Budget
• Full implementation of funding formula
   – Consolidation of categorical funds into per pupil funds
   – Development of weighted funding to follow the student
      • English Learners, At-Risk, GATE, Special Ed
   – Out of the “hold harmless” provision going forward
     meaning funding will grow at inflation plus enrollment
     growth
   – More work to be done by the Commission on School
     Funding on the Nevada Cost of Education Index and *new*
     forms of revenue to achieve adequate and optimal levels

Nevada State Education Fund
• Initial cuts of almost $200 million in Governor’s
  Recommended Budget of Class Size Reduction and Read By
  Three were worrisome
• An additional $500 million was added late in session to make
  up for those cuts into base funding
• 30 days from end of session to submit an amended budget
  reflecting the final outcome of the legislative session.
• First year of implementation may be clunky, but going
  forward, should have less uncertainty related to state grant
  funding especially related to staffing

AB495
• AB495 includes:
   – $200 million set aside of state portion of ARP funds for districts to
     access to match district ARP funds and $15 million for charter schools
   – Beginning July 1, 2023, new tax on gold and silver as well as
     redirecting the net proceeds of minerals to Nevada State Education
     Fund (base per pupil & weights)
        • Going forward, we will need to be focused on prohibiting supplantation
   –   $4.75 million for Opportunity Scholarships
   –   $600,000 for the Silver State Opportunity Scholarship
   –   $4 million for Deans Future Scholars*
   –   $6 million for Collaboration Center Foundation*
   –   $5 million for the Nevada ABLE Savings Plan*

• Final version includes:
  – No negative impact to staff based on their SLG in
    Sy20-21
  – No preparation or use of SLGs in SY21-22
  – Restore to full 15% of evaluation in SY22-23 and
    beyond

  hybrid) and make recommendations

  to future remote participation

• Senate Bill 160 – Kenna Mirzayan, Incline High School
   – Expands dual credit opportunities for students to
     accredited higher education institutions for course not
     offered by NSHE
• Assembly Bill 224 – Samantha Glover, Davidson
  Academy/ Reno High School
   – Addresses “Period Poverty” by requiring districts to
     provide free menstrual products in at least 2 bathrooms
     per school in 25% of secondary schools by January 2022

• SB120 – requiring administrators to reapply for jobs every 5
  years
• AB255/SB111 – partially appointed school boards
• SB126 – requiring certified staff to serve in libraries
• SB 142 – removing the ending fund balance protection from
  collective bargaining from 16.6% to zero; SB439 set at 12%
• SB27 – paraprofessionals and coaches requiring a license
• SB76 – elimination of many state boards and commissions
• SB10 and 64 – property tax reform
