Concept
Cinema is one of the important communication media catering to the needs of children. It not only
helps shape the young minds but also provides quality entertainment to them in the clutter of
largely adult content of soap operas, sports programs, news, etc. To promote the genre of children’s
cinema, Indian government established Children Film Society of India (CFSI) in 1955. Also many
prominent filmmakers like Satyajit Ray, Ritwik Ghatak, Vishal Bhardwaj, Shekhar Kapoor used their
creativity to entertain and educate children. But during last two decades not much importance has
been given to this genre. However some enthusiastic independent filmmakers are making their
mark.
Children are integral and neglected part of Indian society. The mental and physical health of children
is among the vital factors that impacts of the future of any country. At present, children in our
society are facing lots of problems such as child marriage, undernutrition and sexual violence &
exploitation. It is imperative that these issues are not only discussed openly on a public platform but
we must ensure that children and young people are made aware of these issues and their
participation and contribution secured in the development process. Cinema is an effective tool to
reach to a larger audience while sensitizing on specific issues in an edutainment format.
UNICEF in partnership with Prabhat Khabar & Central University of Jharkhand (CUJ) is organizing the
‘Jharkhand Children’s Film Festival and Workshop on Cinema Aesthetics’ in November 2018
providing a platform to adolescents and young people to address these issues and showcase their
world.
Objectives of the Jharkhand Children’s Film Festival & Workshop on Cinema Aesthetics
      Sensitize the adolescents and young people on children’s issues through the medium of
          films
      Provide a platform college/university students from across India to discuss these issues and
          express themselves through the medium of film making
      Provide a platform for the children, students and scholars to interact with film makers/
          scholars
      Initiative a discussion on the representation of children in film, television and
          advertisements and the need to amplify young people’s voices on these platforms.

As a part of the Jharkhand Children’s Film Festival, a ‘Youth for Child Right’ National Short Film
Making contest will also be organized. The winners will be screened along with the remaining
shortlisted films and awarded during the Jharkhand Children’s Film Festival in Nov 2018. On the
sidelines of the Festival a national workshop on cinema aesthetics will be conducted for around 50
media students and film enthusiasts from various institutes/colleges/universities across India led by
nationally reputed resource persons.

                            Children’s Film Festival

Theme: ENDviolence against Children
     End child marriage
     End undernutrition
     End gender based discrimination (BetiPadhaoBetiBachao)

Who can apply:
University/ College Students (preferably Media Studies/ Mass Communication/ Film Production/
Film Studies) from across India. All contest rules and regulations can be accessed on
www.cuj.ac.in/jcff2018

All entries should be accompanied by a bonafide certificate duly signed and stamped by the Head
of the institution mentioning that you are a full time regular student of the institution. The
performa of the same is available on www.cuj.ac.in/jcff2018

Film duration & Format:
The students are expected to make 3 to 5 minutes film which would include the initial and the end
titles. The duration should not exceed 5 mins.

The film submitted for the contest should be full HD having following parameters:
Format: MPEG4 (MP4)
Resolution: 1920x1080
Aspect Ratio: 16:9

Films submitted to other film festivals on the same theme may be submitted for this contest.
However the submission should not have been awarded in any other film festival, screened nor
put up on any social networking sites.

The screening indicators will be adherence to theme, overall concept, how child rights message is
seamlessly embedded in the film, direction, cinematography, editing, acting/location & direct
direction.

Mode of entry:

All entries (film, film poster, application form, declaration form and bonafide certificate duly filled
and attested) should be sent through Google Drive on the email Id:

Courier the DVD and hard copies of the application form, declaration form and bonafide
certificate duly filled and attested to the below address. This should reach us on or by 10 October
2018

Jury: The jury will comprise representatives from the Government of Jharkhand, academia, civil
society, media, etc. gender balance is recommended in the panel. The Jury shall review and select
the winners based on the pre-decided scoring and weightage methodology.

Contest Rules

1. By entering the Contest You hereby accept these Contest Rules, the Terms and Conditions and
   guidelines.

2. The contest is open to all College/University students preferably Media Studies/ Mass
   Communication/ Film Production/ Film Studies.

3. You may submit multiple entries. Entry fee is to be paid for each single entry.

4. Entries must be submitted by 5 October 2018 (midnight).

5. By submitting the entry you claim that
          You are the sole owner and author of each entry.
          You are eligible to submit your entry for the Contest.
          Your entry does not contain any infringing, threatening, false, misleading, abusive,
             harassing, libelous, defamatory, vulgar, obscene, scandalous, inflammatory,
             pornographic or profane content.
          Your entry does not contain any material that could constitute or encourage conduct
             which would be considered a criminal offence, give rise to civil liability, or otherwise
             violate any law
          Your entry does not infringe upon the copyrights, trademarks, contract rights, or any
             other intellectual property rights of any third person or entity, or violate any person’s
             rights of privacy or publicity, and Your Entry does not include:
             a. Trademarks owned by third parties.
             b. Copyrighted materials owned by third parties (including movie dialogue or musical
                 compositions).
             c. Names, likenesses, voices or other characteristics identifying celebrities or other
                 public figures, living or dead.
             d. Commercial content that promotes any product or service other than that of
                 UNICEF/CUJ/Prabhat Khabar
          Each entry complies by the guidelines set out in these terms.
          You agree to fully indemnify UNICEF, CUJ & Prabhat Khabar in respect of all royalties,
             fees and any other money owing to any person by reason of your breaching any of the
             foregoing.
          You confirm that each person depicted in the Entry has granted permission to be
             portrayed as shown. Any costumes, props or other materials used must be rented or
             borrowed with the permission of the owner, and all other relevant permissions must
             have been obtained.

6. CUJ, Prabhat Khabar and UNICEF reserve the right, in its sole discretion, to disqualify and remove
   any entry that does not comply with the above requirements (point number 5).

7. CUJ, Prabhat Khabar and UNICEF Jharkhand shall identify a jury of eminent personalities to
   select the winners. The decision of the Jury shall be final.

8. CUJ, Prabhat Khabar and UNICEF recognize that you shall retain full ownership of the copyright
   in each entry.

9. The copyright of the film will remain with the student and his/her production team. But the
   organizers reserve the right to use the film for a maximum of 3 years for educational purpose
   after the culmination of the film competition and other events related to its promotion (online
   and offline). For this the students are required to give consent in the prescribed form provided
   on the website. The permission to use for educational purpose is non-negotiable.

10. UNICEF Jharkhand, Prabhat Khabar and Central University of Jharkhand assumes no
    responsibility for any incorrect, inaccurate or incomplete information, whether caused by
    website users or by any of the equipment or programming associated with or utilized in the
    Contest and the organisers assumes no responsibility for technical, hardware or software failure
    of any kind, for lost network connections, garbled computer transmissions, other problems or
    technical malfunctions with regard to the Contest. The organizers assumes no responsibility for
    any error, omission, corruption, interruption, deletion, defect, delay in operation or
    transmission, communications line failure, theft or destruction or unauthorized access to or
    alteration of Entries. The organizers are not responsible for any problems or technical
    malfunction of any telephone network or lines, computer on-line systems, servers, computer
    equipment, software, failure of any e-mail addressed to Central University of Jharkhand or
    UNICEF or Prabhat Khabar on account of technical problems, human error or traffic congestion

11. In no event will UNICEF Jharkhand, Central University Jharkhand & Prabhat Khabar, its affiliates,
    subsidiaries and related departments, Event Partners, its advertising or promotion agencies, or
    its officers, directors, employees, representatives or agents be responsible or liable for any
    damages or losses of any kind, including direct, indirect, incidental, consequential, special or
    punitive damages arising out of any contestant’s access to and use of the Website. Without
    limiting the generality of the foregoing, everything on the Website is provided "as is", without
    warranty of any kind, either express or implied, including but not limited to, the implied
    warranties of merchantability, fitness for purpose or use or non-infringement.

12. You agree to participate in related publicity and to the use of your name and likeness for the
    purposes of advertising, promotion and publicity without additional compensation.

13. All entrants must provide a poster in soft copy for the film they are submitting for the
    competition.
