● Under the National Digital Health Mission, every Indian will get a Health ID
  card that will contain all relevant information about his/her past medical
  conditions, treatment and diagnosis.
● What is National Digital Health Mission?
● National Digital Health Mission aims to improve the efficiency, effectiveness,
  and transparency of health services in the country. It comes under the
  Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY).
● National Digital Health Mission: Key Features
● • Under National Digital Health Mission, every Indian will get a Health ID
  card that will store all medical details of the person including prescriptions,
  treatment, diagnostic reports and discharge summaries.
● The citizens will be able to give their doctors and health providers one-time
  access to this data during visits to the hospital for consultation.
● • However, access to the confidential medical data will have to be given
  separately for each visit due to fears over data confidentiality.
● • The National Digital Health Mission will allow patients to access health
  services remotely through tele-consultation and e-pharmacies, as well as
  offer other health-related benefits.
● Recommendations
● A new entity, National Digital Health Mission (NDHM), is recommended to
  be established as a purely government organization with complete
  functional autonomy on the lines of
  Unique Identification Authority of India (UIDAI) and
  Goods and Services Network GSTN.
● The Objectives of NDHB are aligned to the Vision of National Health Policy
  2017 and the Sustainable Development Goals (SDGs) relating to the health
  sector.
● While the Blueprint has identified 23 Building Blocks, a few of the critical
  capabilities of NDHE are:
  Identification: The Blueprint handles the requirements of Unique
  identification of Persons, Facilities, Diseases and Devices through 2
  Building Blocks, namely, Personal Health Identifier (PHI), and Health
  Master Directories & Registries.
● Service Access/ Delivery: Access and delivery to be implemented by a
  combination of Web (India Health Portal), Mobile (MyHealth App) and Call
  Centres besides Social Media Platforms.The Command, Control and
  Communication Centre enable real-time monitoring and real-time
  interventions needed in the NDHE.
● Given the significant spread of smartphones and the prospects of its further
  growth, The Blueprint emphasizes the ‘Mobile First’ principle for the
  majority of stakeholder-facing services
● It can be noted that recently, as part of the high-level summit, the Delhi
  Declaration on digital health for sustainable development was adopted at
  the concluding session of the '4th Global Digital Health Partnership
  Summit’..

● The ‘4th Global Digital Health Partnership Summit’ was held in February,
  2019 in New Delhi
● It was hosted by the Ministry of Health and Family Welfare in collaboration
  with World Health Organization (WHO) and the Global Digital Health
  Partnership (GDHP).
● Global Digital Health Partnership
● The Global Digital Health Partnership (GDHP) is an international
  collaboration of governments, government agencies and multinational
  organisations dedicated to improving the health and well-being of their
  citizens through the best use of evidence-based digital technologies.
● It was established in February 2018, to provide an opportunity for
  transformational engagement between its participants.
● Australia was the host country for the inaugural summit in 2018.
● Menstruation is a natural and healthy biological process for women, in spite of
  this, it is still considered a taboo in Indian society.
● Menstruation is associated with the onset of puberty in girls and many times,
  it brings with it rules, restrictions, isolation and changed
  expectations from the girls by society.

    ○   During their menstruating days, women are prohibited from participating in day-to-day
        activities. For example prohibiting women to enter the kitchen or a temple.
● Prevalence of Hegemonic Patriarchy in Indian society perpetuates the
  restrictions, which are often reflected in religious texts like Manu Smriti or in
  the restriction on entry of women from menstruating age group in the religious
  places like Sabarimala temple.
● According to a UNICEF study conducted in 2011:

    ○   Only 13% of girls in India are aware of menstruation before menarche.

    ○   60% of girls missed school on account of menstruation,

    ○   79% faces low confidence due to menstruation and 44% were embarrassed and humiliated
        over restrictions.

    ○   Thereby, Menstruation adversely impacts women's education, equality, maternal and child
        health.
● Not only in India but on a global level, at least 500 million women and girls
  lack adequate facilities for menstrual hygiene management.
● The latest National Family and Health Survey found that 58% of young
  Indian women (15-24 years) use a hygienic method of protection (mostly
  sanitary pads), a significant increase from the 12% using pads in 2010.
  However, only less than 18% of Indian women use sanitary pads.
● More than 77% of menstruating girls and women in India use old cloth,
  which is often reused, ashes, newspapers, dried leaves and husk sand during
  periods.
● Period. End of Sentence, that explores the stigma surrounding menstruation
  in rural India, won the oscar award.
● Government Schemes To Promote Menstrual Hygiene Management in India
● The Right of Children to Free and Compulsory Education Act (RTE) (2009)
    includes standards for drinking water and gender-separated sanitation facilities in
    schools.
●   Menstrual hygiene scheme launched by the Ministry of Health and Family Welfare

     ○   Government of India (GoI) for promotion of menstrual hygiene among adolescent girls (10-19 years) in rural
         areas of selected districts in 2011.

     ○   From 2014 onwards scheme extended to all districts under Rashtriya Kishore Swasthya Karyakram to
         enhance MH knowledge, improve hygiene practices, provide subsidised sanitary absorbents, and raise
         awareness of MHM at school.
● SABLA programme of Ministry of Women and Child Development focuses on
    nutrition, health, hygiene and reproductive and sexual health (linked to a rural mother
    and childcare centres).
●   National Rural Livelihood Mission of the Ministry of Rural Development supports
    self-help groups and small manufacturers to produce sanitary pads.
● SUVIDHA’ –100% Oxo-biodegradable Sanitary Napkin – under the Pradhan
  Mantri Bhartiya Janaushadhi Pariyojana (PMBJP).
● The affordable sanitary napkin will be available for Rs. 2.50 per pad at over
  3200 Janaushadhi Kendras across India and would ensure ‘Swachhta,
  Swasthya and Suvidha’ for the underprivileged Women of India.
● State governments have been working hard to improve living conditions of
  women. Apart from KHUSHI scheme, Odisha government is running two
  other pro-women schemes as well, namely – Mission Shakti and Mamata.
● Menstrual Hygiene Day is an annual awareness day on May 28 to highlight
  the importance of good menstrual hygiene management.
  It was initiated by the German-based NGO WASH United in 2014 and aims to
  benefit women and girls worldwide.
● In 2018, 310 organizations educated 27.2 million girls across 134 countries,
  about menstrual hygiene.
● Delhi High Court has issued a notice to the Centre and the Law Commission
  of India, seeking their response to the public interest litigation that sought a
  uniform age of marriage for men and women.

● What the petition says?
● It alleges that Articles 14 and 21 of the Constitution, which guarantee the
  right to equality and the right to live with dignity, are violated by having
  different legal age for men and women to marry.
● What the law says?

● Indian Penal Code (IPC) in 1860,
● Criminalised any sexual intercourse with a girl below the age of 10.
● ‘Age of Consent Bill 1927’,
● Through this act the provision of rape was amended in 1927.
● It made marriages with a girl under 12 invalid.
● The law had faced opposition from Indian leaders who saw the British
  intervention as an attack on Hindu customs.
● ‘Child Marriage Restraint Act 1929’,
● Set 16 and 18 years as the minimum age of marriage for women and men
  respectively.
● This law is popularly known as ‘Sarda Act’.
● What the law says?
● Currently, the law prescribes that the minimum age of marriage is 21 and 18 years
    for men and women, respectively.
●   The minimum age of marriage is distinct from the age of majority, which is gender-
    neutral.
●   An individual attains the age of majority at 18 as per the Indian Majority Act, 1875.
●   For Hindus, Section 5(iii) of the Hindu Marriage Act, 1955 sets 18 years as the
    minimum age for the bride and 21 years as the minimum age for the groom. Child
    marriages are not illegal but can be declared void at the request of the minor in
    the marriage.
●   In Islam, the marriage of a minor who has attained puberty is considered
    valid under personal law.
●   The Special Marriage Act, 1954 and the Prohibition of Child Marriage Act,
    2006 also prescribe 18 and 21 years as the minimum age of consent for marriage for
    women and men respectively.
● Impact on Child Bride
● Married at a young age, girls get deprived of their basic rights. Some of the basic
    rights as mentioned in The Convention on the Rights of Child include Right to
    Education, Right to Rest and Leisure, Right to Protection from Mental or Physical
    Abuse including Rape and Sexual Exploitation.
●   Child Brides often have to give up their education due to household
    responsibilities. It is said that if the women of a house are educated, she, in turn,
    educates her family. But if she is uneducated, she loses on to the opportunity to
    educate her own children.
●   Since child brides are not able to complete their education, they remain dependent
    and underpowered which acts as a big hurdle towards achieving gender equality.
●   Devastating repercussions on the health of Child Brides, who are neither physically
    nor emotionally ready to become wives and mothers.
●   According to research, the risk of maternal mortality is highest for adolescent girls
    in the 15 years of age.
●   Also, they have 23% greater risk of disease onset including heart attack, diabetes,
    cancer, and stroke. They also face a high risk of psychiatric disorders.
●   Socio-economic factors are largely responsible for child marriages. Specific Reasons are:
●   Age Factor:
●   Some parents consider the age period of 15-18 as unproductive, especially for girls, so they start
    finding a match for their child during this age period.
●   Underaged girls are more prone to child marriage than boys. The RTE Act makes education
    free and compulsory up to the age of 14 only. Research shows that after a girl is taken out of school
    at the age of 15, there is a strong possibility of her getting married at an early age.
●   Insecurity: Law and Order of different countries are still not able to provide a secure environment
    for the girls in adolescent age, so some parents get their girl child married at young age.
●   Lack of Education: Girls are often seen as a liability with limited economic role. Women’s work is
    confined to the household and is not valued. In addition, there is the problem of dowry. Despite the
    fact that dowry has been prohibited for five decades (Dowry Prohibition Act, 1961), it is still common
    for parents of girls in India to give gifts to the groom and /or his family either in cash or kind.
●   Legal Factor: Some countries have a law for prohibiting child marriage but do not have the
    provision of invalidating the child marriage i.e. if a child marriage has occurred; it is not considered
    as void.
●   Global Stats

●   Across the Globe, Sub-Saharan Africa has the highest number of child marriage, where four in ten
    young women are married before attaining the age of 18.
●   South Asia comes second, where three in ten girls are married before the age of eighteen. This
    region has shown the most progress in the past decade, where a risk of a girl marrying in childhood
    has dropped by more than a third, from nearly 50% to 30%.
●   Latin America and the Caribbean have a lower level of 25% of child marriage followed by the Middle
    East and North Africa at about 17%. Eastern Europe and Central Asia hold a rate of 11%.
●   As per new data, child marriage has continued to decline around the world with accelerated
    progress in the last ten years. 25 million child marriages have been averted in the last decade.
●   Prevention of Child Marriage is a part of SDG 5 which deals with gender equality and empowerment
    of all women and girls.
● Indian Stats

● According to estimates, India contributes 33% of the total number of child
  brides in the world, with nearly 103 million Indians getting married before
  they turn 18.
● UNICEF estimates that 27% of girls i.e. nearly 1.5 million girls get
  married before they turn 18. This is better than 47%, a decade ago.
● In 2018, a UN Report said that there has been a significant drop in Indian girls
  being forced into marriage.
● Murshidabad in West Bengal has the maximum prevalence rate of
  39.9%, followed by Gandhinagar in Gujarat (39.3%) and Bhilwara in
  Rajasthan (36.4%).
● Bihar has the maximum number of high prevalence districts (20).
● More than one out of four married teenage girls in the 15-19 age group
  become mothers in India.
● States like Goa (64%), Mizoram (61%), and Meghalaya (53%) have the
  highest prevalence of teenage pregnancy among girls married early.
● Infant Mortality Rate:
    ○   Infant mortality rate (IMR) is the number of deaths per 1,000 live births of children under one year of
        age.
● Maternal Mortality Rate:
    ○   Maternal death is the death of a woman while pregnant or within 42 days of termination of
        pregnancy, irrespective of the duration and site of the pregnancy, from any cause related to or
        aggravated by the pregnancy or its management but not from accidental or incidental causes.
● The Total Fertility Rate (TFR):
    ○   Total fertility rate (TFR) in simple terms refers to total number of children born or likely to be born to
        a woman in her life time if she were subject to the prevailing rate of age-specific fertility in the
        population.
● Sex Ratio at Birth:
    ○   The sex ratio at birth refers to the number of boys born alive per 100 girls born alive.
● Child Sex Ratio:
    ○   In India, the child sex ratio is defined as the number of females per thousand males in the age group
        0–6 years in a human population.
● Between 1947 and 1969, at the height of the Cold War, more than 12,000
