher Education Increment will be 5.0 • Where a student completes a Higher Education VCE study and the average mark over all HE units awarded is at least 80 but less than 90, the Higher Education Increment will be 4.5 • Where a student completes a Higher Education VCE study and the average mark over all HE units awarded is at least 70 but less than 80, the Higher Education Increment will be 4.0 • Where a student completes a Higher Education VCE study and the average mark over all HE units awarded is at least 60 but less than 70, the Higher Education Increment will be 3.5 • Where a student completes a Higher Education VCE study and the average mark over all HE units awarded is at least 50 but less than 60, the Higher Education Increment will be 3.0.

Note: From 2012 Higher Education studies will include first year university studies and advanced standing TAFE courses recognised by the VCAA and made available to VCE students who are very able academically and have the endorsement of their school principal. Upon satisfactory completion, these studies will be counted as outlined above.
