Snapshot: 2018 Avalon Budget
-$27.9 million budget, 2.7 cent decrease
in the municipal tax rate.

-Tax rate of 19.9 cents per $100 of

Primary Reasons for 2018 Tax Rate
               -Borough has over 20 Shared Services
               agreements including joint dispatch, Chief
               Financial Officer, Court Administrator, vehicle
               fleet maintenance, local public access tv

               -Avalon privatized services including solid waste
               collection, landscaping, management of the
               water/sewer/stormwater system

               -Borough is aggressive with paying down past
               debt and making down payments well above
               statutory regulations for capital projects.

               -Council Finance Committee Dr. Nancy
               Hudanich/Chuck Covington work with Finance
               Office/Department heads on budget

               -Salaries and wages represent 30% of the
               overall budget

Avalon Maintains Lowest Overall Tax Rate in
                   Cape May County
-Overall tax rate includes municipal tax, school
tax, open space tax, library tax, and county tax;
40% of the rate is out of the Borough’s control

-Avalon’s overall tax rate is .488 cents per $100
of assessed valuation, the lowest in New Jersey

-Avalon’s library tax rate is set by State statute;
Avalon is the only library in New Jersey to attain
a five-star rating 10 years in a row

Announced Here First: Avalon Expected to
        Have Zero General Improvement Bonds in
                          ‘19!

The Borough intends to pay off all general improvement bonds and issue only Bond
Anticipation Notes. The BAN’s are for one year, and carry lower interest rates. The
Borough intends to not issue any further General Improvement Bonds due to our
cash/capital improvement management practices. Avalon will have included in
future budgets $5-6 million dedicated to paying off the BAN’s which keeps the
Borough debt-free regarding General Improvement Bonds!
2018 Avalon Backpassing Project
                                            Avalon received five nor’easter storms
                                            during March-early April, 2018. These
                                            storms eroded north end beaches and
                                           transported the sand in a north to south
                                         direction, creating a large sand bar and six-
                                          foot gully on beaches south of the Avalon
                                          Fishing Pier. Photo is Avalon’s 11th Street
                                             beach during storm #4 on March 21st.

Avalon Department of Public Works Moved
 38,000 cubic yards of sand to restore the
 north end beaches for protection of lives
    and property. 100% of the sand was
 removed from the sand bar which greatly
improved the beaches south of the Pier. By
doing the work in-house, the Borough saved
 hundreds of thousands of dollars, and did

Avalon Moves Forward on Solutions for North
               End Drainage Issues
-Borough Council authorized, and received, a
preliminary report on north end beach block
flood issues, shaded in lavender on this map.

-Study shows that pump stations at 11th and
22nd streets, and the conveyance system, are
not able to handle several inches of rainfall in a
short period of time.

-Meeting will be held Monday morning to
discuss design plans and identify funding
strategies.

-Steps include project to be designed, funding
sources identified, putting the project out to
bid, potential bonding, award of contract, and
phase in of critical improvements.

response/discourage drinking on beaches in 2018

Through 7/31/18, 2,074 motor vehicle stops, 51
actions on noise complaints
Update: Surfside Park Project 2018-19

Project design underway with our design and engineering professionals. Project to be put
out to bid this year with Park substantial improvements by Memorial Day weekend, 2019
and fully completed by Summer, 2019.
New Project: Avalon Pickleball Courts

Avalon has ten brand new pickleball courts at the 8th Street Tennis Complex. Now
both tennis and outdoor pickleball are provided by the Borough. For additional

New Project: Pilot Program for Turtle Nesting
          Near Baypark Marina/Kayak Park

Borough has worked with Wetlands Institute, Taylor Design Group, for turtle nesting
area. Avalon received a $20,000 grant from Sustainable Jersey for this project that will
include construction, evaluation, education regarding our nesting terrapins
New Program: Avalon Clean Water Initiative
                             Avalon has partnered with the Wetlands Institute and our
                             neighbors in Stone Harbor to prohibit the use of single-use
                             plastic bags, plastic straws, and Styrofoam food containers
                             starting before Summer, 2019. 12 million plastic bags are used
                             worldwide every 60 seconds; they never degrade and break
                             into smaller pieces, lasting in our marine environment for
                             hundreds of years.

Borough has partnered with the Institute for additional
monofilament stations at key locations around the Borough.
The Institute will get all of the monofilament collected which is
recyclable. This fishing line has entangled sea birds and
caused their unnecessary deaths.

Borough is also implementing a “Take it Out, Bring it In”
campaign for our boaters regarding the importance of
securing all trash, food containers, etc that are taken out
during a day of boating.
Borough Evaluating Ordinances Regulating
                 Construction Practices
-Borough is reviewing Chapter 7 and Chapter
20 of the Borough Code regarding
construction practices, including but not
limited to: Days/hours/holidays of
construction, construction trailers, site
management/debris control, dewatering of
swimming pools, and other issues

                                    Borough will implement STOP WORK ORDERS for job
                                    sites that are repeat ordinance violators.

                                    Borough has expanded Code Enforcement to one
                                    hour before through one hour after allowable
                                    construction.
Quick Notes on Borough Policy/Procedures

                                   New Jersey has enacted a law that will prohibit
                                   smoking at public beaches and parks in communities.
                                   The law allows a community to reserve 15% of its
                                   beach for smokers, if the town chooses to do so.
                                   Avalon intends to provide a 100% smoke free beach in
                                   2019, and declines the opportunity to reserve a
                                   portion of beach for smokers

Due to the State’s inability..again..to
approve a budget on timely basis, Avalon
has approved an extension of the grace
period to pay taxes that were due on
August 1st. The grace period has been
extended until August 24th, 2018 to pay
the quarterly tax bill without penalty
