ACT Government Mandarin Culture and
Language Grants Program Funding
GuidelinesSummary Funding Guidelines
Objective The objective of this grant is to support the current and ongoing activities and new
initiatives to enhance the learning of Mandarin and promote Chinese culture in the ACT.
Funding Grants of up to $5,000.00 are available. A maximum of $50,000.00 has been allocated for
available this purpose.
Target All Government and non-Government organisations including associations that
groups contributed to the Mandarin Blueprint are eligible to apply for grants.
Target Organisations and associations must be located in the Australian Capital Territory.

Shanghai Normal University, People’s Republic of China.
Organisations and associations that are focused on supporting the policy statements
outlined in the Many Voices – 2012-16 Australian Capital Territory Languages Policy.
Organisations and associations that are focused on supporting new initiatives for the
promotion of Mandarin language and culture in ACT.
Organisations and associations eligible to apply:
• Government
• Non-government
• Private profit
Canberra schools are eligible to apply for grants.
Each application is treated individually. Organisations and associations that have multiple
services and sites will be required to provide individual and site-specific applications.
Priority will be given to organisations and associations that have not previously received
funding from ACT Government.
Activities Initiatives where the aim is to enhance the learning of Mandarin and promote
eligible understanding of Chinese culture through education in the ACT.
Applicants will need to show evidence of one or more of the following criteria in order tobe eligible to receive funding:
• evidence of how the funding will support ongoing and/or new initiatives for the
promotion of Mandarin education and Chinese culture in ACT.
• links to the Memorandum of Understanding between the ACT Government and
Shanghai Normal University, People’s Republic of China.
• Links to the Many Voices – 2012-16 Australian Capital Territory Languages Policy.
• evidence of collaborative partnerships with other organisations and associations
to enhance the learning of Mandarin and promoting understanding of Chinese
through education in the ACT.
Individuals and organisations selected as recipients of the ACT Government Mandarin
Culture and Language Grant and who wish to run programs in schools will be required to:
• provide evidence of Public liability insurance (minimum of $10 million in cover);
and
• possess Working with Vulnerable People (Background Checking) registration prior
to commencing work in schools.
Application There will be an 8 week period (22 June 2015 to 17 August 2015) during which
period applications will be submitted.
Payments Payment will be made no later than 16 October 2015 and acquittals are due no later than

Application Assessment of applications will be undertaken by an Assessment Panel comprising

1. About the ACT Government Mandarin Culture and Language Grants Program
The ACT Government Mandarin Culture and Language Grants Program provides grants of up
to $5,000.00 for the implementation of activities and initiatives that enhance the learning of
Mandarin and promote understanding of Chinese culture through education in the ACT.
Through this initiative the ACT Government aims to deliver the general objectives as
outlined in the Memorandum of Understanding between the ACT Government and
Shanghai Normal University, People’s Republic of China and also support the policy
statements outlined in the Many Voices – 2012-16 Australian Capital Territory Languages
Policy.
The ACT Education and Training Directorate invites applications through the ACT
Government Mandarin Culture and Language Grants Program for initiatives to be
implemented during 2015-2017 in support of these aims.
Applications to the ACT Government Mandarin Culture and Language Grants Program will
be open from Monday 22 June 2015 and close on Monday 17 August 2015 as outlined in the
ACT Government Mandarin Culture and Language Grants Program Funding Guidelines.
2. Funding priorities
The ACT Government Mandarin Culture and Language Grants Program will provide funding
priority to projects/initiatives which will help to develop and provide innovative ways to:
• Enhance the learning of Mandarin through education in the ACT;
• Promote understanding of Chinese culture through education in the ACT;
• Link to the Memorandum of Understanding between the ACT Government and
Shanghai Normal University, People’s Republic of China;
• Link to the Many Voices – 2012-16 Australian Capital Territory Languages Policy
.
3. Available funding and project delivery timeframe
Available funding
Total funding available in 2015 is $50,000.00.
Applicants are invited to apply for grants of up to $5,000.00. Priority will be given to
organisations and associations that have not previously received funding from the ACT
Government.
Project delivery timeframe
Projects will be required to be delivered between July 2015 and June 2017.4. Eligibility requirements and funding exclusions
Eligibility criteria
Organisations and associations operating in the Australian Capital Territory that provide
educational and/or cultural programs, events and/or activities are eligible to apply for
funding.
Organisations may submit an individual application or alternatively, develop partnerships
with other organisations including schools, and submit an application reflective of these
arrangements. If a partnership arrangement is developed, an application must be submitted
by the ‘lead’ organisation or association, and reflect the partnership arrangements with
other organisations in the application form.
Each application is treated individually. Organisations that have multiple services and sites
will be required to provide individual and site-specific applications.
Applications for the ACT Government Mandarin Culture and Language Grants Program will
not be considered eligible for assessment unless all of the following eligibility criteria are
met:
• Applicants must meet one of the following service delivery types:
- a not-for-profit incorporation association or company;
- a government agency or statutory body;
- a not-for-profit organisation with other legal status;
- an ACT Government, Catholic Systemic, Catholic Non-systemic or Independent
school.
• Applicants must have a current public liability insurance policy with a minimum of
$10 million in cover.
• Applicants must possess Working with Vulnerable People (Background Checking)
registration prior to commencing work in schools.
• Applicants (if applicable) must have an ABN or provide evidence they have applied
for one.
• Applicants must deliver all funded activities in the ACT for ACT residents.
• Applicants must ensure that the declaration at the end of the application is made by
the CEO or equivalent. This person must have ultimate financial and management
responsibility for the organisation applying for funding.
• Applicants must be a viable legal entity as defined by the ATO. Applicants may also
be asked to provide copies of recent Audited Financial Statements to help support
their claim of financial viability.
• Applicants must not be a political party.Funding exclusions
• Projects/initiatives that do not align with the ACT Government Mandarin Culture and
Language Grants Program criteria outlined in Section 5 of the Funding Guidelines.
• Projects/initiatives that have already occurred, costs that have already been
incurred, or products or services that have already been purchased, ordered or
delivered.
• Costs of products or activities which are core business of the organisation. These
include the infrastructure costs associated with running an organisation (e.g.
employment of core staff, equipment, core programs, leasing or property
maintenance).
• Projects that include the purchase of appliances or equipment.5. Assessment Criteria
Applications will be assessed in accordance with the below selection criteria. Selection
criteria are described in the Application Criteria Overview. Organisations and associations
will need to respond to one or more of the selection criteria using the application form
attached to the funding guidelines. In order for applicants to be eligible for assessment one
or more selection criteria must be successfully addressed.
Demonstration of supporting the general objectives as outlined in the Memorandum of
Understanding between the ACT Government and Shanghai Normal University, People’s
Republic of China
• Exchange information about teaching and learning including
educational concepts, new developments and latest achievements in
teaching and learning, and school administrative management;
and/or
• Collaborations and contact between Shanghai Normal University
(SHNU) Schools; and/or
• Visits between teachers from SHNU and ACT Government schools;
and/or
• Short term study programs for teachers of English and Mandarin and
other subject areas to visit and observe teaching and learning;
and/or
• Academic or study visits between teaching staff and students in
SHNU and ACT Government schools; and/or
• Collaborative research related activities between SHNU and ACT
Government schools; and/or
• Other specific arrangements and activities mutually agreed and
documented in writing.
Demonstration of enhancing the learning of Mandarin through education in the ACT
• The application demonstrates a capacity and commitment to enhancing the
learning of Mandarin through education in the ACT.
Demonstration of promoting understanding of Chinese culture through education in the ACT
• The application demonstrates a capacity and commitment to promoting
understanding of Chinese culture through education in the ACT.
Demonstration of supporting the policy statements outlined in the Many Voices – 2012-16
Australian Capital Territory Languages Policy
• The application provides evidence of links to the policy statements
outlined in the Many Voices – 2012-16 Australian Capital Territory
Languages Policy.

7. Important information about the application processApplications for this funding opportunity must be submitted by Close of Business on
Monday 17 August 2015. When applying for ACT Government Mandarin Culture and
Language Grants please use the ACT Government Mandarin Culture and Language Grants
Application Form.
The Appraisal Process
Assessment of applications will be undertaken by a panel comprising of representatives
from key stakeholder groups and organisations. The panel will assess applications based on
responses provided in addressing the selection criteria.
Applications to the ACT Government Mandarin Culture and Language Grants Program can
be submitted at any time during the open period (22 June 2015 to 17 August 2015).
Applications will be assessed after the funding opportunity closes (see dates below).
Announcements of Funding
Successful and unsuccessful applicants will be informed of the panel’s decision via formal
correspondence within 60 days of the closing date.
The Directorate may publish all the names of successful organisations/associations on the
ACT Government Grants Portal and/or the ACT Education and Training Directorate website
as well as informing the partners of the Mandarin Blueprint via email.
Funding Decisions
Please note the panel decision will be final. There will be no review of decisions made in
accordance with the guidelines.

Administrative RequirementsAll successful applicants to the ACT Government Mandarin Culture and Language Grants
Program will be required to:
• enter into a Funding Agreement;
• conduct the activity/activities described in their application*;
• be responsible for the reporting and financial acquittal of the grant within the
timeframe specified in the Funding Agreement; and
• appropriately acknowledge the ACT Government for the assistance provided for the
program, as follows: ‘This project is funded by the ACT Government and their support
is acknowledged’.
*Where successful applicants find it necessary to make any variation in implementing
activities described in the proposal including variations to timeframes or completion date,
written approval must first be obtained from the Senior Manager, Learning and Teaching
Branch.
