STARS History & Background

Spokane Treatment and Recovery Services (STARS) is a non-profit behavioral health agency that has been serving the
greater Spokane community for over 40 years. We offer multiple services and levels of care to address the needs of our
clients in every stage of their treatment. Our highly skilled substance use disorder and mental health professionals work
together with the client to develop a unique and individualized service plan that treats the whole person using evidence-
based practices.

Our services span a continuum of care, and include:

    •   Assessments of substance use and co-occurring disorders
    •   Sobering and diversion services
    •   Withdrawal management
    •   Residential programs
    •   Outpatient services
    •   Alcohol & Drug Information School (ADIS)

The STARS team is comprised of over 80 of people working in specialized teams and collectively over our four service
sites to care and support the over 2200 clients we serve annually. Within the organization, we value integrity,
innovation, and client outcomes. STARS has been recognized locally and across the state as providing advanced, high
quality client care.

Board Description

STARS Board consists of up to eleven individuals responsible for governance authority over the organization, as well as
fiduciary and strategic oversight for all aspects of STARS. The Board works consistently with STARS’ Executive Director,
CFO, and other leadership to guide the organization, ensuring high quality patient/client experience and outcomes, fiscal
responsibility, care for staff, and more.

Board Member Application Process

    1. Review committee reviews applications looking for individuals who meet current needs of the organization.
    2. Potential candidates are invited to have a phone conversation with the Executive Director and Board President
       to learn more about the organization and discuss current board needs
    3. Board vote
    4. Upon approval, new board members will go through a short orientation process prior to attending their first
       board meeting

Board Terms of Service & Expectations

STARS Board meetings occur on the second Tuesday of each month for up to 90 minutes. Throughout the year, Board
Members may be asked to attend occasional additional events such as a board retreat, employee celebrations, and
others. Board Members are also asked to respond to occasional but sometimes urgent email correspondence regarding
board and organizational matters throughout the month.

Board members are expected to provide management, fiduciary, and strategic oversight over STARS programmatic
efforts. They may also be asked to serve on board committees or special projects as organizational need arises.
Members are asked to actively seek input, feedback and share differences of agreement or opinion from their areas of

expertise and connection to community resources. Members are expected to disclose any perceived or substantiative
conflicts of interest as they relate to decisions within their personal/professional roles and/or STARS. Members must
reside in Spokane County.

Board members can serve for up to seven years. We ask for a minimum commitment of two years. While on the Board,
members have the opportunity to run for officer positions with varying terms, from one to two years of service within
the role.

STARS strives for diversity of ethnic, gender, political and age to ensure a wide variety of perspectives are represented
on the Board. For this round of Board recruitment, we are seeking nominations from individuals with any of the
following characteristics:

    •   BIPOC leaders
    •   Human resources experience
    •   Indigenous health
    •   Philanthropy and/or fundraising
    •   Veterans
    •   Healthcare providers
    •   Non-profit leadership (i.e., finances, law)
    •   Familiarity with recent patient experience/advocacy within the Medicare/Medicaid system
