1.0 CVLL MANAGEMENT AND ADMINISTRATION The Conejo Valley Little League (CVLL) is a non-profit organization which operates under a charter from Little League Baseball International “to promote, develop, supervise and voluntarily assist in all lawful ways the interest of those who will participate in Little League Baseball”. Little League is the world’s largest organized youth sports program and is truly a program of service to youth, adapted to the mental and physical capacity of youngsters in a wide range of age groups. CVLL has over 450 players and nearly a 100 adult volunteers annually. Information on Little League can be found at their website at www.littleleague.org. CVLL hosts its own web site at www.cvll.net. The Board of Directors of CVLL manages the operations and property of the league. Board members are elected for one-year terms by the general membership of CVLL, which includes the parents of all players, plus managers, coaches, and volunteer umpires. The Board meets once a month, except during the playing season when meetings are held every two weeks. Players must register each year and meet the residency and age requirements of Little League in order to participate. The safety of players, umpires, spectators and volunteers is of utmost importance to CVLL. The league Safety Officer coordinates all safety activities, ensures safety in player training, ensures safe playing conditions, coordinates reporting and prevention of injuries, and solicits suggestions for safety improvements and forwards them to the Board of Directors. The Safety Officer has the ability, as do umpires, to halt play to assure the safety of all involved. 2.0 LEAGUE BUDGET & FUNDING League Operating Expenses Approximately 70% of the operating budget comes from registration fees. Sponsors contribute an additional 10% and their generous support is recognized via sponsor signs at CVLL fields, in the year book distributed to all players, and in the media. A plaque displaying the team picture is provided to each sponsor. The snack shacks at Fiore Fields and Dover & Hendrix are maintained by volunteers for the convenience of fans and players. Income from the snack shack accounts for approximately 10% of the league’s operating budget. The snack shacks will be open for substantially all games. The remainder of the budget comes from various fundraising. 5
Expenses of the league vary from year to year depending on the amount budgeted for capital improvements (e.g. the Fiore snack shack, fencing, dugouts). Player costs include expenses on pictures, yearbooks, trophies, post-season play, scholarships and player development. Uniforms and equipment — jerseys, caps, team equipment, and baseballs — account for almost one third of the total expenses. Administration expenses include insurance, Little League fees, registration and printing costs. Registration Costs CVLL is a non-profit organization that relies on donations made at registration to help pay league expenses. Donation amounts are set at levels the league believes are adequate and fair to cover expenses of play at each level. The League also sets levels for budgeting purposes and bases them on anticipated number of players each season and related expenses. As such, the League must make early financial commitments to assure that uniforms, equipment and other materials and supplies are purchased and received in a timeframe that allows practices and games to start on schedule. Therefore, the deadline to request a full refund (less $25 transaction fee) is December 31, 2018, and for a partial refund the deadline is January 20, 2019. CRPD Fees Conejo Recreation Park District (CRPD) administers and maintains all of the city’s fields and parks for the City of Thousand Oaks. This includes our CVLL baseball fields at Fiore, Waverly, and Dover. The cost for the use of these fields are included in your registration total. Snack Shack Buy Out Fee Each player will be charged in an front but reimbursable cost of $50 to cover the operating costs of the snack shacks for Spring 2018. If you volunteer for a 4 hour shift at the snack shack during the season, you will receive a refund of $50 at the end of the season. If you have any questions in regards to any of these fees, please contact any CVLL board member, or CRPD directly at (805) 495-6471. Playerships One of the fundamental principles of Little League is that no child will ever be turned away, or limited in participation, because of a parent/guardian's inability to make a donation. CVLL provides playerships for youth in need. For more information, please contact the Registrar. James David Street Scholarships For the past 30 years, CVLL has provided scholarships to high school graduates who participated in Little League. Scholarships are awarded to individuals who submit an application that includes an essay on “What Little League has Meant To Me,” an oral interview, and review of academic information. To qualify, an applicant must have played and/or umpired for at least five years in CVLL. For more information or a scholarship application, please go to www.cvll.net. 6
3.0 CVLL BOUNDARIES North of the 101 Freeway: those areas of Thousand Oaks west of Moorpark Road, continuing north to include the Santa Rosa Valley and the area of Camarillo east of Highway 34. South of the 101 Freeway: those areas of Thousand Oaks east and west of Moorpark Road and continuing west to include all of Newbury Park and the area of Camarillo east of Highway 34. Players who live and go to school outside the CVLL defined boundaries should register with their appropriate league. An interactive map can be found at: Map of CVLL Boundary 7
4.0 CVLL PLAYING FIELDS The playing fields for CVLL games are Fiore Fields, Conejo Community Park (Dover & Hendrix), Waverly Field, and Conejo Creek South. Practice fields may include Acacia, Aspen, and Madrona Elementary Schools, and Redwood Middle School. These game and practice fields are the property of the Conejo Recreation and Park District and the Conejo Valley Unified School District. Permits are obtained by CVLL to use these facilities during the CVLL season. Upkeep during the season is the responsibility of each CVLL team who uses them. Use of unauthorized playing or practice fields by CVLL teams is at the risk of said team and coaches and is not covered by CVLL insurance. 5.0 LEAGUE AGE & DIVISIONS What is Little League Age? A player’s “Little League Age” is the age the player will be on August 31, 2019. Whenever CVLL refers to a players age, it means “Little League Age”. CVLL Divisions are: Challenger Division - The Challenger Division is a unique program for mentally and/or physically challenged youth aged 5-18 which allows the enjoyment of Little League participation in an athletic environment structured to their abilities. More than the baseball skills learned, the value of the division is found in the proven therapeutic and socialization benefits of participating in sports, the strengthening of the participants' self-esteem, the opportunities to mainstream into other divisions of play, and the disciplines of teamwork, sportsmanship and fair play. Peanut Division (Ages 4 - 6) – Little League rules require that all 4-6 year olds play in the Peanut Division, which does not allow player pitching. The Peanut Division is strictly instructional and non-competitive, providing a fun environment that introduces players to the fundamentals of the game. Players are assigned to teams by the CVLL Player Agent. Minor International Division (Ages 6- 8) – All 7 year old players and some 8 year olds will be assigned to this division, in which pitching is introduced. This division is also non-competitive in that no standings are kept. Players are assigned to teams by the CVLL Player Agent. Any 6 year olds having at least 1 year of tee ball experience may petition to play up to this division and must attend the Player Evaluations. Players registering as Peanut who successfully petition to play up will be required to pay the difference in the Fair Share Donation between the two divisions. Minor National Division (Ages 7-9) – This is a developmental division which introduces players to more advanced techniques involving baserunning, fielding and pitching. Players are drafted onto teams after participating in player evaluations. Any 7 year old wishing to be drafted into this division must petition to play up and attend evaluations. This is a player’s first exposure to a competitive division. Minor American Division (Ages 9 – 12) – This division includes players aged 10 to 12 not drafted into the Majors, and enough 9 year olds to fill out the league. This division provides these players an opportunity to expand their skills by incorporating more advanced parts of the game such as base stealing and bunting. Players are drafted onto teams after participating in evaluations. Players aged 12 are not allowed to pitch. Players in this division may be drafted up to the Major Division during the regular season to fill a vacancy. Major Division (Ages 10 – 12) – The Majors consists of experienced 10, 11 and 12 year old players participating in a highly skilled division. Managers stress sound fundamentals in all aspects of the game. Players are drafted onto teams after participating in player evaluations. Junior Division (Ages 13 & 14) – All 13 and 14 year olds participate in this division, which features lead offs, pick offs and a larger field. The division consists of CVLL teams and teams from other nearby leagues. Players are drafted onto teams after participating in player evaluations. ABDG Division (Ages 15 – 18) – CVLL is proud to work in conjunction with Mike Scioscia’s Amateur Baseball Development Group for players ages 15-19, with games played on a regulation size field. 6.0 PLAYER EVALUATIONS AND THE DRAFT Players are assigned to teams with the objective of providing balanced competition between teams in the same division. In all divisions, except for Peanut and Minor International, a draft is conducted. All team assignments are for one season. All players who register with CVLL by the designated deadline will be assigned to a team. Those who register late will be placed on a waiting list until there is an opening in an appropriate age division. The CVLL Player Agent administers the player assignment and draft process in all divisions. Player Evaluations All players, except for those ages 4 to 7*, and those participating in the Challenger Divisions, must attend player evaluations. It is important to review the evaluation schedule closely and identify the location, date and time as to when the evaluation of your particular age group will be occurring. Players who do not attend evaluations will be assigned to a team as space permits by the Player Agent in accordance with CVLL regulations. All managers must attend evaluations to assess the players. Players are asked to demonstrate their ability in fielding, throwing, hitting and baserunning. Players should bring their baseball glove, appropriate shoes (no metal cleats allowed except for Juniors and Seniors) and a cap. Bats and balls are provided, but players can bring their own bat if they wish. Evaluations are conducted on a first come, first serve basis, and changes to this order cannot be accommodated unless deemed necessary by the Player Agent. Tentative Player Evaluation Schedule - Confirm on the CVLL Website League Age Time Make-up Location 8* year olds Jan 5, 8:30 am Jan 12, 11:00 am Dover Field 9 year olds Jan 5, 10:30 am Jan 12, 12:00 pm Dover Field 10 year olds Jan 5, 12:00 pm Jan 12, 12:30 pm Dover Field 11 year olds Jan 5, 1:30 pm Jan 12, 1:00 pm Dover Field 12 year olds Jan 5, 3:00 pm Jan 12, 1:30 pm Dover Field 13-14 year olds Jan 12, 1:00 pm TBD Waverly Field Petition to “Play Up” in a Higher Age Bracket Some CVLL divisions allow players of a younger age to play up if their playing ability is considered to be at a level appropriate for safe and effective participation with the older players. *Any 6 year old players who wish to be considered for the Minor International Division or 7 year old who wish to be considered for Minor National Division must contact the Player Agent prior to eval- uations to complete a written petition, and the player must be evaluated with the 8 year olds per the schedule. In all of these cases, parents should understand that petitioning to “play up” is not a guarantee that the player will be selected for the higher division. 10
Parents should also understand that there are no guarantees regarding positions, number of innings played, or number of at-bats for these players other than that which is in accordance with Little League and CVLL rules of the particular division. Younger players playing up in older divisions may not be physically able to compete with all players within that division, and, as such, accept that risk by agreeing to be considered to move up. What Happens After Player Evaluations? After player evaluations, team managers meet and draft players onto their teams. All players who register on time, attend player evaluations, and have a certified copy of their birth certificate reviewed by CVLL will be assigned to a team. If there are circumstances which warrant a review of a player’s team assignment, the matter should first be discussed with the team manager or the Division Vice President who will, if necessary, review the situation with the Player Agent. A player’s team assignment cannot be changed purely for the convenience of the player or the parents. During the season, players may be drafted up from the Minor American to the Major Division, if an opening occurs. Only those players who are age appropriate for that division and meet CVLL eligibility requirements can be considered for drafting up. Players are assigned to Challenger, Peanut, and Minor International teams by the CVLL Player Agent. For all divisions, the manager will contact each player after the draft/team assignment process is complete to schedule a parent meeting. Player Requests CVLL will try to honor player requests for team placement (i.e., carpools, etc.) in the Peanut and Minor International Divisions. Player requests cannot be honored in all other divisions since they involve a player draft. 7.0 UNIFORMS & EQUIPMENT All players are provided with a jersey and cap prior to opening day, which they are allowed to keep. Each team manager will be provided catcher’s equipment, baseballs, and batting helmets. Players are expected to provide a baseball glove, bat, pants, socks, and baseball shoes (no metal cleats allowed except for Juniors, Seniors and Big League). All players should complete the size and number preference form during online registration. Little League has adopted new USA Bat Standards starting January 2018. Only Little League approved bats will be allowed on the field, Please see http://www.littleleague.org/learn/ equipment/baseballbatinfo.htm for more information. 8.0 REGULAR PLAYING SEASON Opening Day – Opening Day is Saturday, February 23, 2019. No league games will be played that day, join us for kick off ceremonies. During the season, teams practice at least once per week and play at least two games per week (except Peanuts and Challengers). Players must be committed to their team for the entire season which concludes on Championship Day, June 1, 2019. League schedules attempt to accommodate conflicts such as Outdoor School and holidays. Regular Season Games - CVLL starts regular season games on Saturday, March 2, 2019. To the degree possible, CVLL tries to schedule 20 games per team for all divisions, except for Peanuts and Challengers, who play only on Saturdays. Games cancelled or postponed by rain or other reason may be rescheduled if possible. 11
Regular Season Tournaments - For International, National, American, Major, and Junior divisions, all teams compete in post-season playoffs to determine division championships. Regular season win-loss records are used to seed teams in the playoff tournaments. Picture Day – Picture Day is Sunday, March 3, 2019 at Dover Baseball Field. The cost of team and individual pictures is included in registration fees. Pictures are distributed to each team later in the season. Team pictures, rosters, and other league information will be published in the CVLL Year Book, which is distributed to players that purchase one. Championship Day – Championship Day is on Saturday, June 1, 2019, and is the culmination of the CVLL regular season. Championship games for the International, National, American, and Major Divisions are held at Dover and Hendrix Field to determine a league champion. Juniors play at Waverly Field. Awards and trophies are distributed on Championship Day. Umpires – Umpires are provided for each CVLL game, except for the Peanut Division. They are impartial observers of the game, assigned to keep the game fair for all involved. If there is a dispute, ONLY THE MANAGER is entitled to discuss the matter with the umpire. Support of the umpires by the managers, coaches, players and fans helps maintain the integrity of the game. Interference, disrespect, or intimidation of the umpires is not in the spirit of Little League and is not tolerated. Umpires are required to take classroom and field instruction, and are tested on their knowledge and ability to perform these duties. Umpires are assigned to games commensurate with their abilities. Umpires must be at least 13 years old. Anyone interested in becoming an umpire should contact the Chief Umpire (see page 15 for contact information). Official Rules & Supplemental Rules – CVLL is conducted according to official Little League rules published by Little League Baseball Incorporated. CVLL publishes supplemental rules for various divisions to ensure age appropriate regulations are in place. All managers receive a copy of the Little League rule book and the appropriate supplemental rules prior to the season. 9.0 POST SEASON PLAY CVLL sponsors teams for post-season play from various age groups. Little League sponsored district teams include Minor (age 10), Major (age 11-12), Junior (age 13- 14), and Senior (age 14-16). Non-Little League tournaments are available for players age 7 and up on Tournament Teams. To be considered for selection to a Little League sanctioned District Team or Tournament Team, a player must have been on the active roster of a CVLL team. Players are selected by the managers of the respective age group in accordance with the CVLL Tournament Team Selection Rules adopted by the Board. Managers may petition to be considered for post-season positions, with selection based on criteria established by the Board. Post-season begins after Championship Day in June and could extend into August for the most successful teams. Post-season players must be committed to their team for the duration of post- season play, and are expected to decline the invitation to play if conflicts are anticipated, so that other players may have the opportunity to participate. There is a $85 fee to participate, which partially covers the cost of uniforms and one tournament fee for the post season. If the individual teams elect to participate in additional tournaments, the team will share the cost of the entry fee. 12
10.0 PARENT PARTICIPATION Parent participation is essential to make OUR Little League a success. Without 100% participation by the families of CVLL players, we can not be successful. During player registration and at the initial parent’s meeting for your team, you will have the opportunity to volunteer for any of the following positions: Manager/Coach – Nearly 100 managers and coaches are recruited annually to conduct the CVLL program. CVLL runs instructional clinics for managers and coaches each year to enhance the ability of these volunteers to provide your child a safe and positive learning environment. Managers must apply for a team and complete an application form. Managers are recommended for selection by the appropriate division Vice President. All managers are required to conduct a parents meeting prior to the first practice, where you will be provided with the details of the season. Team Parent – The team parent has responsibilities that are directly involved with the team- assisting the manager by maintaining the team roster, coordinating the team’s picture day, coordinating post-game snack schedules, assigning volunteer duties, making phone calls, sending emails, organizing the team party, etc. Scorekeepers – For each game in which the score is kept, a volunteer scorekeeper is provided by the home team and is required to act as a non-partisan keeper of the game’s records. Score- keeper’s clinics are conducted each year prior to the season to provide instruction and guidance to those who are interested in being scorekeepers. Groundskeepers – Before and after each practice and game, preparation and maintenance of the field is required to assure a safe environment and top quality playing conditions exist for the players. In addition, each team must provide volunteers to assist the league during Field Preparation Days prior to the start of the season (see schedule on inside front cover). Snack Shack Volunteer – The snack shack volunteers will be responsible for opening, running and closing the snack shack. For safety reasons, no children younger than age 12 are allowed in the snack shack. For games played at Dover & Hendrix, the home team will be responsible for provid- ing two snack shack volunteers for each game. For teams at the Fiore Fields, each team is re- sponsible to provide adult volunteers who will cover their scheduled shifts. Non-Board Volunteer Positions - There are many more volunteer opportunities available in vari- ous functions and events. Please see the website for open volunteer positions. For more information, please contact any member of the Board of Directors. Volunteer Applications - All volunteers are required to complete and submit a “Little League Of- ficial Volunteer Application” and a copy of their driver’s license, each year. CVLL will perform a background screening of all volunteers. Refusal to annually submit a fully completed “Little League Official Volunteer Application” will result in the immediate dismissal of the individual from CVLL. All volunteer applications will be done online. CVLL will send each potential volunteer a secured link to complete their application and background check through a third party provider JDP. 13
11.0 EXPECTATIONS OF PARENTS AND FANS The main goal of Little League is to create the best possible experience for the players, managers, umpires, coaches and parents. To that end, parents and fans are expected to: • be supportive of the manager and team; • communicate with the manager in appropriate ways; • cheer for all players on the team; • be a positive role model; • respect and support volunteers and umpires; • be positive and supportive whether the team wins or loses; • maintain a commitment to the team by insuring the players attend practices and games; • model good sportsmanship. • REMEMBER YOUR KIDS ARE WATCHING JUST A LITTLE BOY By Bob Fox He stands at the plate with heart pounding fast. The bases are loaded, the die has been cast. Mom and Dad cannot help him, he stands alone. A hit at this moment would send the team home. The ball meets the plate, he swings and he misses. There’s a groan from the crowd, with some boos and some hisses. A thoughtless voice cries, “Strike out the bum!” Tears fill his eyes, the game’s no longer fun. So open your heart and give him a break. For it’s moments like this, a man you can make. Keep this in mind when you hear someone forget. He’s just a little boy and not a man yet. LITTLE LEAGUE PLEDGE I trust in God, I love my country, and will respect its laws. I will play fair and strive to win; but win or lose, I will always do my best. THE LITTLE LEAGUE PARENT/VOLUNTEER PLEDGE I will teach all children to play fair and do their best. I will positively support all managers, coaches and players. I will respect the decisions of the umpires. I will praise a good effort despite the outcome of the game. 14
