Introduction :

Accessible India Campaign (Sugmaya Bharat Abhiyan)
launched by Department of Empowerment of Persons with
Disabilities, Ministry of Social Justice & Empowerment as
a nationwide campaign for achieving accessibility for
persons with disabilities based on the principals of
Universal Design. This will help to understand the barriers
in full participation and can get roadmap/guidelines to
implement for inclusive society.

The Leprosy Mission Trust India is doing access audit for
accessibility for persons with disabilities of Nashik city.

Standards of Accessibility:
Ramp :- 1:12, Ramp width - minimum 1200 mm, Landing : 1500
mm
Handrails: diameter - 40 -45 mm, should be at two levels 760 mm

Objective:
The objective of the Accessible India Campaign is to create
mass awareness for accessibility, which will enable persons
with disabilities to live independently and participate fully
in all aspects of life. The building being audited shall be
judged for the accessibility based on standard and the
identified barriers will be looked into the inherence
accessibility. This will help barrier free environment for
People with disabilities, children, old age people, pregnant
women, people with temporary disabilities and people with
less mobility.

Principles of the Audit

The Access Audit has been undertaken to appraise defined
areas of the existing buildings/campus to access the extent
of accessibility to services and facilities and propose the
extent of works required to improve the current facilities in
accordance with the definitions of the Disability
Discrimination Act 1995. The Audit takes into account the
needs of people with mobility impairments (Including wheel
chair users) and sensory impairments. The audit will be
identify physical barriers to access against pre-determined
criteria. The audit should be treated as the starting point of
an ongoing access plan, constantly updated by the
committee. This audit should only be seen as a snapshot
of the position at the time of the report. Changes made
after the site inspection may improve or reduce levels of
accessibility. As the DDA evolves, so will buildings, and
review of audits already completed should be considered on
a periodic basis. The DDA is not compliance-based
legislation and relate to discrimination, not directly to the
buildings and physical standards.

Introduction of Building :

Yashwantrao Chavan Maharashtra Open University,
Nashik

Yashwantrao Chavan Maharashtra Open University is
providing distance education who left their education due
to various reasons. It is covering whole Maharashtra state
and they are having courses like, Graduation, Post
Graduation, P.hd, Engineering etc. This University also
provide correspondence education to regular passed out
students those who are working. Many students are
visiting this university from across Maharashtra for
admission, result, and projects purpose so it should be
accessible for all.

External Environment:
Observations:
  1. Common Parking is available for all without shelter

  2. There is no tactile floor in the premises of the office

  3. No Alighting point- Access audit team identified
     alighting point and discussed with the staff of Rest
     house. The alighting point identified in next to the
     entrance gate

4. There is no proper signage’s for PWDs to overall
     premises such as brail signage’s of location map,
     general signage, building signage, & directional
     signage anywhere.

Recommendations:
  1. Access audit team identify the reserved parking space
     and discuses with staff accompanied by Kulguru, Need
     to provide reserved parking for person with disabilities.
     The audit team suggested next to each entrance of
     buildings where open space is available with
     directional universal accessibility symbol/signage’s
These buildings are :
    1) Administrative Building
    2) Exam Building
    3) Academic Building
    4) Meeting Hall
    5) Library
    6) Museum
    7) Rest House

There should be specific parking for people with disabilities
in the 500 mm distance from entrance with signage of
Reserved parking and directional signage. The size of the
bay should be minimum 3600 x 6000 mm and at least 2
bays are required

2. Provide tactile guiding path at main entrance gate.
   Tactile guiding path is required to ensure visually
   impaired person familiarize with the road and path.

3. Provide Signage

4. Approachability of the University is very good which is
   on main road. The car/bus can go up to the main gate
   which is very good.

  1. Ramps are provide to Exam Building, Main Admin
     Building, Academic Building, Museum, Rest Houses,
     Library but need to follow accessibility standards
     which are attached with this report.

    Recommendation : Ramp need to modify in 1:12
    size with 1200 mm width and railings on two heights
    with directional signage

  3. There is no building map and also no general signage’s
     at the reception of the building, guiding the user to
     various sections/departments.

Recommendations:

Building map should be provided for easy to understand to
the visitors and it will also help people with disabilities

4. Accessible Drinking Water facilities available need
   directional signage for Drinking Water. Tap height is
   less than 1000 mm of ground floor mm

5. Proper waiting area is available in all the buildings.

6. Accessible toilets are not available and door opening
   width are less than 900 mm. Except library & Yash
   Inn toilets is accessible with commode.

  Recommendation: At least one accessible toilet
  should be provided for each building with directional
  signage.

   900 mm Which are very good

Recommendation : Color contrast is required and
also provide color contrasting strip.

10.   Handrails for Stairs of all floors is available-Very
  Good.

12. The corridor of YCMOU is very good, railing need to
  fix in the wall, Barriers is in the corridor in Exam
  building so it should block and provide tactile guiding
  tiles

14.   Central Bank of India is in the campus of YCMOU
  but not accessible for wheel chair users.

Summary

 Provide proper signage are required for all internal
  buildings.
 Accessible toilets with commode needs to provide for
  each building of YCMOU.
 Implementation      as    part      of    specific     regular
  maintenance/renewal.
 Provide directional signage’s for activities Horizontal &
  vertical circulations.
 Provide handrails & grand bars in corridors, staircase
  & landings as per the PWDs guidelines.
 No hurdle / obstruction should be there in foyer &
  corridors such as air cooler, window panels, potted
  plants, electrical wires & pipes.
 Handrails & grab bar should be as per the standards.
 Provide accessible website proving information about
  the building/service complies with web accessibility
  standards.
 Provide   all   information   detailing     the      accessible
  facilities in the building with photographs.

 Provide    all   publications/brochures     in   alternate
  accessible formats such as:
    - Braille
    - Large Print
    - Audio
    - Pictorial (wherever possible)
    - Easy-to-read
    - Plain language
    - Available in Hindi& English
    - Accessible Electronic formats that can be shared
       over email or mobile.
 Provide printed service related documents such as
  forms, menu cards, etc. are in accessible formats.
 Need to train the staff members in basic Indian sign
  language. Sign language interpreters should available
  on call.
 Need to train the staff to assist persons with
  disabilities,    including    persons     with   learning
  disabilities.
 Need to train the staff disability sensitization sessions
  are part of the staff induction programme.

 Common alternative formats can be used to assist
  people with visual impairments who are best able to
  interpret information through hearing or touch,
  embossed letters with Braille (Audio/ Visual
  information, Maps and models).
 Information from signs can be conveyed by the colour
  of lettering and brightness differentials between the
  letter and background colours. Safety signs use
  primarily red, yellow and green as information colours.
  For other signs it is preferable to use Blue and White
  Colours.
 Basic principles for Colour Contrast:

�   Text should contrast with sign background
�   Sign should contrast with environment
�   Light levels (measured in Lux)
�   70% contrast between wall and sign panel
�   Avoid shades of colours
�   Avoid using same colours as safety signs
�   Non-reflective surface

 Critical Surfaces: Walls should contrast from ceiling
  and floor.
 Sudden changes in level: Any sudden changes in levels
  should be marked with a contrasting colour form the
  level flooring to warn people with vision impairments.
 Toilets: The sanitary ware in toilets should contrast
  from the background as well as the grab bars.
 Stairs: Nosings should be well contrasted from the risers
  and the treads so that people can easily distinguish
  between the steps.
 Handrails: Handrails on stairs, ramps and single steps
  should contrast from the background wall.
 Doors: Doors should contrast from the adjoining wall,
  door frames should contrast from both the door and the
  adjoining wall, and door hardware should contrast from
  the door.
 Switches and sockets: Switches, sockets and other
  operable controls should contrast from the background.
 Skirting: Skirting should,(nless it is intended to be used
  as a handrail) ideally be of the same colour or harmonise
  with the colour of the wall.
 Free standing obstacles: Free standing obstacles such
  as pillars, furniture and bins should contrast from their

background so that people with reduced vision are able
to identify these as hazards.
Signage:Text and symbols on the signage should
contrast from the frame and the entire sign frame should
contrast from the background.

        Stair edges should have bright contrasting colours—50mm width
        The maximum height of a flight between landings to be -1200mm
        Landing should be 1200mm deep
        Have continuous handrails on both sides including the wall—850mm-
         90mm
        Tactile indicators 400mm away from the edge of top and bottom stairs to
         alert the users of potential hazard.

 The size of the character and symbols should
  be based on the intended viewing distance
  and determined Height of the letters in the
