The Opportunity
Temple University, a top-tier research institution in
Philadelphia serving nearly 40,000 undergraduate,

Director of Tuttleman Counseling Services (TCS).
This position provides an exciting opportunity for an
accomplished, strategic, and creative clinician to lead
and inspire a large, interdisciplinary staff in
supporting the needs and priorities related to all
aspects of mental health for a diverse student body
in a dynamic campus environment. TCS offers a range of culturally sensitive mental health services
and programs that support the psychological health and academic success of the diverse community
of Temple students.

Competitive candidates will possess excellent clinical and administrative experience and a passion for
delivering high-quality and confidential counseling services and programming for students. Through
collaboration and vision, the new Director will lead efforts to identify and implement innovative
practices, preventative approaches, and new operational models and methods to address the ever-
changing mental health needs of all Temple students. The Director must have a deep respect and
appreciation for Temple’s focus on student success, inclusivity, and student engagement, as well as
demonstrated success working with and supporting diverse undergraduate and graduate student
populations.

                                Position Summary
The Director of Tuttleman Counseling Services (TCS) reports to the Associate Vice President for
Student Affairs/Dean of Students within the Division of Student Affairs. The Director serves as a
member of the Division of Student Affairs Leadership Team and the CARE Team (a multidisciplinary
students of concern team). The Director contributes to a positive university experience for every
student and is accountable to all of the Division of Student Affairs (DoSA) Values. The DoSA values are
Excellence, Inclusion, Innovation, Integrity, and Respect.

Position Summary (Continued)

This position will provide strategic, clinical, fiscal, and administrative vision and leadership
regarding the provision of counseling services on campus, including assessment, crisis intervention,
short-term individual therapy, referral services, and outreach programming. The Director will
oversee and direct all services provided by TCS and will be responsible for ensuring that services
meet the needs of the diverse student body and that TCS is in strict compliance with PA law, HIPAA
law, and American Psychological Association (APA) professional ethics.

The Director serves as one of the key liaisons to University departments, administrators, faculty,
and staff on student mental health issues, policies and practices; provides supervision, professional
development, and evaluation of professional and support staff (42 total FTE & PTE); manages the
operational budget (approximately $3,000,000) and setting of priorities for resource utilization;
directs clinical and consultative services, including crisis intervention and outreach; and leads TCS
in the strategic planning, development, implementation, evaluation, and continual improvement of
comprehensive behavioral health initiatives that incorporate multicultural diversity, inclusivity and
social justice concepts and principles to support overall student wellness.

Essential Functions of the Position
Strategic Vision, Leadership & Planning

   ‣    Continues the vision for mental health services including counseling, prevention and
        emergency response; help to continually update the TCS scope of practice.
   ‣    Develops new and innovative ideas to the provision of mental health services on a university
        campus, particularly as it relates to addressing the issue of nationwide growth in demand for
        mental health services.
   ‣    Ability to trial new modalities and operational models designed to meet this increasing
        demand, while matching clients with the most appropriate level of care.
   ‣    Develops and supports processes that
        encourage integrated care efforts and reduce
        barriers to care across health and wellness
        programs at the University.
   ‣    Provides support and leadership regarding
        mental health in a diverse campus community.
   ‣    Ensures TCS has adequate financial, staff, and
        technology resources for the delivery of highest
        possible level of care; provide strong
        stewardship for all resources.
   ‣    Establishes departmental priorities in conjunction with the strategic vision of the Division of
        Student Affairs and the needs of the University community.
   ‣    Provides supervision to the Associate Director for Administration the Associate Director for
        Training, Chief Psychiatrist, Administrative Director, Unit heads, and provides oversight of
        clinical and administrative staff at TCS.
   ‣    Serves as an inspirational and motivating leader, exemplifies excellence in the delivery of
        mental health services, and supports the professional growth of staff in TCS. The Director
        works with clinical and administrative leadership to set clear expectations for staff and
        conduct regular performance evaluations.
   ‣    Collaborates with the Associate Vice President for Student Affairs/Dean of Students on
        evaluating, developing, and advising on University policies as they relate to the mental health
        needs of students.

Essential Functions of the Position (Continued)
Clinical Administration and Management
    ‣    Responsible for the recruitment, supervision, and evaluation of TCS clinical and administrative
         staff.
    ‣    Coordinates crisis intervention response processes and systems for TCS, including providing
         clinical back-up and supervision for on-call clinicians (TCS uses ProtoCall).
    ‣    Provides supplemental clinical services for students in times of high demand and/or high case
         complexity.
    ‣    Develops and implements assessment protocols for TCS that enable ongoing evaluation of
         services and student needs.
    ‣    Ensures high quality training and professional development of TCS staff including continuing
         education to maintain licensure and to stay current in the field of collegiate mental health.
    ‣    Provides oversight of the management of TCS fiscal resources totaling approximately $3
         million per year.
    ‣    Oversees the development and implementation of policies and procedures for TCS operations.
    ‣    Ensures TCS’s continued accreditation with the American Psychological Association (APA) and
         the International Association of Counseling Services (IACS).
    ‣    Establishes appropriate compliance with university rules and regulations, ethical guidelines,
         and legal requirements.
    ‣    Provides leadership and ensures a framework of equity and social justice is embedded into the
         day-to-day operations at TCS.
    ‣    Responds to all requests for reports, responses to inquiries and the generation of appropriate
         data for said requests.
    ‣    Directs the development of programs/services that meet the needs of a diverse student
         population and makes adjustments as needed.
    ‣    Supports the coordination, evaluation and continuous improvement of the graduate student
         training program for practicum students, interns, and fellows.
    ‣    Prepares operational reports and analysis that identify student trends and recommends
         appropriate programs and solutions.
    ‣    Monitors best practices and integrates these practices at TCS, as appropriate.
    ‣    Holds staff accountable for high performance and highly engaged culture by articulating
         expectations, monitoring performance, and providing feedback consistently to staff.
    ‣    Supervises trainees when needed.
    ‣  Mentors and coaches the staff to achieve performance standards and to create a congenial
       atmosphere of excellent services and continual improvement.

Essential Functions of the Position (Continued)
Collaboration, Partnerships, and Outreach

   ‣    Promotes the services of TCS to the broader University community, identifying
        communications needs and barriers to accessing care, creating avenues for increased
        awareness and utilization, and advising campus leaders on mental health-related issues.
   ‣    Collaborates with University Strategic Marketing and Communications, as necessary, and
        may serve as a spokesperson with media and other external constituencies.
   ‣    Works in collaboration with all university departments, colleagues across campus, and
        members of the local community to provide a student-centered program which supports the
        mission of the Division of Student Affairs and Temple University.
   ‣    Creates and champions initiatives that foster respectful communication, learning, and a spirit
        of cooperation, and promotes a collaborative climate that recognizes, celebrates, and
        rewards diversity.
   ‣    Represents TCS (as requested) on committees, which include the CARE team (behavior
        intervention team), and the Division of Student Affairs Leadership Team.
   ‣    Serves as a collaborative partner with the other departments within the Division of Student
        Affairs.
   ‣    Maintains an active professional network with the group
        of peer institution counseling center directors and other
        local and national groups/associations, as appropriate.

Direct Service Delivery

   ‣    On a limited basis, conducts psychological assessments,
        crisis interventions, and psychotherapy in individual,
        couple, or group mode; makes appropriate referrals to
        other clinicians as necessary and writes reports, notes,
        and other records within the legal and ethical standards
        of PA law, HIPAA, and the APA code of ethics.
   ‣    Participates in continuing education as needed to
        maintain licensure in the State of Pennsylvania.
   ‣    Performs other duties as assigned.

Qualifications
   ‣    Earned doctorate in Clinical Psychology, Counseling Psychology or a related mental health
        field from an accredited institution of higher learning.

   ‣    Currently licensed as a mental health practitioner; if not licensed in the State of Pennsylvania,
        must be license eligible and be licensed within one year.

   ‣    Proven record of success and commitment to
        diversity, equity, and inclusion, including the
        ability to work well with a globally diverse
        student population.

   ‣    A commitment to diversity and inclusion in
        retaining/developing staff and in the provision
        of services.

   ‣    At least eight years post-doctoral clinical
        experience.

   ‣    At least five years of pertinent administrative
        experience, including supervising
        multidisciplinary clinicians and managing a
        clinical programs and services.

   ‣    Demonstrated experience in the assessment
        of clinical services and needs of client
        populations.

   ‣    Knowledge of current trends and best
        practices in collegiate mental health services.

   ‣    Experience working as a clinician in a college/university mental health center in a residential
        college/university setting is strongly preferred.

   ‣    Experience working in a university counseling center which has an APA-accredited doctoral
        internship program is strongly preferred.

   ‣    Exceptional interpersonal, oral, and written communication skills with the ability to develop a
        broad institutional perspective and work collaboratively with other departments and campus
        partners.

   ‣    Strong fiscal management skills and experience managing departmental funds.

   ‣    Strong crisis management skills.
