RETURN TO IN-PERSON INSTRUCTION
Hamilton Southeastern Schools is pleased to offer students in-person instruction at 100%

capacity, five-days a week for the 2021–22 school year.

This Return to In-Person Instruction Plan was developed to provide a safe, secure learning

and working environment for all within Hamilton Southeastern -- safe not only in the physical

environment, but also in the social environment. To that end, Board Policy A02.00 provides

direction in addressing forms of discrimination.

HSE will continue to rely on data provided by the HSE Department of Staff and Student

Services, the Fishers Health Department (FHD), the Indiana State Department of Health, the

Governor's office and the Centers for Disease Control and Prevention.

The Superintendent has authority to make adjustments to the in-person instruction plan.

Executive Orders from the Governor or Emergency Orders from FHD may require measures

that alter plan designs previously approved by the School Board.

Note: This plan is designed to meet criteria for the Return to In-Person Instruction Plan, as

required by the US Department of Education as a part of ESSER III funding.

SCHOOL PROTOCOLS
FACE COVERINGS

Masks are required indoors during school hours for all students and staff. Changes to

masking protocols will be announced via Skylert.

The Indiana COVID-19 Data Report and the HSE Schools COVID-19 Data Dashboard will be

utilized to determine if masks will be optional or required indoors during school hours.

If the Hamilton County COVID-19 Advisory Level is Blue for two consecutive weeks*:
         Masks will be optional in all schools.

               Contact tracing and quarantines will be based on a 3-foot radius in classrooms

               and a 6-foot radius in all other settings (Ex. lunch, choir, band, P.E., ECAs).

If the Hamilton County COVID-19 Advisory Level is Yellow/Orange for two consecutive
weeks*:
        Masks will be optional for schools that are below a 4% quarantine rate based on

         student population during the two-week period.

               Contact tracing and quarantines will be based on a 3-foot radius in classrooms

               and a 6-foot radius in all other settings (Ex. lunch, choir, band, P.E., ECAs).

         Masks will be required for schools that are                at or above a 4% quarantine rate based
         on student population.

               Contact tracing is not necessary during the school day when masks are required.

               In a continued effort to keep families informed of COVID positive cases

               occurring during the school day, school-specific webpages will list where COVID

               positive cases have been reported.

If the Hamilton County COVID-19 Advisory Level is Red for two consecutive weeks*:
         Masks will be required in all schools.

               Contact tracing is not necessary during the school day when masks are required.

               In a continued effort to keep families informed of COVID positive cases

               occurring during the school day, school-specific webpages will list where COVID

               positive cases have been reported.

   Data will be reviewed on the second and fourth Friday of each month to determine changes, if any, to masking protocols.

    *If percentages spike in a particular school, masks may be required regardless of the current COVID-19 Advisory Level.   2

STUDENT TRANSPORTATION

Due to the extension of a federal mandate, masks are required to be worn by all individuals

riding the school school bus, regardless of the Hamilton County COVID-19 Advisory Level.

        If a student does not have a face covering while riding the bus, a mask will be

        provided by the driver. Notification to the family will be made if a student repeatedly

        does not have a mask.

        Drivers will monitor students (as safely as possible) to ensure all riders are properly

        wearing a mask.

BUS SEATING

Grades K-8 will have assigned seats on the bus and will be directed to go immediately to

their seat.

CONTACT TRACING ON THE BUS

As of Jan. 31, 2022 per the IDOH, contact tracing is no longer required. Families will

continue to be notified of any COVID positive exposures.

BUS SANITIZATION

    Buses will be disinfected following the afternoon routes every day.

    High-touch areas in the bus will be cleaned as needed throughout the day.

STUDY TRIPS

Study Trips are permissible through the study trip approval process. Students and staff must

follow transportation protocols outlined in the Return to In-Person Instruction Plan.

FOOD SERVICES

    Students will wash their hands prior to breakfast and lunch.

    Classroom cohorts (K-4) will stay together in addition to assigned seating areas.

    Barcode/ID scanning system and touch keypads will be used at all grade levels.

    Food Services will utilize reusable flatware and trays for the 2021-22 school year.

    All cafeteria tables and serving lines will be cleaned between lunch periods.

RELATED ARTS

Cohorting measures will be enforced to the greatest extent possible. Teachers will direct

students on cleaning and maintaining their workspace.

RECESS

Classroom cohorts are no longer required when playing outside at recess.

ATHLETICS, EXTRACURRICULAR AND CO-CURRICULAR ACTIVITIES

   Attendance may be restricted based on venue capacity and ability to properly distance.

   Contact tracing at a 6-foot radius is required for any activities occurring outside of the

   normal school day.

SCHOOL VOLUNTEERS AND GUESTS

    Masks are required indoors for anyone visiting a school building/facility during

    business hours.

    Classroom volunteers will be permitted in all buildings pursuant to Board Policy K07.00

    and are required to follow the current masking protocol.

    Lunch visitors are not allowed at this time.

MITIGATION STRATEGIES
SCREENING PROCEDURES

It is the expectation of parents and/or guardians to only send    healthy students to school
each day throughout the year. If they any of the exhibit symptoms listed here, the students

must   remain home.

CONTACT TRACING

HSE Schools will report any positive COVID-19 cases involving students and/or staff to state

health officials.

         MASKS REQUIRED: Per the IDOH, contact tracing is no longer required. Individuals

         exposed to a COVID positive during the school day will be notified, but will not have

         to quarantine.

             Contact tracing at a 6-foot radius is still required for any activities occurring

             outside of the normal school day (E.g. athletics, choir, band, clubs, etc.)

         MASKS OPTIONAL: Contact tracing will be based on a 6-foot radius in all settings.

EXHIBITING COVID-19 SYMPTOMS AT SCHOOL

    If an individual presents with symptoms consistent with COVID-19, they will be sent home

    and presumed to have COVID until a healthcare provider determines the illness is

    caused by something else and provides a note OR proof of a negative clinical test.

        Without a note or proof of negative test , the individual will need to stay home and

        be fever-free for 24-hours without the use of fever-reducing medication prior to

        returning.

             The date to return will be determined using the latest guidelines from the

             Indiana Department of Health.

    If a student or staff member is exhibiting symptoms consistent with COVID-19, a PCR or

    Rapid test is accepted. *A PCR test is considered more reliable than antigen tests in

    determining if an individual is COVID positive.

    Home positive COVID tests will be accepted for exemption from quarantine with proof

    of test results by providing a photo.

    School nurses do not provide testing for Covid-19.

COVID ISOLATION ROOMS

Students who present signs or symptoms of COVID will be sent to a designated area

created in all buildings while awaiting pick-up.

HAND WASHING/ SANITIZING

It is the expectation students will practice hand washing or sanitizing when entering/exiting

the building, prior to meals and whenever using the restroom.

ENHANCED CLEANING

Custodial crews will clean and disinfect “high touch” points in common areas as needed,

which include but are not limited to:

        Desks, chairs, tables

        Door handles, push plates

        Stair rails

        Water fountains

       properly at all times, must remain isolated at home for full 10 days, returning Day 11).

       Can resume extracurricular activities on Day 6, if able to wear a mask properly at all

       times (while not actively participating) for Days 6-10, and above conditions are met

       and cleared by physician.

   If student is   exposed to someone with COVID-19 during the school day:
       As long as asymptomatic, may remain in school and continue to wear a mask

       properly at all times.

       May continue extracurricular activities; wear a mask properly at all times (while not

       actively participating) for all 10 days.

TIMELINE FOR ISOLATION AND QUARANTINE

If a positive student is unable to isolate at home from siblings, those individuals would be

considered close contacts and would need to quarantine after the positive individual

completes their isolation.

    Timeline for return:

        COVID Positive - The first day of symptoms or test date (if no symptoms) is Day 0,

        count 5 days for isolation, and student returns on Day 6 if above criteria is met.

        Close Contact - The date of last exposure to a positive is Day 0, count 5 days, then

        may return on Day 6 if not experiencing symptoms.

ENHANCED PRECAUTIONS FOR STUDENTS AND STAFF

The following precautions will be implemented for COVID positive students/staff returning

on Day 6 through Day 10 AND students/staff identified as close contacts outside of the

school day:

       Maintain at least 3 feet of distance between the individual returning early from

       quarantine and others when in the classroom.

       At least 6 feet of separation between individual returning early and others when

       eating or drinking (lunch).

       Continue all other mitigation strategies.

VACCINATION STATUS

   Per the CDC, individuals are considered   fully vaccinated if you are:
       Ages 5-17 have completed 2-dose series (Pfizer or Moderna) AND has been 2-weeks

       since second dose.

       18-years and older have completed 2-dose series (Pfizer or Moderna) AND received

       a booster shot.

       Less than 2 months since the J&J dose.

   Per the CDC, individuals are   NOT considered up to date if:
       18-years and older who have NOT received a booster shot at least 5 months since

       the last dose of a 2-dose series (Pfizer or Moderna).

       More than 2 months for J&J and have NOT received a booster shot.

       Not vaccinated or have not completed the series.

PREVIOUS COVID INFECTION

    Individuals who have tested positive for COVID-19 do not need to quarantine or get

    tested again for up to 90-days, unless experiencing symptoms.

    Individuals who develop symptoms within 90-days of their first bout of COVID-19 may

    need to be tested, if no other cause is identified for symptoms.

INSTRUCTION DURING QUARANTINE
For students who are isolated/quarantined due to COVID-19, teachers will post assignments

on Canvas during the quarantined period. Additionally, students have the option to Zoom

into the classroom at times designated by the teacher (these may be different based on the

grade level and the lesson being taught each day).

        The purpose of the Zoom sessions is to provide an opportunity for the student to

        observe and listen during times of direct instruction and not for them to participate

        in an entire day of synchronous instruction.

        The length of time that a student is on Zoom may vary by the length of the class

        period and/or lesson.

DEPARTMENT OF EXCEPTIONAL LEARNERS
FACE COVERINGS

If a student has a   medical exemption for not wearing a mask, it must be provided in
writing by a healthcare provider. Parents will also need to share this documentation with the

school. *A current note from the healthcare provider will be needed, even if this

accommodation has been approved in the past.

        If masking (when required) is not possible due to disability or health condition, a

        face shield may be an appropriate alternative for the student.

        If the student is not able to wear a mask or a face shield due to their disability/

        health condition, the Case Conference Committee will determine what reasonable

        accommodations are needed for the student to access their education.

        If a student does not have a medical reason and is not able to be compliant with

        wearing a mask (when required), the Case Conference Committee will determine

        what steps need to be taken.

HSE PRESCHOOL OF THE NATURAL SCIENCES

Preschool students/staff are expected to follow the same protocols as listed in the HSE

Return to In-person Instruction Plan.

FACILITY MODIFICATIONS
PROTECTIVE BARRIERS

More than 300 plexiglass barriers have been

installed throughout the buildings to provide

another layer of protection for those working,

and reflects the best guidance regarding

healthy interactions. Some of the barriers have

been strategically placed in the following

areas: front offices, guidance offices, on the

desks of school registrars and treasurers,

bookstores, cashier stations in the cafeterias, fan and concession stands.

SIGNAGE

The Centers for Disease Control and Prevention created infographics on the symptoms of

COVID-19, social distancing and how to properly wash your hands. HSE Schools selected five

signs that are applicable and printed 5,200 posters and floor decals. The signage will

appear in building entrances, hallways, cafeterias and restrooms.

WATER BOTTLE FILLING STATIONS

Water bottle filling stations have been installed to provide students and staff with access to

water throughout the day in addition to water fountains.

HAND SANITIZER STATIONS

In addition to hand sanitizer being available to students and staff in classrooms, all buildings

are equipped with free-standing hand sanitizer stations.

BUILDING VENTILATION

Changes have been made to building ventilation to increase outside air flow:

   The CO2 setpoints on HVAC units with demand ventilation have been lowered.

   The outdoor air damper minimum position on HVAC units with standard ventilation have

   been increased.

   HVAC systems are started 2-hours before students arrive with the outdoor air dampers

   commanded to their maximum ventilation position. This helps ensure buildings start the

   day with filtered and conditioned outdoor air.

   Extended the HVAC occupied times.

   Implemented an unoccupied evening dehumidification program.
