open the border to everybody who is fully vaccinated. These measures only apply to
people who are currently eligible to enter Canada and are considered fully vaccinated,
including fully vaccinated citizens of the United States and St-Pierre-et-Miquelon.

Requirements for Fully Vaccinated Travellers from the U.S. or Saint-Pierre-et-Miquelon
To qualify for the discretionary ( non-essential) travel (including boarding of flight) for fully vaccinated exemption, U.S. citizens and permanent residents
and residents of St-Pierre-et-Miquelon must:

Providing false information or fraudulent documents is an offense under the Quarantine Act and subject enforcement.
Failure to comply with the Emergency Orders in Council is an offence under the Quarantine Act and could lead to fines, imprisonment or both.
As of June 4, 2021, the fines for non-compliance with the Quarantine Act have increased from $3,000 to $5,000.

Exemptions to Federal Quarantine and Testing
The Government of Canada continues to monitor and review the available scientific evidence to determine future border measures, including the use of both testing
and vaccination to protect the health and safety of everyone in Canada.
There may be exemptions to certain testing and quarantine requirements for fully vaccinated travellers. There may also be exemptions for certain categories
of travellers, including travellers such as essential service workers, medical workers, cross-border workers and students.
Requirements for travellers to Canada, and exemptions from those requirements, will continue to evolve for both fully vaccinated travellers and travellers who
are not fully vaccinated. Travellers should visit the Government of Canada’s COVID-19: Travel, testing, quarantine and borders website regularly to verify the
latest requirements and exemptions.
Use the COVID-19 “Travel exemptions from testing and quarantine” webpage to find out if your travel may be exempt from specific requirements when travelling
to Canada.
Federal Quarantine Exemptions
You may be exempt from the mandatory federal quarantine requirements under certain conditions, including if you:
• provide essential services;
• maintain the flow of essential goods or people;
• are receiving medical care within 36 hours of entering Canada ( non-related to COVID-19);
• regularly cross the border to work ( pattern of travel which is generally defined as daily or weekly);
• are a student who regularly crosses the border to attend school (one or more days a week);
• live in an integrated trans-border community;
• are a fully vaccinated traveller with the right of entry (Canadians, permanent residents and persons registered under the Indian Act) and foreign nationals
who are currently eligible to enter Canada and meet specific criteria;
• upon meeting all other requirements, are an American citizen or permanent resident, who is currently residing in the U.S., or a resident of St-Pierre-et-Miquelon,

Exemptions to Federal Quarantine and Testing
Pre-entry Testing Exemptions
All travellers five years of age or older, regardless of citizenship or vaccination status, must provide proof of:
• a negative COVID-19 molecular test result that was taken within 72 hours of their scheduled flight, arrival at the land border crossing or marine port
of entry (Note: for travellers arriving at the Canadian border by land, the test must be performed in the U.S.); OR
• any positive COVID-19 molecular test taken between 14 and 180 days before their scheduled flight or arrival at the land border crossing.
Canadian citizens and permanent residents travelling to the U.S. for less than 72 hours will be allowed to take a pre-entry test in Canada before they travel.
The results from this test can be used to re-enter Canada, as long as the traveller returns to Canada within 72 hours of taking the test.

Arrival Testing Exemptions
Travellers who are not fully vaccinated, or travellers who don’t qualify for the fully vaccinated exemption, will be required to take a COVID-19 molecular
test on arrival in Canada, either at the airport or within 24 hours of arriving in Canada by using the COVID-19 specimen collection kit received upon entry.
On August 9, the Government of Canada plans to change arrival testing requirements for fully vaccinated travellers. Fully vaccinated travellers will not need an
