IBIA CARIBBEAN BUNKER CONFERENCE - OVERVIEW After the success of the inaugural IBIA Caribbean Bunker Conference last year, the 2019 IBIA Caribbean Bunker Conference (ICBC) – The Caribbean Journey to 2020 Compliance - lived up to high expectations. It was bigger and better than last year and truly one of industry’s landmark regional events of 2019. The conference took place September 10-12, 2019 at the Iberostar Grande / Suites Hotel, Montego Bay, Jamaica, hosted by the Maritime Authority of Jamaica and presented in partnership with Ship & Bunker. The pre-conference programme featured the IBIA Bunker Training Course which was very well attended and proved once again to be one of the most popular dates on IBIA’s annual training calendar. The pre-conference programme also featured the IBIA Ethics Workshop, moderated by J. Steve Simms, Principal, Simms Showers LLP and Robert E. O’Connor, Managing Partner, Montgomery McCracken. In the evening, delegates were treated to a lively welcome networking reception courtesy of Gold Sponsor Bunker One. IBIA Director Unni Einemo and Rear Admiral (Ret’d) Peter Brady, Director General of the Maritime Authority of Jamaica welcomed everyone to the conference, swiftly followed by the key note address from Hon. Robert Montague, Minister of Transport, Jamaica, where delegates heard of Jamaica’s ongoing drive to establish itself as the bunkering hub for the Caribbean region. Bunkering could bring over $3 billion in income, and 900 jobs to the country, delegates were told. The minister discussed various steps the country was taking to achieve its ambi- tions, including plans to implement a bunkering framework with legislation that will provide for the licensing of bunkering operators and their vessels. Day 1 Session 1 focused on the perspective of the stakeholder groups and IMO 2020. IBIA Director Unni Einemo, who is also IBIA’s IMO Representative, gave an overview of the new rules before Eric Evans, Vice President, ICON Interna- tional, Inc., discussed the impact on shipowners / operators, Adrian Tolson, Senior Partner, 2020 Marine Energy, tackled the impact on the bunker supply chain, and Mel Larson, Principal Consultant, KBC, discussed the impact on refiners. Among the session’s notable points were how shipowners would benefit from increased transparen- cy in the industry, the importance of cooperation and communication, that IMO 2020 will create a shift in bunker supply chain dynamics, and the new rules are generally viewed as a positive for USGC refiners. Session 2 looked at the new IMO 2020 grade fuels in detail. Nigel Draffin, Author and Board Member, IBIA, dis- cussed the composition of the new very low sulphur fuel oils (VLSFO) and, how they are different from what we burn today. Among the technical specifics of the presentation, delegates were reassured that the vast majority of new fuels will continue to be blends, just like today. Jack Grogan, Account Manager, Houston, VPS discussed the findings from testing VLSFOs. While they were generally good fuels, he described large variations in density, viscosity and pour point and a slight increase in off-specs for sediment. Emmanuel Gallegos, Senior Pricing Spe- cialist, Americas Bunkers, SP Global Platts, rounded up the session discussing pricing for the new fuels (they will be more expensive) and highlighted the challenge given current low sales volumes for 0.50% sulphur material. Gallegos said Platts expects scrubber-equipped tonnage to account for 15% of demand next year. Session 3 had a regional focus, with Charles Chambers, CEO, West Indies Petroleum discussing the outlook for the Jamaica and North Caribbean market. Jamaica is ready for IMO 2020, he said, adding that as the market transitions to the new rules price is less important than quality and reliability. Yamil Lasten, Managing Director, Curoil, then discussed then outlook for the South Caribbean, and said that despite Curaçao not being a signatory to MARPOL Annex VI it will be offering IMO 2020 compliant fuel. The outlook for Panama was given by Carls Von Lindeman, Commercial Manager, Vopak, who said that Panama is ready for IMO 2020 and was also close to estab- lishing a new offshore bunkering location. The session’s final presentation looking at the US Gulf Coast market was given by Debnil Chowdhury, Head of North American Refining, IHS Markit, who told delegates that we were witnessing a return to the “golden age of refining.” Chowdhury also predicted that the uptake of scrubbers will continue into the next decade, meaning HSFO demand will bounce back to a certain degree after tanking at the end of this year. 2 IBIA Caribbean Bunker Conference
IBIA CARIBBEAN BUNKER CONFERENCE - OVERVIEW Session 4 addressed legal, commercial, and operational considerations. Georgia Kounalakis, Managing Director, Bunker One Physical (Gulf & Caribs) looked at the impact of IMO 2020 on credit and counter party risk. This will weigh heavily not only on shipowners but could even push some suppliers out of the market, she said, and warned that the idea that some companies are “too big to fail” no longer applies. IMO 2020 could create a credit demand shock as the cost of bunkers could rise by $5-$30 billion, she added. Robert E. O’Connor, Managing Part- ner, Montgomery McCracken, then looked at the new legal landscape and discussed a number of relevant recent legal cases. Sami Sarosh, VP, The Viswa Group, Houston discussed the case for snubbers as an IMO 2020 solution before Dr. Eric Deans, Chief Executive Officer, Jamaica Special Economic Zone Authority rounded up the session considering how the use and benefits of how SEZs can help drive the bunker industry. The day ended with the Conference Formal Dinner, hosted by conference Platinum Sponsor West Indies Petro- leum. In addition to numerous networking opportunities, delegates also heard from a number of additional speakers including Hon. Fayval Williams, Jamaica’s Minister of Science, Energy and Technology. Among her key messages was that Jamaican refiner Petrojam will be ready to supply compliant fuels in time for the start of the new marine fuel sulphur cap on January 1, 2020. Day 2 Session 5 looked at IMO 2020 compliance and enforcement. Steve Simms, Principal, Simms Showers LLP dis- cussed FONARs and non-compliance before Jodi Munn-Barrow, Secretary General at the Caribbean MOU on Port State Control, highlighted the many challenges facing the region’s ability to enforce the new rules. Session 6 about the industry’s future outlook began with Unni Einemo discussing the impact of the future IMO 2030 and IMO 2050 pledges to reduce greenhouse gas emissions from shipping. New Fortress Energy’s Kevin Frantz, Senior Vice President of Engineering and Distributed Solutions, and Danar Royal, Marine Operations Co- ordinator, both from New Fortress Energy, then discussed LNG bunkering. They highlighted how Jamaica’s wider ambitions to adopt LNG for power means the country is ready to become a regional LNG bunkering hub. The session was rounded off by Capt. Sukhjit Singh, Deputy Director & Technical Head, UTT University, who discussed future fuels and ways we can future proof the marine fuels supply chain. Sofia Konstantopoulou, IBIA’s Global Head of Marketing and Events, concluded the conference by offering IBIA’s sincere thanks to the Government of Jamaica through the Maritime Authority and our partners, Ship & Bunker, who together have produced a successful conference looking at all of the current challenges faced by the bun- kering industry. SPEAKERS Jodi Munn-Barrow, Secretary General at Caribbean MOU on Port State Control Mrs. Jodi Munn-Barrow is currently the Secretary General of the Caribbean MOU on port State control. She has held this position since 2009. Her previous positions include positions at the Ministry of Transport and Works from 2003 – 2009 in the Policy Directorate with responsibility for Aviation and Maritime. Prior to that she worked at the Port Authority of Jamaica and was the Executive Coordinator – Marine and Aviation for the Hon. Minister of Transport. In addition, Mrs. Munn-Barrow has chaired numerous regional and international meetings and workshops including: Meeting Chairman of the CARICOM Council on Trade and Development held in Trinidad and Tobago in 2005; Meeting Chairman of the IMO FSI Sub-Committee Drafting Group on PSC Matters in 2012; Meeting Chairman of the IMO PSC Regional MOU Workshop in 2015. Rear Admiral Peter Brady, Director General of the Maritime Authority of Jamaica Rear Admiral (Ret’d) Peter Brady is the Director General of the Maritime Authority of Jamaica. He served as Chief of Defence Staff in the Jamaica Defence Force (1990-1998). He is a graduate of the Royal Naval Staff College, Greenwich London, and has a graduate degree in Marine Management from Dalhousie University, Canada. He chaired the IMO’s Standards of Training and Watchkeeping (STW) Sub-Committee for 10 terms and in June 2010 presided over the Diplomatic Conference in Manila, where the amendments to the Standards of Training, Certification and Watchkeeping (STCW) Convention was adopted. He has been a serving member of the World Maritime University Board of Governors (BOG) since 2007, and was elected as its Vice Chair in 2015. He lectured at Dalhousie University, Canada on Maritime Security and the International Ship and Port Facility Security (ISPS) Code. He was also instrumental in the introduction, training and implementation of the ISPS Code in Jamaica, which came into force on July 1, 2004. He chairs the National Hydrographic Committee (Jamaica). He is the 2015 SEATRADE recipient of the IMO themed Award for Maritime Education and Training. Charles Chambers, Chief Executive Officer, Director and founding Shareholder of West Indies Petroleum Charles Chambers is currently Chief Executive Officer, Director and founding Shareholder of West Indies Petroleum a regional physical supplier of petroleum based fuels. Charles spent most of his career before assuming this current role working as an investment banker with regional banks such as RBC, NCB and JMMB after graduating from the Wharton School with an MBA in Finance in 2001. www.ibia.net 15
SPEAKERS Debnil Chowdhury, Executive Director and leads North American Refining research at IHS Markit Debnil Chowdhury is an executive director and leads North American Refining research at IHS Markit. He has been involved in many refined product and NGL pricing, and market entry strategy studies for clients. Prior to joining IHS Markit, he was a senior market analyst for Valero where he was responsible for strategic planning and market analysis support for downstream, renewable, and retail assets globally. Mr. Chowdhury performed short- and long-term planning for downstream and midstream assets, conducted refinery economics evaluations, and supported new expansion and supply optimization efforts. His prior experience also includes helping clients globally develop new refining technologies as a member of KBR’s Technology Development team as a process and pilot plant engineer. Mr. Chowdhury is the primary creator of the IHS Markit long-term ethane analytics price forecast model, which can be used to provide insights on and quantitatively link ethane supply/demand to long-term pricing. Debnil has also spent the past 10 years analyzing the impacts of IMO regulations on the refining industry, aiding clients with capital decisions in regards to diesel and marine fuel oil supply. Mr. Chowdhury holds a Bachelor of Science in Chemical Engineering and Certificate in International Affairs from the Georgia Institute of Technology, a Master of Science in Predictive Analytics from Northwestern University, and an MBA from Rice University’s Jones Graduate School of Business. Dr. Eric Deans, Chief Executive Officer, Jamaica Special Economic Zone Authority Currently serving as Chairman, Jamaica Logistics Hub Task Force and Chief Executive Officer, Jamaica Special Economic Zone Authority, Dr. Deans is the principal architect of Jamaica’s Global Logistics Hub Initiative. Dr. Deans is a member of the Core Implementation Team of the Jamaica Gansu Industrial Park & Special Economic Zone and a member of the Caymanas SEZ Enterprise Team. A former member of the Board of Directors of Kingston Free Zone; Montego Bay Free Zone Board; Kingston Container Terminal Privatization Enterprise Team; Caymanas Special Economic Zone Enterprise Team and Deputy Chairman, Advisory Board for the Jamaica Customs Agency. He also served as Registrar General for the Jamaica Ship Registry. A member of the Chartered Institute of Transport, U.K., Connecticut Maritime Association and American Association of Port Authorities. Dr. Deans has a solid history of environmental stewardship, including serving as a member of the IMO Expert Group on market based measures to reduce ship emissions; Jamaican representative to the Marine Environment Protection Committee of the IMO and former National Coordinator for the Wider Caribbean Initiative on ship generated wastes. Dr. Deans is a “Delaware Ph.D” having gained his terminal degree in Marine Policy on a full academic scholarship at the second oldest university in the USA, the University of Delaware (only Harvard is older). Also a graduate of the University of Wales with a Master of Science degree in Maritime Studies as a Commonwealth Scholar; and the University of the West Indies with a (B.Sc.) in Chemistry. As a Maritime Policy expert his skill sets include maritime economics, maritime and admiralty law, environmental economics and commercial aspects of ports and shipping management. Professor Deans is an Associate Professor in Logistics and Supply Chain Sustainability at the Caribbean Maritime University and serves as Executive Director of the CMU’s Centre for Sustainable Supply Chains and as a member of the Academic Board. 16 IBIA Caribbean Bunker Conference
Nigel Draffin, Technical Consultant, Lecturer, Author and Board Member, IBIA NIGEL DRAFFIN served at sea with Shell from 1966, coming ashore in 1979 working in New Building, Research and Operations departments. In 1996 he moved to Bunker broking first at Gibsons then at LQM Petroleum Services where he was Technical Manager before retiring in 2015. He has sailed on and supervised the construction and operation of bulk carriers, oil tankers and gas carriers. He has acted as a consultant on technical issues for over 22 years. He given expert opinions and is a supporting member of LMAA. A founder member of the International Bunker Industry Association, serving on its board and as Chairman in 2012. He is a member of the Institute of Marine Engineering Science and Technology, Past Master of the Worshipful Company of Fuellers and Liveryman of the Worshipful Company of Shipwrights. He is the course director of the Petrospot bunkering courses and a regular presenter at bunker conferences. He has written 12 books on Bunkering and Shipping published by Petrospot. Unni Einemo, IBIA Director & IMO Representative Unni Einemo joined the IBIA secretariat in April 2016 as its IMO Representative, Media and Communications Manager after two years as a non-Executive board director. She was promoted to Director in order to serve as the global head of the Association in September 2018 following a unanimous decision by the board of IBIA. Prior to joining IBIA, she worked for two decades as a journalist and analyst in the marine fuel and shipping industries in her capacity as Managing Editor for the highly regarded Bunkerworld and Sustainable Shipping specialist news services at Petromedia, and later Platts, which acquired Petromedia in July 2015. She has gained expert knowledge through engaging with industry, attending numerous maritime and energy conferences, and regularly attending IMO meetings, and has herself become a sought-after speaker at industry events. SPEAKERS Eric Evans, Vice President, ICON International Inc Eris is a seasoned Executive with over 37 years of leadership experience and expertise in finance operations, global sourcing and sales of marine fuels, transportation and infrastructure management, sustainability projects, development of alternative fuels use, and managing environmental compliance measures to meet the IMO 2020 regulations. During his career he has worked for large NYSE traded companies (ICON International, Carnival Corporation, and Coastal Refining and Marketing) and recently consulted for various companies engaged in the marine fuels, finance, and interests supporting infrastructure operations. Eric’s experience includes working on various projects including Carnival Corporation’s Exhaust Gas Cleaning Project with the USCG, and the implementation of bulk LNG as a marine fuel. Other leadership responsibilities include lobbying and government affairs, international sales and marketing, asset management, human resources and business development. He has vast experience in creative management of billion dollars spend through innovative strategies and market driven negotiations. Eric is a founding and two-time Board Member of the International Bunker Industry Association (IBIA), served as oil industry liaison on the Florida Department of Natural Resource Oil Spill Council following the enactment of OPA 90, and was a highly recognized fuel expert supporting the Cruise Line International Association (CLIA). Kevin Frantz, Senior Vice President of Engineering and Distributed Solutions, New Fortress Energy Kevin Frantz is the Senior Vice President of Engineering and Distributed Solutions at New Fortress Energy; he is responsible for leading a technical teams focused on developing both in-house and customer facing LNG cryogenic solutions. Kevin is a mechanical engineer with more than 30+ years of system design, automation, power, refrigeration and energy experience. After graduating from University of California, Berkeley, Kevin joined GE for a 17-year career focused on gas turbine optimization, automation and controls. Prior to joining NFE, Kevin supported the development of two large Jones Act LNG Cargo Ships for Crowley’s Puerto Rico Service (El Coquí and Taíno). These ships required a shore-side bunkering facility built in Jacksonville, Florida for LNG fuel supply. Emmanuel Gallegos, Senior Pricing Specialist, Americas Bunkers, SP Global Platts Emmanuel A. Gallegos joined Platts in 2014 and covers North American marine fuel markets for the Americas Oil team. Emmanuel focuses on the marine fuel markets throughout North America including the US Gulf Coast, US Atlantic and US West Coast. He previously worked on the Latin American desk covering the bunkers markets of Panama and South America. Emmanuel’s market reporting entails daily price assessments for IFO 380 and MGO bunker fuel and regional news coverage. Emmanuel holds a bachelor’s degree from the University of Houston-Downtown with a concentration in corporate communication. Jack Grogan, Account Manager, Houston, VPS Jack is a graduate of the United States Merchant Marine Academy with a degree in Marine Engineering Systems and a US Coast Guard license as a Third Assistant Engineer. He also served in the US Naval Reserve, achieving the rank of Lieutenant. After a brief stint in the aerospace industry, he worked as a Technical Coordinator for the largest, privately owned shipping company in the world. In 1993, Jack entered the bunker industry full time as a Technical Coordinator for Coastal Corporation, a diversified energy andpetroleum products company in the Fortune 500. He later became a marine sales representative and then Bunkering Manager. He joined Shell Marine Products in Houston in 2004 where he directed Shell’s bunkering activities in the Americas region. SPEAKERS Georgia Kounalakis, Managing Director, Bunker One Physical (Gulf & Caribs) Georgia is a highly skilled and accomplished marine fuels executive serving in various leadership roles for for leading both private and publicaly-traded Independent physical supply bunkering companies. She is experienced in the development and implementation of corporate strategic plans in the marine fuels sector and brings almost twenty years’ of experience in bunker fuel trading, business development, logistics, and M&A. In addition, she has led new business start-ups, expanded businesses into new markets, and taken a lead role in capital raising efforts. Her accomplishments are many and include successful conclusion of multiple acquisitions, various structured transactions involving investment in existing bunkering markets as well as non traditional locations. Georgia’s success is rooted in her ability to use market, industry, competitor and economic analysis to identify and capitalize on business growth opportunities. She uses her in depth market knowledge and understanding of the North American Marine fuels business and shipping markets to take a proactive response to risks and opportunities, and as a baseline for continuous quality improvement in logistics and product quality control. Georgia has been selected by CEOs as well as several executive management teams to serve as a member of a strategic task force focusing on global business growth planning. Georgia is a well known figure in the marine fuels industry with extensive relationships in the maritime arena, refineries, and the finance community. Martyn Lasek, Founder and Editor, Ship & Bunker Martyn is the founder and Editor Ship & Bunker, the world’s most read marine fuel-focused publication. With a career building maritime information systems and online publishing spanning 20 years, his previous appointments include roles at RBI and as an IT consultant developing global information systems for the British Royal Navy. In 2002 he joined marine intelligence publisher Petromedia where he was a key player in the growth and global expansion of their bunker industry publication Bunkerworld and marine credit reporting service Ocean Intelligence. Yamil Lasten, Managing Director, Curoil Dr. Yamil Lasten is the Managing Director of Curoil N.V. and its subsidiaries Curgas N.V., Curoil Gas Stations N.V., Curoil Bonaire N.V. and Curoil Aruba N.V. Before he was appointed to his current position, Dr. Lasten held various senior management positions with key players in the telecommunication sector and the utility sector on Curaçao. Earlier in his career, Dr. Lasten was a business consultant and lecturer at The University of Curaçao. He also served on Supervisory Boards of various government owned companies related to the oil industry and is currently serving on the Board of one of the largest Insurance Companies in the region. Dr. Lasten has a bachelor’s degree in Electrical Engineering from The University of Curaçao as well as a master’s degree in Technical Innovation Sciences from the Technical University of Eindhoven, the Netherlands. He also has a doctorate degree in Business Administration, with a specialization in Finance, from Walden University. Mel Larson, Principal Consultant, KBC Mel is a Principal Consultant with KBC. Mel has over 40 years experience as a Chemical Engineer. Responsibilities include Project Manager, Analyst in Refinery configuration / systems on several due diligence activities Specialty consulting on Fluid Catalyst Cracking processes, Panellist at AFPM, and Cat Cracking Committee member. Danar Royal, Marine Operations Coordinator, New Fortress Energy Danar joined New Fortress Energy in April 2016 as a Senior LNG Plant Operator, where he worked for a little over a year before his promotion to Terminal HSEQ and Security Officer, then to his current role as Marine Operations Coordinator since April 2018. As Marine Operations Coordinator, Danar has responsibility for ship to ship operations including Marine Planning, Terminal Offloads, HSEQ and Offshore Management. West Indies Petroleum (WIP) is a Jamaican fuel supplier operating in the Caribbean since November 2013. At its inception, the Company recognized that a large part of its market was unserved. To meet the needs of the market, WIP acquired certain strategic, financial and human assets that would allow it to reliably and efficiently deliver high quality fuel at a price point that was better than competing geographies. In 2013, WIP entered the space through the acquisition of its first barge “Bunkerjam” and established itself as a niche player providing fuel to ships where competitors could not. Through 2013 to 2015, the Company grew its business significantly with the acquisition of two additional barges and steadily grew its share of the market to 40 percent. In 2016, WIP acquired a 600,000 barrel terminal on the south coast of Jamaica which it retrofitted to store clean and dirty products for the local and regional markets. In 2017, the Company started delivering fuel from the terminal and exporting to regional markets. WIP also acquired a small terminal (63KB Fuel Oil) located on the Ocho Rios Cruise Ship Pier which is now commissioned and ready to deliver fuel. Today the Company has significantly expanded the business and controls about 70 percent of the local bunkering market in addition to establishing itself as a player in the local retail and regional spaces. With the acquisition of the newest clean product vessel, WIP now operates with 1.5M barrels of storage and is distributing fuel into the Caribbean and Central America. WIP is actively preparing for the new 2020 IMO fuel regulation where ships will have to use marine fuels with a Sulphur content of no more than 0.50% Sulphur compared to the current limit of 3.5% Sulphur. WIP’s primary customers who are in the mining, power generation and industrial industry will continue to require HSFO after 2020. WIP is also preparing to supply ship owners and operators with LSFO 0.5% and/or 3.5% HSFO along with both grades of MGO, depending on the requirements. In order to comply with the new requirements and provide a reliable source of fuel with efficient service, WIP is in the process of expanding its storage in Jamaica by 1M barrels in 2020 through the construction of new tanks and pipelines, 400KB of which will be dedicated to storing and blending HSFO and LSFO. www.ibia.net 29
