Budget & Resolution Hearings
Budget Hearing

This hearing will cover the proposed 2019 diocesan budget that convention will approve during the
afternoon business session. Time will be provided to answer questions.

Dear friends in Christ,

As we begin annual Diocesan Convention, I celebrate the health and liveliness of
the Diocese of San Diego. We are welcomed at St. Dunstan’s, San Diego by their
members and others from St. Columba’s, Santee; St. Alban’s, El Cajon; Christ
the King, Alpine; St. Andrew’s, La Mesa, as well as the diocesan Cursillo
community. Give thanks for all they’re doing to make us welcome and support
the work we do together!

The theme of our gathering is Faith Like a Mustard Seed: Growing in Christ. The
collaborative hosting of Mission Area Two is one such example. For most of us,
faith begins in small nudges and grows through the water of baptism and spirit-
filled encounters. Our major learning opportunity at this convention will be a
plenary session on evangelism, led by the Rev. Deb Seles and the Rev. Dr. Mark Hargreaves – building on the
Learnings from London. How might these mustard seed possibilities take root and grow all across the Diocese of San
Diego?

This convention is largely paperless, as the reports and actual work of Convention are offered electronically. I
encourage you to read, learn, and inwardly digest the materials. While we’re here, we’ll eat and pray and sing and
laugh together, have vigorous conversations, and give thanks for the abundant life and love we know in Jesus Christ.

We are asked to serve our neighbors this year by supporting ongoing diocesan ministries. Bring your outward and
visible signs of our inward and spiritual connection when you come to Convention, and watch our mustard seeds
become a large tree of life for God’s people!

Growing in Faith through Service
This year’s service project supports Ministry Together! A collaboration of six major diocesan ministries,
Ministry Together encourages us to join together and work for good as a cohesive whole. Each ministry
serves a specific group of people with unique needs. They all are worthy of your time, talent and treasure.
The six ministries are:

    1. Episcopal Community Services (ECS)
    2. RefugeeNet
    3. Camp Stevens
    4. St. Paul’s Senior Homes & Services (Program
       for all-inclusive care for the elderly PACE)
    5. Vida Joven de Mexico
    6. Episcopal Relief & Development (ERD)
To support these diocesan ministries in a tangible way
at convention, we ask you to bring the following to St.
Dunstan’s on November 9 and 10:

Friday Night Reception
                                Everyone is welcome to attend the Friday evening reception at the close of
                                convention business (5:00 p.m. approximately). Enjoy drinks and appetizers
                                with fellow Episcopalians on the courtyard, and in the parish hall while
                                browsing the exhibits featuring diocesan ministry displays and vendors.
                                Cursillo Singers will provide entertainment and ambience. Beer and wine
                                will be available, as well as water and juice. We ask you to kindly limit your
                                alcoholic intake to two complimentary drinks per person. Gluten free and
vegetarian options available. Thank you to St. Dunstan’s and other Area Two churches for hosting this
reception!

Authentic Episcopal Evangelism
Keynote Presentation
Friday, November 9 from 10 a.m. to 12 p.m.

The Rev. Deb Seles and the Rev. Dr. Mark Hargreaves will present a session about Episcopal
evangelism on Friday, November 9, 10 a.m. – 12 p.m. All are welcome. We’ll begin with the
distinctive character of Episcopal evangelism, and then move from the theological to the
practical as we hear how God works through our faith communities to engage our
neighbors, being ever mindful of our unique contexts. We will also discuss what is
happening around the communion and how we can ride the momentum of Presiding
Bishop Curry’s “Way of Love.”

Presenters Bios

                           The Rev. Dr. Mark Hargreaves
                           The Rev. Dr. Mark Hargreaves is rector of St. James, La Jolla.
                           He came from the Diocese of London where he served for 25
                           years. Mark studied theology at Oxford and earned a PhD from
                           Cambridge on the subject of the authority of the Bible. He is
                           interested in the visual arts, cycling, tennis and collecting old
                           postcards. He is married to Laura, a native Californian.

                             The Rev. Deb Seles
                             The Rev. Deb Seles hails from Chicago (Go Cubs!) and was
                             introduced to the Episcopal Church through her late husband,
                             Emory. She was ordained in 2002 and served the Diocese of
                             Chicago in many roles before moving to Idaho to become
                             rector of Ascension, Twin Falls. She is associate rector at St.
                             Margaret’s, Palm Desert and a member of The Improvables of
                             the Desert, an improv comedy troupe out of Palm Springs. She
                             enjoys exploring mountain trails with her Norwegian elkhound,
Rocky, and a rat terrier, Sunny.

Resolutions
RESOLUTION 18-01

Title: Clarifying Delegates to Electing Convention
Proposed By: The Standing Committee, through the Rev. Kathleen Kelly

Resolved, that the 45th Convention of the Episcopal Diocese of San Diego (“Diocese”) instruct the
President at the Electing Convention expected to occur on February 2, 2019 to seat, with voice and vote,
one additional delegate from each of three congregations (St. Luke’s, San Diego; All Souls’, San Diego; and
St. James, La Jolla), in accord with the Average Sunday Attendance (“ASA”) reported on their parochial
reports for 2017, now certified by the Diocese.

EXPLANATION OF RESOLUTION: Title I, Canon 4.03 of our Diocesan Canons provides how many
delegates each congregation shall have at conventions based upon the Average Sunday Attendance (“ASA”)
in the “latest available annual parochial report.” Following the historical practice, in March of 2018, the
Bishop’s Executive Assistant notified congregations how many delegates each should select for this
convention. This notice was based on the parochial reports for 2016, which were at that time the most
recent reports fully completed and certified.

Canon 4.03 also provides that delegates serve from the time of the convention for which they are selected
until the next convention, including any special conventions (such as our upcoming electing convention).

The parochial reports for 2017 were complete and certified in May of 2018. Application of the ASA from
these reports would result in each of the above-named congregations receiving one additional delegate.
These congregations could certainly contend that Canon 4.03 should not be applied to their disadvantage.

The Presider at the electing convention will be responsible for ruling on any dispute concerning seating of
delegates. It is desirable to settle the issue described here in advance, so that affected congregations can
plan accordingly. The Standing Committee recommends adopting this resolution to afford the maximum
participation arguably supported by the canons.

Title: Adopt and Implement the Recommendations of the Task Force on Compassionate Care for Victims
of Clergy Sexual Misconduct

Resolved, that the 45th Convention of the Episcopal Diocese of San Diego (“Diocese”) calls upon the
Standing Committee to enact promptly and without delay the recommendations as set forth in the official
November 9, 2018, report of the Task Force for the Compassionate Care for Victims of Clergy Sexual
Misconduct, namely

1. The establishment of a model program for education of leadership in Trauma-Informed Care in the
context of clergy sexual misconduct, and development of a congregational educational curriculum on clergy
sexual misconduct.

2. The formation of an interdisciplinary Compassionate Care Team to assume responsibility for trauma-
informed care for the primary victim.

3. The formation of a Pastoral Response Team to guide congregational healing after a traumatic event.

And be it further

Resolved, that the 45th Convention of the Diocese memorialize this resolution to the General Convention
of The Episcopal Church. And be it further

Resolved, that the November 9, 2018, report of the Task Force for the Compassionate Care for Victims of
Clergy Sexual Misconduct be sent to the following entities:
   • Executive Council of The Episcopal Church
   • The Task Force created by D022 of the 79th General Convention, charged with tracking the
       progress of resolutions “that engage the challenges facing women in ministry and in society at large,”
   • The Task Force on Sexual Harassment (Resolution A109); and
   • The Task Force to Oversee Creation of Training Materials (Resolution A048).

EXPLANATION:
The 44th Convention of the Episcopal Diocese of San Diego called for the formation of a task force to
study the experience of victims who report clergy sexual misconduct; become educated on best practices for
safeguarding these reporters; and issue recommendations to the Standing Committee, Executive Council
and the 45th Convention. Resolution 17-04 charged the Task Force with making recommendations
reflecting a trauma-informed approach to the care of reporting victims, both through the canonical
reporting process, as well as in their home parish.

The Task Force devoted ten months to study of this complex issue. Its research included diocesan-wide
open invitations for past complainants or others to confidentially share their experiences; hearing first-hand
accounts of victims who have filed Title IV complaints, both in this diocese and elsewhere; interviews with
other dioceses and parishes within other dioceses, focusing specifically on approaches that may have been
successful, as well as failures; consultation with a psychologist experienced with trauma; exploration of the

U.S. Navy’s model Sexual Assault Case Management Group, as well as extensive reading and debate.

The Task Force has now submitted its report. The findings of the report reveal that we, in this diocese, are
very far from “getting this right.” In this diocese, as elsewhere, retraumatization of victims is prevalent and
systemic. Despite having very well-meaning people involved in the church response, we are causing
significantly deeper harm to those who step forward to report. This finding is in contradiction to the
statement, “A victim has a right to expect our faith communities to respond with the love and compassion
of Christ,” which was affirmed by resolution at last year’s Convention.

The Task Force has submitted its recommendations regarding education, the Compassionate Care Team
and Pastoral Response Team. To be successful, all three must work in tandem. Approval of only one or two
would ensure that victims continue to be retraumatized.

The work of the Task Force and of this Diocesan Convention takes place in a context in which issues of
sexual abuse, and the treatment of victims of sexual abuse is in the forefront. From the entertainment
industry, to Silicon Valley, to academia and athletics, to the United States Armed Services, to our political
life, to the Roman Catholic Church, industries and institutions are reckoning with these issues in very real
and public ways. The world is watching, and these institutions and industries are, rightfully, being assessed
publicly and broadly, as to whether or not the response is adequate, effective, and just. The Church, and
our Episcopal Church, must seek to do nothing less than what is adequate, effective, and just, and in fact,
as the Body of Christ, must seek to do more.

Through the implementation of these recommendations, we will design a compassionate response that cares
for the victims responsibly and holistically, in a trauma-informed manner, both during the Title IV process
and in the aftermath as they heal from the trauma. At the same time, we will also be proactively helping to
heal the impacted community. This is the response that truly promotes healing and reconciliation. This is
what is required of the Body of Christ.

                         favor the establishment of a permanent archives for our diocese. Ideally, this
would be in time for our 50th anniversary. I was first elected historiographer at our 35th Annual
Convention. I would be honored to continue that role for another year if so elected.

                           to listen to God carefully with prayers and discern God’s call. My husband and I
have lived in multiple countries and cities including Philadelphia, Brussels, and Tokyo. While in
Philadelphia, I served as a Eucharistic Minister, and I was a part of Episcopal Asiamerica Ministry, serving a
board council member and a convener of the Japanese convocation. I have received lay leadership training
of church planting and evangelism. While in Tokyo, the Bishop of Tokyo appointed me to serve as search

Treasurer’s Report
I first want to express my deep gratitude for the help and guidance that our former treasurer has provided
during the transition period. Julie Young has been a source of inspiration and support for me as I’ve been
learning the many things that she has so capably handled in the past. She has always been responsive to my
endless questions. I’m grateful for her guidance and patience.

The mission shift funds that were discussed in last year’s treasurer’s report to convention were concluded in
2017. The 2018 budget was approved for $2,500,985 at the last convention, and this total included the
activities and personnel that were funded through the mission shift. The projections as of August 31, 2018
indicate that the year will end with a positive budget variance for operations of $33,361. The 2018
projected actuals are included in the budget tables shown on the pages that follow.

The sources of funds projected for yearend 2018 are $2,469,151, or $31,834 below budgeted levels. This is
due primarily to lower donations made to the bishop’s appeal. The finance and development committees
have met regarding this shortfall and several strategies have been suggested to help remedy this for 2019.
The common life share, which represents the largest source of funds, is in line with projections.
Congregations are timely in making their CLS payments, and we have rarely seen shortfalls in this area
during 2018. Through the CLS+ donations, we have been able to supplement the funds allocated to certain
mission areas in the 2018 budget, thereby enabling us to have an even greater impact in our communities.
The actual amount under program ministry fees and donations exceeds the budget by $16,397 due largely
to the start-up of the North County showers of blessing. This is a new program for which we received funds
that have mostly been spent through the purchase of a shower trailer and truck.

Uses of funds are projected to be lower than the budget by $65,195. We anticipate a savings of $41,757
due to an open position in the office of the bishop that was not filled. We expect some of the transition
costs for the new bishop to be less than originally budgeted as well. There were cost savings in the area of
multicultural ministries because we hired a Latino missioner in March 2018 instead of January. The area of
clergy support is less than the budget level by $31,189. This seemingly high variance, though, does not take
into account the annual clergy conference held in September. The expenses for this event were not
included in the actual figures, but neither were the revenues, and they almost covered the entire cost. Thus,
the conference was at a break-even. One of the principal areas in which we are over-budget is Episcopal
Church Center operations. It appears that we did not allocate enough money in this area in the 2018
budget; all expenses have been reviewed and are normal. We anticipate that we will not need to spend as
much in the contingency account as originally budgeted.

The last year to be audited was 2017. The 2017 audited financial statements show $18.0 million of assets,
$456 thousand of liabilities and $17.5 million of net assets. The link to our audited 2017 statements can

Special Rules of Order
for the Election of the Fifth Bishop of San Diego
                                Special Electing Convention February 2, 2019
                                       Episcopal Diocese of San Diego

1. These Special Rules of Order for the Election of the 5th Bishop of the Episcopal Diocese of San Diego,
   adopted pursuant to Title III.11.1(a), shall apply for the duration of the Special Electing Convention
   convened for the purpose of electing the 5th Bishop of San Diego, on February 2, 2019, and continuing until
   such time as the bishop has been elected, at St. Bartholomew’s Episcopal Church, in Poway, California.
   Except as these Special Rules provide otherwise, the Rules of Order of Convention shall continue in full
   force and effect.

2. The Special Electing Convention shall be presided over by the President of the Standing Committee, acting
   as President pro tem of the Convention. The Convention shall consider nominees of the Nominating
   Committee and any petition nominees pursuant to procedures for petition nominations published by the
   Standing Committee; such nominees shall have been subject to appropriate background checks supervised by
   the Nominating Committee and the Standing Committee; and the conclusion of the Standing Committee
   that the results of those background checks have not revealed any impediments to any nominee’s election
   shall be reported to Convention. Each nominee shall sign a written declaration of intent to accept office if
   elected and shall have acknowledged that the essential components of the compensation package approved by
   the Standing Committee and communicated to the finalists is satisfactory and acceptable. No others shall be
   eligible for nomination to Convention.

3. Persons entitled to vote with respect to the election of the Bishop shall be those entitled to vote on all other
   matters coming before the immediately preceding Annual Convention, either as a delegate or alternate
   delegate, except that no Clergy member of Convention may vote with respect to the election of the Bishop
   unless he or she shall have been physically and canonically resident in this Diocese, continuously, from and
   after October 16, 2018 and until the date of the Special Convention, and entitled during that time to a seat
   in Convention.

    For purposes of the Special Convention, a quorum shall be calculated as two-thirds of all Clergy entitled to
    vote, two-thirds of all congregations entitled to vote and two-thirds of all lay delegates entitled to vote. The
    calculation of those entitled to vote shall first be reduced by those clergy who are excused by the Ecclesiastical
    Authority (i.e., the Standing Committee) by reason of age, illness or for other good cause.

4. Prior to the commencement of Convention, the Transition Committee shall insure that each nominee has
   been assigned a Shepherd to serve as the authorized representative of each nominee (whether a Committee
   nominee or a petition nominee). The Transition Committee shall inform the President of Convention of the
   representative for each nominee and shall inform the President promptly of any change in representatives. If
   a nominee is a Member of Convention, he or she may vote in the election.

5. At the beginning of the election process, the President of the Convention shall present the slate of candidates
   to the Convention, and that act shall constitute the placing of all names in nomination.

6. Written materials submitted by each nominee shall be provided to all members of Convention prior to
   Convention, and no nominating speeches or nominee information (other than that which is distributed by
   the Standing Committee) shall be permitted at Convention.

7. Following the acceptance of the slate of nominees, there shall be a First Ballot for the election of Bishop, and
   successive ballots thereafter as necessary, until the Bishop is elected. The time permitted between ballots, as
   well as the order of silence, prayer, music, or other activity between ballots, shall be determined by the
   President of the Convention. The order in which nominees’ names appear on the ballot shall be chosen by
   random drawing by the Standing Committee.

8. A nominee may withdraw from the election at any time before the election in person or by telephone, email,
   or through his or her authorized representative to Convention. Any such withdrawal shall first be
   communicated to the President of the Convention who may require such confirmation from the nominee as
   the President deems appropriate.

9. In each ballot, the Clergy and Lay Delegates shall vote separately by Orders. A concurrent majority of those
   voting in each Order shall determine the choice.

10. Immediately following the election, while Convention remains in session, the President of the Convention
    shall arrange to have the bishop-elect informed of the election and shall receive that person’s acceptance
    which shall then be communicated to the Convention. These communications may be accomplished by an
    authorized representative of the bishop-elect.

11. Immediately following receipt of acceptance of the election, a constitutional majority of the Convention shall
    affix their signatures to the testimonial required by Canon III.11.3 of the Episcopal Church, attesting to the
    due and lawful election of the Fifth Bishop of San Diego.

12. It is the express intent of this Convention that any election of a nominee to be the Bishop of San Diego is
    made in full, truthful and complete disclosures by that nominee to the Nominating Committee, the Standing
    Committee and the Convention. If, after such election but prior to consecration, the Standing Committee
    concludes that the Bishop-elect has failed in any material way to provide full, truthful and complete
    disclosures, or if the Standing Committee concludes that the Bishop-elect has omitted to disclose any
    material facts, then the Standing Committee may take action to rescind such election.

13. Members of Convention shall not have any conversations with members of the Press while on the floor of
    Convention, either directly, through social media, text messaging, email or otherwise. The only persons
    authorized to communicate with the Press regarding the actions of Convention are the President of the
    Standing Committee and the Diocesan Director of Communications.

14. Members of Convention shall refrain from communicating with people outside the Convention, directly,
    through social media, text messaging, email or otherwise, until the President of the Convention has made
    official announcements.

15. Voting shall be conducted by electronic means. Only Members of Convention who have been issued a
    unique code upon entering the Convention premises shall be allowed to vote. The Secretary of Convention
    shall make voting stations available to delegates who do not have a “smart phone” that is compatible with this
    procedure. All voting shall take place in the Convention venue.

16. These Special Rules shall be effective when adopted by the Standing Committee and then by majority vote of
    Annual Convention. Once adopted, they may not thereafter be suspended or amended except upon motion
    duly made and seconded, and approved by two-thirds of Special Convention.

Special Reports
REPORT FROM MAP CANON TASK FORCE
Method and Purpose: Charged by Diocesan Convention to review the MAP canon and make recommendations, the
Task Force developed a set of questions and then interviewed clergy and vestry members of the six MAP
congregations. Based on those conversations, the Task Force makes the following recommendations:

1. Canonical Change:

The Task Force restricted its review to the implementation of the MAP Canon which is intended to allow for
emergency Diocesan intervention in the life of a parish when particular trigger events (named in the canon) threaten
the sustainability of the congregation. We highly recommend reviewing all the Canons of the Diocese in regard to
congregational status. In particular, the canonical definition of parish as a congregation supporting full-time clergy
sets an unrealistic standard and is actually not the current practice of the Diocese. A congregation can be no longer
in need of Diocesan intervention and yet not able to support full-time clergy. Such a congregation is in canonical
limbo—neither MAP, nor mission, nor parish. The Task Force also recommends flexibility as to time frame. Another
option, in keeping with actual practice, would be to eliminate trigger (f) regarding full-time clergy support from the
MAP Canon. The current Canon establishes a process that would be renewed or ended after three years. The Canon
is not being used in that way, and we recommend dispensing with this time frame. Once begun, the process has
continued indefinitely, or in one case, simply faded away. The Task Force recommends establishing a clear process
for returning to parish status to be set into the Canon. We recommend that Canon never be used as a means for
closing congregations, understanding that the process for closing a congregation is set out elsewhere in the Canons.
The Canon is meant to be a means for restoring congregations to health and should have no other purpose. We also
recommend changing the Canon details to be in line with our recommended 4-stage process and our emphasis on the
MAP team. These recommendations are based on actual experience with the MAP Canon and describe what has
worked. Finally, we recommend changing the term “Mission Action Parish” or MAP. It is easily confused with
“Mission Aided Parish” and does not describe the assistance provided to a congregation when the Canon is invoked.
Our suggestions include: PAP=Parish Action Plan, DAP= Diocesan Action Plan, DIP= Diocese Intervention Plan,
PIP= Parish Intervention Plan, IGP=Interim Guidance Parish.
In conclusion, we wish to emphasis the positive impact the Canon has had in the life of congregations. We offer the
following recommendations for better implementation:

2. Implementation:

Diocesan intervention is never an easy thing, but the Task Force has identified many practices that, if followed, would
create the best possible outcome and experience for the MAP team and the congregation.
    • The Task Force envisions a four-stage process: 1) Pre-MAP evaluation; 2) Initial intense phase when goals are
         set, immediate issues resolved, and MAP team meets regularly with parish leaders; 3) Functional phase when
         MAP team is less present as parish leadership assumes greater autonomy; and 4) A review phase as MAP
         status concludes.
    • When a triggering event is identified, appropriate Diocesan personnel should engage in a “pre-MAP”
         evaluation. This would consist of a phone call to clergy, meeting with clergy and vestry, and a written report
         to be shared with the vestry and Standing Committee. This report might recommend MAP status, or some
         lesser intervention such as monitoring, leadership training, or other alternatives. It would note items that
         require immediate attention.

•   If MAP status is recommended, the reasons for this recommendation will be laid out clearly in writing to be
        shared with the vestry, the parish clergy, the Office of the Bishop, the Standing Committee, and, ultimately
        the MAP team.
    •   The MAP team will work with the vestry and parish clergy to create a plan. This plan will identify immediate
        priorities and longer term goals for the overall health of the congregation. The process should be targeted to
        be completed in three years, recognizing that it make take longer, but noting that MAP status is meant to be
        temporary.
    •   The plan will be concrete and measurable. It may include instruments such as the CAT survey. It will go
        beyond the triggering issue(s) to create a comprehensive picture of congregational health. The plan’s
        intention is never punitive, but to point the way to a healthy future.
    •   All communication about the congregation from the MAP team should be shared with the vestry, parish
        clergy, Diocesan authorities, and the MAP team. All parties should always be on the same page. Clergy
        called to a congregation that is in MAP status should receive copies of all previous communication about the
        MAP process.
    •   Clergy and lay leadership from MAP congregations may find it helpful to gather periodically for mutual
        support .

3. The MAP Team

    •   MAP team members should be chosen with an eye to the particular skills needed by the congregation. In
        anticipation of possible assignments, the bishop and Standing Committee should identify people who can
        serve as resources when the need arises.
    •   The MAP team should have a written charge, outlining the triggering issue and other concerns in the life of
        the congregation.
    •   The MAP team must see itself as a resource for helping to restore a congregation to health. The team must
        be trained to work with sensitivity in a future-oriented, nonjudgmental way.
    •   Responsibility for the congregation’s life belongs to the vestry and clergy of the congregation. It must not be
        taken from them by the MAP team.
    •   The MAP team remains involved with the congregation’s leadership for the entire MAP process. Initially the
        team will attend all vestry meetings, but as progress is made, the team’s presence will be reduced. Still,
        regular communication and review—at least once a year—will be essential through the whole process.

4. Restoration to Parish Status

The current Canon has no process for concluding the MAP process and restoring a congregation to parish status.
The Task Force strongly believes that completion of the plan set out at the beginning of the MAP process should
serve as the only standard for completing the MAP process. With a written report and plan, the goals for a particular
congregation should be clear, which means success is easily recognized. Since success is defined by the particular
issues of a particular congregation, no one test or standard will apply in all cases. In general, at the end of the MAP
process a congregation will be equipped to take complete responsibility for the future of its life and ministries.

The vestry should take the initiative to request to be restored to parish status by writing a letter to the Standing
Committee and Bishop outlining the reasons for a change in status. The MAP plan will have defined the markers
which determine success. Final decision for restoration to parish status or renewing the MAP status rests with the
Bishop, in consultation with the Standing Committee. Any other changes in the status of a congregation are outside
the purposes of this Canon.
