Norfolk and Virginia Beach Extend Water Partnership with New Agreement: On Thursday, Mayor Kenneth
Alexander and Virginia Beach Mayor Louis Jones announced a new water agreement that provides Virginia
Beach residents with ample water for future growth while renewing and improving Norfolk’s quality water
system. The new agreement continues the cities’ successful water partnership that has been in place for more
than 20 years. New contracts extend that partnership beyond the current expiration date of 2030. Revenue will
go back to our water system.

Hampton Roads Transportation Planning Organization (HRTPO) Meeting: During the HRTPO meeting on
Thursday, the HRTPO Board discussed policy related to tolling of the Hampton Roads High Occupancy Toll
Regional Express Lanes Network. It was noted that the Virginia Department of Transportation (VDOT) is
conducting an investment grade traffic and revenue study for the entire network that will inform further actions
related to tolling.
State of the Airport Address: City staff attended the State of the Airport Address on Thursday, given by Executive
Director Robert S. Bowen. He noted that the airport provides nearly 15,000 jobs with wages of $600M, totaling
$1.8 billion in economic output. The airport is currently updating its master plan to respond to changes at the
airport and the aviation industry. The plan includes projects that will extend the useful life of the airport and
support air travel needs over the next 20 years. In addition, the Airport Authority is currently in the design phase
of a new $76M parking structure that will provide 1,226 spaces. This parking structure will provide better access
to the terminals and rental car return. Construction is expected to begin in July 2019 with completion in June
2021.
Hampton Roads Planning District Commission (HRPDC) Annual Meeting: Last week HRPDC elected new
officers; Michael Hipple (James City County) is the chair and Councilwoman McClellan is the vice chair. HRPDC
received an update on Offshore Wind and how our region may benefit from the emerging industry.
Commissioners directed the region’s Chief Administrative Officers to further discuss how our region can
capitalize on this opportunity. HRPDC also unanimously adopted a Sea Level Rise Planning Policy and Approach
that will guide local planning and design efforts for near, medium, and long-term decision making. HRPDC Chief
Economist Greg Goordendorst presented the Hampton Roads Regional Benchmarking Study. This document
includes a locality profile as well as comparisons for over 150 regional benchmarks covering the economy,
demographics, real estate, transportation, education, government finances, and quality of life indicators.
                       St. Paul’s Area Advisory Group: The St. Paul’s Advisory Committee held its monthly
                      meeting last Wednesday. The committee provided an update on the RFP issued for the
                      administration and discussed the availability of multi-family rentals and the
                      implementation of People First. Susan Perry and Zubin Adrianvala from the Office of
                      Resilience presented a report on the availability of multi-family rentals. Variables such
                      as proximity to an HRT bus line and location within accredited school zones were
considered. The vacancy rate is approximately 5%. This information is helpful for housing specialists and staff
as we prepare a landlord outreach strategy to increase the number of property owners accepting housing
choice vouchers from residents. The next meeting is scheduled for November 20, 2018.
Flooding Community Conversation: To continue meaningful communication on flooding, city staff hosted a
community conversation this past Wednesday at Booker T. Washington High School. Discussions included
Norfolk’s current flood-related infrastructure related to Vision 2100, followed by what residents can/should
do through mitigation and flood insurance. Participants also learned what to do during and after a flood-
related incident. There is another community conversation scheduled for Monday, October 22 at 6 pm at
Maury High School.
