Minutes of the 13thMeeting of the Board of Governors, Bhagalpur College of
Engineering, Bhagalpur held at 02:00 P.M. on March 26th, 2021.

On 26th March 2021, BoG members assembled in the conference room of the Bhagalpur
College of Engineering, Bhagalpur at 02:00 PM and some other members including Dr.Uday
Kant Misra, Chairman joined the meeting through online video conferencing. The following
members were present:

 The following faculty members, In-charge of various activities were invited to present
 the respective agenda matters:

The Meeting of the Board of Governors (BoG) began with welcome of Hon’ble Chairman, all
the Governors, and Special Invitees by Principal Dr. Pushpalata. Meeting was conducted using
the digital platform Microsoft Teams platform.

In the meeting following decisions were taken:
Note 01. A few members have sent their comments on the agenda items through
Whatsapp. All the received comments were taken into consideration with the respective
agenda items.

Note 02. Due to internet disruption and some other reasons, some online participating
persons were absent for a brief period. The Chairman gave them opportunity to express their
views.

Agenda 13.1: Confirmation of the minutes of the 12th BoG Meeting held on 14 Dec 2020.
Note 13.1.1: The minutes were prepared and signed by the then Secretary of BoG Dr Nirmal
Kumar. The minutes were sent to the members for suggestions and comments. Suggested
comments have been incorporated. The minutes were read as confirmed.

Note 13.1.2: In the 12th meeting suggestions were provided to modernize the Earth Quake
Safety Clinic of high standard. The Board, however, discussed in detail about the status
presented by the college on Earth Quake Safety Clinic. The board expreesed the displeasure
over the progress done by the college and the status report presented. The observations as
follows:

(a) The board clarify that college may use their own fund, fund provided through DST or fund
available under TEQIP-III project for modernization of Earth Quake Safety Clinic, no financial
assistance will be provided by Disaster Management Department.

(b) There should be provision for automatic call response system where people can call for
any query related to earthquake. In case of no reply received from the center the call may be
automatically recorded if college can not handle the case the same may be forwarded to
BSDMA from where query, will be addressed. This system will minimize the chance of
unattended calls.

College mentioned that call centre is the need of the time and skilled manpower is required for
Infrastructure for documentation and response. Queries related with natural onslaught will be
addressed through the call centre.

The board mentioned that there is no need of skilled person for this purpose, as this is
automatic call centre. The board directed to implement it.

(c) Make provision for Shake table

The institute mentioned that quotation for the purchase of shake table was invited. The high
payload Shake table cost is around Rs. 25.00 (twenty five) lakh. An affordable shake table is
being searched.

The board suggested to purchase non-comercial shake table for the safety clinic, which will
be available in affordable price.

(d) Increase the dimensions of the hall by removing partition wall

College mentioned that partitioning work is in progress and will be removed very shortly.

The board suggested to remove the existing wall completely so that area of safety clinic
may be extended.

Agenda 13.2: Status of TEQIP-III project:

Note 13.2.1: TEQIP-III coordinator presented in brief the progress report of the college for the
period Dec 2020 to till date.

(a) Financial expenditure details for the period Dec’2020 to Mar’2021 and expenditure ststus
    placed before the board.
    The board acknowleged the status report presented by the institute. (annexure 1).
(b) It was informed to the board that based on the NPTEL online certification courses (Jan-
    Dec 2020) BCE Bhagalpur as a valuable local chapter achieved rating “A”.
    BoG congraluate the college for their efforts towards enrollment of students and
    faculties in NPTEL online certification courses and achieving this milestone.
(c) Status of GATE 2021 result was presented before the board. 31.47% of final year students
    registered for GATE exam are qualified.
    During discussion it was observed that percentage of GATE qualified students in
    mechanical engineering department is very low compared to other departments
    (annexure 2). The board directed to find out the reasons for low performance.

Agenda 13.3: Status of additional allocation received under TEQIP-III

Note 13.3.1:    The college informed that MoE considered the incentivization of well
performing project institutions by providing additional funds based on expenditure and
benchmarks as on or before December 31, 2020. BCE Bhagalpur shortlisted for incentivization
and email received for additional allocation on 11/03/2021. So, the revised PLA is Rs 11 Cr.
After reqest made to NPIU allocation received on 24/03/2021. College mentioned the
problems to spend all the additional allocation received under TEQIP-III before 31/03/2021.

The board acknowleged the status report presented by the institute.
Agenda 13.4: Approval for purchase of items under TEQIP-III

Note 13.4.1: As the additional allocation of Rs 1 Cr. was allotted to BCE Bhagalpur, a plan for
procurement of items (annexure-3) was placed before the board for approval.

The Board approved the proposal.

Agenda13.5: Status of NBA Accreditation

Note: 13.5.1. The status report regarding NBA accreditation was placed before board. It was
informed to board that all five departments applied for NBA accreditation in 2018-19 and
uploaded Self Assessment Report (SAR). Date for visit of NBA team was 20-22 March 2020 but
due to pandemic visit postponed. Further, after pandemic in Feb 2021 information received
from NBA team to upload the updated SAR including data of AY 2019-20, which was uploaded
by all departments in March 2021. Finally, NBA team is requested to make visit during 07-09
May 2021.

The board acknowleged the status report presented by the institute.

Agenda13.6: To get approval for installation of CCTV

Note: 13.6.1. For extension of existing CCTV network (8 points) in the college main building
and repairing/ maintenance of non functional CCTV, a proposal is being placed before the
board for approval regarding placing the contract order by taking minimum three quotations
from local market. The expenditure incurred for this work is approximately Rs 50,000/- which
may be booked under the component Incremental Operating Cost of TEQIP-III project.

The Board approved the proposal.

Agenda13.7: Approval for payment of Cambridge KET exam fee

Note: 13.7.1: It was presented before the board that for providing training on English
Language Communication Skill to the students, the contract was awarded to M/s
Development Center for Advance Technical Studies (DCATS), Patna on 20/02/2020. As per
payment terms of contract after training payment has to be done to M/s DCATS for
Certification Exam, Key English Test (KET) by Cambridge Assessment English and the cost
associated is Rs. 3500/- per student (for minimum 200 candidate). The training was provided
to 232 students during 25/02/2020 to 02/03/2020 and certification exam was conducted on
25/03/2021. M/s DCATS submitted invoice for the payment of Rs 8,12,000 (232 x Rs 3500) but
it is proposed to make payment of Rs 7,00,000 (200 x Rs 3500) from TEQIP-III fund. The board
was requested to take decision in this regard.

The board suggested to take legal opinion and make the payment as per the terms and
conditions mentioned in the contract.

The meeting ended with a vote of thanks to the Chair and the Members by the Secretary of
the Board.
