Commissioner’s Statement On behalf of Mayor Lori E. Lightfoot and the Chicago Department of Aviation (CDA), I want to thank you for your continued partnership as we embark on one of the biggest and most exciting projects in our City’s history: O’Hare 21. The CDA is focused not only on what we are building but who will be doing the building. No one knows and appreciates the power of procurement to drive meaningful change, transform communities and provide opportunities better than Mayor Lori Lightfoot, and her vision of a City that is more equitable and inclusive are the principles that guide the work we do here at the airport. By working together to deliver O’Hare 21, the CDA and its contract partners can continue to offer economic opportunities for our communities while furthering the momentum behind Chicago as a global leader in air travel. The $8.5 billion program is critical to O’Hare International Airport’s long-term viability, not to mention Chicago’s standing as a destination and hub for commerce and tourism. This program represents an unprecedented opportunity for local participation, including contracting opportunities at all levels and tens of thousands of jobs. The CDA is leveraging the scale and scope of this historic project so that businesses throughout Chicago and the Chicagoland area have the opportunity to participate in and benefit from O’Hare 21 and Midway’s ongoing capital improvements. This emphasis on inclusion and empowering communities will foster economic growth in the region for years to come. As I look back at the growth and resilience our airport community has displayed over recent months, I cannot overstate how proud I am of what we have all accomplished together. O’Hare and Midway are catalysts for growth and opportunity for Chicago’s 77 communities and the entire Chicagoland area. I am hopeful that our partnerships will only continue to grow as we reconnect the world to Chicago and Chicago to the world, and I am confident that we will continue to work in the same spirit throughout the rest of 2021 and beyond. (SBI) Small Business Initiative
(SBI-I) Small Business Initiative for projects estimated between $2M and $3M
(SBI-II) Small Business Initiative for projects estimated below $2M
(MBI) Mid-Size Business Initiative
(MBI-1) Mid-Size Business Initiative for projects estimated between $10M and $20M
(MBI-2) Mid-Size Business Initiative for projects estimated between $3M and $10M
Small Business Initiative (SBI)
• Exclusive to small businesses and limited to construction projects that are under $3 million in total cost.
• Divided into two tiers:
SBI-I – projects that are between $2 million and $3 million in total cost. In order to be eligible to bid on an SBI I
project, firms must be:
(1) no larger than the SBA size standards per NAICS code, and
(2) at least 51% owned by one or more individuals whose personal net worth does not the limits set forth in
Section 2-92-670 of the Municipal Code of Chicago (MCC).
SBI-II – projects that are less than $2 million in total cost. In order to be eligible to bid on an SBI II project, firms
must be:
(1) no larger than ½ the SBA size standards per NAICS code, and
(2) at least 51% owned by one or more individuals whose personal net worth is not more than 1/2 the limits
set forth in Section 2-92-670 of the MCC.
Mid-Size Business Initiative (MBI)
• Exclusive to small and mid-sized local (six counties) businesses and limited to construction projects that are
between $3-20 million.
• Divided into two tiers:
MBI-1 – projects between $10-20 million in total cost. In order to be eligible to bid on an MBI-1 project, firms
must be:
(1) no larger than two times the SBA size standards per NAICS code, and
(2) at least 51% owned by one or more individuals whose personal net worth is not more than two times
the limits set forth in Section 2-92-670 of the MCC.
MBI-2 – projects between $3-10 million in total cost. In order to in total cost. In order to be eligible to bid on an
MBI-1 project, firms must be:
(1) no larger than 1½ times the SBA size standards per NAICS code, and
(2) at least 51% owned by one or more individuals whose personal net worth is not more than 1½ times the
limits set forth in Section 2-92-670 of the MCC.
Target Market Program
• Target Market was created to offer exclusive opportunities for MBE/WBEs on non-construction contracts,
including contracts for professional services, such as Architecture, Engineers, or IT, work services, such as
janitorial services and landscaping services, and commodities.

Contract Type: JOC Delivery Method: Request for Proposal
Management, work, materials, supplies, parts (to include system components), transportation,
plant, supervision, labor and equipment, except when specified as City of Chicago furnished,
needed to perform the necessary work. This contract may be used to perform any work on
facilities under the jurisdiction of the Chicago Department of Aviation. The work of this contract
will be set forth in the Detailed Scopes of Work referenced in the individual Job Orders. Upon
receipt of a Blanket Release, the Vendor is required to complete each Detailed Scope of Work
for the Job Order Price within the Job Order completion time.

This project includes the modernization of four restrooms located in Terminal 5 at
O’Hare International Airport (ORD). Two of the four restrooms will integrate a family restroom.
The design shall incorporate the latest airport restroom standards while achieving compliance
with Americans with Disabilities Act (ADA) requirements and all applicable codes and
ordinances. Construction will be performed in two phases.

Design and construction of 7,800 feet of AOA fence in the southeast airfield. The new fence is

aligned fence.

The project work scope includes the replacement of approximately fifty (50) percent of the
existing electrical and lighting infrastructure in the Ring Tunnel inclusive of cost saving LED
lighting. The work will include the removal and replacement of conduit, wiring/cable, fixtures
and Life Safety Improvements in approximately 196,000 SF of the entire 392,000 SF tunnel.

Spine Road Airside Relocation

Upgrades and conversion of a section of Spine Road to an airside roadway, which will include
improvement of the traffic patterns along the Eastern perimeter of the airfield, a widened travel
way, and a larger area for snow removal equipment storage. Scope includes replacement
of sections of deficient pavement and relocation a section of the existing AOA fence to an
alignment East of Spine Road.

Airport Maintenance Center Building Renovations
Contract Type: Construction Delivery Method: Design-Bid-Build
Renovations to the existing Airport Maintenance Center building to ensure current code
compliance. Items to be addressed include carbon monoxide sensors, exhaust fans and
dampers, oil and hazmat storage upgrades, battery room upgrades, and other building code
compliance throughout the facility.

Fire Hydrant & Backflow Prevention Improvements

Reduction in the lengths of stagnant water lines leading to fire hydrants, both landside and

may include new fire main and backflow prevention.
