Failure to comply with the Emergency Orders in Council is an offence under the Quarantine Act and could lead to fines, imprisonment or both. As of June 4, 2021, the fines for non-compliance with the Quarantine Act have increased from $3,000 to $5,000. There may be exemptions to certain testing and quarantine requirements for fully vaccinated travellers. There may also be exemptions for certain categories of travellers, including travellers such as essential service workers, medical workers, cross-border workers and students. Requirements for travellers to Canada, and exemptions from those requirements, will continue to evolve for both fully vaccinated travellers and travellers who are not fully vaccinated. Canadian citizens and permanent residents travelling to the U.S. for less than 72 hours will be allowed to take a pre-entry test in Canada before they travel. The results from this test can be used to re-enter Canada, as long as the traveller returns to Canada within 72 hours of taking the test. There are only a limited number of exceptions where an individual is not required to show proof of a valid test result.
