STATE OF THE CITY A Message from the Mayor I am pleased to present the 2020 Avondale Annual Report, recapping the City’s tremendous progress of the past year. In spite of the challenges and hardships our country faced as a result of the coronavirus pandemic in 2020, Avondale rallied as a community around our residents and businesses, demonstrating resiliency, adaptability, courage, innovation and determination to forge ahead. And what a year it was! All eyes were on Avondale in 2020, when Phoenix Raceway played host for the first time in the state’s history, to the NASCAR Championship Weekend, Nov. 6-8, 2020. With the entire community unifying to showcase Avondale on the national stage and make the event a tremendous success, Avondale will once again host site for the 2021 NASCAR Championship Weekend. Thanks to Avondale Edge, our ambitious and comprehensive economic development initiative, huge strides in business, manufacturing, housing and retail development were made. Phase 1 of AKOS Medical Campus, boasting 68,000 square feet of Class A medical office buildings, was built in the McDowell Road Health Tech corridor, while Phoenix Children’s Hospital announced its plans for expanding its Southwest Valley satellite facility and locating a Phoenix Children’s Hospital Sports Medicine Clinic at The BLVD. ClearSky Health will build a 43,000 square-foot, 30- bed facility to provide specialized rehabilitative care to individuals with disabling injuries or illnesses, to open in early 2021. To support the hot market of Avondale’s manufacturing and industrial sectors, the long-awaited Fairway Drive Interchange project opened on schedule in January 2021 to provide direct access to the manufacturing and logistic centers along Interstate 10. Avondale boasts more than 3 million square feet of industrial space under construction with major projects including the 101 Logistics Park, Avondale 107, Hamilton Commerce Center, and Fairway 10 projects. On the retail side, Avondale welcomed many large and small new businesses, including Hope’s Artisan Bread, Tortas Manantiel, Da Man Cave Barber shop, Eric’s Family Barbecue, Modern Grind, Sipping Sisters, Xanthi Greek Food, Trapper’s Sushi, Popeye’s, Sun Valley Academy charter school, and more. In recognition of the invaluable contributions of local businesses, Eric’s Family Barbecue and Phoenix Raceway received the City’s first ever Leading Edge awards, recognizing local businesses that have positively impacted the community and business environment. At The BLVD, development has started to take shape. Avid Hotels will join the four hotels already located at The BLVD. Aesthetic enhancements to the median along Avondale Boulevard were completed, and designs were undertaken to enhance gateway water features to the city’s new core for shopping, dining, entertainment and living. CELEBRATING 75 YEARS AS A CITY 3
A new master-planned community, Alamar, located on the southwest corner of Broadway Road and Avondale Boulevard, started building the first of its 3,695 homes. Beautifully planned with pocket parks and public art throughout, Alamar also features a 30-acre regional community park, now under construction for the entire Avondale community to enjoy by the Spring of 2022. Alamar Park is just one of the many City facilities under construction. Avondale’s fifth fire station broke ground on Van Buren Street and 127th Avenue, as did the Executive Offices and Conference & Visitor Center. This facility will expand the footprint of the Civic Center Campus by 15,000 square feet to create an attractive, upscale space for business meetings, conferences and corporate and social events. Among the most notable celebrations was the grand opening for the Arizona Complete Health Avondale Resource Center at the Marie Lopez Rogers Complex, providing vital community, housing and human services. The City also completed its expansion of our Police Headquarters, adding 14,800 square feet of space for a modern property and evidence storage facility. To ensure our historic areas remain viable into the future, the City focused on a Specific Area Plan for the areas of Old Town, Cashion, Las Ligas/ Rio Vista, to reflect the evolving economic development and planning conditions to attract new businesses and residential development. In Old Town, four local businesses received façade improvements, funded through the Community Development Block Grant. The facelifts have improved the overall neighborhood aesthetic, increased the energy efficiency of the buildings, and will attract new investment to the area. Avondale continues to be a place where people choose to plant roots. Our housing market is one of the hottest in the Valley; approximately 800 new single family homes are expected to come on line in the immediate future. Alamar, Roosevelt Park, Vista Del Verde and Del Rio Ranch are actively under construction, with Marbella Park, Oak Park and Verde Trails subdivision beginning home construction in 2021. At The BLVD, Avari Apartments and The Village at The BLVD, will add over 500 residential units to this mixed-use district in 2021. I wish to express by gratitude to the many individuals who contributed thousands of volunteer hours to the city. Whether it’s serving on a board or commission, the Volunteers in Police Service (VIPs) program, or giving of your time and talents in other ways, your contributions are making lives better in Avondale. Avondale has come a long way since its humble beginnings as a farming community. The year 2021 marks the 75th Anniversary of our incorporation as a city. While we have emerged as one of Metropolitan Phoenix’s fastest growing cities, we are still characterized by our strong sense of community, embraced by residents and businesses. CAPITAL IMPROVEMENT PROJECTS UNDER CONSTRUCTION IN 2021 A 21,500 sq. ft Executive Offices/ Conference Center will house admin offices, a visitor center, and a conference center that opens up to an outdoor plaza. The conference center, a venue for meetings and social events, is the first of its kind in the city. Perspective Looking Southwest Fire Station 175, the city’s fifth, is under construction on the south side of Van Buren at 127th Avenue. When construction is completed, Perspective Looking Southeast Ladder 175, Ladder Tender Perlman Architects of Arizona Perspectives - Option 1 175 and Battalion 171 will be Date: 01-07-21 stationed there. Fourteen new firefighters are undergoing training in preparation for the new station’s opening. Perspective Looking Southwest Alamar Park, a 40-acre community park east of El Mirage Road, north of Broadway Road, will include Perspective Looking Southeast baseball/softball and multi-use Perlman Architects of Arizona fields, tennis and pickleball- Option 1 Perspectives courts, playground, lake, Date: 01-07-21 splash pad, amphitheater, dog park, and picnic ramadas, for everyone to enjoy. CAPITAL IMPROVEMENT PROJECTS UNDER CONSTRUCTION IN 2021 The BLVD, an exciting mixed used development with “districts” for shopping, dining, entertainment, and living, will be enhanced by aesthetic features such as a small lake and other water features. It will be a destination for Avondale residents and visitors alike! THE BLVD - ENTRY WATER FEATURES BIRDSEYE VIEW FACING EAST NOVEMBER, 2020 THE BLVD - POND FEATURES SOUTHWEST VIEW - SPLASH PAD SCHEMATIC FEBRUARY, 2020 NOVEMBER, 2020 CITY DEPARTMENT HIGHLIGHTS ADMINISTRATION } Launched “AviWise”, an online system for residents to submit service requests and access information about city services 24/7. } Completed the 2020 Census Complete Count, with community-wide support and participation to provide an accurate count of our community. } Coordinated the process to update the City’s five-year Strategic Plan. CITY CLERK } Successfully coordinated the 2020 election at the local level; the Mayor and three Council Member seats were filled. Voters approved Proposition 431, which sought an extension of the alternative expenditure limitation – also known as Home Rule. } Hosted a free document shredding event for the public to help prevent identify theft. } Implemented digital signatures on City contracts and permanent records. 6 2020 CITY OF AVONDALE ANNUAL REPORT
CITY DEPARTMENT HIGHLIGHTS COURT } Launched the AZPOINT Petition portal to accept and process electronic Orders of Protection and Injunction Against Workplace Harassment and Injunction Against Harassment petitions filed online. } Provided a kiosk in the court lobby for the public to submit petitions on AZPOINT. DEVELOPMENT & ENGINEERING SERVICES } Completed the widening and re-alignment of Fairway Drive between the I-10 Interchange and Van Buren Street. } Installed electric vehicle (EV) charging stations, enabling workplace charging for City employees. Launched Avondale’s first Drive Electric campaign, and adding EV standards in the City’s Zoning Ordinance. } Completed the construction of two trails on the east levee of the Agua Fria River between Van Buren Street and the I-10 Freeway. } Installed three Rectangular Rapid Flashing Systems at Lower Buckeye & Central Avenue, 119th Ave & McDowell Road, and Garden Lakes Parkway and the RID Canal. ECONOMIC DEVELOPMENT } Launched the Avondale Local EDGE, a new program offering regular educational opportunities to grow Avondale businesses and connect them to other local businesses. } During the pandemic, continued to support and promote news businesses with groundbreaking, ribbon cutting, and grand opening ceremonies. Safely celebrated six new businesses last year, streaming their events on the Avondale EDGE social media channels. } Launched the #ReadyToServe campaign in response to state-mandated COVID-19 restrictions. The campaign aimed to drive local and regional customers to Avondale restaurants, raised awareness of local establishments and encouraged residents to "support local." FINANCE } With a new and improved online utility bill pay service, customers can view and pay bills online, schedule payments, and sign up for autopay and paperless billing. } Adopted a budget that allowed for flexibility during the economic uncertainty surrounding the COVID-19 pandemic. FIRE & MEDICAL DEPARTMENT } Provided oversight of the city’s Covid-19 response by holding Daily Operations Briefings. } Awarded the SAFER Grant from the Federal Government to hire 14 new firefighters to staff new Fire Station 175. } Acquired new Self-Contained Breathing Apparatuses (SCBA) and turnout protective gear to keep Avondale firefighters safe from harmful exposures. } Firefighters mentored over 25 middle school students both on campus and then virtually during the pandemic. } Completed the Emergency Operations Plan (EOP) for Council adoption, as well as the Continuance of Operation Plan (COOP) and Hazard Mitigation Plan. CITY DEPARTMENT HIGHLIGHTS HUMAN RESOURCES } In response to the COVID-19 pandemic, streamlined the hiring process with a new electronic onboarding for new hires, and successfully shifted to virtual interviews and a fully electronic recruitment process. } The city’s Risk Management division recovered $82,137 for damages to city property from insurance companies, approximately 25% of the total damage loss. } Risk Management & Safety deployed many physical safety aspects of COVID-19 prevention for the employees and the public. INFORMATION TECHNOLOGY } Expanded public WiFi at City Hall, libraries, and Festival Fields. } Enabled remote City services during the COVID-19 pandemic. } Enhanced online bill pay with text message reminder and auto-pay. MARKETING & PUBLIC RELATIONS } During this pandemic, facilitated “virtual” special events such as Billy Moore Days and Dia De Los Muertos, through videos and social streaming. } Throughout the coronavirus pandemic in 2020, kept the community informed of vital city services, public health messages and more via a host of communications platforms. } Partnered with Phoenix Raceway to put Avondale in the national spotlight as the host site for the first ever, highly successful NASCAR Championship Weekend. } Introduced new programming on Avondale Channel 11. NEIGHBORHOOD & FAMILY SERVICES } Avondale Community Action Program provided CARES Act funded rental assistance to 852 households which prevented 4,249 individuals from being evicted, and provided CARES Act funded utility assistance to 842 households for a total amount of $4,003,922. } Completed 4 small business façade improvements within the city’s historic core, designed to improve the overall neighborhood aesthetic, increase the buildings’ energy efficiency, and attract new investment and businesses to the area. } Avondale Youth Advisory Commission partnered with Westview High School and Canyon Breeze Elementary School for the annual School Spirit Holiday Food Drive, to collect a total of 1,147 meals. } Avondale Libraries provided quality programming for all ages by pivoting to an all virtual program model with take- home activity kits for pickup and curbside service during periods of library closures } Completed work on 28 homes through the Home Rehabilitation Program } The Arizona Complete Health Avondale Resource Center (formerly known as the Care1st Avondale Resource Center) provided 3,037 meals to children ages 0-18 through Kids Café a partnership with Saint Mary’s Food Bank. } Avondale Libraries launched the Avi Learning Lab to provide virtual tutoring services to students during the pandemic. 8 2020 CITY OF AVONDALE ANNUAL REPORT
CITY DEPARTMENT HIGHLIGHTS PARKS, RECREATION & FACILITIES } Completed landscaping and infrastructure improvements at the historic Goodyear Farms Cemetery. } Implemented CivicRec software to improve public access to online recreation program registration and facility booking. } Partnered with Economic Development and Phoenix Raceway to host the NASCAR 2020 Championship Watch Party at the Randall McDaniel Sports Complex. } Completed improvements to the Little League ballfields and central restroom at Friendship Park. } Added over a half-mile of new trail to the Agua Fria multiuse path between I-10 and Van Buren Street. POLICE } Two new police substations were added: in Historic Avondale along Central Avenue to house the Community Action Team, School Resource Officer Unit, and the Special Crimes Unit. The other substation was established at Fire Station 172. } Obtained a 42-foot long joint police/fire command vehicle to be used for special events, such as NASCAR races and city events, and for emergency and significant incidents. } Added a third canine officer unit, trained in searching procedures and locating and detecting explosives. } Expanded and remodeled the main police station, adding 15,000 square feet of storage space to the police property and evidence section. PUBLIC WORKS } Substantially completed construction of the interconnect facility with the City of Phoenix giving Avondale access to our Colorado River Water and diversifying our water portfolio to meet growth demands. } Renovated the Water Reclamation Facility, that handles six million gallons of sewage per day, adding a primary and a secondary clarifier and rehabbing the grit chamber. } Partnered with APS and its Take Charge program to install four electric vehicle charging stations at no cost to the City. } With help from a WaterSmart grant, upgraded our Water Production Meters to increase the accuracy of our water accounting. } Removed 800,000 cubic yards of sedimentation at the McDowell Recharge Basin, increasing the percolation rate of our valuable recharge water back into the aquifer. FINANCIAL INFORMATION The City of Avondale’s annual budget for fiscal year 2020-21 CAPITAL totals $280,109,400. $116.6M | 42% The budget continues to balance stable, recurring BUDGET BY revenue sources with ongoing EXPENDITURE operations.
