GM Plans to be Carbon Neutral by 2040 Our commitments align with Governor Whitmer’s goal for Michigan to become carbon-neutral by 2050: • GM plans to be carbon neutral by 2040 in its global products and operations This includes the use of 100% renewable energy by 2030 in the United States and by 2040 globally • GM aspires to eliminate tailpipe emissions from new light-duty vehicles by 2035 • GM has set Science-Based Targets (SBTs) and committed to the Business Ambition Pledge for 1.5⁰C 2

EV Infrastructure is Critical • Charging infrastructure is a critical component of the EV ecosystem — EV buyers need to feel confident that they can ‘refuel’ their vehicle in a fast, convenient manner • A public infrastructure needs to be in place to facilitate EV growth • Key areas for ‘public’ infrastructure are: Multi-unit dwellings & residential street parking — especially for cities such as Ann Arbor, Detroit, and Grand Rapids Workplaces Fast chargers along key travel corridors — for example, “Up North” travel routes • GM efforts include a partnership with EVGo and Ultium Charge 360 4
Incentives Help Drive Adoption • Repeated evidence demonstrates that customer incentives, like tax credits or sales rebates, significantly drive interest, and ultimately sales, of electric vehicles • Federal & state incentives are critical for driving EV adoption • Incentives should remain in place until the industry has climbed the initial part of the adoption curve EV sales before and after $5,000 state tax credit for EVs in Georgia Source: Alliance for Automobile Manufacturers, using information provided by IHS Markit
Emphasize Renewable Electricity Our collective success requires all stakeholders do their part • All elements need to work together to create a robust, sustainable, U.S. electric vehicle market that helps create a carbon neutral economy To truly do their part to unlock a carbon-free transportation sector, electric vehicles need to plug in to a green grid Continuing to expand renewable electricity generation in Michigan will mean that pure electric vehicles are the only transportation solution in our state that gets cleaner as time goes on 6
Michigan Opportunities Michigan should investigate programs that enable – and fund – its carbon neutral goals For example: Low Carbon Fuel Standards (LCFS), a Market-Based Approach with Many Benefits • LCFS policies require a reduction in the carbon intensity of transportation fuels, thereby: Incentivizing the use of lower-carbon fuels, such as electricity Reducing transportation emissions • LCFS policies also create new revenues that can be used to fund EV purchase incentives or charger investments LCFS Policies are Succeeding Across the U.S. 7
Carbon Neutral Michigan: The Path to Success GM believes a focus on four key areas would advance Governor Whitmer’s agenda and set Michigan on a course to carbon-neutrality by 2050: • Widespread EV charging infrastructure that supports charging at home, work, and on the road • Durable and meaningful EV purchase incentives • Continued efforts to accelerate renewable energy generation in Michigan • Implementing a complementary policy — such as a Low Carbon Fuel Standard — to support the growth of the clean transportation market while creating a new source of funding 8

Michigan Mobility Funding Platform Grants for mobility and electrification companies looking to deploy their technology solutions in the state of Michigan, both at test sites and in real world environments. Grants are focused on catalyzing and scaling mobility solutions across three key areas: 1. Sustainable Futures 2. Equitable Futures 3. Multimodal Transportation Applications are rolling and reviewed every three months.
