               Riassunto Alternative fuels can help to diminish the negative effects on the environment and health caused by both passenger
                          and freight transport. Examples of alternative fuels include: electricity, hydrogen, biofuels, synthetic and paraffinic
                          fuels, natural gas, including biomethane, in gaseous form (compressed natural gas, CNG) and liquefied form (liquefied
                          natural gas, LNG), and liquefied petroleum gas (LPG). At European Union (EU) level, a directive on the deployment of
                          alternative fuels infrastructure was adopted in 2014, with the aim of boosting the development of standard rules and
                          minimum requirements as regards alternative fuels infrastructure (i.e. electric car recharging stations or natural gas
                          refuelling points) in the EU Member States. However, a revision of the directive is planned for 2021 to take account of
                          the latest technological and market developments.

               Riassunto The European Commission recently adopted a strategy to develop offshore renewable energies in all of Europe's seas.
                           This could make a major contribution towards the decarbonisation of energy consumption across the EU. The strategy
                           aims to increase offshore wind capacity to 25 times current levels, and facilitate the commercialisation of new offshore
                           renewable technologies, such as tidal, wave and floating solar energy. The Commission will provide a supportive
                           regulatory framework and increase funding for offshore renewable technologies, while looking to maintain Europe's
                           global technological and market leadership in this sector.

Sustainable aviation fuels

               Riassunto As part of the European Green Deal adopted in December 2019, which highlights the importance of boosting
                          development of alternative fuels, the European Commission envisages a proposal in early 2021 to support the
                          increased production and use of sustainable aviation fuels, so as to meet Paris Agreement climate change goals. A
                          number of policy measures are already in place to increase sustainable aviation fuel use, but production and use of
                          these fuels in Europe remains low. Eight different pathways for producing sustainable aviation fuels that can be used
                          without changes to aircraft or refuelling infrastructure have been authorised, but a number of technical, feedstock-
                          related and commercial barriers exist. Development of electro-fuels, which also represent a 'drop-in' type of fuel with
                          potential to help efforts towards carbon neutrality in aviation, is considered technically viable but would require policy
                          action for commercial development. The Commission is conducting a public consultation and is studying a number of
                          policy measures, including a mandatory minimum share of sustainable aviation fuels to be supplied to airlines and/or to
                          be used by airlines and a financial and technical support mechanism to promote the production and use of these fuels.

Towards a revision of the Alternative Fuels Infrastructure Directive

                Riassunto In the December 2019 European Green Deal communication, which aims to reboot the EU's efforts to tackle
                           challenges related to climate change and the environment, the European Commission proposed to review the
                           Alternative Fuels Infrastructure Directive. The Directive was adopted in 2014 to encourage the development of
                           alternative fuel filling stations and charging points in EU countries, and required Member States to put in place
                           development plans for alternative fuels infrastructure. However, according to a 2017 Commission evaluation, the plans
                           did not provide sufficient certainty for fully developing the alternative fuels infrastructure network, and development has
                           been uneven across the EU. Car-makers and alternative fuels producers, clean energy campaigners and the European
                           Parliament have called for the revision of the Directive, to ensure that sufficient infrastructure is in place in line with
                           efforts to reduce emissions in the transport sector and to help meet the climate and environment goals set out in the
                           Paris Agreement and the Green Deal. On 27 May 2020, in response to the coronavirus pandemic, the Commission
                           proposed the recovery plan for Europe in which it puts even greater focus on developing alternative fuel infrastructure,
                           electric vehicles, hydrogen technology and renewable energy, repeating its intention to review the 2014 Directive.

                Riassunto The coronavirus pandemic (COVID-19) has had a strong impact on global energy markets, contributing to a collapse in
                            the oil price as well as lower prices for other fossil fuels. Global shutdowns of economic activity have led to sharply
                            reduced energy consumption and lower greenhouse gas (GHG) emissions. In the short term, coronavirus will
                            negatively affect new energy investments in all sectors, including renewables needed for the clean energy transition.
                            The longer term impact is more uncertain and very much hinges on the nature and speed of the economic recovery, as
                            well as the differing responses of global policy-makers to this challenge.

                Riassunto Strengthened by its victories over ISIL/Da'esh, the government of the autonomous region of Kurdistan in Iraq has
                           announced that it plans to organise a referendum on independence. The deadline is still unclear, as political divisions
                           have led the region to an institutional stalemate. Negotiations with the federal Iraqi government will focus on the
                           territorial scope of the referendum. The Kurdish leaders want to include the 'disputed areas', in particular Kirkuk, in the
                           poll. However, Iraq is not keen to be cut off from this oil-rich region, which is already at the heart of a dispute on the
                           sharing of oil revenues. The status of Mosul after it is recaptured from ISIL/Da'esh is also under discussion. Even if the
                           referendum were to take place and the 'yes' side won, it is not certain that a Kurdish state would emerge. Such a state
                           would be weakened by internal divisions and poor economic conditions. In addition, Syria, Turkey and Iran,
                           neighbouring countries that have complex relations with Iraqi Kurdistan, are worried that an independent Kurdish state
                           would encourage their own Kurdish populations to seek greater autonomy. Yet, the perspective of a Greater Kurdistan
                           is remote, since the regional Kurdish landscape is dominated by the PKK (Kurdistan Workers' Party) and its affiliates,
                           which do not share Iraqi Kurdish leaders' ideology or strategic alliances. As for the EU and the great world powers,
                           although they consider Iraqi Kurdistan to be a reliable ally in the fight against ISIL/Da'esh (again recently in the battle
                           for Mosul), they do not want to openly back the fragmentation of the Middle-East.

                Riassunto EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the
                           European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the
                           environment and climate change, sustainable development, and peaceful international cooperation, with overarching
                           support for scientific research. This coincides with most of the priorities of the EU’s Arctic Member States, Denmark,
                           Finland and Sweden. The Communication does not focus on security issues or on hydrocarbon development. Arctic oil
                           and gas are not the primary keys to EU energy security, but do play a role, and are important for the EU’s two main
                           suppliers, Norway and Russia – sustainable management of these resources is in the EU’s interest. While the region
                           has been a model for cooperation – Arctic collaboration with Russia continues via multiple mechanisms, despite wider
                           tensions. That it will remain so cannot be taken for granted. The EU supports peaceful Arctic cooperation via multiple
                           mechanisms, including the Arctic Council, the Barents-Euro Arctic Council, and via multiple cross-border collaboration
                           platforms. As the EU becomes increasingly engaged in Arctic issues, continued focus on policy coherence,
                           engagement with other Arctic stakeholders, and the priorities of the region’s citizens will be essential.

               Riassunto Being rich in energy resources – a blessing or a curse finds that an energy resource curse plagues many EU supplier
                         states. This in turn directly affects Europe’s energy supply security and threatens to engulf Europe in unwanted
                         hostilities at home and abroad. The study addresses seven issues including the evidence suggesting that a curse
                         exists among Europe’s external energy suppliers, active programs to limit that risk, the significance of economic
                         diversification, the applicability of dividend programs, the link between corruption and security of energy supplies,
                         additional possible actions of the Union, and further threats posed by resource cursed countries. It establishes a
                         definitive links between corruption and supply security, poor transparency, and inequality, and proves that a low level
                         of economic diversification is a reliable indicator for the existence of the curse. It also finds that there are examples of
                         excellence in recovering from and even converting the curse to a blessing. In looking at the policy instruments
                         available to the Union, the study determines that the Union does have the technical expertise and financial means to
                         restructure political and economic systems and strengthen public administrations and institutions and found that
                         Europe’s successful implementation of similar past programs could be taken, at least in part, as models for future
                         efforts. Finally, the study recommends the controversial approach of conditionality in the use of aid and finds that the
                         Union should legislate standards for the reporting and auditing of energy exports and imports at home and abroad
