Roles and Powers of Taumarunui/Ohura Ward Committee Membership Taumarunui (5) and Ohura (1) Ward Councillors and the Mayor. Purpose • To be the prime interface between the ratepayers and public of the Ward. Operating Principles • Operate meetings according to Council’s Standing Orders. • Use informal workshops for in-depth consideration of key projects. • Authorise the Chairperson to make statements to the media accurately and reporting decisions of the Committee. Areas of Responsibility • Represent and act as an advocate for the interests of the community. • Consider and report on all matters referred to it by the territorial authority, or any other matter of interest or concern to the Ward Committee. • Maintain an overview of services provided by the territorial authority within the community. • Prepare an annual submission to the territorial authority for expenditure within the community. • Communicate with community organisations and special interest groups within the community. • Undertake any other responsibilities that are delegated to it by Council. Delegated Authority • The co-ordination of rural reserves and hall committees. • To allocate the approved budget for the following activities in the area: o Footpaths programme; o Parks and Reserves discretionary spend; o Public information signage. • To approve: o Temporary road closures for events (subject to administrative imperatives; o Street names; o Parades, collections and special uses of the roads; o Changes to speed restrictions on local roads (subject to NZTA rules); o Road closures. Significance and Engagement 2.1 This report does not trigger the Significance and Engagement Policy. Public Forum Guidelines 3.1 Council has adopted the following Public Forum Guidelines: (a) Five minutes speaking time will apply to each speaker or group. (b) Members of the public wishing to speak must advise Council of the reasons and subject he/she wishes to address the Committee a minimum of two clear working days prior to the meeting. (c) The Chairperson may refuse applications which are repetitious or offensive and may terminate a speaker in progress where the subject matter is disrespectful or offensive. (d) There are not to be criticisms of individual Committee members or individual staff members. (e) The Public Forums are designed for people to speak about matters of interest to them to the Committee. It is not intended that people should be questioning Committee members on these occasions. 7 UNCONFIRMED UNCONFIRMED 1 That the Report on Public Forum: Temporary Suspension and Reinstatement of Standing Orders be received. 2 That pursuant to section 27(4) Schedule 7 of the Local Government Act 2002, the Board temporarily suspends Standing Orders in their entirety to allow Members and the public to address the Committee. The Committee received addresses as follows: • Elaine Wheeler expressed her concerns regarding the lack of a Stop sign at the end of Short Street leading onto Hakiaha Street, and the potential for traffic accidents. Ms. Wheeler requested if Council could have a conversation with McDonald's to adjust its banner to improve visibility of traffic exiting the BP station. Officers undertook to further the discussion; • Fiona Kahukura Chase requested the Taumarunui/Ohura Ward Committee resolve to establish a Taumarunui/Ohura Community Board in 2022; Ms. Chase will prepare a petition to support the request if needed. Additionally, Ms. Chase rejected the concept of Freedom Camping Parking Rights at the Taumarunui Playground and shared the community dissent should the Board resolve to allow Freedom Camping; • Deanna Wanakore spoke of her concerns of excess rubbish if Freedom Camping were permitted at the Taumarunui Playground. Her daughter Eva-Sophia, who was recently recognised by Council a young “litter champ’, hated seeing rubbish all over the town park; • Bernice Te Ahuru expressed her concerns about Freedom Camping in Taumarunui and asked the Board to consider the existing Bylaws when making a decision; • Sarah Carter expressed her concerns about Freedom Camping and shared the item was on a National Freedom Camping Facebook page. Her concerns lay around the safety of children using the playground. Ms. Carter felt the Police Station being close by would not impact on the behavior of Freedom Campers; • Yvette Skogstad-Archer spoke of her concerns of Freedom Camping in Taumarunui based on her observations at Reid’s Park Farm Freedom Campground in Taupo. Ms. Archer suggested campers could be diverted to the National Park Park and Ride instead. 8 UNCONFIRMED UNCONFIRMED That the Public-Business Minutes of the Taumarunui / Ohura Ward Committee meeting held 22 April 2021, be confirmed as a true and correct record. L1 Late Agenda Item: Freedom Camping Site at Taumarunui Playground, Turaki Street Members received report to enable the Committee to consider the establishment of a Freedom Camping Site at Taumarunui Playground Carpark, Turaki Street. The Taumarunui/Ohura Ward Committee has previously debated the topic of Freedom Camping without reaching decision. The extension of the parking area at the playground on Turaki Street provides for a safe site with existing amenities, toilet facilities and rubbish bins in close proximity to the Police Station. Cr Ngatai spoke to the report and answered Members’ questions. The intent of the Agenda Item was to stimulate discussion amongst the Elected Members and the community. Cr Ngatai accepted the concerns voiced at the Public Forum. Local Government’s Remit on Freedom Camping includes recommendations for self- containment ability for three days and limited duration of stay; this currently sits with a working group and is likely to be reviewed in 2022. L2 Late Agenda Item: Predator Free 2050 Strategy Members received report to enable the Predator Free 2050 Strategy to be considered at this meeting. Towards a Predator Free New Zealand is a New Zealand Government initiative. Ruapehu District Council own and manage reserves within the District and has a role to play to support the goal of a predator free New Zealand. Cr Ngatai spoke to the report and answered Members’ questions. The intent of the Agenda Item was to bring the Strategy to the attention of the Ward Committee and seek ideas to support the work within Council’s reserves. RESOLVED Moved: Cr Cosford Seconded: Cr Neeson 1 That the report on Late Agenda Item: Predator Free 2050 Strategy be received. 2 That the Taumarunui/Ohura Ward Committee recommends to Council that it investigates options to develop a Predator Free policy in its reserves. 9 UNCONFIRMED UNCONFIRMED 5 Annual Tree Programme North 2021-2022 Members received report to advise of planned tree work in Taumarunui and Ohura for the 2021/2022 financial year. This list includes new maintenance requirements, as well as work approved in previous years but not yet undertaken. Items remain on the tree programme until the work is completed, as budget allows. RESOLVED Moved: Cr Doyle Seconded: Cr Wheeler 1 That the report on Annual Tree Programme North 2021/2022 be received. 2 That the Taumarunui/Ohura Ward Committee approves the 2020/21 planned tree work for the northern part of the District (north of National Park Village). 6 Capital Works and Other Items of Interest 2020/21 List Members were provided with an update on planned Capital Works and other Items of interest in the Taumarunui / Ohura Ward Committee area in 2020/21. Relevant staff spoke to this report and answered Members’ questions. Key Items discussed: C1 Taumarunui Public Toilets: Members expressed their disappointment with the delays. The contractor has confirmed the programme will be completed by the end of August 2021. Council’s Chief Executive confirmed: • the Hakiaha Street Fishpond will undergo maintenance from Downer; • the Planting Wall will be modified at the cost of the Designers and Contractors. Downer has the capacity to maintain the wall; • the Pergola and upstairs of the Railway Station are part of the same contract. C8 Taumarunui Walkways: Cr Cosford has recommended to the Upper Whanganui River Scheme that, through Horizons Regional Council, they fund and construct a ramp to replace the current steps and make a contribution to the river walkway. Cr Cosford requested this information be added to the Capital Works Report. C12 2019/20 Accessible Walkways Capital Budget: Cr Cosford asked if this funding remains in place for the project. 12 Report to: Taumarunui/Ohura Ward Committee Meeting Date: 26 August 2021 Subject: Deputation: Taumarunui Rail Action Centre Trust – Ōngarue Railway Disaster Memorial Purpose of Report 1.1 The purpose of this report is to advise that Weston Kirton of the Taumarunui Rail Action Centre Trust will be in attendance to present a proposal and seek support from Members to plan a memorial to mark the centenary of the Ōngarue Railway Disaster that occurred July 6, 1923. Significance and Engagement 2.1 Nothing in this report triggers the Significance and Engagement Policy. Background 3.1 New Zealand’s first major railway accident, the Ōngarue Railway Disaster occurred July 6, 1923 due to a slip north of Taumarunui. 3.2 Ōngarue remains the country’s third-deadliest rail disaster, taking the lives of seventeen and injuring 28 passengers. 3.3 Currently there is no memorial or fitting place of tribute for Ōngarue, unlike the Tangiwai and Hyde Railway disasters. 3.4 July 6, 2023 marks the centenary of the tragedy, and serves as notable milestone to acknowledge the event. Discussion 4.1 Initial exploratory work into suitable memorial sites has been undertaken by a Rail Heritage Group. 4.2 The Ministry of Culture and Heritage has been contacted, and the Right Honourable Prime Minister has indicated a willingness to attend any official occasion. 4.3 Mr. Weston proposes a small community committee working with a wider stakeholder interest group/s to establish suitable monument/s acknowledging the Rail disaster at Ōngarue. 4.4 Mr. Weston proposes that Ruapehu District Council could assist in the project alongside other interested parties, including local Iwi. 4.5 Taumarunui Rail Action Centre Trust is one of the interested parties under whose umbrella could be willing to apply for funding some of the activities.

14 Report to: Taumarunui Ohura Ward Committee Meeting Date: 26 August 2021 Subject: Retrospective Approval of the Temporary Road Closure for Matariki Night Markets Purpose of Report 1.1 The purpose of this report is to retrospectively approve the road closure application for the Matariki Night Markets 2021. Significance and Engagement, Social Impact 2.1 Significance This report does not trigger the Significance and Engagement Policy. 2.2 Social Impact This report does not trigger the Social Policy. Background 3.1 An application was received on 15 June 2021 from Saint Patricks PTFA for the Temporary Road Closure of Manuaute Street between Hakiaha and Miriama Streets, Taumarunui between 4pm and 9pm on Friday 9 July 2021 for the Matariki Night Market event 2021. 3.2 The Traffic Management Plan was submitted and approved. 3.3 The proposed closure was advertised in the Taumarunui Bulletin on Friday 18 June 2021 and posted on the Council Facebook page on the same date. 3.4 Any person affected by the closure had until 4pm on Friday 25 June 2021 to lodge their notice of objection to the Council, in writing. No objections were received. 3.5 The final road closure information was advertised in the Taumarunui Bulletin on Friday 2 July 2021. Discussion 4.1 The timing of the road closure application and the last Taumarunui Ohura Ward Committee (TOWC) meeting on 24 June 2021, meant that staff were unable to get a report to the TOWC for approval, as the agenda had closed. 4.2 Land Transport Manager Andrea Nicol spoke to TOWC regarding the proposed road closure on the 9 July 2021, asking members to provide feedback and advise whether they were/were not in support of the temporary road closure. 4.3 There were no issues advised. 4.4 The road closure went ahead as planned.

Council requested a similar level to other years. Waka Kotahi indicated in July 2021 that the fund is well oversubscribed between existing approved projects in New Zealand and new requests. Council’s Minor Improvement programme will be finalised once it has an indication of the approved budget request.

The next Wastewater phase of upgrades for the plant are two new aerators and these have been made possible with Treatment Stimulus Funding from central government. The aerators have been approved and ordered. Plant E6 Main Street August 2021 Green A component of the Main (Hakiaha) Street revitalisation project. Previously approved by Council FY Relining 18-19. The upgraded public toilets and showers in the Railway Station are open for public use and are reported to be being used frequently by tourists. Council brought forward funding for project to current year and the Toilets / Pergola / Archives space in Railway Station was tendered as one contract. Design was drawn up by Alex Ferrier and Building Consent Application completed and works commenced on Wed 17 Feb by ICL Construction. Portaloos where placed onsite alongside existing toilets for public use during works. Railway Station toilets off platform will also remain open during day for use by public. Delays with availability of materials has meant the completion date has been extended to August. Ongoing issues with materials have put pressure on the August date and a further update will be given at the meeting. The Portaloos came under pressure at a busy snow weekend and the cleaning / emptying frequency has been increased at the weekends. C2 Taumarunui Ongoing Red All of the advertising spaces have been sold. Minor plumbing works and replacement of the toilet seats Grandstand was undertaken to get the ablution block ready for the KCRFU game in early September. A donation of $5,000 has been received from Taranui Golf Club, it is proposed that this be used to establish concrete paths along the outside of the grandstand to provide safety entry for elderly and for young families with push chairs. Work scheduled. Concrete work has been completed. Quote being sought to replace roof. Three phase power socket was installed at the field entrance to the grandstand for use during community events such as King Country Christmas. Decision for next steps will require a subcommittee meeting to discuss. A volunteer has completed painting of the floors on the upper level of the Grandstand building, including the entranceway, male and female toilets. Contractors have been approached for quotes to replace the roof. Quotes are being sought to replace the hot water cylinder for the North end changing rooms following a leak. Soap and hand towel dispensers are onsite awaiting installation in the toilets and showers. Soap & hand towel dispensers have been installed, along with wall mounted rubbish bag holders. A quote for two options for replacement of the roof has been received by one contractor and we are awaiting a quote from a second contractor. The green clearlite panels on the lower level have been replaced with clear panels which has lightened the space. Lock put on downstairs room to enable Districts Rugby Club to store equipment here securely while Athletics Building is used by New World (Not updated) C3 Taumarunui Ongoing Red Part of the saleyards, aside from a small section utilised by the Compliance Team for stock Saleyards impoundment, are being dismantled and are due to be completed by the end of the year. Future options for the area are being considered. Part of the saleyards land has been licenced to Taumarunui Rail Action Centre through a Licence to Occupy agreement to allow for haymaking revenue to assist with payment of rates on the lease of Bell Road Rail Yard. TRAC have taken over the dismantlement of the unused section of the saleyards as the person previously allocated to complete it has left the district. Work to dismantle the unused section of the saleyards is nearly complete. Quote to tidy fencing being sought. Fencer scheduled to undertake tidy up of fencing as soon as COVID-19 restrictions allow. Repairs and strengthening of Saleyard fencing between Parone Street and Taupo Road have been completed. Concrete pad at the Saleyards has been leased for one year for use as a handling site for problem trees being felled around the district under a contract with the Roading Team. This could be allocated to support the THRIVE initiatives Domain drain at the Domain. A meeting is to be set with key parties to discuss the scope of the upgrade. Meeting to realignment / Target be held in December with stakeholders. Meeting delayed due to unavailability prior to Christmas and boardwalk Completion over summer holiday period. Meeting to be rescheduled. Meeting held 29 March with THRIVE Summer 20/21 representative and Te Awanui a Rua Charitable Trust to discuss progress and drain. Final approval is required for the planting plan which is the focus at this stage. Queried whether the funding could be passed over to an organisation and tagged for this purpose prior to the end of the financial year if a decision not made on location of boardwalk. Meeting had with MWA Solutions and Tutukaka Consultants Ltd as to developing an overall plan for the Domain. Tutukaka Consultants to meet with iwi. Testing of the water in the drain to be undertaken to assess levels of Iron and E.Coli bacteria. Tests results show that the quality is reasonable and these will be discussed with iwi as soon as they are available. Iwi considering whether they would like drain to be fenced entirely. Iwi responded that they would like entire drain to be fenced. Meeting to be arranged with iwi, Property & Waters Team. (Not updated) C6 Taumarunui Ongoing Red Lions have agreed to undertake maintenance on Sunshine Track and the High School on Te Peka Walkways and Rangaroa tracks. Discussions are being had with potential groups to maintain the Manunui Reserve Walkway. High school students have been working on maintenance and improvements to the Te Peka track with Stuart Shaw. Removal of nuisance trees along Te Peka track completed. Barry Donovan has tidied up Manunui Reserve walkway using Kanga under voluntary arrangement. Dean to meet with new group interested in taking some responsibility for East Street Walkway. GHD to look into design options for the reinstatement of House Ave Walkway. Potential to use part of neighbouring property to assist in making design work. Slip on House Ave Walkway cleared and track reopened. Considering whether walkway needs to be rerouted and steps rebuilt. Sunshine Hill walkway has been tidied up with vegetation cleared, drains realigned and the surface gravelled and compacted. Meeting to be scheduled with Cr Ngatai to discuss options for maintenance of tracks going forward. (Not updated) C7 2019/20 Ongoing Red Design work underway for ramps on section between Victory Bridge and Manunui. Design for Turaki Accessible St ramp completed. Preliminary design for Morero Tce ramp completed. Drainage design for both Walkways ramps subject to approving final layout. Design for ramp at end of Turaki Street forwarded to Horizons Capital for approval. 24 June 2021 Cr Cosford has recommended to the Upper Whanganui River Scheme Budget that, through Horizons Regional Council, they fund and construct a ramp to replace the current steps and make a contribution to the river walkway.
